Who are we?

The Danish Refugee Council (DRC) is a private, independent, humanitarian organization working on all aspects of the refugee cause in more than twenty five countries throughout the world. Danish Refugee Council (DRC) has been present in South Sudan since 2005. DRC and DDG merged in 2012 and currently have operations in Northern Bahr el Ghazal, Unity, Warrap and Upper Nile states.

DRC is a rights-based organisation and a member of the Humanitarian Accountability Partnership (HAP) and is therefore committed to documenting our accountability to the beneficiary population and the impact of our activities. DRC adopts a community-based approach, where beneficiaries and local authorities are included in the prioritising, planning and implementation of activities as an important measure of rehabilitation and capacity building.

About the job

Reporting to the DRC Programme Operations Manager based in Aweil, the FSL Manager has overall responsibility for the continued development and implementation of DRC’s FSL activities in Northern Bahr El Ghazal, including overall management of an EC Multi Year FSL project.

DRC/DDG is looking for a Manager with extensive experience in agricultural and livelihoods, including income generation, group formation, market assessments, activity cost benefit analysis, start-up grant provision, basic financial literacy, group savings and loans, seed multiplication, FFS, extension, as well as strong M&E skills.

Duties and Responsibilities

To achieve the position’s purpose, the DRC FSL Manager will perform the following tasks and undertake the following duties and responsibilities:

Management

· Responsible for successful planning, coordination and implementation of project activities

· Activities include market assessments for profitability of income generation activities, group formation, training in basic financial literacy, small grants management, group savings and loan schemes

· Project includes both agricultural-based income generation and non-agricultural-based income generation. You must have awareness of negative impacts of some livelihoods and culturally sensitive experience in mitigating them – e.g. of natural products harvesting

· Responsible for monitoring and evaluation of the project activities to ensure that project objectives and outputs are achieved – and activities are implemented in accordance with DRC/DDG standard rules, regulations and operational procedures, agreed strategies, implementation plans, and HQ requirements

· The job requires frequent trips to the field to interact directly with extension workers and target group.Contribute to the strategic direction of the country operation through participation in strategy planning meetings and developing strategic documents.

Financial and Operational management and monitoring

· Financial and administrative responsibility for the project and FSL activities – in collaboration with the Head of Finance & Administration, South Sudan – in accordance with DRC/DDG policies and procedures for financial control and reporting

· Responsible for fund management – including making the best of use of available resources and to work for mobilizing additional resources (fundraising) in support of planned and on-going work

· Budget and procurement forecasting in spreadsheet formats.

· Regular budget follow and tracking

· Ensure that procurement and logistical aspects of programme are well planned and managed in accordance with DRC policies and procedures.

Staff management and supervision

· Responsible for recruitment, orientation and training of project staff

· Act as the immediate and direct supervisor of all senior national staff working on the project – taking necessary actions to e.g. ensure security, safety, agreeable working conditions, discipline etc.

· Ensure work plans for project teams are prepared, approved and followed in order to meet project objectives

· Carry out key training of staff in grant management, group formation/bylaws, savings and loan schemes, basic financial literacy and ensure they have regular refreshers throughout the project cycle to make a solid knowledge foundation.

Security Management

· Responsible for implementing necessary security arrangements with regard to the project, particularly field movement and transport, as defined by DRC/DDG security procedures and guidelines – and/or as agreed with the Programme Operations Manager NBeG.

External Relations

· Responsible for maintaining regular contact and coordination with local authorities and national and international NGOs relevant to the project, and securing necessary MOUs for programming

· Maintain close collaboration and good relations with the donor (EC) and other partners (Danida) to share lessons and experience in livelihoods cash transfer modalities and also to host EC project monitoring visits.

· External relations of a more programmatic and/or strategic nature are managed by the Country Director, who may, however, delegate this responsibility to the Project Manager.

Reporting and information sharing

· Responsible for timely and regular project documentation and reporting on the project – including performance/progress assessments against pre-defined project objectives, outputs, activities and indicators

· Promotion of learning from relevant best practices internally and externally.

Strategic programme development

· As part of the Senior Management Team identify opportunities to increase scope and quality of DRC programming in South Sudan

· Participate in gathering of information and proposal development as requested by the Programme Manager NBeG.

About you

Required qualification:

· At least 8 years’ experience in agricultural and livelihood support and food security, specifically with group formation, start-up grant development, savings and loan and financial literacy

· Solid experience (at least 5 years) in project cycle management, - especially in volatile security environments – administration and human resource management

· Proven financial management experience, forecasting applied to spreadsheets and budget follow up

· Proven logistical management experience for project procurement

· Experience in making markets work for the poor (M4P), market mapping and cost benefit analysis of potential income generation activities

· Relevant educational background, at least at Master Level

· Fluency in written and spoken English essential

· Demonstrated experience in meeting high, evidence-based monitoring and evaluation standards

· Experience of designing and using tools for monitoring programme activities and achievements against the LFA.

Desirable qualifications:

Ideally, you will also have:

· Arabic or Dinka language would be an asset

· Proven capacity building skills – ability to train trainers (staff)

· Experience in donor reporting and working with institutional donors, especially EC and Danida

· Experience in South Sudan is highly desirable.

Duty station: Aweil, Northern Bahr El Ghazal, South Sudan.

Contract: 6 months (with possibility of extension, subject to funding and performance)
