Kenya: Associate, East Africa Pharmaceutical Manufacture and Supply

Founded in 2002 by President William J. Clinton, the Clinton Health Access Initiative (CHAI) is a global health organization committed to strengthening integrated health systems around the world and expanding access to care and treatment for HIV/AIDS, malaria and other illnesses. Based on the premise that business oriented strategy can facilitate solutions to global health challenges, CHAI acts as a catalyst to mobilize new resources and optimize the impact of these resources to save lives, via improved organization of commodity markets and more effective local management. By working in association with governments and other NGO partners, CHAI is focused on large scale impact and, to date, CHAI has secured lower pricing agreements for treatment options in more than 70 countries. In addition, CHAI's teams are working side-by-side with over 30 governments to tackle many of the largest barriers to effective treatment and care.

CHAI is undertaking a series of market shaping initiatives designed to strengthen the East African pharmaceutical industry’s competitive position and market share of the health pharmaceutical market, while increasing access to international quality and affordable medicines. This role will involve engaging with senior private sector and government stakeholders across Burundi, Kenya, Rwanda, Tanzania, and Uganda.

The ultimate goal is for at least two East African local manufacturers to produce international quality pharmaceuticals at a cost competitive price point, and for these products to be procured by international buyer(s) by year-end 2015. This test case will connect local manufacturers to international buyers, strengthen the long-term viability of industry, and provide a roadmap for other initiatives supporting local industry to drive broader transformation.

The Associate will be primarily focused on identifying and operationalizing cost reduction opportunities for local manufacturers. This will span sourcing of inputs (API/Excipients/Packaging), transportation, operational efficiency, and inventory management.

The Associate must be able to function independently and flexibly as well as build strong relationships with government officials and partners across the public and private sectors. This is a challenging though rewarding position that directly impacts the quality and cost of pharmaceutical products in East Africa. Further, it will build local industry and technical capacity for continued advancement in the manufacturing sector. It is an opportunity to work on a unique market transformation, and collaborate closely with partner governments, private sector entities, and international agencies.

The Associate will provide robust technical and analytical support to the EAC local manufacturing team, and actively participate in structuring the analytical approach and problem solving in areas such as:

  • Diagnosis of cost reduction opportunities for local manufacturers, and modelling potential efficiency gains by intervention
  • Development of business case for key quality and cost-saving interventions for C-level audience
  • Support to local manufacturers implementing quality/cost-saving interventions, ensuring responsiveness to evolving priorities/opportunities, and adherence to tight deadlines.
  • Engagement of international buyer segment, and ensuring buyer specific needs are integrated into broader workplan
  • Supporting evaluation and documentation of results and impact from CHAI's work
  • Performing other tasks as necessary

Bachelor's Degree plus 3+ years of experience in a private or public sector enterprise, with increasing levels of responsibility.

  • Strategic thinker able to take a creative approach to long-term program objectives and the detailed steps necessary to achieve these goals
  • Strong quantitative skills and technical proficiency with MS Excel, including experience developing or evaluating financial models
  • Ability to leverage data to create solution orientated analyses for C-Level stakeholders

Sierra Leone: Emergency Supply Chain Coordinator

Founded in 1933, the International Rescue Committee is a prominent international organization working in relief, rehabilitation, protection, post-conflict development, resettlement services and advocacy for those uprooted or affected by violent conflict and oppression.

The International Rescue Committee is in discussions to run a 24 (40)-bed, Ebola Isolation Unit (IU) in Bo, Sierra Leone. The Unit will be a high-capacity, isolated unit which will require the oversight of 87 staff including 7 international staff, over a period of 3 months. Given the magnitude of the need, the plan is to set up the Unit immediately. Staff safety is an absolute priority and strict adherence to infection control procedures with be undertaken to protect staff. Given the demanding nature of the work, staff will have ample rest time.

SCOPE OF WORK/RESPONSIBILITIES

  • Supply Chain Management

  • Responsible for logistics/supply planning through coordination with the government Central Medical Store, District Medical Store, the IRC Country Office and other supply chain partners.

  • Coordinate receiving, transportation, storage and distribution of medical supplies and equipment, specifically PPEs body bags and other Ebola essential items.
  • Monitor and assess supply operations and control mechanisms and advise on appropriate actions to take.
  • Develop and implement system to ensure a one-month buffer stock of critical supplies
  • Inform IRC IU clinical, and other country program staff of slow and fast moving inventory, upcoming distributions or deliveries, incoming materials and quality issues to ensure maximum use of available transportation, storage space, manpower and other resources
  • Communicate and report quality issues with respect to supplies and/or service agreements.

  • Fleet Management

  • Assess vehicle needs and provide recommendations on improving vehicle services.

  • Manage isolation unit drivers and vehicle usage
  • Develop simple dispatch system to track movement of ambulances to and from the isolation unit.

  • Procurement

  • Identify additional local, national, and international vendors in compliance with IRC policies.

  • Conduct procurement of supplies and equipment unavailable through the MoHS medical stores.

  • Asset Management

  • Ensure that all assets and property are properly managed in accordance with IRC policies.

  • Ensure proper tracking of all IRC assets movement and issuance, including continuous maintenance and update of program assets listing for review by the Senior Supply Chain Manager.
  • Make recommendations on asset disposal and replenishment.

  • Security and Safety Duties

  • Monitor the security situation in and around Bo and continuously update long-term security plans for IRC Bo compounds.

  • Provide assistance and oversight with regards to security procedures.
  • Orient new and continuing staff on security related issues.

  • Compliance

  • Maintain and implement the IRC standard procurement policies and procedures

  • Ensure that a transparent and responsive procurement process is implemented and maintained.
  • Identify potential vendors and establish an accountable and transparent system of business by strictly following IRC vendor relationship as indicated in procurement policies.
  • Ensure that compliance with policies is documented through systematic and random verifications of policy implementation and Supply Chain records, based on a schedule agreed with the DDO
  • Promptly inform the DDO /CD of any areas of concern of potential or suspected violations of policies and procedures
  • Ensure there is no negative audit observations/findings related to Supply Chain. If required corrective actions plans are developed & implemented to address audit findings

  • Staff Supervision & Development

  • Recruit, train, and manage logistics staff.

  • Directly supervise 3-5 logistics staff
  • Maintain open and professional relations with team members, promoting a strong team spirit and providing oversight and guidance to enable staff to successfully perform in their positions.
  • Overall responsible for logistics staff work plans, work and vacation schedules, and staff training/development activities

  • Coordination & Representation

  • Develops and maintains effective coordination and long-term relationships with external stakeholders, representing IRC positions, promoting long-term strategy and resolving problems/conflicts

  • Work closely and coordinate with IRC clinical IU, finance and grant staff to ensure timely program activities and expenditures.
  • Represents IRC in District EOC Logistics pillar meetings.

  • Program Development

  • Advise on supply/logistics requirements for possible development of additional isolation/treatment centers.

  • Professional Standards

  • All IRC staff are required to adhere to THE IRC Way Standards for Professional Conduct and the IRC country employment policies.

REQUIREMENTS:

The ideal candidate will have:

  • University degree in Supply chain Management, Logistics, Business Management or related field.
  • At least 3 years progressive management and leadership experience, including in health-related emergency supply chain management.
  • Experience in Africa essential, preferably in West Africa and experience in Sierra Leone a strong advantage

Purpose of the Position

Under the direct guidance of the Head of Office, Chief of Operations, or Deputy Representative, the incumbent manages the supply and logistics operations of a complex nature with significant impact on programme delivery, services, supply and logistic, processes and systems, requiring advanced professional technical mastery and expertise in support of operations and programme objectives. Accountable for effective planning, contracting, procurement, distribution, inventory management of UNICEF's supplies, in support of the Country Programmes.

KEY ACCOUNTABILITIES:

  1. Provide rapid and relevant responses to evolving supply needs and situations facing children and families, including emergency situations, with a priority on achieving value for money.
    -Responsible for logistics/supply planning through coordination with Operations/Programme Sections. Provides technical advice on specifications, supply and logistics arrangements facilitating cost-effective efficient procurement, customs clearance, inventory management and distribution of supplies and equipment, in support of the country programme implementation.
    -Participate in the Country Programme strategy planning preview and reviews to advise on supply/logistics requirements for the of Plan of Operations and Annual Work Plans.. Develops Supply/Logistics component of the Country Programme, including systems for storage and distribution of supplies to all project sites.
  2. Ensure sound, accurate supply/logistics management systems, procedures and documentation as well as regular, accurate reporting to maintain the highest level of integrity, standards and accountability.
    -Establish and maintain contacts with the Supply Division in Copenhagen on supply procurement and shipping policies. Interprets and advises the country office on policies and procedures impacting on offshore and local procurement and delivery. Maintains links with Copenhagen on transnational shipments, deliveries, claims and appropriateness of supplies.
    -Act as secretary and adviser to the CRC. Establish and maintain a system of contact with customs and port/airport immigration authorities at national ports of entry on the clearance of UNICEF supplies, in keeping with established protocol. Conclude standby agreements with relevant private business companies for cost effective local procurement of supplies as well as for fielding of supply assistance to projects sites/End users
    -Oversee the overall preparation of appropriate documentation: cash and supply requisitions, purchase orders, long term arrangements, CRC submissions etc.
    -Ensure preparation of the supply status reports required for donor reports, budget reviews, programme analysis, annual reports, appeals, etc.
    -Regularly create and communicate accurate inventory tracking, inventory aging and incoming supplies information.
  3. Ensure that effective support UNICEF and Government capacity-building efforts are provided in order to enhance efficient, effective and timely supply delivery,
    -Plan, design and conduct training for UNICEF's staff/consultants and counterparts in supply management, customs clearance, distribution and inventory management of supplies and equipment in order to maximize supply delivery. Provide effective coaching to the staff/consultants as required.
  4. Supervise and manage effective procurement, local and/or offshore, with a goal to attain lowest cost without sacrificing quality.
    -Conduct local procurement through issuance of tenders, bid adjudication and contract management... Conduct market research, identify and recommend potential local suppliers. Gather and maintain data on and evaluate local supply sources' overall performance, (competitive pricing, cost-effectiveness, product quality and timely delivery,). Monitor and assess supply operations and control mechanisms and advises on appropriate actions to take.
    -Monitor progress of offshore and/or regional procurement through regular contacts with the Action Office(s).
    -Communicates and reports quality issues with respect to supplies and/or service agreements.
  5. Collaboration and Partnership
    -Coordinate with the Programme Section on supply planning, providing technical advice on procurement specifications and supply administration as well as providing advice on supply requirements in the development of the supply component of the Country Programme.
    -Provide advice to the Country Office, Government and implementing partners on offshore and/or local procurement policies and procedures, delivery and utilization of UNICEF supplies and equipment; coordinate with the Supply Division, Copenhagen, on supply policy and/or activities.
    -Team with the Programme Section and other members of the Operations Section to facilitate procurement as well as efficient customs clearance, storage and distribution of supplies and equipment.
    -Develop and maintain partnership and collaborative relations with UNICEF, Government, UN, and bilateral counterparts in supply and logistics activities including distribution, monitoring supply inputs, and inventory.
    -Inform Programs of slow moving inventory, upcoming field distributions or deliveries, incoming materials and quality issues to ensure maximum use of available transportation, warehousing space, manpower and other resources

Qualifications of Successful Candidate

1.Education
Advanced university degree in Business Administration, Management, International Economics, Engineering, International Development, Contract/commercial Law or specialization in directly related areas including credited courses in supply, logistics, purchasing or contracting. Equivalent educational qualification in relevant areas (transport or logistics operations/management, supply management, etc.)
*A first university degree with a relevant combination of academic qualifications and experience may be accepted in lieu of advanced university degree.

2.Work Experience
Eight years of relevant professional work experience.
Both national and international work experience in supply, logistics, purchasing, contracting, administration and/or other related fields.
Work experience in emergency duty station.

3.Language Proficiency
Fluency in English and another UN language.
In the case of Guinea, French is required.
