  1. The International Conference on the Great Lakes Region (ICGLR) is an inter-governmental organization composed of 12 Member States (MSs) from the Greater GLR, which was set up in 2006 with the assistance of the African Union (AU), United Nations (UN) and bilateral donors.[1]The ICGLR aims to implement the Pact on Security, Stability and Development (Pact) which sets an ambitious agenda "to transform the region into a space of sustainable peace and security for peoples of the region, political and social stability, shared growth and development, a space of cooperation based on convergent strategies and policies driven by a common destiny”. Key sectors include: (i) peace and security; (ii) democracy and good governance; (iii) economic development and regional integration; (iv) humanitarian and social issues and (v) cross-cutting issues including gender, environment, human rights, HIV/AIDS and human settlements.[2]
  2. The ICGLR Pact has 10 Protocols including the Protocol on Prevention and Suppression of Sexual Violence Ageist Women and Children. In 2011, all heads of state of the ICGLR adopted the Kampala Declaration on SGBV, or the *United to Prevent, End Impunity and Provide Support to the Victims of SGBV in the Great Lakes Region (commonly known as the Kampala Declaration on SGBV).*The Declaration calls for a comprehensive approach from prevention to survivor support, involving a broad spectrum of stakeholders and institutions (i.e. governments, civil society, parliamentarians, religious leaders, and international partners). The Declaration links to other anti-SGBV global initiatives and UN Security Council Resolutions (1325, 1820, 1888, 1889 and 1960).

Consequent to the Kampala Declaration, in 2014, the ICGLR opened in Kampala a Regional Training Facility (RTF) on the Fight against SGBV as agreed upon in the Kampala Declaration[3]. The objective of the RTF is to train and sensitize relevant personnel in the medical, judicial and police sectors as well as social workers from the Great Lakes Region to provide an efficient and effective response to SGBV. It also includes, among others, facilitating regional knowledge generation and sharing, conducting policy-oriented research, and maintaining a database of regional and international experts. Furthermore, the RTF will contribute to building capacities of the proposed Special Courts as envisaged under the Kampala Declaration.

The Conference Secretariat (CS) is a technical arm of the ICGLR and is responsible for coordination, facilitation, promotion, monitoring and implementation of the Pact on Security, Stability and Development in the Great Lakes Region Under the ICGLR “Emergency Sexual and Gender Based Violence and Women’s Health Project” supported by the World Bank. The Conference Secretariat will set up a Project Implementation Unit (PIU) headed by a Project Coordinator within the CS. The PIU will be responsible for the overall coordination, day to day implementation, and supervision of the project.

To implement this project, the CS would like to recruit a Project Coordinator to head the PIU and be responsible for the overall coordination, day to day implementation, and supervision of the project.

[1] ICGLR Member States include Angola, Burundi, Central African Republic, Democratic Republic of Congo, Republic of Congo, Kenya, Rwanda, South Sudan, Sudan, Tanzania, Uganda and Zambia.

[2]With regard to economic development and regional integration, the ICGLR, with some support from the WB and other partners plans to rehabilitate key infrastructure, including road and rail, so as to facilitate trade in the region. It also aims to establish a regional mechanism for the certification of natural resources in order to curb their illegal exploitation and trade in the region. On energy, the ICGLR supports the revival of the CEPGL and its energy-related projects including exploitation of methane gas from Lake Kivu and the establishment of the Inga dam in the DRC among others.

About the job

Responsibility for management of all program logistics; develop/implement the country logistics policies and procedures for the management of the supply chain, including procurement in CAR and abroad, transport (international and national) and distribution, warehousing and stock management, and for the management of vehicle fleets and communication systems.

Contexte

Planète Urgence est une Association française de solidarité internationale créée en 2000 et reconnue d’utilité publique (RUP) en 2009, qui a été fondée et dirigée par d’anciens responsables de Médecins du Monde, Handicap International et des chefs d’entreprise.

Le programme « Congés Solidaires© »(CS) de Planète Urgence, mis en œuvre dans 17 pays, vise trois axes d’intervention : la formation d’adultes, l’appui éducatif à des enfants, la protection de l’environnement et le recensement de la biodiversité. Planète Urgence y est partenaire de 106 associations locales, groupements villageois, artisans, collectivités territoriales, correspondants scientifiques, réseaux éducatifs ou culturels. Au travers de ces partenaires, l’Association soutient la mise en œuvre de 250 projets grâce aux transferts de compétences de plus de 500 volontaires français partant en missions courtes (deux semaines, en moyenne) chaque année.

Le programme « Environnement et Développement »(E&D) est mis en œuvre dans 4 pays d’intervention (Madagascar, Haïti, Indonésie et Mali) et mobilise les entreprises du Nord en faveur de programmes d’agroforesterie, de valorisation économique du patrimoine naturel de communautés rurales, ainsi que sur l’efficacité dans l’utilisation du bois énergie.

Planète Urgence intervient dans la région de Mopti depuis 2001 via son programme de « Congé Solidaire® » et depuis 2007 via son programme « Environnement et Développement ». Ce dernier, dont le projet Mopti Vert est l’illustration, vise à lutter contre la désertification de la région de Mopti et à renforcer la sécurité alimentaire des populations locales à travers la mise en place d’activités d’appui à l’agroforesterie familiale, de maraîchage, de diffusion de foyers améliorés et de formation.

Depuis 2012, Planète Urgence intervient par ailleurs en appui des populations vulnérables de la région de Mopti par la mise en œuvre du projet ASAP (Aide et Sécurité Alimentaire Prioritaire) dont les principales activités consistent en la distribution de kits alimentaires et un appui à la relance de la production agricole.

Missions et responsabilités

Basé(e) à Bamako, avec des déplacements occasionnels à Mopti, le/la délégué(e) national(e) de Planète Urgence est le/la représentant(e) de l’Association au Mali. Il/Elle assure la représentation, le suivi et le développement des activités de l’Association au Mali.

Garant(e) de l’atteinte des objectifs de projet(s) de Planète Urgence, il/elle a pour mission d’accompagner l’équipe actuellement en place dans la bonne mise en œuvre des activités planifiées, dans le respect des règles locales et des engagements pris par l’Association auprès de ses bailleurs et donateurs. Intégré(e) aux réseaux d’acteurs locaux, il/elle représente activement l’Association vers l’extérieur et lui permet d’identifier de nouveaux axes d’intervention et de financement en lien avec la stratégie générale d’intervention du programme « Environnement et Développement » et ceci, afin de pérenniser l’intervention de l’Association au Mali.

Les principales responsabilités du/de la délégué(e) national(e) de Planète Urgence au Mali sont :

Représenter et développer les activités de l’Association au Mali :

  • Représenter Planète Urgence auprès des autorités locales et nationales maliennes ainsi que devant les bailleurs de fonds, donateurs et partenaires de l’Association ;
  • Proposer et définir, en lien avec le/la responsable de programme au siège de l’Association, les orientations stratégiques conduisant au développement des activités au Mali ;
  • Participer à la conception de nouveaux projets et impulser/superviser la rédaction des dossiers de financements/propositions de projets permettant d’augmenter les ressources du programme au Mali (voire dans la sous-région) en lien avec l’équipe terrain et le siège ;
  • Etablir et formaliser, lorsque nécessaire, de nouveaux partenariats avec des structures locales ou internationales ;
  • Prospecter de nouveaux bailleurs de fonds locaux et internationaux (bailleurs institutionnels, fondations d’entreprises) en lien avec l’équipe terrain ;
  • Participer et représenter Planète Urgence dans les ateliers, clusters et réseaux thématiques d’intérêt pour l’Association ;
  • Promouvoir Planète Urgence comme un acteur reconnu de la lutte contre l’insécurité alimentaire, la protection de l’environnement et le développement local par des contacts et réseaux tissés avec les acteurs de la société civile/réseaux d’experts/bailleurs de fonds/ONG ;

Suivre et gérer la bonne mise en œuvre du/des projet(s) de Planète Urgence au Mali :

  • Encadrer et superviser le travail des différents membres de l’équipe de Planète Urgence au Mali (en particulier celui du chef de mission ainsi que de la responsable administrative, logistique et financière) et renforcer leurs capacités lorsque nécessaire (notamment en matière de recherche de fonds et de gestion de projet) ;
  • Elaborer le plan d’action annuel (PAA) ainsi que le budget annuel de Planète Urgence au Mali et réviser trimestriellement ces documents, en lien avec le chef de mission ;
  • Suivre et garantir la bonne mise en œuvre des activités du/des projet(s) de l’Association au Mali telle que définies dans les plans trimestriels d’action (PTA), en assurant notamment :

o L’organisation et l’animation des réunions hebdomadaires de coordination d’équipe de planification et de suivi des activités du projet ;

o Le respect des budgets et calendriers définis ;

  • Assurer le reporting du projet à destination du siège (reporting mensuel et annuel) ainsi que des bailleurs de fonds (écriture des rapports tels que définis contractuellement) ;
  • Veiller au respect des obligations de Planète Urgence vis-à-vis de ses partenaires/bailleurs ;
  • Organiser, superviser et/ou animer les évaluations internes comme externes portant sur les résultats et impacts des actions menées.
  • Analyser et améliorer les process opératoires et outils de suivi et d’évaluation pour assurer la bonne mise en œuvre des activités.

Communiquer sur les projets de Planète Urgence au Mali et participer à la gestion administrative et financière de la délégation locale de l’Association

  • Réaliser la saisie et la remontée comptable mensuelle des dépenses afférentes au bureau de Bamako vers la responsable administrative, logistique et financière ;
  • Superviser le travail de la responsable administrative, logistique et financière en matière de suivi RH du personnel local (contractualisation, recrutement, congés, etc.) ;
  • Mettre à jour le protocole de sécurité de la mission de l’Association au Mali au moins une fois par trimestre et contrôler son application ;
  • Participer à la mise en place d’une stratégie de communication autour des activités de Planète Urgence au Mali et contribuer à la remontée vers le siège d’éléments de communication (articles, photos, etc.) ;
  • Mettre à jour les outils de présentation de projet(s) utilisés par le service partenariat et les responsables de programme au siège, selon les besoins de ces derniers ;
  • Participer à la rédaction des lettres trimestrielles d’information et autres supports de communication externe (dont le rapport annuel).

Profil recherché et conditions

1-Statut

Statut de volontaire international(e) (assimilé VSI) à plein temps, basé(e) à Bamako (Mali) avec des déplacements réguliers sur les zones de projet (principalement les régions de Mopti et de Ségou).

Engagement de 6 (six) mois renouvelable.

Début souhaité : mi-mars 2015.

2-Profil

§ Niveau d’études : bac+5 spécialisé en développement ou gestion de projets de solidarité internationale (notamment dans le domaine de l’environnement) ;

§ Expérience validée d’au moins 3 ans (dont au moins 2 ans sur le terrain) dans la gestion et le montage de projets de développement, de préférence au Mali ;

§ Expérience avérée en conduite de projet, planification stratégique, management d’équipe et en gestion de budget ;

§ Bonne connaissance des bailleurs de fonds et maîtrise de la rédaction de propositions de projets ;

The Helpline provides a nation-wide 24-hours toll-free service for counseling and referral services to children, young persons and their families in difficult situations through it strategic and referral partners as well as child protection networks spread across the country.

Childline Kenya is looking for a dynamic Kenyan for the position of a Programme Officer based in Busia or Nairobi. The person must be able to both work in a team and alone with minimal supervision; passionate and committed to upholding and promoting the rights of children, as well as human rights in general

Role Purpose:

The programme Officer assists in the overall management of partner participating in Childline Kenya programmes. These programmes are implemented in various parts of the country covering the technical areas of Child Protection

When required by the line manager the Programme Officer will represent Childline Kenya in all relevant government authorities, INGOs and NGOS, and visitors. He/she will ensure that programme implementation and operations are managed in accordance with Childline Kenya’s policies and its Mission, Vision and Values.

Strategic Programme Coordinated Management

  • · Contribute to the development, review and revision of the project implementation strategy. This will include participating in child rights situational analysis, providing input and feedback in coordination with the line manager
  • · Participate in development of proposals to ensure compliance with strategic plan
  • · Liaise with the programme coordinator to develop plans for technical support, M&E, documentation of best practices and advocacy – as well as concept papers and project proposals for programme development
  • · Support the Programme Coordinator in planning and project cycle management to ensure successful project implementation of all projects

Quality Programme Implementation, Management and Reporting

  • · Responsible for coordination of field activities, implementation of programmes, in accordance with Childline Kenya strategies and policies for quality programming in liaison with programme coordinator
  • · Ensure that the partners on the ground receive appropriate technical and timely support.
  • · Contribute to strategy and proposal development under the leadership of the Programme coordinator and the resources mobilizer to ensuring that proposals are relevant, contextualized and inclusive of all required support and staffing costs.
  • · Ensure that the programmes are appropriately monitored reviewed and evaluated on a continuous basis.
  • · Enhance child participation in all the programs that CLK undertakes with partners and children.
  • · Support visits from Childline Kenya and other key stakeholders in collaboration with relevant teams within Childline Kenya team.
  • · Ensure appropriate systems for all aspects of programme cycle management are in place ensuring lessons learned are taken into account.
  • · Together with the Programme Coordinator prepare quarterly and annual programme budgets
  • · Assist the Programme Coordinator and finance staff in effective financial management of projects including phasing of budgets as per work plans, monthly review of spending reports, identification of errors and required recharges.
  • · Ensure all field reports are produced in accordance with specific project/donor requirements and within set time lines for all projects
  • · Assist in finalization of donor reports, including review and verification of financial reports and confirmation of accuracy and consistency between narrative and financial reports.
  • · Assist in reviewing reports to ensure high quality standards are met, prior to submission to the Executive Director.

Partner Management, Mentorship, and Development

Assist in the management of partners through:

  • · Working closely with partner organization’s both state and non- state actor’s in the course of project planning and implementation through on-going support and set monitoring visits.
  • · Effective use of established clear, measureable objectives, ongoing feedback, periodic reviews and evaluations of partners work plan.
  • · Offer coaching, mentoring and other developmental opportunities for project volunteers ( i.e. Trained teachers supporting peer education etc)
  • · Assist in recognition and rewarding outstanding performance of partners
  • · Documentation of performance that is less than satisfactory, with appropriate performance improvements and work plans.

MAIN FUNCTION

Democratic Republic of the Congo: Database Manager

BACKGROUND

With support from DFID, the IRC's Community-Driven Reconstruction program in DRC, "Tuungane", meaning "let's unite" in Swahili, has been supporting approximately more than 1,000 villages in the east of the country. It seeks to empower communities to have a greater voice and control over their own development. With a budget of 160 million USD, this eight-year program aims to support 2.6 million beneficiaries to improve socio-economic conditions and increase understanding of and demand for good governance. The current program will continue until December 2015.

SCOPE

As a part of national coordination team and working closely with the Research, Monitoring and Evaluation team of the program, the CDR Database Manager will be responsible for the overall management of the Tuungane II and Tuungane II+ databases. Tuungane II has two mainly databases: one which is a large platform built in Access / Visual Basic which collects a key data in the activity, finance and construction fields; and the other that is built in Excel and has the information from the monitoring protocols. From the Tuungane II databases it is generally possible to extract information according to data needs. The CDR Database Manager will be responsible for finalizing and maintaining these databases, designing the Tuungane II + databases, managing and building the capacity of the database team, ensuring timely and quality data collection and performing data extraction and analysis at the national level.

The Database Manager will have frequent interactions with all members of the Research, Monitoring and Evaluation team for the monitoring aspects of the database, and with the National Construction Coordinator for the Finance and Construction pillars of the database. He/she will supervise directly the Database Supervisor, as well as he/she must assure the quality of data entry closely with the National Monitoring and Evaluation Manager, and reporting directly to the CDR Deputy Director and technically to the RM&E team leader (National Monitoring and Evaluation Manager).

KEY RESPONSIBILITIES:

1 Responsible for the designing, finalization, deployment and technical maintenance of databases:

  • Design of new databases for collecting data from all programming activities protocols, including inputs from the tracking sheets.
  • Analyzing activity data on Excel and Access files according to the program logframe indicators, as required.
  • Modifying the databases and adding new queries during the course of the program, according to emerging program needs.
  • Assuring the database maintenance.
  • Merging the existing databases (construction and activities) of each province into one Tuungane database to track activities in the 2015 project year.
  • Addressing any technical issues affecting the database that cannot be solved at the provincial level.

    1 Providing technical supervision to a Database Supervisor to ensure the quality of data collection from all sites.

  • Capacity building of Database Supervisor/Officers, both through regular remote coaching and through formal trainings in the following areas:

  • Database maintenance: performing installations, updates and other simple technical operations to maintain the database in order in their sites; merging databases and sharing them with the national RME Unit;

  • Data entry: training others in the use of the database; ensuring data quality through regular systematic data checks.

  • Data analysis: navigating the access database and extracting information through simple operations like filtering; producing simple data analysis following ad-hoc requests by the coordinators.

  • Ensuring that Database Supervisor/Officers correctly installs the database on the relevant computers, perform data quality operations in their sites and report on the quantity and quality of its population on a monthly basis.

  • Implementing a data analysis system at program implementation sites by:

  • Monitoring the system of cross-sectoral data analysis at each site in collaboration with CDR Coordinators and the National Construction Coordinator (both data and narrative);

  • coaching the Database Supervisors/Officers in the use this template;

  • revising, correcting and circulating Database Supervisors/Officers' monthly reports.

  • Trouble-shooting and problem-solving on any issue related to effective and timely and quality data collection throughout Tuungane II+ sites. Guarantying the quality of the database entries

Central African Republic: Health and Nutrition Corrdinator

BACKGROUND:

Founded in 1933, the International Rescue Committee is a prominent international organization working in relief, rehabilitation, protection, post-conflict development, resettlement services and advocacy for those uprooted or affected by violent conflict and oppression.

Present in the CAR since 2006 the IRC is currently expanding its Country Program (CP) to respond to the ongoing emergency response and develop programs for the early recovery stage in country. The CP is active in 3 locations across the country (Bangui, Bocarganga and Kaga Bandoro) and four sectors (Health, Water and Sanitation, Food Security/Livelyhoods, and Protection). The team includes 15 international staff and around 150 national staff.

SCOPE OF WORK:

The Health & Nutrition Coordinator is the focal point for (emergency) health programs in country and will ensure the implementation of a quality primary health care programming in communities in the prefectures where IRC is present. The Health & Nutrition Coordinator will be responsible for maintaining regular contact with all partners, including the Ministry of Health, UN agencies and other NGOs, and will also be responsible for fulfilling IRC strategic objectives for the health sector. The Health & Nutrition Coordinator supervises all Health staff in Bocaranga, provides technical assistance to the Health Manager based in Kaga Bandoro, and reports to the Area Programme Coordinator (APC) in Bocaranga. For technical expertise the coordinator will liaise closely with the technical unit based in NYC. The position is based in Bocaranga with regular trips to Bangui and Kaga Bandoro.

KEY RESPONSIBILITIES:

  • In collaboration with the Health and Nutrition Technical Unit in New York and the APCs/Senior Programme Coordinator (SPC), oversee the implementation of health and nutrition projects implemented by IRC in country.
  • Provide technical supervision and guidance of all IRC health projects. Extend technical support and supervision to the IRC's implementing partners.
  • Ensure that health programs utilize standardized protocols, policies and guidelines, as outlined by the Ministry of Health and WHO. Ensure that all health activities are consistent with established best practices.
  • Promote the quality of the IRC's health programs by setting up quality assurance mechanisms and checks in collaboration with other staff.
  • Ensure sound data collection and information management systems are in place for ongoing performance analysis and programmatic action based on data and identified needs.
  • Ensure that the stated goals and objectives of all health projects are met with strong monitoring and evaluation (M&E) follow up, including any required operational research, with technical support from the Health Information Management team in New York as needed.
  • Participate in the design of robust M&E plans and design/adapt health information systems including surveillance systems for the IRC health programs.
  • Provide technical support to the health program for program design, proposal development and reporting, ensuring that IRC programs are of high quality and that programs are driven by data and learning, in collaboration with the SPC, grants and monitoring & evaluation staff.

Technical Monitoring and Program Quality

  • Provide technical supervision of, and technical support to all IRC Health & Nutrition programming activities;
  • Ensure that health & nutrition programs utilize standardized protocols, policies and guidelines, as prescribed by the Ministry of Health and WHO/UNICEF;
  • Ensure that all health & nutrition activities are consistent with established best practices;
  • Oversee the collection and timely reporting of data and statistics for all nutrition programs in line with IRC's REL (Research, Evaluation & Learning) guidelines and according to internal and donor requirements;

Staff development

Review performance evaluation of health staff in the field.
  • Develop/organize training opportunities to build the capacity of the senior national health staff and local partners in order to transfer skills. This includes staff training in program management areas such as reporting, budgeting, monitoring, evaluation, and supervision.

PROGRAM DEVELOPMENT & REPORTS

  • Identify opportunities for program development; Draft concept papers, proposals and budgets for future health programs in IRC Ethiopia programs.
  • Lead technical assessments as a basis for nutrition program development;
  • Coordinate and initiate project proposals and develop program proposals (development of logical frameworks and appropriate, realistic and measurable indicators) in close cooperation with the APC and SPC.
  • Assist the APC and other program unit staffs in drafting all donor reports.
  • Review all reports prepared by the field staff and provide appropriate feedback to the concerned staff, and ensure that reports are written and submitted to concerned bodies in a timely manner.

REPRESENTATION AND ADVOCACY

  • In coordination with the Country Director, actively develop and maintain effective working relationships with key stakeholders in the CAR including donors, government actors, UN agencies, international and local NGOs, and other relevant actors.
  • Develop strategic partnerships with local organizations, wherever possible.
  • Represent IRC to local communities, government departments, international agencies, local partners and donors as required.
  • Upon request by the Senior Management Team, assist in organizing donor site visits by supporting field staff in the smooth design and implementation of agendas and visit activities.

REQUIREMENTS

  • Health professional (MD or RN) with an MPH.
  • Five years experience in coordinating, implementing and managing health programs in developing countries.
