Chemonics seeks a chief of party for an anticipated USAID-funded conflict minerals project in West Africa. The project aims to build the capacity of artisanal and informal diamond miners in Francophone West Africa, particularly Cote d'Ivoire, Guinea, and the Central African Republic, to operate within national and international legal and regulatory frameworks. It will support securing land rights for artisanal miners, adapt appropriate solutions for the management of artisanal mining, improve the technical skills and capacity for miners and regulatory bodies, and formalize artisanal mining activities. The location of the post is yet to be determined but may be in Washington, D.C., or in one of the target countries. We are seeking individuals who have a passion for making a difference in the lives of people around the world.

Responsibilities include:

  • Provide project leadership, vision, and management oversight
  • Ensure compliance with USAID regulations and Chemonics policies and procedures
  • Serve as the project's representative to USAID, local governments, communities, civil society organizations, and project partners
  • Provide overall leadership and coordination for the development of project work plans and activities
  • Prepare regular reports in accordance with USAID requirements and Chemonics standards
  • Develop and approve scopes of work for short-term personnel
  • Manage long- and short-term international and local staff, including providing oversight for professional development plans and the resolution of performance issues

Qualifications:

  • Master's degree or higher in international development, social sciences, public administration, or other relevant field required
  • Minimum 10 years of relevant professional experience, preferably in Francophone West Africa and conflict or post-conflict zones, in positions of increasing management responsibility
  • Minimum five years of experience in managing complex projects in related areas including:
    • Customary land tenure systems
    • Extractives industry transparency and/or regulation
    • Land use and environmental planning
    • Gender issues in land tenure and property rights
    • Community-based adjudication of land disputes
    • Land allocation and land use in sensitive ecological zone
  • Experience managing USAID projects preferred
  • Ability to engage and work with multiple stakeholders, including government, industry, community, and civil society partners, including record of managing consultative processes among multiple actors
  • Technical expertise in socioeconomic, legal, and ecological issues related to artisanal mining in conflict and post-conflict zone
  • Experience with international frameworks, such as the Kimberly Process, on trade in natural resources from regions experiencing conflict
  • Successful track record in the design and implementation of significant grants under contract programs
  • Demonstrated leadership, versatility and integrity
  • French verbal and written proficiency required
