Project Summary:

The purpose of this project is to conduct an activity midterm performance evaluation of a Bureau for Food Security program active in Africa. The program being evaluated focuses on finding and commercializing agricultural technologies that have the potential to impact smallholders and supporting private sector engagement within Feed the Future. The program works to engage the private sector to commercialize technologies to the smallholder farmer market and builds and procures public-private partners that support Feed the Future efforts.

Position Summary:

MSI is seeking a mid-to-senior level M&E Technical Specialist to serve on a two-person evaluation team. The individual, working with the guidance of a Team Leader, will participate in all aspects of the performance evaluation, including design, data collection, report writing and presentations. The level of effort is for 45.5 days starting immediately. Fieldwork is tentatively scheduled for May 2015.

Responsibilities:

  • Provide feedback on SOW PE plan and contribute to revised version as needed.
  • Provide feedback on PE plan and contribute to revised version as needed.
  • Review all materials provided.
  • May identify/suggest further interviewees or groups to ensure full picture of program/intervention.
  • Drafts methodology and instruments; Design of Focus Group Protocols.
  • Conducts field work in Kenya and Mozambique including interviews with stakeholders, implementing partner(s), and key USAID and government stakeholders.
  • Prepares daily schedules for field work. Responsible for cleaning and coding data and information they have gathered daily and uploading this information and data.
  • Analyzes data and information gathered in country.
  • Participates in the presentation to USAID present preliminary findings and to clarify any questions they may have.
  • Responsible for cleaning and coding data collected and analyzing that data.
  • Provide writing of selected sections and input and to Draft 1 Evaluation Report.
  • Contribute slides to PowerPoint slides for final debrief.
  • Provides draft writing of specific sections and input for final on the final report.

Qualifications:

  • Master’s degree in international development, public policy, agriculture, or related field.
  • Familiarity with USAID performance evaluations and evidence of prior experience conducting similar work.
  • Experience with Feed the Future preferred.

Central African Republic: Coordinateur du « Bureau de Coordination du Forum des ONGI en RCA »

1 /. INTRODUCTION.

The INGO Coordination Committee (OCC) is a space to ensure / enhance coordination between NGOs, the Government of the Central Republican, the UN, donors and external partners for the exchange of information, sharing expertise and the development of guidelines for a more coordinated, efficient and effective use of aid resources in CAR.

The CCO is an independent coordination of international non-governmental organizations serving and facilitates the work of its members to meet the humanitarian needs in CAR. There since April 2014 and has a national association status recognized by the CAR authorities. To date (01/12/2014), there are 42 international NGOs members of the OCC.

Its Executive Committee (EXCOM)

The Executive Committee (elected) is the monitoring and supervisory body of the Permanent Bureau of the OCC. It is responsible for the effective implementation of the strategic directions and logical framework provided in the (s) Contract (s) of funding. It ensures that the decisions of the Assembly of Representatives of NGOs are considered.

Through CCO, member of the executive provide positive and constructive relationships with all stakeholders, including the members of the Government and the various ministries, UN agencies, donors and other NGOs to strengthen coordination and ensure good collaboration.

COMEX is composed of 10 organizations elected from among the members of the CCO for a period of 6 months.

The Permanent Office CCO:

This office is composed of human resources dedicated full time to the tasks listed in their respective terms of reference. (Validated by the Executive Committee).

The team is made (as of December 1, 2014) from:

  • A coordinator (international)
  • An assistant coordinator (national)
  • A Communications Officer (international)
  • A Logistics Assistant (national)

The objectives of this are manifold (see flowchart in Appendix 1). It assists the Executive Committee in particular the treatment process topics / themes that the executive is committed to developing the requests of the Assembly of Representatives. Its role is then to take note of the decisions and actions in each of these cases.

The office is "hosted" by an NGO that serves as "hat" for operational needs administrative office (logistics, financial, human and administrative resource). Thus, and to ensure the autonomy of the office, an operating framework is developed between the Permanent Bureau and the NGO "host" (and approved by the executive). This framework must enable the office to function independently while respecting all procedures of the NGO.

The office is composed of national and international staff who are managed daily by the Coordinator of the CCO, this in accordance with the Articles of operation. The Coordinator is the focal point between the NGO and the Bureau and is responsible for compliance of the established operational framework.

The Coordinator and the Office of Communications Officer attend all meetings of the Executive Group, but without the opportunity to vote.

2 /. RESPONSIBILITY OF THE COORDINATOR POSITION:

The Coordinator supports the work of the NGO Forum through the following main tasks:

Coordination / Representation:

  1. Participation in coordination meetings in Bangui. (HCT, ICC, Forum, Task Force

CHF Advisory Committee, Steering Committee UNHAS, ..)

  1. Permanent contacts and relationships with partners
  2. Representation with the Authorities
  3. Organization and facilitation of meetings CCO (biweekly for members

and for COMEX + Ad hoc meetings).

  1. Focal point with the Working Groups of the OCC.
  2. Backup contingency (in connection with OCHA and ICC) and update IMO.
  3. Link Operational Land and visits. (One per month).

For security issues.

  1. Focal point with the Director of INSO
  2. Focal Point with UNDSS
  3. Focal Point with minusca
  4. Focus on local contacts
  5. Focal Point with the International Forces
  6. Participation in weekly meetings CMCoord.

Quality and Program Management:

  1. Acting as a focal point of information / experience sharing with and through NGOs.
  2. Consolidate and analyze information and answers on the operational and administrative issues such as work permits, taxes, framework agreements NGOs, funding mechanisms and United Nations planning procedures and the Government
  3. Establish a communication mechanism in connection with the United Nations, the Government, donor representatives and other stakeholders
  4. Participate and represent important NGO planning process including the government and donors
  5. To advocate on international humanitarian law
  6. To advocate as part of the consolidation of the governing laws and NGOs to monitor the implementation
  7. Liaise with the Forum of International NGOs in neighboring countries in the region and potentially internationally
  8. Ensure timely reporting to donors
  9. Good control and budget management

Relations with Partners :

  1. Work to ensure effective collaboration between international NGOs.
  2. Maintain and / or develop productive relationships with the authorities at ministerial level, civil society, other institutions counterparts

Management of permanent office:

  1. Strategic and daily management of the permanent office (staff, budget, ..).
  2. Provide leadership to the team, promoting a professional working relationship and encourage the staff
  3. Direct internal meetings to coordinate and ensure staff support

Profile:

  1. Minimum of 5 years of work and responsibilities in coordinating NGO (Profile Head of Mission), International experience in NGOs, UN, and / or donor agencies.
  2. Knowledge of humanitarian law
  3. Demonstrated experience in coordinating inter-NGO
  4. Demonstrated leadership skills
  5. Skills documented in the development of proposals, budgets and reports
  6. Strong advocacy experience in countries in conflict
  7. Strong knowledge of the UN system and integrated missions and cluster systems
  8. Considerable understanding of complex emergency crisis contexts
  9. Demonstrated competence of communication, interpersonal exchanges and trading
  10. A privileged RCA work experience
  11. Computer literacy
  12. Fluency in French and English spoken and written

  1. Principales Tâches et Responsabilités

Sous la supervision du chef de la Zone Est, le Spécialiste du programme Sante Nutrition/Chef de Bureau aura à accomplir les tâches suivantes :

S'assurer de la pertinence de la documentation financière, administrative et d’approvisionnement ; vérifier que les dépenses du programme sante nutrition sont dans les attributions et que les données sont cohérentes avec les informations du programme et de la base des données. Assurer le suivi des requêtes ou des mesures correctives sur les divergences.? Compiler la mise en œuvre, la préparation, la formation et l'orientation des matériaux du programme sante et nutrition visant à promouvoir le partage des connaissances avec leurs homologues, les acteurs du secteur sante nutrition, les donateurs et les médias.? Veiller à ce que les opérations administratives de l'UNICEF et des services soient en conformité avec la politique administrative de l'organisation, les procédures, les règles et règlements ; ? Contribuer à la préparation de l'analyse de situation pour le développement du programme. ? Administrer un système de surveillance cohérent et transparent; fournir une analyse précise du niveau des tendances socio-politico-économiques nationaux et leurs implications pour les programmes et projets en cours. ? Supporter la préparation du plan de travail du programme comme recommandé. Responsable de la préparation des recommandations du programme pour l'inclusion dans la documentation officielle du programme, et de nouvelles approches, méthodes et pratiques.? S’assurer de la prise en charge de la gestion des biens de fournitures administratives, matériel de bureau et des véhicules, la mise à jour de l'inventaire des objets, servant en tant que membre ex-officio du Comité de contrôle de la propriété, le cas échéant. Il aide à l'établissement des présentations au Conseil du sondage, la préparation des procès-verbaux des réunions. Il assiste dans l'exécution des recommandations de PSB approuvés par le Représentant du pays.? Contrôler et superviser l'utilisation adéquate et appropriée des fournitures et veiller à ce que les services et l'entretien des locaux soient conformes aux normes de l'organisation.

  1. Qualifications et compétences requises :

• Etre de nationalité congolaise (RDC)• Avoir un Diplôme universitaire avancé dans l’un des domaines ci-dessous : Santé Publique, Nutrition ou dans un domaine connexe.• Avoir au moins trois ans d'expérience professionnelle dans l'organisation des Nations Unies ou d'autres organisations internationales de développement ou de gouvernement national et de l'expérience de travail sur le terrain.Contexte / familiarité avec la préparation des interventions d'urgence (et l'approche cluster IASC).• Avoir la maîtrise du français et de l’anglais, la connaissance de la langue de travail locale du lieu d'affectation est un atout.• Avoir l’aptitude avérée à conceptualiser, développer, planifier et gérer les programmes, ainsi que de transmettre des connaissances et d'enseigner des compétences.• Avoir le leadership et les capacités de travail d'équipe.• Avoir des bonnes capacités d'analyse, de négociation, de communication et de plaidoyer.• Avoir l’aptitude à travailler dans un environnement multiculturel et d'établir des relations harmonieuses et efficaces de travail tant à l'intérieur qu'à l'extérieur de l'organisation.• Avoir des compétences informatiques, y compris la navigation Internet et diverses applications de bureau.
