Kenya: Senior HIV and AIDS Specialist, P-5, Nairobi, Kenya

Purpose of the Position

The Senior HIV and AIDS Specialist (Prevention) is responsible for providing regional technical leadership, guidance, and assistance to country programmes, shaping UNICEF's national programme efforts to reduce new infections among adolescents, and, more broadly, address underlying causes and drivers of adolescents' heightened risk and vulnerability to HIV. The incumbent will lead UNICEF's engagement in the joint UN Programme on HIV and AIDS's efforts to reduce new infections among adolescents, support the attainment of HIV Prevention targets, outcomes and outputs in UNICEF's Medium Term Strategic Plan, and aligned with ESAR's Regional Priorities, will also serve as UNICEF ESARO's focal point for multisectoral adolescent programming.

S/he will ensure harmonized and aligned HIV prevention technical assistance and support to national programmes by Joint UN Country Teams on HIV/AIDS. The incumbent will represent ESARO among development partners and within the Interagency HIV Prevention Working Group, and the regional HIV prevention coordination structure, supervised under the Regional Directors Team.

Key Expected Results

  1. Provide leadership in the provision of technical support and high-level guidance to UNICEF-supported country programmes and key partners for accelerating the implementation of evidence-informed HIV prevention interventions with and for adolescents in the region, including the strengthening of regional and country-level cosponsor support for the coordination, harmonization and alignment of national HIV prevention responses. Provide oversight, monitoring and evaluation of the effectiveness of the HIV prevention programme activities supported by country programmes. Promote the achievement by country programmes of the MTSP HIV Prevention targets by leading processes for the generation and dissemination of sub-regional and national level evidence on effective and innovative responses which effectively address the key drivers of the epidemic in the region.
  2. Lead the coordination of ESARO support to Country Office activities in Regional Priority 4, Results for Adolescents, by fostering cross-sectoral engagement and collaboration on adolescent programming, and providing overall strategic vision for regional and country programming.
  3. Provide high-quality oversight to country and regional office teams in the implementation of priority programming on adolescents, including ensuring data monitoring and accountability mechanisms on Regional Priority 4, as well as other relevant HIV initiatives on adolescents. Coordinate and review progress on related key indicators on HIV and adolescents and provide support to CO and RO colleagues to provide high quality reporting on results.
  4. Provide senior representation, leadership, coordination support and management for ESARO within the regional interagency working groups on HIV prevention through the provision of technical leadership to strengthen UN coherence, harmonization, and alignment on HIV prevention activities and processes within the region in support of the HIV prevention programmes with and for adolescents by national partners.Through high-level technical leadership, strategic advice and technical guidance support efficient regional-level capacity development assistance, the development and dissemination of strategic information, joint advocacy and resource mobilization in order to increase adolescents' access to and use of HIV prevention information, skills and services.
  5. Coordinate and guide broader multisectoral adolescent programming addressing an integrated approach to adolescent HIV Prevention, Treatment, Care and Support, and support other sectors including Protection, Education, and Health with the development of plans and strategies addressing the underlying causes of adolescent vulnerability.

Qualifications of Successful Candidate

  • Advanced university degree in one or more of the disciplines: Public Health, Public Health Administration, HIV/AIDS, Health Education, Medicine, Social Sciences or a field relevant to international development assistance in HIV/AIDS. Training in gender and in nutrition programmes that promote gender equality as an asset.
  • Ten years of relevant work experience at national and/or international level.
  • Experience working in the UN or other international development organization an asset.
  • Training and experience in HIVAIDS health care.
  • Background/familiarity with Emergency.
  • Experience in monitoring gender disparities and in programme interventions that reduce these disparities as an asset.
  • Fluency in English and another UN language. Knowledge of the local working language of the duty station would be an asset.

ESSENTIAL DUTIES AND RESPONSIBILITIES

Nigeria: Senior Newborn Health Adviser, Abuja Nigeria

ROLE PURPOSE:

The overall aim of the position is to provide technical leadership for the implementation of the newborn health component of the Maternal and Child Survival Program (MCSP). The position will support and supervise the work of the two MCSP Newborn Health Advisers located and working in Kogi and Ebonyi states. The adviser will also support Federal Ministry of Health, National Primary Health Care Development Agency, and State Ministries of Health and partner organizations to improve the quality of care for pregnant women, mothers and newborn infants within the framework of the National Integrated Maternal, Newborn, and Child Health (IMNH) strategy, the child survival call to action road map in the context of the Saving One Million Lives Initiative of the government, Subsidy Reinvestment and Empowerment Program (SURE-P) and the Midwifery Service Scheme, providing technical inputs with respect to maternal & newborn health and technical leadership on this work for the MCSP Program Nigeria. S/he will provide technical support and work closely with the Pediatric Association of Nigeria (PAN) and the Nigeria Society of Neonatal Medicine (NISONM) in the two States – Ebonyi and Kogi -- and when appropriate in other states in Nigeria where the Helping 100,000 Babies Survive and Thrive Initiative have activities. Also to work with other provisional associations including Nigeria Association of Nurses and Midwives, and the Society of Gynecology and Obstetrics of Nigeria (SOGON) and other implementing parthers to improve policy environment for the implementation of maternal & newborn health interventions ; galvanise partner support for policy change for women and children in areas where there may be gap/s.

Essential

  • Medical qualification (MD or M.B.B.S.) with a post graduate qualification in paediatrics with public health , neonatology/newborn health or related field.

South Sudan: Senior Operations Manager-South Sudan

Article I: Terms of Reference – SeNIOR OPerations Manager

Under the direct supervision of the Deputy Country Representative (DCR), work with The Carter Center Country Representative (CR), as well as with the Ministry of Health (MOH), Republic of South Sudan (RSS) authorities to perform the duties listed below:

  1. Assist the CR and DCR to supervise and monitor transportation, procurement, and operational activities of The Carter Center supported programs by providing direct, day-to-day management and oversight of the aforementioned areas.
  2. Ensure a safe, respectful, efficient, and effective work place while building a sense of team by giving all staff the opportunity to grow professionally and utilize their skills and experience.
  3. Supervise the procurement officer for Juba, ensuring that all purchases for the organization are done transparently and fully in-line with established procurement guidelines at all times. Establish and develop Juba vendor relations so as to identify reliable and economical sources of program resources within South Sudan.
  4. Serve as the direct supervisor of the four (4) Regional Operations Managers.
  5. Supervise the Juba based Operations Manager in the supervision and coordination for the Juba-based The Carter Center operational officers. Specific duties will include the following:

a) Assist Juba operations officers in daily planning and execution of activities.

b) Serve as primary approving officer for sub-office supply requests.

c) Ensure sub-office supply requests follow proper protocol.

d) Track non-available items and submit weekly request, if necessary, to Juba office.

e) Coordinate all incoming to and outgoing from Sudan shipments while always prioritizing field technical needs.

f) Coordinate all supply movements between supply hubs.

g) Track and coordinate shipments in process.

h) Ensure staff movements are tracked and staff movements are organized to ensure maximum efficiency.

i) Investigate and report to the DCR any discrepancies between waybills and received items.

  1. Serve as primary finance approving officer for all Juba petty cash (up to $500 USD) and supply requests.
  2. Verify that The Carter Center assets, materials, supplies and financial resources are being used in an honest and transparent fashion. Ensure The Carter Center-supported programs maintain accurate inventories of all physical resources through the following:

a) Ensure stock delivered to supply hub is verified upon delivery.

b) On a weekly basis, ensure through physical checks stock cards and inventories are up to date and weekly inventory is submitted by staff to Juba. Any discrepancies between stock cards/inventories/waybills and physical counts must be reported weekly to the Senior Operations Manager.

c) Ensure inventories accurately reflect all compound and transport workshop tools and equipment.

d) Ensure system of internal asset control including a properly documented way bill system.

e) Verify inventories on a weekly basis and ensure inventories are disseminated in a timely fashion to Juba and sub-offices.

f) Along with the relevant field programme manager, maintain effective asset controls and tracking for all sub-offices in the area-of-responsibility.

  1. Assist the CR and DCR with annual shipping plans for supplying all sub-offices in the area-of-responsibility with all needed resources for a calendar year.
  2. Along with the CR and DCR, assist in needs forecasting and procurement planning on an annual basis
  3. Serve as the primary stock manager of the Trachoma Zithromax stock according to the TCP Azithromycin stock management guidelines.
  4. Report the following to the DCR on a monthly basis:

a) Activities and findings including status of ongoing shipments, discrepancies between sent/received items and result of weekly inventory checks.

b) Analysis of all required transport reports.

c) Challenges and actions taken in Response

d) Recommendations for The Carter Center Operations Department at the sub-office, supply hub and national level. Recommendations and findings must cover finance, transportation, procurement and general administration.

Kenya: Senior Programme Manager – Joint Programme on Local Governance and Decentralised Service Delivery (JPLG)

Background:

The Joint Programme on Local Governance and Decentralized Service Delivery (JPLG) for Somalia is a joint UN programme comprising of ILO, UNCDF, UNDP, UN-HABITAT and UNICEF. The first phase of JPLG commenced in April 2008 and ended in December 2012, and the second phase (JPLG II: 2013-2017) is now being implemented across Somalia.

The UN JPLG is implemented in partnership with the Federal Government of Somalia, the Government of Puntland State of Somalia and the Government of Somaliland with an average annual budget of USD 25-35M.

The JPLG II specific objectives are:

  • Communities have equitable access to basic services through local government;
  • Local governments are accountable and transparent.

UN JPLG works to ensure transparent, accountable and efficient local service delivery by working at the following different enabling levels:

  • Improving the legislative and regulatory framework for decentralized service delivery in all three zones of Somalia;
  • Improving the capacity of existing and emergent district councils;
  • Providing funding for service delivery through districts councils; and
  • Developing the capacity of communities to generate the demand side governance at the local level;
  • Supporting infrastructural development facilitating access to basic services (and improving economic activity;
  • Developing local government’s engagement with civil society on economic development.

The JPLG pursues a comprehensive capacity development approach aimed at local authorities, Federal and central administrations and communities. It builds on existing capacities and focuses on design and development of policies and systems, institutional strengthening, civic education, citizen and private sector participation in service delivery and local economic development. In so doing, the JPLG supports a ‘top-down’ process covering policy development for local governance and decentralization and ‘bottom-up’ empowerment of communities to demand and participate in local governance and economic development. In addition, the programme has designed a Local Development Fund which acts as an intergovernmental fiscal transfer system to channel district grants for capital investments, local economic development and for piloting decentralized service delivery models. Since 2014 and considering the political and security developments and opportunities in the south and central region, JPLG is expanding its support towards strengthening of interim district administrations. JPLG approach aims at placing the relevant local and central government institutions in the driving seat for capacity development and other reforms in line with established procedures and systems.

To coordinate the JPLG and facilitate the implementation of the participating UN agencies, a Programme Management Unit (PMU) is in place comprising of national and international staffs based in Somalia and in Nairobi respectively. The PMU ensures timely and appropriate implementation of the work plans, reviewed and approved by the JPLG Steering Committees, which comprises the heads or delegates of the participating UN agencies, donors and government representatives. The PMU is accountable to the JPLG Steering Committee for the results achieved under the Joint Programme. The PMU is headed by the JPLG Senior Programme Manager and consists of: an international Senior Programme Manager, of an international Monitoring and Evaluation Specialist, a National Programme Specialist, a National Programme and Finance Analyst, National Local Area Managers, National M&E officers and a Communication consultant/analyst, and. The JPLG Senior Programme Manager leads and supervises the PMU staff and delegates responsibilities and authority according to respective ToRs (including for day to day coordination by the Local Area Managers in Somalia).

In this context, the JPLG Programme Management Group (PMG) wishes to recruit a JPLG Senior Programme Manager who will report to this the PMG. The JPLG Senior Programme Manager will provide overall strategic guidance and coordination of the work of the participating UN agencies, provide oversight to ensure a harmonised approach and directly manage the PMU. The Senior Programme Manager will also be responsible for monitoring and reporting of all JPLG activities and results to the JPLG Steering Committee and Programme Management Group.

The Senior Programme Manager will also work in close collaboration with UNCT members, programme and operations teams of the participating UN Agencies, the UN Mission in Somalia (UNSOM), the Multi Partner Trust Fund (MPTF), Government officials, technical advisors and experts, multi-lateral and bi-lateral donors and civil society in ensuring successful and transparent coordination of JPLG activities.

Description of Responsibilities :

Summary of key functions:

Ensures effective representation and strategic advisory support, focusing on the achievement of the following results:

  • On behalf of the JPLG participating UN agencies, represent the JPLG as required to governments (Federal, central and local), donors, Multi Partner Trust Fund (MPTF), the UN Country Team, the UN Mission and the Resident Coordinator’s Office;
  • Represent, with the support of the relevant technical Agency, JPLG in PSG Working Groups, mainly PSG 1, 4 and 5;
  • Report on progress, attainment of results and challenges of the JPLG to the JPLG Steering Committees , Programme Management Group (heads of agencies or delegates) and Technical Working Group (comprised of the five project managers of the UN agencies and the PMU), and Resident Coordinator’s Office;
  • Assess the technical substance, policies and strategies of JPLG agencies’ interventions, and advice on methods to achieve technical coherence and a harmonised approach with regard to the Somali Compact (PSG 1, 4 and 5 in particular) and the ISF;
  • Continue open and sound relationships with JPLG international partners, encourage the use of the joint programming and financing mechanism (UN MPTF) and joint M&E and reporting systems.. Seek new donors to contribute to the JPLG’s objectives and approach.

Provides efficient co-ordination of JPLG activities among the programme agencies, focusing on the achievement of the following results:

  • Ensure the implementation of the JPLG programme document through a country office operated joint programme and in accordance with the UNDG Guidance Note on Joint Programming 2003 and MPTF procedures;
  • Maintain effective means for strengthening ownership, technical leadership and coordination capacity of government counterparts in Somalia in all the areas encompassed by the JPLG;
  • Coordinate and work closely with the JPLG Administrative Agent (in this instance UNDP), donors and MPTF to ensure adequate funding levels, timely disbursement of the funds and follow-up on programme expenditures;
  • Lead the JPLG annual work planning exercises with government and all participating UN agencies, ensuring coherence, providing strategic direction, advising on sequencing of activities, partnership strategies and integration of risk management, contingency planning in work plans, budgets and budget allocations to UN agencies, are in accordance with the approved annual work plans and budgets;
  • Under the guidance of the PMG, propose annual budget ceilings, review Agencies disbursement rates, promote the use of common unit costs (operations and HR), review and rationalise of annual staffing requirements against agency workplans and take management decisions to improve JPLG’s efficiency and effectiveness;
  • For each donor contribution received, review Agencies’ implementation progress against approved AWPB and recommend (to the PMG) the amount of funds that can be allocated to each Agency based on their respective needs, resources available and delivery rates;
  • Coordinate and, to the extent relevant, supervise through matrix management the agency specific Project Managers and draw on their capacity in cross cutting thematic areas;
  • Organise and facilitate meetings for the JPLG Steering Committee, Programme Management Group and Technical Working Group on a regular basis and in accordance with their respective Terms of Reference;
  • Lead in overseeing application of decisions and recommendations arising from the JPLG Steering Committee, Programme Management Group and Technical Working Group;
  • Promote synergies between the JPLG and other relevant programmes and projects within the Somali Compact, the SDRF and the ISF. Ensure and maintain effective and open dialogue amongst and between all participating UN agencies in the JPLG.

Provides effective supervision, monitoring and evaluation process, focusing on the achievement of the following results:

  • Manage the PMU in accordance with its work plan and budget;
  • Guide and supervise the work of PMU staff and conduct staff performance reviews in accordance with the relevant rules, regulations and procedures, and provide leadership and direction to staff performing JPLG implementation functions in Somalia;
  • Prepare regular status reports on the JPLG and raise issues, risks and opportunities to the Programme’s committees, and ensure records are kept and maintained of all meetings;
  • Consolidate all narrative reports for submission to the relevant Programme committees for approval and dissemination to all key stakeholders;
  • Manage the process for all reviews and evaluations of the JPLG strategy, management set-up, and activities and advice on timely readjustments of strategies and corrective actions as necessary;
  • Provide support, data and reports as required to UNDP country office in performing its functions as Administrative Agent for the JPLG;
  • Implement the monitoring, evaluation and reporting framework plan for the JPLG, ensure there are appropriate monitoring and evaluation systems for JPLG activities and results and oversee its implementation, including tracking of results, lessons and risks;
  • Follow-up closely on JPLG implementation in order to quickly identify delays and bottlenecks and propose means for solving these;
  • Comply with security and safety requirements and regulations and ensure the same are respected by all PMU and Programme personnel.

Since 1994 American Refugee Committee (ARC) has been operating in South Sudan which covers five states with programs and services reaching over 400,000 returnees, IDPs, refugees and host community members.

Currently, ARC implements programs in Primary Health Care and Gender Based Violence but is currently expanding to Secondary Health Care WASH, and Food Security. ARC has program activities in Central and Eastern Equatoria, Northern Bahr el Ghazal and Warrap States. This project will be implemented in Aweil State Hospital.

PRIMARY PURPOSE OF THE POSITION

The Senior Registered Nurse is responsible for providing technical guidance to all the nursing and support staff to deliver quality comprehensive emergency obstetric and neonatal care (CEmONC), trauma care, general surgery, gynecology, pediatrics, and internal medicine in a rural hospital setting. This includes injecting fresh energy, enthusiasm, and skill-building techniques into the current nursing cadre, key to sustaining the project’s capacity-building goals beyond the life of this project.

MAJOR AREAS OF ACCOUNTABILITY

PRIMARY DUTIES/RESPONSIBILITIES

Team management

  • Provide leadership support to the nursing and midwives team in the various departments
  • Ensure and organize weekly activities schedule (ward rounds) with nurses, midwives and other relevant medical staff
  • Ensure consistent readiness, responsiveness and quality of emergency obstetric care among nurses and midwives
  • Organize and lead weekly meetings with nurses and midwives

  • Implement continuous quality improvement of CEmONC and outpatient MCH services through:

In the first few months of 2014 an Ebola outbreak was declared in West Africa and in recent months the extent of the outbreak in particular across Sierra Leone and Liberia has become out of control. GOAL is currently working to scale up its response to the outbreak and is in the process of developing a clinical response programme for Sierra Leone as well as continuing to assess needs across the region.

As a result GOAL is seeking an experienced Ebola Senior Technical Advisor for a minimum of three months to provide technical support and leadership both to the Ebola clinical team in country and to GOAL organisationally. The ideal candidate will be an experienced Infectious Disease expert who has previously managed infectious disease outbreaks ideally in a developing country setting.

Overview of Role:
The EVD Senior Technical Advisor will provide overall technical guidance to the HQ Ebola response team and field based medical team who are deployed in supporting the Ebola Response. The EVD Advisor will work in collaboration with the global health advisor and with the country team to develop the overall clinical response strategy and ensure that the response is in line with international best practise guidelines currently in place.

S/he will ensure that the clinical and social mobilisation components of the programme are working in a complementary manner and will provide feedback to GOAL Head Office on current performance of the programme as well as future expected needs.

Key Duties

Assume technical responsibility for the following components of the Ebola response;

Clinical Services and Infection Control

Background

The Horn of Africa is an important departure point for people in mixed migration flows. Each year tens of thousands of people leave or pass through Somalia and its neighbouring countries, including Yemen, in the hope of finding a safer or brighter future elsewhere. On-going coordination of mixed migration work in the region through Mixed Migration Task Forces (MMTFs) in Somalia and Yemen, as well as other forums have identified many of the overall regional migration challenges as have the Regional Conferences on mixed migration in the Gulf of Aden, held in Yemen in 2008 and Djibouti in 2009. A meeting in Djibouti in March 2011 served to specifically consult on and discuss the establishment of such a secretariat. The RMMS is hosted and managed by the Danish Refugee Council (DRC) Regional Office for the Horn of Africa and Yemen, in Nairobi. It officially commenced its work in July 2011.

Purpose

The overall objective of the Regional Mixed Migration Secretariat (RMMS) is to support agencies, institutions and forums in the Horn of Africa and Yemen sub-region to improve the management of protection and assistance response to people in mixed migration flows in the Horn of Africa and across the Gulf of Aden or Red Sea in Yemen. It does this through data development, analysis, research and advocacy. It concentrates on the so-called “northern route” mixed migration flows from Somalia and Ethiopia and through Somalia; Ethiopia and Djibouti to Yemen, but also look at the southern and western flows out of the region. The RMSS Senior Project Officer will assist the RMMS Coordinator in a wide range of activities as part of the overall strategy of the Regional Mixed Migration Secretariat.

Key Responsibilities:

The key responsibilities of the Senior Project Officer can be summarized as offering high caliber support to the Coordinator and the RMMS specifically around the work of sourcing, synthesizing and processing information and data.

The key activities of the Project Officer will include:

  • Information management and research comprising: the gathering and dissemination of existing data, information, legislation, news items, news archives, policies and conventions, reports, best practice experiences and working methods related to mixed migration.

Qualifications and Experience

OVERVIEW:

The Leadership, Management and Governance Project (LMG) is a global five-year Cooperative Agreement awarded by USAID/Washington, designed to strengthen and expand the people-centered capacity building strategy pioneered under the previous Leadership, Management, and Sustainability Program. The LMG Project’s objective is to support health systems strengthening by addressing the gap in leadership, management and governance capacity of policy makers, health care providers and program managers to implement quality health services at all levels of the health system.

Malaria is one of the number one causes of morbidity and mortality among children under 5 in Sierra Leone. The Global Fund is one of the main donors for malaria control in Sierra Leone – a majority of international health development funding in Sierra Leone is directed into HIV and AIDS programs as a priority.

The National Malaria Control Program (NMCP) is the Principal Recipient of the Global Fund malaria grant and manages implementation of the dual-track financing scheme along with the second Principal Recipient, Catholic Relief Services (CRS). Global Fund commitments and disbursements in Sierra Leone account for just over 25% of Global Fund financing, with the majority (over 66%) going towards HIV and AIDS activities. While the disbursements and commitments are on track for the CRS malaria grant, the NMCP grant has consistently had performance issues and low expenditures that have blocked continued funding to the budgeted commitment level.

The President’s Malaria Initiative will provide direct technical assistance to the NMCP through the LMG/Sierra Leone project to improve Global Fund grant implementation and generally provide technical support in the areas of leadership, management and governance to strengthen the national malaria control strategy and implementation.

OVERALL RESPONSBILITIES:

The Senior Technical Advisor, Malaria Program/Global Fund Liaison position is designed to provide technical assistance to the country, specifically to the NMCP, in meeting the grant management and implementation demands of the Global Fund malaria grant.

The incumbent will be placed at the NMCP and will provide leadership and management support to the NMCP Program Coordinator. S/he will assist the Malaria Coordinator in planning, monitoring and coordinating activities, especially the upcoming mass distribution campaign.

The incumbent will work in collaboration with the local stakeholders to ensure that up-to-date and strategic information on malaria activities are shared and disseminated among donors for prompt and appropriate decision making.

The work involves complex and interrelated processes. The political environment requires a high degree of sensitivity and diplomacy in supporting the NMCP, establishing dialogue, and developing activities to prevent and treat malaria. The incumbent will require a depth of expertise that will allow her/him to provide leadership and management in malaria-related issues and programs, including the capability to identify and systematize otherwise diffuse issues.

SPECIFIC RESPONSBILITIES:

The Senior Technical Advisor, Malaria Program/Global Fund Liaison, provides professional leadership support to the NMCP for the achievement of objectives set forth in its strategic plan. The principal task of the incumbent is to provide overall management, technical guidance and leadership to the NMCP team around implementation of the Global Fund malaria grant. The incumbent will also coordinate with and provide technical assistance to the Ministry of Health and Sanitation, if necessary, to prepare and conduct policy dialogue with the Global Fund Country Team on issues impeding smooth disbursement and implementation.

  1. Assist the NMCP in taking appropriate management actions (planning, monitoring and evaluation, coordination, etc.) to meet the Global Fund grant requirements and/or conditions precedent so as to enable speedy Global Fund disbursements.
  2. Assist the NMCP in the design and implementation of the national malaria monitoring and evaluation plan, as well as to ensure that other partners develop project monitoring plans and report in a timely manner on their activities to the NMCP. It is also expected that the incumbent will provide expert advice and practical experience in helping the NMCP and other in-country malaria stakeholders to monitor inputs and outcomes, progress towards goals, and how to execute the plan jointly.
  3. Assist the NMCP and the Ministry of Health and Sanitation with initiating and conducting policy dialogue between the Global Fund Portfolio Manager and country team to troubleshoot as necessary to facilitate grant implementation.
  4. Assist the NMCP with planning interventions to be covered by the Global Fund resources in collaboration with CRS, and conduct a thorough gaps analysis to identify contribution of all malaria partners to draw a big picture of malaria program coverage nationwide.
  5. Collaborate with senior staff of the NMCP, implementing partners, and other partners, such as WHO, UNICEF, World Bank, and NGOs to identify malaria control intervention gaps in Sierra Leone, consistent with the malaria control coverage needs identified by the strategy and plans of the NMCP.
  6. Work with the NMCP and other appropriate partners to ensure full accountability and value for Global Fund resources provided for NMCP functioning.
  7. Assist the NMCP in developing plans to manage the Global Fund activities. This includes providing managerial support to the NMCP leadership to brainstorm and identify technical interventions to be covered by future funding from the Global Fund.

This incumbent is not expected to play any supervisory role at the NMCP. S/He will receive administrative supervision from the LMG/Sierra Leone support team.

QUALIFICATIONS:

  1. Advanced degree (Masters, PhD, or MD) in a health-related field or management field required. Specialized experience in malaria is not required, but preferred.
  2. At least ten years of experience in progressively responsible experience in designing, implementing and managing malaria and other health programs in developing countries, with a preference given to candidates with African experience.
  3. Demonstrated experience managing successful teams comprised of experienced professionals.
  4. Demonstrated technical leadership, program management, strategic planning, policy experience and problem solving skills working on complex projects in a highly sensitive environment are required.
  5. Experience with USAID-funded public health programs preferred.
  6. Previous experience with or good knowledge of Global Fund operating procedures (proposal development and submission, monitoring and evaluation and reporting)
  7. Ability to work effectively with a broad range of Sierra Leone and USG personnel and partners, and have demonstrated skills in donor coordination and collaboration. I. Job Summary

The overall responsibility of the SPO - Education is to support education activities with the rural vulnerable women program including planning, implementation and evaluation of projects activities in Somaliland under the guidance and leadership of Area Manager_HE project. II. Responsibilities

Project Implementation

• Lead all field work to conduct baseline, midline and end line studies, school assessments, and other studies that the project might undertake in the course of the project life.

• Working with the project team and MOE ensure that project intervention target marginalized children with special emphasis on the girl child.

• Train and coach CECs and head teachers in the development of school Improvement plans in collaboration with regional and district education officers.

• Working closely with the project engineer, ensure that all construction/rehabilitation works are in line with the designs and BOQs and are of high quality and meet the child friendly school criteria.

• Train, support and coaching of education mentors, teachers and Community Education Committee (CECs) in order to ensure quality delivery of programs.

Project Monitoring and review

• Collaborate with the regional and district officials of the MOE to oversee project implementation.

• Ensure that project/program monitoring and evaluation system/tools are applied and project progress (activities and outputs), results and immediate objectives (outcomes) and impacts are systematically tracked, documented and shared as appropriate on the basis of CARE and donors’ requirements.

• Travel to project sites of Education program and conduct regular monitoring of projects together with MOE and project team.

• Provide technical assistance to REOs, DEOs, teachers and mentors through developing standards, monitoring/supervision tools, guidelines and trainings and other mechanisms to ensure quality of primary education.

Reporting and representation

• Ensure the timely production of quality monthly and quarterly reports by collating reports of different field locations into one report and submission to Area Managers or other Key management staff.

• Prepare reports on each field visit conducted and submit to the report to Area Managers or other key management staff.

• Represent CARE in all relevant forums, stakeholders such as local authorities, community leaders, representatives of NGOs, UN agencies and government issues related to education sector.

· Take lead in compilation of the monthly activity reports and quarterly project performance reports on all the clinical areas

· Represent the project as delegated in critical stakeholder meetings and activities

· Maintain current knowledge of medical practice standards and developments

· Identifying, planning and implementing interventions aimed at health systems strengthening for both public and private health service providers

· Serve as point person in assigned geographic region for private sector engagement and tracking program innovations

Required Qualifications
