South Sudan: Gender-Based Violence Specialist - Consultancy

Specific Tasks

· Conduct capacity assessment of all UNICEF GBV partners and potential partners and design appropriate capacity building plan for them to implement minimum GBV response package.

· Lead implementation of the capacity building plan including organizing, conducting and evaluating necessary training and follow up actions from the training.

· Provide technical support to UNICEF implementing partners on the ground to implement the agreed GBV interventions.

· Identify and support potential partners to identify appropriate GBV response strategy in the location and prepare for the proposal and budget.

· Work with other sectors i.e. WASH, CCM, NFIs and Health to mitigate risks in their work and mainstream GBV especially in the field.

· As needed, conduct assessments and/or consolidate existing information on the situation of violence against women and children, including GBV.

· Compile reports from partners to feed into GBV sub-cluster and UNICEF sit-rep as well as other reports.

· Support Child Protection Specialist to provide necessary technical inputs and support to GBV sub-cluster in national level.

· Support GBV specialist in Malakal on coordination of GBV working group as needed.

· Participate in Rapid Response Mechanism (RRM) when needed to start up GBV response.

Expected Deliverables

  • Capacity building plan including training modules
  • Training reports which includes learning assessment of participants
  • Weekly Strips and monthly progress reports as per UNICEF requirements
  • Reports on follow up visits to locations where implementing partners are working
  • Minutes of the local coordination meeting
  • Training

Reporting

The Consultant will report to the Child Protection Specialist response for GBV programming.

Expected background (Qualifications & Experience)

  • Advanced university degree in social work or child psychology, public health, community health, international law, human rights or other relevant field. (Public health is preferred)
  • A minimum of 5-8 years’ professional experience in GBV programming of which at least 3 years are in emergency settings.
  • Proven experience of capacity building including training of GBV service providers, community based organizations or NGOs are required.
  • Working experience in clinical management of rape and experience of training and building health service provider’s capacity are desirable.
  • Fluency in English (verbal and written).
  • Experience in building successful relationships with government counterparts, UN agencies and other relevant partners.
  • Excellent commination and interpersonal skills, and proven success in facilitating interagency processes to achieve a common goal.
  • Ability to cope with hardship conditions.
  • Ability to work in a multi-cultural environment.
  • South Sudan specific experience is an advantage.

General Conditions:

· Terms of payment: Monthly payment upon completion of the deliverables.

· Note that final payment to a consultant is dependent on the completion of deliverables.
