The role
The Child Protection Manager will be the lead technical role in the response to conflict in Jonglei, South Sudan and will develop and implement emergency child protection interventions. In the immediate response, where access to the affected areas is limited to international staff on regular short missions by helicopter, the CP Manager will be responsible for setting up and implementing a rapid FTR response, working in the conflict affected communities to directly identify and register separated and unaccompanied children and missing children registered by parents and family members, and try to seek the best outcomes in a limited and challenging environment.
The priorities for the role will be:
- In the immediate response, undertake regular short missions by helicopter into various locations throughout Pibor County to set up and implement a rapid FTR response, including –
- Directly identify and register separated and unaccompanied children; work with the CP team in Bor to input into the CPIMS for tracing; and identify opportunities for reunification where possible.
- Conduct community sensitization on preventing separation and FTR services
- Train key resource people within the community on rapid FTR
- Conduct rapid sectoral assessment, and lead on programme design
- Representation at emergency inter-agency coordination meetings and mission planning meetings.
- As the state level lead on FTR, coordinate with all other child protection actors on the ground to ensure all opportunities for FTR/CP missions are maximized, good information sharing between the agencies, analyse the FTR database to extract key information such as abduction trends/facts and figures around separation, and report to the national level FTR team.
- Take lead in developing and promoting an integrated, community-based Child Protection approach applicable to the emergency context and provide technical support to key stakeholders.
- Monitor CPIE programme by ensuring that adequate systems for updating, monitoring, reviewing and evaluating the impact of programmes are in place and reports are regularly submitted to the Humanitarian Unit.
- Strengthen CPIE programme’s portfolio through capacity building of field staff.
- Responsible for developing new funding proposals for CPIE.
- The post holder will also be responsible for ensuring that quality programmes are initiated and capacities developed to address violations of children’s rights to protection from abuse, exploitation, violence and neglect.
Qualifications and experience
Essential
- Significant management experience working in an emergency response contexts or fragile states Previous first phase emergency response experience is essential, including FTR programming
- Education to MSc/MA/MEng level in Social Work, Human rights Law, International Relations, Development Studies or similar, or equivalent field experience.
- Ability to identify the main gaps in child protection in the given context to inform a holistic response for children.
- Good knowledge of and experience in using established inter-agency standards and guidelines in child protection, such as the Inter-agency Guidelines on Separated and Unaccompanied Children, the Paris Principles, MRM, SC Child Friendly Spaces Handbook, and the Minimum Standards for Child Protection in Humanitarian Settings.
- Previous experience of managing a team and of project management
- Experience of and commitment to working through systems of community participation and accountability
- Experience in monitoring and evaluating child protection programmes in emergency contexts
- Experience in capacity building and in strengthening various duty bearers understanding of and response to child protection.
- Experience of representation and ability to represent SC effectively in external forums.
- Excellent communication skills
- Politically and culturally sensitive with qualities of patience, tact and diplomacy
- A high level of written and spoken English
- The capacity and willingness to be extremely flexible and accommodating in difficult and sometimes insecure working circumstances.
- Commitment to and understanding of child rights, the aims and principles of SC and humanitarian standards such as the Sphere Charter and the Code of Conduct.
- Good working knowledge of the Inter-Agency Child Protection Information Management System
- Experience or knowledge of working and living in relevant regions/contexts
