Democratic Republic of the Congo: Programme Manager Urban & Rural Multi sectorial response - DR Congo

The Norwegian Refugee Council (NRC) is a non-governmental, humanitarian organization with 60 years of experience in helping to create a safer and more dignified life for refugees and internally displaced people. NRC advocates for the rights of displaced populations and offers assistance within the shelter, education, emergency food security, legal assistance, and water,sanitation and hygiene sectors.

The Norwegian Refugee Council has approximately 4000 committed and competent employees involved in projects across four continents. In addition, NRC runs one of the world’s largest standby rosters -NORCAP, with 650 professionals, ready to be deployed on 72 hours notice when a crisis occurs

Internal displacement in North Kivu (and South Kivu) continues to put DR Congo in the top five displacement crises worldwide. Over the past twenty years, displacement has been a recurrent feature of life in the Kivus – particularly North Kivu, with current estimates placing over 1.7m (OCHA August 2013) people living in displacement in the two Kivu provinces. North Kivu in particular has seen regular ‘waves’ of massive displacement – starting in 1996 with the Congo wars, and with marked peaks in 2000, 2003, 2008-9 and again in 2012-13.
In urban areas such as Goma and surrounding areas, this is a particular challenge. Although current displacement figures only reflect cumulative ‘fresh’ displacement since 2009 – with some level of return incorporated – entire suburbs of Goma have developed considerably in size due to inflows of displaced. At the same time, gaps in urban planning and a lack of managed urban development mean repeated waves of displaced persons into Goma have created huge pressures on existing public infrastructure and services with earlier informal IDP sites effectively becoming part and parcel of shanty towns surrounding the city. The historical lack of engagement in urban programming means both a failure to support steps towards durable solutions – including local integration - for those living in protracted displacement, as well as an inability to respond to new displacement into urban areas.
NRC is also partner of RRR (Recovery Reintegration and Returnees) program of UNDP into stabilization process (I4S) in both south and north Kivu. In line with NRC’s institutional ‘core competencies’ the DRC operation runs a holistic program response to populations affected by conflict and displacement in North and South Kivu provinces. Our ‘Core Competencies’ and primary areas of intervention are shelter, education, food security and livelihoods, Information, Counselling and Legal Assistance (ICLA) - with a strong focus on housing, land and property and access to civil documentation, shelter and WASH. NRC undertakes all programs with a strong protection and gender lens, according to NRC’s global protection policy and under the guidance of a dedicated protection advisor in Goma.

Job description

The Program Manager role is to support the NRC-DRC Urban Pilot and Recovery programs in North and South Kivu. This position is expected to manage and develop multi sectorial programmes across two different geographical locations from humanitarian first phase to recovery stage: 1) The urban pilot programme in two sub districts in Goma city focusing on meeting immediate needs, preparedness, governance and advocacy 2) The RRR programme in North and South Kivu focusing on building resilience. Both programs will be supported by NRC core competencies program managers in Food security, WaSH, Shelter, Education and ICLA.

SPECIFICS RESPONSIBILITIES:

  • Develop, resource, coordinate and document the programs in line with proposals, strategies and donor requirements.
  • Manage programs, fundraising, external representation and transition planning.
  • Oversee quality and consistency of program monitoring and evaluation processes to ensure and enhance program effectiveness and quality.
  • Advocate and/or advise peer agencies, local governments, donors and other stakeholders to influence responses to promote delivery of inclusive and high quality humanitarian services.
  • Oversee and ensure compliance with NRC policy, procedures and practice throughout both programs e.g. Implement project specific protection priorities
  • Develop, manage and monitor the budget(s) according to Financial Handbook and donor requirements.
  • Promote the rights of IDPs/returnees and explore and asses new and better ways to assist
  • Overall planning and management of multi sectorial intervention and project related to recovery and post emergency intervention in urban and rural area.
  • Represent NRC in all public meetings/cluster meeting concerning recovery, durable solutions, urban programming at municipal and provincial level.
  • Liaise with key coordination mechanisms, particularly the inter-cluster, to share findings and any issues of relevance and/or concern related to early recovery (urban and rural) caseload.
  • Actively seek funding opportunities in collaboration with the Program Director, Country Director and Protection & Advocacy Adviser, liaise with donors and prepare proposals and budget to relevant donors according with NRC guidelines given by PD and applicable donor.
  • At operational level work closely and hold regular meetings with the program managers (ICLA, Shelter, WASH and Education) and with the Area Managers in order to improve program integration and cooperation at all levels.
  • Participate in project-related recruitment processes of key personnel.
  • At the start of projects, organize and facilitate “grant opening meeting” in which main project milestones will be discussed and agreed upon
  • Ensure that project systems and procedures are compliant with agreements applicable to individual grants and NRC principles and ways of working.
  • Ensure that the projects are carried out according to planned budget lines and annual activity plans.

Qualifications

  • Relevant higher education, preferably at Master level in post-conflict / development studies / Management.
  • Experienced field worker, at least 5 years, with background in complex emergencies, post-conflict or transitional settings.
  • Previous experience in working in urban contexts.
  • Experience in managing, developing, resourcing complex programs with different Donors and multi sectorial intervention.
  • Proven experience working in a difficult security environment.
  • Proven experience in coordinating with UN organizations, donors and local authorities at high levels.
  • Demonstrated ability to influence peer agencies, local government and community leaders to work effectively towards a common and agreed upon result.
  • Excellent analytical and written skills.
  • Experience in conflict-sensitive approaches and conflict analysis.
  • Knowledge on conflict resolution (theory and practice), with particular expertise in public/community participation approaches.
  • Experience in working in IDP/Refugee, return and reintegration programs.
  • Fluency (both oral and written) in French and English. Swahili would be a plus.
  • Political and cultural awareness: Knowledge of Democratic Republic of Congo context will be considered an advantage.
  • Experience with Resilience interventions

Goma town is usually quiet and relatively safe, and foreigners can normally move around without harassment or danger, provided that they respect local cultural sensibilities. Travel outside of Goma is dependent on changing security conditions, especially for certain roads in the area. Recreational and social facilities are available, although limited.

CARE is looking for suitable candidate to fill the position of Area Manager for Rural Women Programto be based inGarowewith frequent travel to project areas.

1. JOB SUMMARY

The Area Manager has the overall responsibility for managing programme activities within a defined geographical area and will report to the Programme Coordinator – Rural Vulnerable women. The incumbent will contribute to strategic planning and lead in management of all programmatic aspects within the defined geographical area. The Area Manager is responsible for maintaining high quality and accountable programme design and delivery. The Area Manager works within a clearly defined regional strategic framework, and under the direct supervision of the Programme Coordinator.

The position will be directly responsible for grant management, staff oversight, and liaison with partners, donors, government and other stakeholders who are key to achieving the results of the program. The program will address the needs of vulnerable rural women and will be designed around a theory of change that is based on continuing assessments, studies of the underlying causes of poverty and learning from existing interventions. The program will work closely with CARE’s strategic partners and other local NGOs, community groups/associations, local elders, women organizations, local government, research institutes and private sector - in recognition of the fact that addressing the underlying causes of exclusion and marginalization will need the involvement of all these stakeholders.

1.Key Roles & responsibilities

Result Area 1 –Programme Design and Delivery.

To be responsible for all aspects of delivering a high quality and accountable programme within the defined geographical area:

Ensuring a local quality assurance system is developed and followed. This includes:

A)Programme Design

· Initiating strong collaborative relationships with the impact group which allows it to contribute to program design;

· Working with the field staff, technical advisors, PQU, strategic partners, research institutes and local government to gain a strong mutual understanding of the underlying causes of vulnerability, poverty, marginalization amongst impact group,

· Identification of key priority areas for funding in a way that ensures synergy and inter-linkage within each geographic area and in line with the LRSP and the program’s theory of change and strategy.

B)Implementation Management.

· Providing staff with direction and input at all major stages of programme cycle,

· Ensuring timely implementation and reporting,

· Ensuring all staff have synchronized work plans which are in line with strategic priorities,

· Work with the Programme Coordinator, PQU and Field staff to ensure the development of simple monitoring techniques in defining programme direction and measuring programme impact.

C)Cross Cutting themes.

· Work with the Program Quality unit to ensure that interventions are gender and conflict sensitive.

· In collaboration with the PQU identify issues and engage in advocacy with relevant stakeholders

· With support from the technical advisors, PQU, work with partners and others stakeholders to instill good governance practices.

D)Strategic Planning and operational management.

· Provide input and advice to CARE Somalia CMT on strategic planning, program strategies and operational issues

Result Area 2 –Partnerships

· Ensure strong collaborative relationships with strategic partners involved within the program area.

· Ensure strong collaborative relationships are developed between the intended impact group, CARE and partner staff. Ensure strong input by the intended impact group in program strategy, design and monitoring

· Support Identify partner capacity needs and provide input to PQU or PS departments where strategic partners are in need of specific capacity building support that can be provided by CARE

· Ensure strong collaborative relationships with key government departments and relevant private sector organizations/

· Ensure the program is implemented in line with partnership principles as outlined in CI policies.

Result Area 3 - Staff management

· Oversee field staff as appropriate

· Apply performance management systems to ensure consistent, strong performance within the team.

· Identify capacity gaps and recommend opportunities to build the capacity of direct reports and other program staff to ensure implementation in line with CI principles and CARE policies

· Collaborate with PQU for staff training/capacity building on areas of key focus (gender, governance, civil society, M&E, advocacy, conflict)

Result Area 4 - Contract management and Compliance adherence

To be responsible for achieving programme compliance with the organizational quality and accountability commitments, Task includes:

· Manage grants in line with CARE & donor regulations, formats and requirements

· Contribute to ensuring compliance to CARE and donor policies

· Ensure progress against grant proposals/work plans

· Ensure quality and timely submission of reports in line with donor requirements

· Ensure adequate financial management in liaison with the CARE Somalia finance department

· In collaboration with the PC and risks and grants unit facilitate timely audits and evaluations as required.

· Coordinate grant management with other Area Managers for those grants that are across multiple Areas

Result Area 5 - Representation Coordination and Stakeholder management.

As overall responsible for the operations in the region; he she will ensure that CARE maintains excellent and productive relations with all key stakeholders, especially beneficiaries, local authorities and the humanitarian community. Tasks include:

· Overall area representation of CARE at relevant and senior forums/ meetings,

· Ensuring other staff are appropriately representing CARE at relevant forums/ meetings,

· Conducting regular stakeholder analyses to ensure that CARE has good understanding of dynamics/ relationships,

· Ensuring that all staff maintain beneficiaries and communities at the centre of CARE’s stakeholder list,

· Engaging in coordination processes amongst local authorities and key stakeholders and within the organization for greater impact within the programs.

Result Area 6 – Staff safety and security.

The area manager has a role in ensuring staff safety and security with technical support from the

Safety and security advisor. As such, he will be responsible for ensuring programs are delivered in a safe and secure manner. Key tasks include:

· Work to ensure that security management protocols and procedures are updated, made locally relevant and applied consistently,

· Work with the security advisor to ensure that risks to staff, beneficiaries and assets are mitigated through a deterrence, acceptance, protection and program-enabling lens.

2.Required Qualifications (minimum requirements)

Experience

  • Minimum Bachelors Degree of Social Science or any other related field
  • At least 5 years’ experience working in conflict/post conflict context, with preferred work experience in Somalia.
  • At least 3 years’ experience in a project or program management setting
  • At least 2 years’ experience in working with pastoralist communities in Africa, preferably in the Horn
  • Demonstrated experience in development and recovery programming
  • Demonstrated experience in program assessments, problem analysis and program design

Skills/capacity:

  • Team player, who is able to develop strong collaborative relations across the organization, in both the program and program support departments
  • Good leadership and negotiating skills
  • Proven capacity of managing programs through partnerships

The International Organization for Migration (IOM) Nigeria intends to contract the services of a Rural Solar Power Expert (Assessment Advisor) to assess specific needs and provide detailed specifications for the provision of solar power systems at five of Nigeria’s Border Crossing Posts (BCPs): three (3) on the Benin border, one (1) on the Cameroon border, and one (1) on the Niger border, and parallel systems provision at three or four NIS State offices overseeing these BCPs. The work will take place under the IOM project “Promoting Better Management of Migration in Nigeria”, under the European Union’s 10th EDF programme for Nigeria, and in full cooperation with the Nigeria Immigration Service (NIS).

Specific Activities to be Performed

a) Participate in on-site field assessments at the five BCPs and at their managing NIS State offices as part of an overall team led by Nigeria Immigration Service and IOM Nigeria. One full working day will be spent at each of the five BCPs, with part days at the managing NIS State offices. Certain trips will be combined for logistical advantage and the total field time commitment is anticipated to be 12 days. The level of effort is further specified in section four.

b) The consultant will assess the specific needs for each site (the five BCPs and their managing State offices) to provide adequate solar electric power for new computer systems to be installed at these locations. The computer systems will be designed for maximum power efficiency and will be minimalist in nature. The following technical issues will be among those addressed:

· site orientation and best kind, number and placement of solar panels, inverters and battery systems, and wiring appendages;

· interface issues with other electrical power sources, ensuring their best integration with the solar sources while also ensuring full solar capacity to the data systems in the event of failure of alternate supplies;

· appropriate considerations of the operation of the systems throughout the year, considering specifically extended rainy season performance issues;

· recommended maintenance schedule and preferred specifications for contracted maintenance services;

· recommended key elements of a training regimen for on-site and off-site NIS personnel to maintain and adapt the system, apart from contracted maintenance obligations; and,

other technical details that may be required to ensure the most appropriate, sustainable and fully effective solar power systems at these sites.

Expected Output

a) Detailed site reports with full technical specifications and equipment recommendations for each site (BCPs and managing State offices), and other pertinent information on key issues for solar installation and use;

b) Detailed technical specifications for IOM’s subsequent bid or tender procurement of the equipment;

c) Detailed recommendations for service contracts to maintain the systems;

d) Specification of the most important elements of a training regimen for NIS staff (on-site and off-site) who will be responsible for care and maintenance outside of the maintenance service contracts; and,

e) Summary final report highlighting common issues including technical, training and maintenance issues.

Duration

The work is anticipated to commence in late October and to proceed intermittently through the end of November or early December, 2014, and the level of effort is anticipated to be a total of 22 working days, including travel time, as follows:

Zimbabwe: Consultancy Notice No. Zim/2014:11 Technical Support to the Rural WASH Project

Overall Objective

The overall objective of this project is to contribute to the reduction of morbidity and mortality due to WASH related diseases; to reduce the burden of water collection on women and girls and to improve dignity, basic education outcomes, gender equality and significant progress toward the MDGs by 2015. The specific objective is to reduce by 25 per cent those without access to safe water supply and sanitation in rural areas of five provinces through contributing to WASH sector recovery as well as modeling of best practices for national replication and informing national policy, strategy and guideline development. An immediate objective of this project is to increase equitable and sustainable access to and use of safe water supply and improve sanitation from 61 to 80 per cent and 52 to 76 per cent respectively. In addition, it is aimed at improving hygienic practices among the rural population in 33 low WASH access and cholera prone districts of Matabeleland North, Matabeleland South, Masvingo, Midlands and Mashonaland West provinces (up to 3,500 rural communities and 1,650 schools) by June 2016.

The overall objective of the consultancy is to provide technical support in the smooth conclusion of Phase 1 and preparation of Phase 2 of the Rural WASH Project

The specific tasks are:

· Develop a plan for the assignment and agree on the plan with UNICEF.

· Review and validate the Implementing Partner’s end of project and PCA reports.

· Conduct final assurance visits to the 10 Child Friendly School sites, assess progress against PCA and related budgets and prepare status reports for the same.

· Coordinate PCA negotiations with the 10 Rural WASH Project implementing partners.

· Assess Rural WASH Project implementing partners’ performance during Phase 1 of project implementation and to advise UNICEF on possibilities of negotiating new PCAs for Phase 2.

Review IP proposals and provide technical advice on appropriate project implementation planning, budgeting and monitoring, taking into account the overall project design.

Major Tasks & Deliverables

· Provide technical advice and guidance on developing bankable proposals and budgets.

· Prepare relevant documents for submission to the PCA Peer Review Group

· Submit monthly reports on achievements on the assignment.

· Assurance inspection of Child Friendly Schools Project sites.

· Review RWP Phase 2 IP proposals and Budgets and preparation of relevant documents for the PCA Peer Review Process

Consultancy Requirements

The competencies required from the consultant will have the following:

  1. A minimum of 10 years of relevant work experience in the field of WASH at national or international level.
  2. Demonstrated experience and clear understanding of the WASH sector and familiarity with the WASH sector in Zimbabwe is a must.
  3. Excellent writing and communication skills in English
  4. Expertise in the review of research work is essential.
  5. Strong analytical (qualitative and quantitative) and conceptual skills
  6. Demonstrated ability to meet deadlines;
