United Republic of Tanzania: Research, Evidence and Accountability Advisor

Our work focuses on providing expertise in sexual and reproductive health, maternal newborn and child health, HIV and AIDS, citizen voice and accountability, gender, social inclusion and equity to enhance institutional effectiveness to support strengthening of health service delivery.

Role profile

Long-term post-holders are required for a programme of support in Tanzania by the UK Department for International Development (DFID) to: Reduce the number of stunted children by 7% (50,000) in the targeted regions of Tanzania within a period of 5 years. This programme is being tendered, and the post will be confirmed should the Save the Children led consortium be successful.

Project outcomes are:

  1. Improved maternal, infant and young feeding practices;
  2. Enhanced quality of nutrition services through the health system;
  3. Improved household access to diverse and nutrient rich foods through own production and purchased from the local market;
  4. Improved multi-sectoral response to nutrition at sub-national levels (Agriculture, WASH, Health, Early Child Development (ECD), Community Development, Livelihoods).

The Research, Evidence and Advocacy Adviser will be responsible for the coordination, oversight and quality assurance of the ASTUTE research portfolio, including operations research. The post holder will work closely with and provide support and guidance to the Programme Monitoring and Evaluation (M&E) post. The post-holder will work at national level based within the project office in Dar es Salaam with frequent travel to the selected regions.

Key responsibilities

  • Manage the design, implementation, analysis and write up of innovative qualitative and quantitative research studies (e.g. operations research; intervention evaluations; qualitative studies to understand mechanisms of behaviour change) that are relevant to the DFID logframe indicators and programme objectives.
  • Design in-house and outsourced research tools (e.g. quantitative surveys; interview topic guides) in consultation with the relevant technical advisers. Ensure use of appropriate software for data management and analysis of research data.
  • Write TORs for the outsourcing and/or recruitment of consultants for research as required.
  • Oversight and quality assurance of in-house and outsourced research activities (e.g. reviewing proposals to ensure the highest quality agencies are selected; checking plausibility of data; data verification; ensuring staff are adequately qualified and trained). Technical management of subcontracts and review of associated deliverables.
  • Reporting results and progress of research studies to meet DFID’s requirements (e.g. writing up research findings; proposing plans and costs for further scale up of successful interventions).
  • Ensure research includes an economic component (e.g. cost effectiveness analyses; cost modelling) to inform the Government of Tanzania about the likely cost of further scale up beyond the DFID programme.
  • Train appropriate staff in the collection of primary data for in-house research. Strengthen capacity for analysis and effective use of data at national, provincial and district level, with a focus on building the capacity of regional and district staff who are administering nutrition information systems
  • Present data in an accessible way for government/stakeholders (e.g. top line findings; briefing sheets; executive summaries, scorecards, infographics). Ensure evidence of successful approaches and gaps in provision inform national policy and planning and resource allocation at provincial/district level. Facilitate use of data for decision making, encourage transparency on progress and advocate for improvements in service provision and resource allocation.
  • Convene research dissemination workshops with government staff from multiple sectors, donors and partner organisations to share and discuss relevant data. Ensure data is fed back to service providers to enable them to make informed decisions on effective delivery of services.
  • Ensure use of programme M&E and research findings to support effective multi-sectoral dialogues, regular exchange of information and decision making.
  • Leverage existing accountability mechanisms and platforms to integrate discussion on nutrition into existing policy dialogues, discussion fora and media partnerships. Ensure data is used for advocacy to improve nutrition.
  • Strengthen advocacy for better services for women and children through effective use of evidence by civil society groups and leveraging on pressure points through relevant local accountability platforms.
  • Ensure gender, ECD and WASH feature as part of the research studies and stunting reduction interventions being implemented.
  • Work alongside the Programme M&E Advisor and collaborate as needed (e.g. provide relevant research findings to inform updates to the logframe).

Qualifications and experience

Essential

  • Master’s degree in a related subject
  • At least seven years’ relevant experience
  • Proven capacity in management/oversight/quality assurance of research studies
  • Experience of operational research
  • Expertise in use of data for influencing policy and planning at national and local levels
  • Strong analytical skills, including use of statistical software packages (e.g SPSS, STATA)
  • Strong oral and written communication skills
  • Experience of working within the health sector, ideally maternal and child health or nutrition
  • Fluent in Swahili

Desirable

  • Knowledge of nutrition, in particular child stunting
  • Experience of working with donor funded programmes, such as DFID, USAID etc.
  • Experience of capacity building and mentoring

Orphans in Africa

The HIV/AIDS epidemic in sub-Saharan Africa has orphaned a generation of children – and now seems set to orphan generations more. Today, over 25 million children under the age of 15 living in sub-Saharan Africa have been robbed of one or both parents by HIV/AIDS. Tragically, the number of orphans in sub-Saharan Africa will continue to rise in the years ahead, due to the high proportion of Sub-Saharan African adults already living with HIV/AIDS and the continuing difficulties in expanding access to life-prolonging anti-retroviral treatment. But, it is not inevitable that these children should be left to suffer twice, denied their rights because they are orphaned.

The Tanzanian Ministry of Health and Social Welfare estimates that there are 2.5 million orphans and vulnerable children in Tanzania, of which only about 6% receive external support. In most cases these orphans are passed over from one relative to other and at the end are left to mend for herself/himself or serving as house maid. There is an urgent need to increase access to and improve the quality of essential support services for orphan and vulnerable children. These essential services include, shelter; nutrition supplements; education and health; and psycho-social counseling.

Children Eco Village:

Children’s Eco Village is truly innovative and unique!

Situated at Kisemvuleu village in Mkuranga District just an hour drive from Dar Es Salam in Tanzania. The Children’s Eco village is a green, clean, pleasant and productive village for 160 orphans aims to provide a homely environment where the care and affection through the ‘mother’ and the community spirit of the village will enable the character of the child to be molded to adopt the emerging global environment with a unique personality. The village is self-sufficient in food, solar electricity, based on 16 proposed housing units, covering an area of 30 acres.

Eco Village has some amazing feature, such as solar energy driven houses and boreholes, tree house, thousands of trees including passion, cashew nut, jacks fruit, food forest, bee-hives, many fish ponds, chickens and duck farm, livestock’s and much more.

The Eco village will provide individualized care to promote the development, education and health of each child. Main responsibility:

Your presence will provide these orphaned children with the attention and mental stimulation that all children need to develop healthy social skills and self-confidence. Volunteer work in African orphanages can make huge impact on both you and the orphans you live with.

These disadvantaged children are counting on volunteers like you to help build their world, will look up to you for guidance, while disadvantaged children might need your help to complete even the simplest of tasks. There are a range of exciting programme at Eco village which needs your attention to make it grow and self-sufficient.

You will be overall in charge of the Eco Village supervising 20 staff members working in different fields such as trees nursery, food forest, security but more importantly you will provide motherly love and care to orphan’s children living in the houses helping them grow confident and productive human being. You are also supposed to raise resources for expansion of Eco village facilities with help of Head of Programme and our fundraising team in UK.

Specific role and responsibilities:

The Eco Village Director will be responsible for:

Weather:

The climate of Tanzania is best described as tropical although this varies from region to region. Tanzania has two rainy seasons. The lighter short rains fall during November and December and occasionally into January and the heavier long rains have their downpour March to May.

Responsibilities and Results

Mtwara Project support functions

1.Contribution to the development and implementation of Mtwara Project strategies/plans

  • As part of a team translate developments and situation specific information into Mtwara Regional strategies for child protection.
  • Give input to an operational plan/ strategy for Mtwara and/ or interventions.
  • Generate an individual implementation work-plan in line with agreed-on project.

Result:Improved quality and effective and efficient implementation of Mtwara strategies/ plans.

2.Programme results for the assigned part of the Mtwara Project portfolio

  • Support implementation and monitoring of Mtwara Child Protection Programmes, including working with corporate sector, unions and large multinational companies as well as government ministries
  • Support logistics and agendas for the training, meetings and learning processes with relevant stakeholders in Mtwara
  • Maintain clear files and support the development of reports concerning results achieved and activities implemented, as per the TDH guidelines and in close cooperation with the Project Coordinator and Finance Officer in Mtwara.
  • Support and monitor the programme and project partners through regular communications and programme visits and ensure that programme commitments as per partner agreements are being fulfilled.
  • Support the Project Coordinator in the development of case studies, marketing communication information and materials, e.g. for the newsletters, radio programme and progress reports.
  • Maintain the project database and regularly update project documentation, contact details, files for reference by all concerned.

Result: Improved quality of programmes, maximum results at beneficiary level andsufficient quality information to the donors.

3.Contribution to networking and fundraising

  • Support the project coordinator where he/she is representing Terre des Hommes e.g. in official events, launch of the programme and other communications.
  • Assist the project coordinator in participating in relevant meetings and networks adding value to project functions.
  • Support and advice on partnerships and networking with relevant similar INGO/organisations, government departments and local partners.

Knowledge and experience

  • Knowledge of child rights and child protection.
  • Three years of experience in a similar position in a similar project.
  • Knowledge of and experience in project planning, project cycle management and logical framework
  • Experience with Child Rights programmes / child protection systems
  • Knowledge of the political, religious and social structures of the respective country/ region and the relevant languages
  • Excellent writing skills in English, an additional language is an asset

UNICEF Tanzania is recruiting a Partnerships Specialist who, under the direct supervision of the Chief of Communication, Advocacy and Partnerships, will be responsible to support the coordination, planning, development management and implementation of the Country Office’s Private Sector Engagement Strategy to mobilise the corporate sector for child’s rights through corporate social responsibility engagement as well as to leverage and raise resources for the Country Programme, in close collaboration with relevant programme staff.

Major Accountabilities

· Support the implementation of a Corporate Social Responsibility and Children’s Rights Agenda:

  • Help establish a network of alliances to support the CSR and Children’s Rights agenda, such as umbrella business bodies and networks of influential private sector individuals, focusing on promoting CSR in key child development and protection areas;
  • Develop relevant communication and programmatic materials to support the private sector in effectively implementing their CSR agenda promoting and protecting the rights of children.

· Establish and manage private sector Partnerships:

  • Support the establishment of partnerships with the private sector (identifying, approaching and negotiating) to advocate for children’s rights in Tanzania through the CSR agenda and to fundraise or leverage funds for children from the private sector;
  • Design/develop concepts for partnerships engagement activities in alignment with UNICEF Tanzania’s country programme;
  • Implement and manage the day-to-day activities with the private sector to achieve high-value results for children.

· Development of fundraising and communication tools:

  • Develop fundraising tools for the private sector (e.g. resource mobilisation kits, e-newletters, programme funding requirement documents, partners updates, annual report for donors, articles for UNICEF Tanzania website);
  • Develop tools to support private sector to effectively implement their CSR agenda for child development and protection.

· Advocacy and promotion of children’s well-being:

  • Establish a positive image of UNICEF and goodwill in Dar es Salaam, regions on the mainland and Zanzibar;
  • Establish and maintain contacts with key Ministries, local governments, decision-makers and influential civilians with the aim to promote UNIECF’s engagement with private sector and advocate for the well-being of women and children.

· Implementation of the Children’s Agenda Strategy:

  • Manage the CA Secretariat including organization and co-chairing of quarterly meetings in cooperation with MCDGC; and ensure regular and effective communication with relevant CA members on latest developments.

Expected Qualification and Experience

Knowledge of Corporate Social Responsibility is required. Experience of working in international organizations is an advantage.

Fluency in Swahili and English, spoken and written.

Background

UNICEF Tanzania is recruiting a Field Support Specialist who will be working under the leadership/ guidance of Chief Field Office Iringa, responsible for the planning, implementation, monitoring and evaluation of programmes within the UNICEF supported districts of Mbeya, Iringa and Njombe Regions from the field office base in Iringa. Major Accountabilities

· Designs, prepares, implements, monitors and evaluates assigned programmes. Analyses and evaluates data from the UNICEF supported districts of Mbeya, Iringa and Njombe Regions to ensure achievement of objectives and/or takes corrective action when necessary to meet programme/project objectives. · Participates in inter-sectoral collaboration with other programme colleagues. Assists in development of appropriate communication and information strategies to support and/or advocate programme development across sectors.

· Undertakes field visits to monitor programmes, as well as conducts periodic programme reviews with government counterparts and other partners. Proposes and/or undertakes action on operational procedures affecting project management and implementation. Provides technical advice and assistance to local government officials and other partners in the planning, implementation, monitoring and evaluation of programme/project(s).

· Develops and maintains partnerships with government and national and international agencies covering the management of programmes/projects. Participates in meetings with ministries, local government authorities, and other partners responsible for programme/project review, and follows up on implementation of recommendations and agreements

· Assists government authorities in planning and organizing training programmes. Identifies training needs and objectives for the purpose of capacity building, programme sustainability, as well as promotion and advocacy.

· Coordinates with the Operations/Supply staff on supply and non-supply assistance activities ensuring proper and timely UNICEF and government accountability. Certifies disbursements of funds, monitors and submits financial status reports to the Chief of Field Services as required.

· Participates in the development of sectoral workplans, ensures the achievement of specific assigned objectives. Provides guidance and support to staff in meeting project objectives.

****BACKGROUND INFORMATION****

The United Nations Commission on Life-Saving Commodities for Women and Children (UNCoLSC), created under the auspices of the Secretary-General’s Every Woman Every Child initiative, is a high-level commission to advocate for the increased availability, affordability and accessibility of 13 essential but underutilized supplies for maternal and child health. ww.lifesavingcommodities.org

Availability of affordable medicines, contraceptives and other health supplies is an essential part of well-functioning equitable health systems. The Commission’s task is to help ensure access to these critical supplies to save lives and improve the health of women, children and young people. The Commission estimated that an ambitious scaling up of these 13 commodities over five years would cost less than US$2.6 billion and would cumulatively save over 6 million lives including 230,000 maternal deaths averted through increased access to family planning. This would catalyse an accelerating reduction in deaths for women and children. Achieving these goals would save an extra 1.8 million child deaths a year, reducing the estimated 7.1 million deaths in 2010 to 5.3 million. Likewise, the estimated 287,000 maternal deaths in 2010 would be reduced to 213,000 by increased access to maternal health and family planning commodities. The estimated costs per lives saved are low and represent excellent global development investments. Thus, the scaling up of these commodities is not solely a moral obligation but one of the most effective ways of getting more health for the money invested.

****ORGANIZATIONAL LOCATION****

The work of the UNCoLSC is managed centrally by an interagency RMNCH Strategy and Coordination Team. The Steering Committee reviews key decisions required to implement the work of the Commission including allocation and release of funds. The Administrative Agent centrally for the funds of the UNCoLSC is UNFPA and in Tanzania the Managing Agent in the country is also UNFPA. The Ministry of Health and Social Welfare and the Ministry of Health in Zanzibar are key Implementing Partners. Tanzania is one of the first set of 8 countries that has submitted a workplan to the Commission.

The Programme Manager will be facilitating and technically leading the Life saving commodities workplan in the UNFPA and Ministries of Health in Mainland as well as Zanzibar. Specific focus of the PM will be on implementation of the national workplan under the life saving commodities initiative.

S/he will foster effective coordination around the LSC initiative between government and other partners. This will be particularly strategic to the H4+ efforts to accelerate progress of achieving MDG5 and continue gains made on MDG4.

The Programme Manager reports to the UNFPA Deputy Representative in the Tanzania office and works under overall supervision of the Representative. S/he works in close cooperation with the programme team especially the RH team, with national authorities and implementing partners for the realization of the results as per the workplan submitted to the UNCoLSC secretariat.

****MAIN ACTIVITIES / EXPECTED RESULTS****

  1. Technical and capacity building

The PM will work with government and civil society to strengthen national capacity by:

  1. Working closely with the MOHSW –Mainland , MO-Zanzibar and other strategic partners to ensure that high quality, relevant, and cost effective programme interventions are implemented in line with both with national policies/plans as well as international best practice in the areas of the recommendations of the UNCoLSC’s for Tanzania.
  2. Identifying gaps and priority areas of work to implement the Tanzania workplan submitted to the UNCoLSC’s. This includes making review and recommendations for adjustment of activities where necessary.
  3. Identify the capacity gaps and provide technical assistance and capacity building to government and civil society partners to ensure the work plan is implemented within budget and in the prescribed time period.
  4. Serve as a resource of knowledge and information on matters related to life saving commodities in the country, including stocks, supply chain, user challenges, training, uptake, registration etc.
  5. Programme Management

The PM will manage the programme and the work with the implementing partners to guarantee the smooth implementation of the programme by:

  1. Ensuring the development and timely receipt of annual work plans and budgets from implementing partners.
  2. Ensuring financial and narrative reports are received from all implementing partners on time.
  3. Ensuring financial and narrative reporting obligations to the UNCoLSC Steering committee are met.

Programme Management

Purpose of the Position

Qualifications of Successful Candidate

Education
