Background:

CRS seeks a Program Manager (PM) for an anticipated US $13.5 million USAID contract to promote the provision and use of accurate climate information to vulnerable populations, increase the inclusion of climate change considerations into commune-level governance systems, and increase the adoption of local solutions to climate variability and change by communities.

Job Summary:

The Program Manager I - Climate change will lead the increase and adoption of local solutions to climate variability and change by communities and individual households at the commune and village level in rain-fed, rural areas of Mopti region.

Specific Job Responsibilities:

  • Develop climate resilient agriculture strategies and operationalize these strategies in demonstration activities linking diffusion of climate change adaptive practices to improved climate change information;
  • Build capacity of commune-level government and extension personnel in understanding climate change and adaptive strategies;
  • Identify and lead strategy development to overcome barriers in adoption of adaptive practices, especially as it relates to vulnerable groups (women and youth);
  • Increase overall adoption of climate change adaptive practices .

Required Qualifications and Experience:

  • Master's Degree and demonstrated expertise in agriculture, resilience, climate change, food security, international development.
  • Experience designing and implementing development programs focused on vulnerable populations (gender and youth).
  • Minimum 2 years of experience inmanaging programs with a funding and complexity on a similar scale to this programin a non-profit, development, and/or humanitarian organization.
  • Experience working in West Africa or the Sahel required.
  • Proven leadership and inter-personal skills and ability to build and motivate diverse and talented teams.
  • Commitment to gender responsive/transformative programming.
  • Ability to work well both within a consortium team and independently.
  • Strong analytical skills.
  • Experience assessing vulnerability to climate change preferred.
  • Understanding of and experience with faith-based organizations, and capacity-building principles in local partnerships desired.
  • Proficiency in Microsoft Office, including Word, Excel, PowerPoint, and Outlook.
  • Experience with Monitoring, Evaluation, Accountability and Learning (MEAL) and especially GIS and other ICT4D preferred.

Kenya: Regional Change Manager for the Horn, East- & Central Africa (HECA) region

This Vision2020 change process requires change management capacity, both at country and regional level in HECA. We are looking for a an experienced and senior change manager who works directly with the RTG at regional level, and who is able to support country change processes too.

Objective of the position

To help shape a stronger Oxfam in the HECA region the Regional Change Manager will be responsible – in coordination and consultation with the Regional Transition Group - fordefining, coordinating and implementing change management and support plans for the country- and regional teams within HECA.

The regional Change Manager will report to the chair of the Transition Group for HECA and, when appointed next year, to the Oxfam Regional Director. The Regional Change Manager has a coordinating relationship with the OI Vision2020 change managers’ global team and works closely with the Countries Change Management teams.

Project Description:

The SBCC Specialist will work collaboratively with the key stakeholders to design and implement SBCC interventions and materials aimed at improving nutritional status and inclusive agricultural growth. The SBCC interventions would need to be designed targeted to all levels and a range of stakeholders including government, civil society and community. The position will be based in Maputo.

Job Summary / Responsibilities:

  • Formulate project SBCC objectives and develop strategies for their achievement.
  • Develop comprehensive communication tools and SBCC activities, using evidence-based theories and methodologies, in close collaboration with technical specialists across the project.
  • Design community level interventions in close collaboration with the Project staff that target women and children.
  • Provide day-to-day management of the project’s SBCC and community level activities.
  • Manage the work of any research firms, advertising agencies, public relations experts, production vendors, community mobilizers, and/or consultants hired by the project to assist with SBCC or community level work. This includes building capacity of local implementing partners to implement quality and successful SBCC work.
  • Collaborate with other technical specialists and stakeholders beyond the project to ensure coordination of materials and communication message strategies and avoid gaps and overlaps.
  • Ensure that SBCC materials are pre-tested, proved effective and used efficiently and by the correct target group.
  • Help develop, maintain, and follow the indicators set in the workplan for SBCC and community-level activities.
  • Work with M&E; Advisor to monitor and evaluate the progress and impact of SBCC activities.
  • Contribute to regular quarterly and annual reports to the client.
  • Document project results and impacts in various forms, including media stories, lessons learned, case studies, client satisfaction, etc.

Qualifications:

  • Experience and demonstrated results in strategic behavior change communication.
  • Knowledge of and experience with the design, management and implementation of nutrition, agriculture and livelihood programs.
  • Sensitivity to cultural differences and understanding of the socio-economic and political situation in Mozambique and targeted communication to stimulate behavior change.
  • Ability to organize systems to monitor results.

Minimum Requirements

  • A Master’s Degree in Communications, Marketing, Social Sciences.
  • At least 6 years of experience in projects of similar or related nature, size, and complexity, with national or local governments, NGOs, or donors; with preference given to a candidate who has actually worked in devolved health settings.
  • Demonstrated understanding and familiarity with development communications issues and solutions, especially in Nutrition and agriculture.
  • Familiarity and understanding of USAID policies and procedures (highly preferred), or those of other donors, donor-funded projects, community-based projects, or corporate social responsibility projects.

Evalation Process:

The contract will be awarded to the candidate who received the highest score out of a pre-determined set of weighted technical and financial criteria: Technical Criteria weight: 70% + Financial Criteria weight: 30%. Individual consultants will be evaluated based on Cumulative analysis.

When using this weighted scoring method, the award of the contract shall be made to the individual Consultant whose offer has been evaluated and determined as:

  • Responsive/compliant/acceptable; and
  • Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.

Technical Criteria weight: 70%.

Financial Criteria weight: 30%.

Only candidates obtaining a minimum of 70% (49 points) of the total obtainable technical points would be considered for the Financial Evaluation. The Technical proposal submitted and the pre-determined questions to be asked during the interview would be in line with the below Criteria.

The selection will be made based on the educational background (10 points), experience on similar assignments (15 points) and the quality of the technical proposal - Adequacy with the Terms of reference, methodological approach, including the work plan (45 points).

Financial Proposal:

The financial score for the financial proposal will be calculated in the following manner:

Sf = 100 x Fm/F, in which Sf is the financial score, Fm is the lowest price and F the price of the proposal under consideration.

Total Score

The technical score attained at by each proposal will be used in determining the Total score as follows:

  • The weights given to the technical and financial proposals are: T= 0.7, F=0.3;
  • The Total score will be calculated by formula:TS = St x 0.7 + Sf x 0.3;
  • TS - Is the total score of the proposal under consideration?
  • St - is technical score of the proposal under consideration.

Job Purpose

The change manager shall ensure that CBM- Africa Central (AFC) realises its assets; sell off, or distribute remaining assets to other CBM offices; undertake an analysis of current AFC staff and see how best to re-position them in CBM structures. Develop a social plan based on policies, contract and local legal regulations that will ensure a smooth closure of contracts, or transfer employment contracts, settle debts owed; transfer programme oversight functions to CBM-Africa East (AFE) and CBM-AFC; and ultimately dissolve CBM-AFC.

Duties of the Change Manager

The Change Manager shall, upon appointment carry out the following main activities, among others:

General

  • Prepare a Winding down Action Plan including any budgetary considerations in close collaboration with the CBM Vice President Programme Development (VP-PD) and Regional Directors of CBM AFE and CBM- Africa West (AFW), Internal Auditor and Head of Operations AFC;
  • Provide regular feedback to the above-mentioned team to ensure that the transition is achieved according to the winding down action plan and within set timelines;
  • Work with the current Head of Programme and Operations to map CBM-AFC interfaces with countries in the central Africa region (partner relationships, Monitoring, Reporting & Evaluation, Budgeting, Advocacy, Human Resource Management, advisory support services, programmes with multi-year commitments beyond 2015, etc.) and recommend mechanisms for transferring dissolved CBM-AFC oversight functions to CBM-AFE and CBM-AFW or to country offices;
  • Close down CBM-AFC by December 2015;
  • Submit a final winding down report to the VP-PD with clear recommendations on the post-winding down period.

Legal

  • Ensure that the winding down process is carried out in accordance with laws of Kenya and the CBM bylaws;
  • Clear all statutory back taxes and processes;
  • Notify the Kenya Revenue Authority and other legal institutions, insurance companies and service providers of the impending dissolution;
  • Review current shared contracts with AFE and ensure that all legalities are fully transferred to AFE;
  • Represent or appoint legal counsel to represent CBM-AFC in legal proceeding;
  • Work with the internal auditor in the legal obligations and handover of assets etc

Financial

  • Prepare an account of the assets and liabilities of CBM-AFC and take possession and control of assets and recover all debts due to CBM-AFC;
  • Determine what assets to sell off, or to distribute to CBM-AFE and CBM-AFW, or to local partners in line with the provisions of the laws governing public benefit organisations in Kenya and CBM bylaws;
  • Prepare annual budgets with clear cash flow forecasts to ensure that CBM-AFC’s financial obligations are completed by the end of the winding down period;
  • Liaise with external auditors and CBM Internal Audit Office to ensure that outstanding audit recommendations are finalised by the end of the dissolution period;
  • Identify storage location and storage period of significant documents and access mechanisms post dissolution in accordance with Kenyan and CBM laws.

Human Resources

  • Identify key human resources that can be retained within other CBM offices or supported-projects, put in place HR mechanisms for absorption and closure and: integration, promotion, de-allocation, -etc;
  • Put in place HR tools relevant to the dissolution process: stress management / debriefing, compensation and benefits strategy, financial support, mobility, etc;
  • Ensure that transfers / terminations of employment contracts are done according to provisions of existing labour laws, trade union bylaws and collective agreements;
  • Ensure that employees’ terminal benefits are settled in line with national labour laws as well as CBM bylaws;
  • Ensure that statutory and voluntary contributory schemes (Pension, Insurances, Savings and Credits Co-operatives, etc) are properly changed over after dissolution of CBM-AFC. Provide adequate notice of termination to the CBM-AFC staff and ensure that all outstanding payments (loans, advances, insurances, taxes, etc.) are settled by the date of termination of contracts.

Communications with Stakeholders

  • Inform and consult employees (or their representatives) regarding the progress of the dissolution process and important milestones.
  • Draft messages to stakeholders internal and external to the CBM Family about the winding down process.
  • Put in place a strategy for dealing with potential media inquiries within Kenya or in AFC countries.

Job Specification

Knowledge (Education and Related Experience):

  • Relevant Accounting degree and supporting qualifications in Human Resource management and law, organisational change management or similar professional qualifications.
  • Over 7 years’ experience at senior management level in the corporate or civil society sectors.
  • Member of a recognised professional organisation for Certified Public Accountants or Certified Public Secretaries.
  • Being a member of a recognised professional organisation for Human Resource Management Practitioners is an advantage.
  • Previous experiences in, change management, transition management, dissolution of societies, etc., is an added advantage.

Position: Hygiene Behavior Change and Communications Specialist

Summary: AECOM International Development seeks a Hygiene Behavior Change and Communication (HBCC) Specialist for an anticipated USAID-funded multi-year project intended to increase access to water and sanitation in rural communities in Western and Central equatorial states. The project will work with government agencies to improve and expand access to water, sanitation and hygiene (WASH) services, including facilitating private sector investment, establishing community managed systems, promoting hygiene behavior change and empowering women to take on leadership roles. The HBCC Specialist will have overall responsibility for technical direction and implementation of hygiene behavior change and communication activities, and ensuring overall program activities achieve measurable health impacts and related results. The HBCC Specialist must demonstrate exceptional technical and managerial experience, including managing complex rural and urban WASH behavior change activities involving multiple program partners.

Qualifications:•At least 10 years of experience providing technical leadership in hygiene behavior change and communication both for water supply and sanitation activities
•Subject matter expertise in hygiene promotion, behavior change communication and local capacity building
•Familiarity with the political, social, and cultural context of South Sudan
•Masters degree in public health, engineering (civil or environmental), community development or related field
•Exceptional written and oral communications skills in English
