This position is located in Abidjan, in the Medical Section of the United Nations Mission in Cote d’Ivoire. The Medical Officer reports to the Chief Medical Officer.Responsibilities

Within delegated authority, the Medical Officer P-3 will be responsible for the following duties: (These duties are generic and may not be carried out by all Medical Officers.):

Clinical Duties:

• Undertakes day-to-day clinical duties, e.g. walk-in clinic, consult emergency patients,

• Undertake day-to-day occupational health duties: pre-placement and periodic medical examinations prepare UN staff for travelling providing immunizations, malaria prophylaxis, travel kits, etc.

• Refers staff to outside specialists as necessary

• Follows-up with outside specialists.

• Provides health education and health promotion programs.

• Participates in addressing work environment and occupational health issues.

Medico Administrative Duties:

• Liaises with UN-Military Medical Units in the mission and host-nation medical facilities.

• Follows the United Nations established policies and procedures regarding medical clearances, sick leave and medical evacuations/repatriations.

• Participates in drafting and implementation of business continuity and crises preparedness plans for the duty station/mission.

• Deputizes for a more senior Medical Officer during his/her absence.

Supervisory Administration:

• Manages day-to-day mission medical support operations by ensuring availability of medical supplies and proper functioning of medical equipment.

• Ensures appropriate training programs are implemented in order to maintain and develop the medical capabilities (e.g. health education, HIV/AIDS prevention, first aid and CPR).

General:

• Performs other related duties as required.

Competencies:

Qualifications;

Experience: A minimum of five years of progressively responsible clinical experience. Experience of working in the UN or an International organization especially in conflict areas and adverse living conditions is required.

Education: Doctorate (MD) with experience in infectious disease control and occupational medicine. ACLS/BCLS certification and /or certification in tropical and travel medicine is required.

Languages: English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in oral and written English and French is required.

Purpose of the Position

Under the direct guidance of the Head of Office, Chief of Operations, or Deputy Representative, the incumbent manages the supply and logistics operations of a complex nature with significant impact on programme delivery, services, supply and logistic, processes and systems, requiring advanced professional technical mastery and expertise in support of operations and programme objectives. Accountable for effective planning, contracting, procurement, distribution, inventory management of UNICEF's supplies, in support of the Country Programmes.

KEY ACCOUNTABILITIES:

  1. Provide rapid and relevant responses to evolving supply needs and situations facing children and families, including emergency situations, with a priority on achieving value for money.
    -Responsible for logistics/supply planning through coordination with Operations/Programme Sections. Provides technical advice on specifications, supply and logistics arrangements facilitating cost-effective efficient procurement, customs clearance, inventory management and distribution of supplies and equipment, in support of the country programme implementation.
    -Participate in the Country Programme strategy planning preview and reviews to advise on supply/logistics requirements for the of Plan of Operations and Annual Work Plans.. Develops Supply/Logistics component of the Country Programme, including systems for storage and distribution of supplies to all project sites.
  2. Ensure sound, accurate supply/logistics management systems, procedures and documentation as well as regular, accurate reporting to maintain the highest level of integrity, standards and accountability.
    -Establish and maintain contacts with the Supply Division in Copenhagen on supply procurement and shipping policies. Interprets and advises the country office on policies and procedures impacting on offshore and local procurement and delivery. Maintains links with Copenhagen on transnational shipments, deliveries, claims and appropriateness of supplies.
    -Act as secretary and adviser to the CRC. Establish and maintain a system of contact with customs and port/airport immigration authorities at national ports of entry on the clearance of UNICEF supplies, in keeping with established protocol. Conclude standby agreements with relevant private business companies for cost effective local procurement of supplies as well as for fielding of supply assistance to projects sites/End users
    -Oversee the overall preparation of appropriate documentation: cash and supply requisitions, purchase orders, long term arrangements, CRC submissions etc.
    -Ensure preparation of the supply status reports required for donor reports, budget reviews, programme analysis, annual reports, appeals, etc.
    -Regularly create and communicate accurate inventory tracking, inventory aging and incoming supplies information.
  3. Ensure that effective support UNICEF and Government capacity-building efforts are provided in order to enhance efficient, effective and timely supply delivery,
    -Plan, design and conduct training for UNICEF's staff/consultants and counterparts in supply management, customs clearance, distribution and inventory management of supplies and equipment in order to maximize supply delivery. Provide effective coaching to the staff/consultants as required.
  4. Supervise and manage effective procurement, local and/or offshore, with a goal to attain lowest cost without sacrificing quality.
    -Conduct local procurement through issuance of tenders, bid adjudication and contract management... Conduct market research, identify and recommend potential local suppliers. Gather and maintain data on and evaluate local supply sources' overall performance, (competitive pricing, cost-effectiveness, product quality and timely delivery,). Monitor and assess supply operations and control mechanisms and advises on appropriate actions to take.
    -Monitor progress of offshore and/or regional procurement through regular contacts with the Action Office(s).
    -Communicates and reports quality issues with respect to supplies and/or service agreements.
  5. Collaboration and Partnership
    -Coordinate with the Programme Section on supply planning, providing technical advice on procurement specifications and supply administration as well as providing advice on supply requirements in the development of the supply component of the Country Programme.
    -Provide advice to the Country Office, Government and implementing partners on offshore and/or local procurement policies and procedures, delivery and utilization of UNICEF supplies and equipment; coordinate with the Supply Division, Copenhagen, on supply policy and/or activities.
    -Team with the Programme Section and other members of the Operations Section to facilitate procurement as well as efficient customs clearance, storage and distribution of supplies and equipment.
    -Develop and maintain partnership and collaborative relations with UNICEF, Government, UN, and bilateral counterparts in supply and logistics activities including distribution, monitoring supply inputs, and inventory.
    -Inform Programs of slow moving inventory, upcoming field distributions or deliveries, incoming materials and quality issues to ensure maximum use of available transportation, warehousing space, manpower and other resources

Qualifications of Successful Candidate

1.Education
Advanced university degree in Business Administration, Management, International Economics, Engineering, International Development, Contract/commercial Law or specialization in directly related areas including credited courses in supply, logistics, purchasing or contracting. Purpose of the Position

Under the general supervision of the Chief Social Policy, the Reports (and Knowledge Management) Specialist will be accountable for managing donor reporting processes and quality assurance of all project proposals in collaboration with programme sectors, will contribute to the reporting function in the Country Office, including timely preparation and completion of the annual report and will manage the conceptualization and implementation of the country Office knowledge management strategy and action plan with the objective of promoting awareness, understanding, support for children’s and women’s rights, and support for UNICEF’s mission, priorities and programmes.

Key Expected Results

1.Monitor donor reporting schedule and obligations and develop a coherent system for centralizing, recording and monitoring the Country Office's commitment for specific terms and conditions of funding; Ensure quality assurance of all donor reports, check accuracy of data and compliance with UNICEF standards and guidelines; Manage clearance process to track the completion and transmission in a timely manner of donor reports; Develop practical ways to assist Programme Officers with a clear, high quality standard for writing results-based and English-language donor reports; Edit, and if necessary, rewrite drafts of English-language donor reports.

2.Ensure the updating and maintaining of information relating to all the donor and programme reporting requirements and liaise with PARMO for any necessary amendments.

3.Ensure internal capacity-building of programme sectors on reporting processes and proposal development, Ensure sections are updated on best practical approaches of financial report using the VISION platform and the Result Assessment Module.

4.Conceptualize and draft outlines for project proposals; With substantive input from Project Officers and field staff, finalize and format English language project proposals; Liaise with PFO, GRO, RO and National Committees in identifying prospective donors and ensuring that project proposals are drafted in compliance with criteria set out by donors; Ensure the completion and correct transmission of project proposals to required addressees. Provides technical support to the development and update of the resource mobilization toolkits.

5.Develop and manage updating process of three Natcom Donor Toolkits (Child Survival, Education and Protection)in collaboration with PFP Geneva, including narrative, results matrix, budget and human interest stories; Contribute to improve donor intelligence in CO by developing and updating donor profiles.

6.Ensure the production and timely submission of programmatic and country office reports:, for example: the Annual Report, the Mid Term Review Summary, Country Programme Document, etc.; Ensure overall quality of documents and compliance with criteria set out in Executive Directives, UN/UNICEF policy papers, Communication Programme manuals, UNICEF Country Programme plans and other official guidelines and directive. Produce briefing notes and other background documents as needed.

7.In line with knowledge management benchmarks established in UNICEF MTSP and in collaboration with UNICEF Regional Office, manage implementation of knowledge management system in the Country Office, including creation and operationalization of KM Task force and design and implementation of KM Strategy and Action Plan. Define indicators and monitor progress achieved.

8.In collaboration with the Regional Office, Headquarters and Country office programme sections, set up planning and follow-up system for knowledge production. Ensure provision of timely and evidence based information to HQ sections, Regional Office and country office; Works with office sections to undertake data analysis to support documentation of best practices of the country programme. Collect and analyse primary and secondary data (MICS, Nutrition Surveys, Child survival surveys, DHS, Census, etc.) to support advocacy and communication, policy development, and programme design both at the national and local level. Provide technical support and collects life stories for the documentation of lessons learned and good practices.

9.Develop a mechanism for quality assurance of knowledge products. Design and regularly update quality assurance checklist for knowledge products by category and type of dissemination.
Support the Country Office quality assurance of the programming processes. Assist in the design and regular update of quality assurance checklists of CCA/UNDAF, CPD, CPAP and IMEP documents, set-up electronic archival system and ensure its implementation.

10.Ensure timely dissemination and promotion of knowledge products through the Country Office intra and internet and other means. In collaboration with the External Communication section, develop a strategy and set up mechanism for sharing and promotion of knowledge products.

The Ebola outbreak has caused alarm and fear among residents in Liberia. The disease has claimed the lives of 587 people since 22 March 2014. As of 19 August, a total of 1024 probable, suspected, and confirmed cases have been reported wherein cases have been confirmed in nine counties namely: Bomi, Bong, Grand Bassa, Grand Cape Mount, Lofa, Margibi, Montserrado, Nimba, and Rivercess.

-Provide technical advice and assistance to government officials and other partners in the planning, implementation, monitoring and evaluation of a nutrition surveillance system
-Introduce, where necessary, new approaches, methods and practices to ensure MOHSW participation and ownership of the nutrition surveillance system and promotes partnerships with other UN agencies and NGOs methods and tools in project management and evaluation

Purpose of the Position

Under the supervision of the Section Chief, responsible for donors contacts, design and implementation of fund raising strategy and quality of the documentation on the country programme.

Key Expected Results

  1.   3. Reporting to donors: i) Track reports due for donors and develop a coherent system for centralizing, recording and monitoring the Country Office's commitment so specific terms and conditions of funding; ii) Prepare a process to track the completion and transmission of donor reports; iii) Develop practical ways to assist Programme Officers with a clear, high quality standards for writing English-language donor reports (e.g., by developing templates that incorporate simplification and harmonization of reporting with other UN agencies); iv) Write or edit drafts of English-language donor reports.
  4. Writing country office reports: i) Assist in the development, consolidation, drafting and editing reports and papers, for example: the Annual Report, the Mid Term Review, Country Programme Document, etc.; ii) Ensure overall quality of documents and compliance with criteria set out in Executive Directives, UN/UNICEF policy papers, Communication Programme manuals, UNICEF Country Programme plans and other official guidelines and directives; iii) Ensure the translation to English of key studies, surveys and newsletters for international dissemination closely with the P, M&E Officer.
  5. Program

Within Sub-Saharan Africa, SFCG works in eighteen countries: Angola, Burkina Faso, Burundi, CAR, Chad, Côte d’Ivoire, Democratic Republic of Congo, Guinea, Liberia, Madagascar, Niger, Nigeria, Rwanda, Sierra Leone, Sudan, Tanzania, Uganda, and Zimbabwe. Since 1997, SFCG has developed regional strategies to guide and strengthen national programmes to support achievement of SFCG’s mission. In 2010, SFCG met with partners in Abuja to redefine its West Africa regional strategy. Working under the rubric of the ECOWAS conflict prevention strategy, the SFCG regional strategy focuses on key pillars around inclusion, and governance processes specifically mentioning women and young people. The regional themes have led to expansion in West Africa in 2010 as SFCG began building its engagement in the Sahel, notably Chad, Niger and Burkina Faso. There is a large multi-country project with IRD (PDEV2) in these three countries, but this is managed by a separate team. We do however expect a close coordination with the PDEV2 Team.

Summary of Position

The Niger Program Coordinator will be responsible for managing the startup of several new activities in Niger. The initial duration of the contract is three months, but could be extended. The Coordinator will be based in Niamey, but there will be frequent travels to various remote parts of the country. During these three months an office, needs to be secured, staff needs to be recruited, financial systems need to be put in place and programmatic guidance needs to be provided to staff.ResponsibilitiesThe main responsibilities of the Niger Program Coordinator will be to ensure that the three projects are up and running. Organizational Development and Implementation• Establish an office in Niamey to serve for the operational base of the project and serve as SFCG’s representative in Niger• Establish an action team for implementation of the projects - building partnerships with key partners in the project consortium and staff members • Ensure the workplanning with the team, implementation and reporting of the activities in respect of the project to support the project strategic objectives• Maintain regular written and oral reporting to the West and Central Africa Director on key country, regional, program, security and staff issues

Administration• Establishing and managing an operational office in Niamey from which the projects are implemented ensuring compliance with local laws and organizational policies and procedures, including the management and evaluation of a diverse staff across the four countries• Ensure the start-up of the Niger projects on-time and within budget• Ensure compliance with SFCG Operations Manual policies and procedures• Coordinate with the PDEV2 Team Leader updated security and evacuation plans• Oversee the management of the project funds, timely reporting and compliance with contract and donor guidelines • Establishing and monitoring a system of checks and balances to ensure the program is meeting its targets and delivering the requirements as well as capturing the learning locally at each stage. The Niger Program Coordinator will work with the West and Central Africa Director to establish wider strategic priorities in Niger and inform the present themes including defining program priorities, plans and long-term strategy within the overall Africa Program vision and goals. Minimum Qualifications

? Post graduate degree in social sciences or related field? At least five (5) years of experience in peace-building, media, development and/or related fields ? Proven ability to start up projects,? Affinity with logistical and administrative aspects of a start-up? Demonstrated people and process management skills? Dynamic leader with creative problem-solving skills, particularly in challenging situations? Knowledge of major donor rules and regulations, and the ability to manage multi-donor funding ? Excellent interpersonal and networking skills, as well as the ability to build and conduct effective professional working relationships at all levels, both internally and externally ? Spoken and written fluency in English and French? Strong oral and written communications skills? Cultural sensitivity and adaptability? Experience living and working in various African locales? Entrepreneurial spirit
