By offering training and health care to local populations and medical assistance to people at highest risk, and with the flexibility to respond rapidly to emergency situations, International Medical Corps rehabilitates devastated health care systems and helps bring them back to self-reliance.
PROGRAM SUMMARY:
International Medical Corps UK has been operating in CAR since 2007, primarily in the north-eastern regions of Vakaga and Haute-Kotto. International Medical Corps UK remains one of only two international organizations providing health and protection assistance in each of these regions. International Medical Corps UK has also been supporting Sudanese refugee in Ouaka prefecture in the south of the country since 2010. As of 2014, International Medical Corps UK has expanded its areas of operation to include Bouca sub-prefecture in the north west and was chosen as UNHCR’s implementing partner at an additional two refugee camps in the south, as well as an emergency response to the recent crisis in Bangui.
PROGRAM SUMMARY:
International Medical Corps is implementing a project to provide emergency assistance to displaced communities, through improved access to potable water sources and basic sanitation facilities. The initiative will target internally displaced households and host communities, improving access to adequate potable water through rehabilitation of existing water points and installing emergency sanitation facilities.
JOB SUMMARY:
The WASH project manager will directly oversee project implementation on the ground. He will be responsible for the coordination, planning, supervision and evaluation of program activities. He will also be responsible for compiling activity reports and guaranteeing quality of services.
ESSENTIAL JOB DUTIES/SCOPE OF WORK:

  1. Program Management
  2. Work closely with the program field teams to determine the operational needs of the project within the scope of the grant
  3. Provide supervision and technical support for the rehabilitation of wells, replacement of hand pumps, and construction of temporary latrines in targeted areas
  4. Implement and maintain prescribed reporting systems to monitor and evaluate the objectives, indicators and outcomes of the project
  5. Work with field teams and logistics to procure project supplies within the project budget
  6. Regularly update country office on progression of the project as per protocol
  7. Assists with development of future projects as needed
  8. Liaise closely with local authorities, country team, and partner agencies to ensure program compliance with donor policies and regulations and complementary with other agencies' efforts
  9. Representation
  10. Attend coordination meetings which are relevant to country programs at the field level
  11. Represent the organization at task force meetings, assessment missions, camp coordination meetings, UN coordination meetings, INGO coordination meetings as appropriate
  12. Contribute to the creation of a positive image and overall credibility of the organization, notably through the application of the organizations Code of Conduct, ethics, values and stand-point with regard to internal and external actors
  13. Human Resources Management
  14. Supervise staff to ensure their smooth and effective operations
  15. Assist in the selection and training of qualified program staff and recommend promotions, disciplinary action and termination of staff in consultation with the Medical Director, Country Director and Finance Director
  16. Ensure compliance to local labor laws including working hours
  17. Maintain open lines of communications with all field staff
  18. Training/ Capacity Building
  19. Determine training needs for subordinate staff
  20. Train national staff to increase their responsibilities in order to build capacity and ensure sustainability of programs
  21. Advocate and plan for professional development for all subordinate staff
  22. Working Relationships
  23. Maintain frequent communication with Medical Coordinator to ensure program activities and objectives are communicated
  24. Work with Logistics staff to ensure the coordination of programs supplies are within budgeted targets
  25. Attend coordination meetings which are relevant to country activities
  26. Interface with national government and relevant agencies as necessary
  27. Security
  28. Ensures application and compliance of security protocols and policies Qualifications:- Professional degree in engineering, hydrology, public health or relevant technical WASH specialization; Masters level education preferred.
  29. At least 3 years professional experience in design and implementation of water, sanitation and hygiene projects in development contexts, including water-point rehabilitation (including design and BoQ elaboration), WASH in health facilities and outbreak preparedness and/or response.
  30. Prior experience working in emergency settings or insecure environments; IDP/refugee camp experience preferred.
  31. Strong program/technical and budget management, planning, reporting, monitoring and evaluation skills.
  32. Strong written and oral communication skills, pro-active and effective in representation and liaison.
  33. Works well in and promotes teamwork, comfortable in a multi-cultural environment, flexible and able to handle pressure well.
  34. Experienced in the use of participatory and community mobilization approaches.
  35. Fluency in French and English is required.
  36. Solid Computer skills: MS Word, Excel; Auto-CAD and GIS preferred
