ICAP at Columbia University (CU) seeks a Project Director (PD) to lead the management of the Technical Support Facility for Eastern and Southern Africa (TSF), which facilitates the provision of quality technical support and capacity development services to help strengthen the delivery of effective national AIDS programs in the Eastern and Southern Africa Region. The Project Director is expected to provide direction, leadership, and management to ensure the programmatic, technical, and financial integrity of the program. The PD is responsible for achieving the planned results set out for the program and will be the primary point of contact with the funder, local government counterparts, and partner institutions. The PD is responsible for overall program management and guidance to team members.

MAJOR RESPONSIBILITIES:

  • Supervise and manage a team of highly qualified staff and align their efforts with program goals

  • Oversee the program team to ensure effective implementation and coordination of technical support provision and monitor progress toward the achievement of the program goals and objectives

  • Work with finance and program staff to develop and track program budgets

  • Harness human, technical, and financial resources to support an effective, efficient, sustainable and high impact AIDS response in Eastern and Southern Africa

  • Ensure timely and accurate reporting of program activities and results to the funder

  • Present progress, achievements, and lessons learned to key stakeholders, including the funder and clients of the TSF

  • Assure the quality of the technical interventions being implemented in each short – and longer-term technical support assignment, as well as the quality of professional development activities

  • Assure the sustainability of interventions

  • Troubleshoot to prevent and resolve potential problems and review outputs for quality control

  • Represent the program in all matters pertaining to the execution of program-related activities before the funder, relevant governments, and other partners, including interactions with the most senior levels representatives of these institutions

  • Cultivate relationships with ministries of health, National AIDS Commissions, and Country Coordination Mechanisms in the regions

  • Serve as the primary advocate for the program with governments in the region and other national/international partners

  • Increase the visibility of the program through representation at high-level visits with UNAIDS, Ministries of Health, and other key stakeholders

EDUCATION:

  • Advanced degree in public health, public administration, social science or related field

EXPERIENCE, SKILLS & MINIMUM REQUIRED QUALIFICATIONS:

  • A proved record of excellent management, leadership, decision-making and interpersonal skills

  • At least ten (10) years of experience working in the global public health field

  • Demonstrated experience providing HIV/AIDS-related technical support to governments, government stakeholders or civil society organizations

  • Demonstrated experience participating in high-level policy and/or strategic planning development

  • Demonstrated experience managing donor-financed projects

  • Experience in leading change, institutional reform and organizational development desired

  • Excellent interpersonal, facilitation and communication skills

  • Fluency in English, both written and spoken

  • Previous experience in eastern and southern Africa preferred
