The Ebola Virus Disease Response Manager (RM) will manage and coordinate the implementation of WV’s response to the Ebola Virus Disease – EVD - pandemic in the West Africa region in accordance with response plans and commitments to meet international and WV standards. This position will be responsible for leading the emergency response phase and rehabilitation and recovery phase in West Africa, ensuring that programmes and project activities are implemented as planned. The Response Manager will work closely with the National Directors of the two affected countries – Sierra Leone and Mali – and support preparedness in at-risk countries in West Africa region. Has strong understanding of National Offices and Regional Office operations. Effectively integrates emergency response programming with existing National Offices programming. Meets desired objectives and goals while being well coordinated and integrated with other programs in the overall EVD Response. In addition, they will provide technical assistance in planning, implementation, monitoring, and evaluation of the project in close coordination with technical sector teams.

RESPONSIBILITIES INCLUDE:

  • Coordinate WV Ebola Virus Disease response in Sierra Leone, Mali and neighboring “at risk” NOs from Dakar, Senegal. Regular calls with WVSL and WVM ND & SMT.
  • Mobilize and coordinate key WARO, GC and SO functions such as Health, HEA, Communications, Advocacy, etc. for their technical inputs and supports to the response.
  • Coordinate development and/or review and adaptation of response tools and materials, messages such as CoH, psycho-spiritual counselling and sensitization materials, etc.
  • Establish and maintain effective working relationships with humanitarian and government representatives, donors and World Vision stakeholders. Coordinate with UN Agencies, other iNGOs and other stakeholders involved in the EVD response both regional and international to ensure synergy and alignment to WHO recommendations. Represent WVI at regular INGO coordination meetings in Dakar.

REQUIRED SKILLS INCLUDE:

  • University degree or qualification in a relevant subject with a focus on team management, project management, Public Health or other relevant skills.
  • 10 years of proven experience with International NGOs/UN in emergency relief projects, rehabilitation projects or related field.
  • Experience in program management and implementation of multi sectoral emergency response projects.
  • Previous experience working in complex emergency/rehabilitation settings.
  • Good management and collaboration skills with host government, donors and field staff.

Zambia: Rheumatic Heart Disease Project Manager - Zambia

Seeking Project Manager

Rheumatic Heart Disease Initiative, Zambia

Rheumatic heart disease (RHD) affects up to 70 million people worldwide and is a leading cause of cardiovascular-related death in the developing world.

Building on a longstanding partnership with physician colleagues in southern Africa, Novartis Institutes for BioMedical Research (NIBR; http://www.nibr.com/) is now engaged in a large-scale, multi-year initiative to combat RHD in Zambia. The Project Manager, Rheumatic Heart Disease Initiative, will be NIBR’s field representative based primarily in Lusaka, Zambia. This position is sponsored by NIBR but locally hired.

The Project Manager will be responsible for working with local partners the implement the program’s activities, which will include:

· Measuring the prevalence of RHD in Lusaka through population-based screening at 50 primary schools using state-of-the-art portable echocardiography

· Establishing strong collaborations with the clinical/scientific community and organizations (universities, research hospitals and other non-profit organizations) in Lusaka that are working on this and similar projects

· Rolling out a novel mobile phone-based electronic registry to track patients with RHD for 2-3 years

· Strengthening health systems that prevent and treat RHD in Lusaka’s main teaching hospital and up to 20 health clinics

· Raising awareness of RHD among the general public

· Monitoring the use of penicillin and related activities in accordance with the study protocol and as specified by Sandoz/Novartis

The Project Manager will work closely with senior leaders at NIBR, the Zambian project lead and other staff located at the Lusaka University Teaching Hospital. Novartis RHD-related activities may over time extend outside of Zambia and, if so, the Project Manager will be responsible for leveraging lessons learned from the Zambian experience to other contexts. Finally, working with local partners and the Project Directors he/she will be responsible for developing and delivering reports and presentations that describe the program’s success and lessons learned.

The ideal candidate will have the following:

· Advanced degree in life sciences, public health, or related degree

· International work experience and/or experience working in a multicultural environment is a must; experience working in Africa is preferred

· Strong communication skills; strong project management skills and ability to work in a highly matrixed environment are essential

· Ability to conduct needs assessments, develop and implement targeted programs/solutions, and to define and measure success of complex interventions is needed

· Excellent negotiation, communications (oral and written) and presentation skills are required; previous academic writing a plus

· Languages: English (with and in-depth understanding/sensitivity to cross-cultural issues)

Liberia: Infectious Disease Specialist (Ebola Response)

Context:

Under the overall guidance and supervision of the Chief of Mission (COM) in Liberia, and supervision of the Senior Medical Coordinator, the successful candidate will be responsible and accountable for the establishment, supervision, effective coordination and implementation of quality control and quality assurance (QC/QA) mechanisms of all the medical, infection prevention and control activities related to management of Ebola Treatment Units (ETUs) operations in Liberia, including all measures to prevent the nosocomial spread of Ebola Virus Disease (EVD) to staff and public, prevention of environmental contamination, and safety of staff and public throughout all activities of ETUs, such as admission, triage, in-patient care, disposal of waste, burials, interaction with public and communities.

The successful candidate is expected to carry out his/ her duties in accordance with strictest ethical standards, safety of IOM personnel, building and maintaining of partnership with agencies and Government, and with due respect for gender and socio-cultural sensitivities.

Core Functions / Responsibilities:

  1. Support the Senior Medical Coordinator in the management, administration, implementation, internal and external coordination of all clinical services, infection prevention and control and related services of the management of the IOM Ebola Response Project in Liberia.
  2. Advise ETUs Team Leaders and lead the Infection Prevention and Control (IPC) practitioners in the direct application and implementation of updated and effective safety, quality control and quality assurance (QA/QC) measures and internationally accepted infection prevention and control standard operating procedures (SOPs) and protocols ((e.g. WHO, MSF, US Centers for Disease Control etc) in both clinical and non-clinical services of ETUs set up:

i) Patient Admissions Unit (PAD);

ii) Patient Care Wards (CARE);

iii) Infection Prevention and Control (INF-Control);

iv) Pharmaceutical Supply and Medical Consumables;

v) Bio-waste Management and Body Removal;

vi) Occupational Health and Safety of Staff;

vii) Psychosocial Support (PSS); and Social Communications; as well as logistics, WASH, transport etc in all ETUs operations.

  1. Supervise and liaise with IOM Infection Control Practitioners of multiple ETUs to ensure strict application of IPC measures.
  2. Manage internal IPC coordination mechanisms in all phases of the ETUs operations with IOM Senior Medical Coordinator and ETUs medical care operations (team leaders, doctors, nurses, operations, logistics, pharmacy and medical supplies occupational health and psychosocial support etc.
  3. Serve as IOM’s focal point in coordination and liaison with the external ETUs staff on IPC mechanisms in ETUs; including organizing joint meetings, ongoing training and assessment of effective infection control practices (quality assurance) of ETUs operations; monitoring, evaluation and data analysis.
  4. Monitor and analyze the infection and prevention control, ETUs clinical services and wider public health process, specifically aimed at increasing effectiveness, recommending specific actions, and assist in the development of monitoring and evaluation protocols.
  5. Advise the Senior Medical Coordinator on progress, plans, priorities, needs and issues related to IPC mechanisms within ETUs operations.
  6. Represent IOM at health and other related coordination meetings, liaise and coordinate with national and international health and development assistance authorities, agencies or organizations regarding strategic planning on health related matters; key counterparts will include Ministry of Health, World Health Organization (WHO), Médecins Sans Frontieres (MSF), International Medical Corps (IMC) other Health Cluster partner agencies among others, and other stakeholders.
  7. Provide periodic technical updates and documentation/ dissemination of best practice materials in close coordination with IOM Liberia team, and MHD at Headquarters as appropriate.
  8. Contribute to regular reporting on project achievements, problems encountered, pertinent developments, and strategic needs, as well as for donors and partner agencies.
  9. Undertake duty trips to ETUs locations on a regular basis.
  10. Perform such other duties as may be assigned.

· University degree in Medicine from an accredited academic institution with at least ten years of professional experience.

· Clinical and post graduate training in infectious diseases, microbiology or infection control is an advantage.

Experience

· Experience in clinical care in hospital settings; treatment of communicable diseases (e.g. tuberculosis, cholera, dengue hemorrhagic fever etc);

· Experience in infection prevention and control measures, safety practices and bio-waste management;

· Experience in the implementation of infection control programmes;

· Experience in humanitarian crisis, natural disasters, infectious diseases and in a resource poor setting are beneficial;

· Familiarity with the public health sector in the African region is an advantage.

Languages

Fluency in English is required. Working knowledge of Liberian Kreyol is an advantage.

As of September of this year Liberia has reported over 3,000 cases with Sierra Leone reporting over 2.500 cases. Based on current rates of infection it is expected that case numbers will climb significantly in the current months. GOAL has been working in Sierra Leone for several years now and has been active in the Ebola Health response since the outbreak was declared. Due to the scale of the outbreak in Liberia GOAL has decided to establish a response in Liberia to provide assistance to the large numbers of people who have become infected in recent weeks and are expected to be infected in the coming weeks and months ahead.

****Summary of Role:****The EVD Centre Medical Coordinator will be responsible for overseeing the operation of GOALs Ebola Medical Treatment Facility in Ebola.

****Key Responsibilities****

  • Overall Management of EVD Centre (s) and ensuring that clinical care and infection control is of a minimum acceptable standard.
  • Ensure that EVD Centre infection control and safety procedures are in place and documented.
  • Ensure that standards of patient care and all appropriate protocols are in place and being implemented in the EVD Centre.
  • Ensure that all staff have been provided with appropriate training on infection control and risk reduction management and that on the job training is ongoing and part of day to day practice.
  • Infection Control equipment is in place and being used appropriately by all clinical staff.
  • Ensure that all logistics, supplies are in place and that appropriate supply chain is in place.
  • Provide training and de-briefing for all health and other Ebola Centre staff.
  • Provide direct clinical care as required based on patient need and patient load.
  • Provide technical support and oversight for all elements of managing the EVD Treatment Centre including waste disposal, water supply and infection control parameters and provide support to technical staff in managing this.
  • Ensure that any possible risk exposure by staff to possible infection is dealt with promptly.

  2. Experience of working in challenging acute clinical settings

****Summary of Role****:GOAL will be supporting the implementation of Ebola Treatment Facilities, providing treatment care and support to patients who will be either infected with or suspected of being infected with Ebola. GOAL will also be providing technical support to the Ministry of Health (MoH) SL and to other health partners who are currently managing or being exposed to suspected Ebola cases. The Ebola Nurse Doctor will work as part of an emergency response team based in a clinical setting.

****Key Responsibilities****

  • Support the day to day operation of an Ebola Treatment Centre- to include ensuring infection control procedures are in place, patient care is being carried out and that minimum acceptable clinical standards are in place at all times.
  • Ensure that all relevant clinical and infection control equipment is in place in the facility at all times and liaise with logistics to ensure that stocks are kept at a minimum acceptable level.
  • Support in the provision of direct clinical patient care as required and ensure that infection control procedures are being adhered to by staff and patients carers at all times.
  • Provide technical supervision and training for non -clinical staff such as cleaners Guards on infection control procedures.
  • Organise the admission and treatment plan for newly diagnosed or suspected infected persons.
  • Provide training for MoH and NGO partners on case referral and infection control.
  • Ensure that appropriate Personal Protective Equipment (PPE) and other essential medical supplies are in place and being distributed as required.
  • Ensure that facility clinical data admissions, discharges and deaths are being maintained and submitted on time to relevant Managers.
  • If required work with the overall health team to explore other avenues to provide support for communities at risk of Ebola particularly those in rural areas with little access to treatment facilities and or in the situation where Treatment Units become full.
  • Work with the Community Health partners to ensure that there is a support system is in place for all Ebola Survivors who are discharged from the centre
  • Ensure that there is a referral pathway in place in communities for suspected Ebola cases.

  • A qualified Nurse or Doctor with, ideally previous experience in infection control, infectious diseases.
  • Ability to work in a high risk and stressful clinical environment
  • At least 2 years post qualification experience in a clinical setting and previous overseas experience in a health setting would be an advantage.
  • Willing to work in a constantly changing and stressful environment.
  • Good planning skills, able to work alone as required and live and work in at times basic field locations.
