Role and Responsibilities

Providing WASH services to refugees in Batil camp in line with SPHERE and UNHCR standards, the WASH Manager will focus primarily on operating and improving water supply in the camp, but should be flexible to assist with the sanitation project as needed.

Project Overview

Medair is currently implementing three projects within South Sudan. There are two large field bases in Upper Nile State (Maban and Renk), plus an Emergency Response Team (ERT) who carry out short-term (typically 1 – 3 month) interventions across all states. In Maban, Medair is responsible for WASH, health and nutrition in Batil refugee camp (approximately 40,000 people). In Renk, Medair is providing WASH and health care in camps for returnees (people who returned from Sudan after independence), as well as a more development-style programme in the host community. The ERT team is flexible to respond to new emergencies in South Sudan, from disease outbreaks, population displacement due to conflict or flooding, or emergency level global acute malnutrition rates.

Key Activity Areas

Technical WASH Management

The WASH Manager will spend most of their time working in Batil camp in a hands-on technical role. The technician will focus primarily on water supply in the camp but should be flexible to support the sanitation programme as needs be:

  • Water quality monitoring.
  • Assisting with operation of the water supply system – ensuring that water is available at all tap stands throughout the day.
  • Maintenance and repairs of the water distribution network and pumps.
  • Implementing improvements to the network.
  • Liaise with the Hygiene team, providing support for hygiene campaigns in the camp and working together to improve community ownership and engagement.
  • Emergency response.

Logistics

  • Local procurement of construction materials in co-ordination with the WASH Logistics Officer.
  • Keeping records of consumable items and equipment used.
  • Support the WASH Project Manager with procurement planning.

Finance

  • Provide information for monthly Cash Needs Forecast to the WASH Project Manager (PM).
  • Payment of WASH casual workers.

Staff Management

  • Manage refugee WASH staff on Incentive Earner Agreements, checking attendance, coordinating leave, monitoring performance and providing support as needed.
  • Actively capacity build our WASH team in the camp.

Coordination and Reporting

  • Attend weekly camp co-ordination meetings, or bi-weekly WASH sector meetings when the WASH PM is unavailable.
  • Provide monitoring data to input to weekly and monthly reports.
  • Cover for the WASH PM in their absence.

Qualifications

  • Higher level qualification in a technical field, preferably in water and sanitation
  • BSc / MSc in Water / Environmental Engineering or Management or Civil Engineering or Hydrology / Geology desirable

Languages

  • Strong working knowledge of English (spoken and written)

Experience / Competencies

  • 2 years post-qualification professional experience in a relevant field
  • Experience working in a WASH programme in a developing country, preferably in a humanitarian context desirable
  • Excellent organisational skills; Ability to oversee multiple tasks and prioritise clearly
  • Committed to consultative and servant-minded leadership
  • Team-player with good inter-personal skills
  • Good communicator, able to pass on information efficiently
  • Ability to develop and maintain effective relationships with colleagues, beneficiaries, other agencies and local authorities
  • Ability and willingness to manage project implementation
  • Problem solving ability
  • Capacity to work under pressure and manage personal stress levels
  • Ability to cope with basic living conditions in the field and during field trips

  • Experienced professionals in a relevant field; Overseas intercultural experience

  • Working knowledge of French, spoken and written, for French-speaking field programmes

Working Conditions
