Context:

Under the direct supervision of the Chief of Mission, the Stabilization and Transition Coordinator will provide oversight of IOM’s stabilization and transition programming as an integral part of improving the return environment for displaced Somalis, and consolidating the peace and transition process underway in Somalia. While coordinating the full range of stabilization and transition activities within the Mission, the Stabilization and Transition Coordinator will be responsible for the overall management and implementation of the Transition Initiatives for Stabilization in Somalia (TIS) small-grant programme funded by USAID. The programme aims to increase stability through focused interventions that foster good governance, improve economic recovery and promote peace.

The Stabilization and Transition Coordinator will have full responsibility for the overall management and administration of TIS activities and for ensuring that IOM standards and operating modalities are met.

S/he will provide guidance and coordinate support for the continued development of stabilization and transition initiatives in Somalia. S/he will also discharge a range of duties and provide concrete deliverables aimed at strengthening programme management structures, including regular interface with the IOM Somalia Mission, and ensuring consistently high programme outputs and outcomes.

Core Functions / Responsibilities:

  1. As a core component of promoting and coordinating the stabilization and transition programme portfolio for Somalia, the Stabilization and Transition Coordinator will have full responsibility for the overall management and administration of TIS activities and for ensuring that IOM standards and operating modalities are met.
  2. Provide continual assessment of the operating context in Somalia, including analysis of political, security, economic and social trends impacting stability and transition in Somalia, as well as fundamental risks to staff and efficient use of programme resources toward improving programme impact, national counterpart capacity, and transition to a sustainable peace.
  3. Supervise all staff dedicated to the TIS programme; assist in the identification of new or additional in-country expatriate and local staff, identify resource requirements and staffing plans to meet overall programme activities.
  4. Support the Chief of Mission towards ensuring that systems and procedures are in place so that the TIS programme is implemented in close coordination with the different units of the IOM Somalia mission, including but not limited to the Resource Management unit and Monitoring and Evaluation unit.
  5. Supervise the different programmatic departments including field teams, logistics, administration, M&E, and security and ensure that all departments are smoothly coordinating together towards achieving the programme objectives.
  6. Have responsibility, in close conjunction with the management of the IOM Mission and in accordance with United Nations Department of Safety and Security (UNDSS) requirements, for the safety and security of all individuals implementing TIS. This includes ensuring that appropriate security information is regularly and appropriately disseminated and that relevant safety and security training is conducted in coordination with IOM’s Staff Security Unit (SSU) when required.
  7. Hire and train all international staff for the programme as well as create, deploy and periodically fine-tune all programmatic systems, including grants database management, procurement, financial tracking and accounting.
  8. On a regular basis, design and deliver staff trainings on key programmatic tools and procedures, including the grants activity cycle and small-grant mechanism and to include ethics training. Ensure that all staff working on the programme fully understand and implement the different tools and procedures required for the smooth implementation of multiple-grant programming.
  9. Work closely with key programme stakeholders on a regular basis to ensure frequent and regular inputs to programme strategy, opportunities and risks. The Coordinator will be responsible for ensuring strong partnership with donor counterparts, building concurrence for strategic development of programme initiatives, sub-grant activities and priorities in the transition.
  10. In coordination with the Chief of Mission, liaise with international and national counterparts to further the development and enhance the objectives of the programme. Seek programmatic partnerships and synergies when appropriate with other humanitarian and development partners and Somali government entities.
  11. Maintain close liaison with relevant IOM units and management of IOM Somalia, Transition and Recovery Division (TRD) at IOM HQ and Community Stabilization Unit in IOM Washington to assess the full context of the programme in the country and the region, and ensure full integration of stabilization and transition activities within the broader migration mandate of the Organization.
  12. Supervise the tracking of all programme expenditure to ensure budget requirements are met, that all grant management and financial tracking instruments are reconciled, and that all funds are spent in accordance with IOM standards.
  13. Responsible for regular reporting on the programmes, including all financial, narrative and database requirements, and ensure regular and proactive coordination with programmes counterparts at the Transition and Recovery Division in Geneva, and the Community Stabilization Unit in Washington.
  14. Working with institutional mechanisms and established best practice within IOM and partner institutions, develop and enforce anti-corruption measures, and strengthen existing measures including the implementation of a sound Monitoring and Evaluation system to ensure the transparent and efficient use of programme funds.

Required Qualifications and Experience

Education

  • Master’s degree in Law, International Relations, Development Studies and Planning or a related field from an accredited academic institution with eight years of relevant professional experience; or
  • University degree in the above fields with ten years of relevant professional experience.

Experience

  • Experience in positions of progressive responsibility and with demonstrated supervisory experience in staff, security, budget and office management;
  • Substantial field experience in an international context, in programme formulation, implementation and evaluation, preferably with IOM;
  • At least three (3) years of operational experience with USAID programming in a rapid transition or post-conflict area, preferably with some of this experience having been with USAID/OTI;
  • Previous work experience in community-based and/or small-grants programming, infrastructure works, procurement and civil-society strengthening highly desirable;
  • Thorough knowledge of the United Nations Department of Safety and Security protocols and experience working in a Phase III or above security environment;
  • Experience managing staff from diverse environments and backgrounds and in UNDSS phased security areas.

Languages

Fluency in English is required. Working knowledge of Somali an advantage.
