Logistician and Security Advisor

Background

The Danish Refugee Council (DRC) has been operational in West Africa since 1998. The aim of the programme is to contribute to the rehabilitation and stabilization in the Mano River Union Countries (Liberia, Guinée and Sierra Leone and Côte d’Ivoire) in West Africa. This is done through the development of a regional portfolio of programmes supporting integration or durable return and re-integration of refugees, internally displaced people and ex-combatants. At the same time, assistance is also provided to communities affected by refugees and returnees, and to communities or groups of people still affected by conflict. Since February 2014, the region is fighting the progression of the Ebola epidemic. DRC was one of the first witnesses of the outbreak, sharing information within the region. Since December 2013, the Ebola Virus Desease impacted the Guinée Forestières. In February 2014, the Liberia was facing its first outbreak. Since then, the virus has continued to gain ground in Guinea, and quickly spread to Sierra Leone and Liberia.

Overall objective

DRC implements different projects in four counties on the border of the Ivory Coast. These projects require significant support in terms of security (risk management) operation and logistics. The overall responsibility of the Log/secu will be to ensure that DRC´s programmes in the area is managed in accordance with DRC´s policies and guidelines.

Duties and Responsibilities

Security and Safety (30%)

  • Follow closely the evolution of the security situation and update/adapt the contingency plan
  • In collaboration with the Country Director, ensure the safety and security of DRC Staffs and Assets, review the rules and regulations in order to ensure minimal risks
  • Minimize security risks to the operations of DRC
  • Management of security staff at country office
  • Communicate and cooperate with relevant external security actors
  • Ensure MOSS Compliancy of all bases
  • Provide all necessary guidelines to avoid fraud and corruption
  • Oversee the management of Harper and Nimba field offices.
  • Oversee the implementation of programmes in the area of intervention.
  • Supervision of administration and finance management of two bases in collaboration with the Country Director and Country Finance Manager to ensure the financial visibility and compliancy of the base.

Logistic (45%)

  • Oversee security of all bases
  • Contribute to/provide regular feedback to Project Procurement Plans as well as Supply Plan and to contribute to mission logistics strategy and equipment planning.
  • Ensure supply chain management on base (PFU, stock report, transport planning, etc dissemination, timeliness and clarity) is organized and monitored.
  • Performance of logistics audits and subsequent reporting. Monitoring of logistics activities /workload and adjust structure accordingly.
  • Capacity building and training of logistics, particularly on DRC and other donor guidelines/procedures. Overall technical support to and proper staff evaluation of logistics according to the timelines set by the mission.
  • Put in place and maintain a suppliers database and introduce cost-effective and transparent bid collection practices;
  • Build and maintain constructive and ethical business relationship with suppliers and private sector’s operators to ensure that ARC gets value for money in the supply chain process;
  • Oversee the management of a procurement tracking system including the preparation of weekly tracking reports;

Fleet management (30%)

  • Ensure the management of the fleet according to DRC requirements and procedures
  • Supervise the organization and planning of vehicles and staff movement
  • Maintain vehicle service and inspection records to ensure compliance with DRC’s servicing schedules
  • Train drivers and monitor aspects of driver behavior, such as speeding, excessive braking and erratic driving, correct them.
  • Organize replacements and disposal of damaged or old vehicles if necessary.

Qualifications

  • Minimum of 3 years of operations and logistics management experience with humanitarian or development programs at the international level in diverse settings;
  • Previous international exposure working in different countries in and out of Africa;
  • Continuous education and specialized trainings in operations and logistics management;
  • Strong experience and technical skills in supply chain management and asset management;
  • Proven track record in security management;
  • Background in policy formulation, process design and quality management;
  • Skills and knowledge in the design and use of Information Management Systems (IMS); Knowledge of donor’s procurement policies (BPRM, UNHCR etc.);

Conditions

Availability: As soon as possible

Duty station: Harper, with frequent travel throughout the Eastern Liberia.

Contract: One year with a possibility of extension, subject to funding.
