1. GENERAL DESCRIPTION
HealthNet TPO’s programme in South Sudan dates from 1996. HealthNet TPO aims to contribute to improving the overall health situation and supports the strengthening of health systems to ensure the provision of quality health care in Sudan. HealthNet TPO also aims to include and build the capacity of Sudanese organisations, communities and authorities.

Currently HealthNet TPO implements a health service delivery programme in Western Bahr el Ghazal (WBEG) and Northern Bahr el Ghazal (NBEG), funded by DFID/Health Pooled Fund (HPF ). It is also one of the four members of the Dutch Consortium for Rehabilitation (DCR) that has been awarded Dutch Ministry of Foreign Affairs funding for the period 2011 – 2015. The main aims of the DCR programme relate to strengthening health and community systems to ensure basic service provision with increasing involvement of civil society. HNTPO is one of the 4 consortium members of the SHARP consortium, sexual reproductive health project funded by the Dutch government implemented in Northern Bahr El Gazal.

2. PURPOSE OF POSITION

The County Project Coordinator is responsible for HealthNet TPO’s operations in Raga county. This includes managing a primary health care delivery programme (Health Pool Fund - HPF).

3. CORE RESPONSIBILITIES AND TASKS:

· Be responsible for work plan implementation and budget expenditures of the HPF projects.

· Plan project activities against outputs and budgets. This includes being responsible for operational and financial planning, as well as human resources, logistics and procurement.

· Closely collaborate with SMoH and the County Health Department county level ensuring that HealthNet TPO projects effectively contribute to CHD capacity building and comply with SMOH and CHD strategies

· Establish and maintain good teamwork among all members of the team.

· Build and maintain good relationships with local communities and other stakeholders and ensure implementation of project activities is done in close collaboration with all stakeholders involved.

· Ensure that monitoring and reporting of activities by partners is taking place according to established partnership agreements.

· Be responsible for all internal and external monitoring and reporting procedures including donor reporting

· Be responsible for the security of the team (approximately 14 people) and assets in a changeable and volatile security environment, including initiating and organizing evacuation if necessary

· Be responsible for close monitoring of the local context developments (including attending regularly the NGO security meetings.

· Prevent and if necessary report and investigate fraud, corruption and misconduct within the HNTPO staff and partners, in order to apply necessary sanctions.

· Coordinate and ensure for the projects as well for HealthNet TPO office and/or compound that all logistical matters are followed up and arranged adequately.

· Represent HealthNet TPO and its activities in all required fora in the County (meetings with government authorities, project partners, NGO health forum, community groups, donors, and other stakeholders).

· Play an active role in the acquisition and development of new projects/programmes.

· If necessary, carry out any other tasks as can be reasonably be asked from the position by the Country Director.

4. PROFILE

· An advanced degree in a relevant field (development; management, public health etc.);

· A minimum of 4 years’ experience and proven skills in all aspects of Project Management including the utilization of tools such as logical framework, PCM, M&E framework and theory of change;

· Knowledge and experience managing health programmes in fragile countries, preference is given it previous experience in South Sudan;

· Leadership skills able to motive and guide a culturally diverse team;

· Proven problem solving and organizational skills, flexible and calm in a challenging environment;

· Excellent interpersonal communication skills with Health Authorities and community officials.

· Computer skills incl. MS Word, Excel, Access, Outlook and PowerPoint.

· Fluency in written and spoken English;

· Knowledge of spoken Arabic and local languages is and advantage.
