The Carter Center (TCC) is guided by a fundamental commitment to promote human rights, alleviate human suffering, enhance freedom and democracy, and improve health conditions. The Center seeks a highly-qualified, motivated and energetic expert with extensive experience working on information technology issues as they relate to elections for a proposal to the European Union on civil society capacity strengthening in the Democratic Republic of the Congo (DRC).
Background
TCC’s overarching goal in DRC is to promote accountability, transparency and the respect of human rights through strengthening the capacities of both civil society actors and government institutions. In 2007, TCC created the Human Rights House (HRH) in Kinshasa, as a vehicle to build a vibrant citizenry to hold the government accountable. Following involvement in the 2011 Presidential and Legislative elections in the Democratic Republic of Congo (DRC), the Center launched a pilot phase of working with local Congolese Civil Society Organizations (CSOs) to strengthen their capacity to advance a more credible electoral process based on democratic elections standards. Based on the success of these past efforts, the Center has extended its program. This position may only be required if the Center is granted an EU grant that will allow the program to be expanded.
Position Summary
Working with The Carter Center in the DRC, the information technology expert will be responsible for training and assisting local citizen observation CSOs on the use of a data collection system and other related technology during election observation missions. This position will require a two-year commitment beginning November 1, 2014 and relocation to Kinshasa, DRC. Additional travel to the provinces may be necessary.
Minimum Qualifications and Requirements
The qualified candidate MUST have all of the following qualifications:
· Bachelor’s degree or higher in computer sciences or an equivalent field;
· General professional experience of at least five years, with at least three years in a field relating to elections;
· Proven experience in providing technical assistance on IT issues that relate to election observation;
· Excellent command of the French language and good knowledge of English;
· Strong interpersonal skills and cross-cultural understanding;
· Ability to work in a fast-paced environment; and
· Ability to commit to a two-year program.
Candidates with the additional following qualifications are preferred:
· Completion of training on electoral technical assistance and observation; and
· Experience in Sub-Saharan Africa. Experience working in the DRC is an asset.
Compensation
Salary is commensurate with experience. Costs associated with international travels as well as accommodation, transportation and communications in DRC are undertaken by The Carter Center.
