DUTIES AND RESPONSIBILITIES:

Through close collaboration with the Counterpart Headquarters Team, the M&E Specialist will:

• Be responsible for designing and managing M&E systems for the program.
• Provide quarterly information as part of the project’s PMP.
• Ensure integrity and sound design for the collection of data feeding into the PMP.
• Support internal and external assessments and evaluations as needed.
• Ensure that staff at all levels of project implementation are trained and prepared to fulfill the roles of reporting.
• Coordinate activities between the field office and Counterpart International headquarters.
• Be responsible for providing technical assistance and coordinating M&E related training for civil society and non-governmental organization partners, grantees and participants as required.
• Effectively communicate the purpose and intentions of project M&E to internal and external stakeholders.
• Ensure the participation of local communities and stakeholders in the evaluation and learning process.
• Guide and ensure the highest quality of project monitoring, evaluation, reporting and communications.

QUALIFICATIONS:

• Advanced degree in M&E, public policy, economics, business, international cooperation/international development, or a related field.
• Minimum five (5) years’ professional experience in monitoring and evaluation with international development programs, preferably under USAID projects.
• Proven success in designing, implementing, and operating project M&E systems from project initiation to closeout stages.
• Experience designing and managing beneficiary monitoring and database systems.
• Experience in strategic planning and performance measurement, including indicator selection, target setting, reporting, database management, and developing monitoring and evaluation and performance monitoring plans.
• Experience developing and refining data collection tools.
• Experience with data quality assessments and oversight.
• Experience managing and providing ongoing training to M&E field officers.
• Ability to facilitate and serve as a project liaison for externally-managed evaluations.
• Experience with integrating beneficiaries and stakeholders, especially women and other marginalized voices, into the evaluation and learning processes is desired.
• Experience in Morocco preferred.
• Written and oral fluency in French, Arabic, and English required.
