Job Description

The National Democratic Institute for International Affairs (NDI) seeks a Resident Country Director with strong management skills and political or civic experience to oversee the implementation of NDI's programs in Tunisia. The position will be based Tunis, Tunisia, but will require travel throughout the country and to other locations in the Middle East and North Africa (MENA) region as needed. This position is contingent upon donor approval of key personnel.

Required Skills

? Oversee the design and implementation of NDI's programs in coordination with Tunisia - and DC-based program staff;

? Provide day-to-day management and oversight of national and expatriate program staff in the field office;

? Represent NDI and build professional relationships with, Tunisian government officials, legislators and staff, political party leaders, local non-governmental organizations, the media, representatives of the U.S. government and other members of the international and donor community;

? Serve as a resource for political and civic leaders and activists in response to their specific questions and requests for assistance;

? Design training workshops and implement programs in collaboration with in-country field staff and pro-bono trainers or short-term consultants;

? Oversee the development, review and timely submission of program activity reports, monthly field reports, monitoring and evaluation data, political/security updates and other program related materials;

? Monitor programs to determine that programmatic goals are achieved and that operational and reporting requirements are adhered to;

? Comply with NDI-DC and Tunisian policies and procedures, as well as adhere to funder/donor regulations, ensuring the integrity of all financial transactions.

Required Experience

? Bachelor's degree or equivalent in a field of study related to political science, international development, or international affairs;

? Minimum fourteen (14) years substantive political and technical experience, with demonstrated experience in at least two of the following areas:

o democratic governance development, preferably with parliaments, and constituent engagement;

o civil society activism;

o issue-based advocacy;

o election campaigns and observation;

o political party development; and/or

o women's political participation.

? Prior management of US government-funded programs;

? Leadership experience in program design and personnel management;

? Demonstrated ability to work effectively with senior political and civic leaders as well as members of the donor and diplomatic community;

? Ability to communicate and adapt skills and experience to others as a trainer, advisor and consultant;

? Strong oral and written communication skills in English; French or Arabic fluency highly desirable;

? Experience with Google Apps (Gmail, Calendar, Google Drive, G+, etc.) strongly desired;

? Experience living and working overseas and an ability to work in a challenging environment is highly desirable.

Summary
The National Democratic Institute for International Affairs (NDI) is seeking a Resident Director/Sr. Director with strong political party, civil society (women and youth in particular) and local government experience, as well as proven capacity to build and maintain donor and partner relations, and excellent program management skills. The Resident Director would advise leaders of political parties and civil society, oversee the implementation of program activities in all sectors, and provide leadership to a team of expatriate and local staff. This position also would be responsible for overall office management, including financial and human resources, and would serve as principal liaison with political and civic leaders, program partners, donors, and representatives of the international community. This position works closely with Washington-based program staff that provides support for field activities. The position is based in Nairobi and reports to the DC-based Regional Director for Southern and East Africa. This position is available pending funding beginning on or about March 1, 2015.
Background
NDI has actively supported Kenyan efforts to strengthen democratic institutions and advance democratic reforms since 1993. Programs in Kenya initially provided skills training to enhance women's political participation and to strengthen the capacity of nonpartisan civic groups to monitor elections. Since 2001, NDI has worked with Kenyan political parties and civil society organizations with support from a variety of donors, including the National Endowment for Democracy (NED), the Royal Norwegian Ministry of Foreign Affairs, the United Nations Development Programme, and the United States Agency for International Development (USAID). In the last three years, NDI has promoted inter-party consensus building on constitutional and electoral reform issues, supported political parties to enhance policy development and party branch operations, and assisted civil society organizations to strengthen monitoring efforts of implementation of reforms and of the March 2013 electoral process. NDI is currently working with political parties in coalition building and adapting their operations to the newly created county governments. Duties and Responsibilities
• Oversee and contribute to the design and implementation of all of NDI’s programs in Kenya;
• Provide day to day management and oversight of local and expatriate program staff in the Nairobi office and develop and maintain office and personnel management system;
• Design and conduct training workshops and consultation to political party leaders and members on topics including: organizational development, volunteer recruitment, issues research, platform development, public outreach, coalition building, and the political participation of women and youth;
• Implement NDI's programs in collaboration with in-country field staff and pro-bono trainers or short-term consultants;
• Build and maintain collaborative working relationships with key partners to include senior political party leaders;
• Represent NDI and its program at public events and functions;
• Serve as principal liaison between NDI and its donors, Kenyan government officials, political party leaders, local nongovernmental organizations (NGOs), and the media;
• Manage in-country program budget, develop and maintain financial management systems and ensure the submission of accurate monthly financial reconciliation statements to the DC office;
• Ensure adherence to both NDI and donor financial regulations, and respect of procedures that guarantee the integrity of all financial transactions;
• Oversee the writing and timely submission of monthly program activity reports, monitoring and evaluation data, periodic updates on political/security developments, and other program related materials;
• Monitor programs to determine that programmatic goals are achieved and that operational and reporting requirements are adhered to;
• Adjust programmatic activities based on changing political circumstances and in response to needs articulated by local partners and program stakeholders;
• Develop fundraising strategies in coordination with Southern and East Africa Regional Director; and
• Build the capacity of NDI staff to play a substantive role in election assistance program development and implementation.

Skills and Abilities
• Bachelor degree, preferably in International Relations or related subject; graduate degree preferred;
• Minimum fourteen (14) years substantive experience as a political party trainer, elections assistance manager, or working for the legislature, executive branch or political parties; twenty (20) years of experience is required to qualify for the Sr. Director title;
• Experience living and working in Africa;
• Demonstrated capacity to operate in a relatively fluid environment, including the ability to manage for risk mitigation;
• Solid experience in all aspects of program design and management, including office operations, financial and human resources management;
• Proven ability to effectively communicate skills and experiences to others as a trainer, facilitator, and advisor;
• Demonstrated ability to engage in strategic planning and conduct and apply sophisticated political analysis to programmatic activities;
• Exceptional interpersonal skills and cultural sensitivity to effectively interact with all levels of staff, policy makers, US and foreign government personnel, members of donor organizations, and funders;
• Excellent managerial, interpersonal and networking skills, as well as the ability to establish and maintain professional political relationships;
• Knowledge of USAID and other funding agencies and funding processes;
• Proven ability to manage budgets;
• Strong oral and written communication skills in English; Swahili language ability desirable;
• Demonstrated ability to work as a member of a team and to promote staff development; and

RESIDENT SENIOR PROGRAM MANAGER FOR GENDER MAINSTREAMING, HUMAN RIGHTS AND LABOR: NIGER
SUMMARY:
Based in Niamey, Niger, the Resident Senior Program Manager will work under leadership of the Resident Director and in close cooperation with the country team in Niamey to implement program activities designed to raise awareness for, and promote the implementation of gender mainstreaming, international human rights and labor standards into Nigerien legislation and other spheres of Nigerien public life. The Resident Senior Program Manager will report to the Resident Director and perform the duties as listed below:
ESSENTIAL DUTIES AND RESPONSIBILITIES
- Designs and oversees the implementation of program activities to promote gender mainstreaming and the incorporation into Nigerien legislation of international norms and standards in the areas of human rights, labor, and the protection of women and girls in accordance with Niger's international commitments.
- Serves as part of senior management in the Niger project.
- Acts as management focal point for gender, human rights and labor program areas and also represents the program on these issues as instructed by the Resident Director.
- Serves as the technical expert on gender, human rights and labor.
- Contributes to the planning, design and evaluation of NDI’s programs in Niger in collaboration with NDI staff, local partners, in-house experts and external experts and advisers.
- Contributes to the development of materials, training exercises, information sheets, reports, website articles and other products required to implement and publicize NDI’s work in Niger.
- Assists the Resident Director and NDI headquarters in identifying and developing funding for new or follow-on activities or programs to enhance NDI’s programs in Niger.
- Establishes and maintains functional relationships with international organizations, donors, local civic organizations, relevant committees and networks in the National Assembly, political parties, and other program partners as well as with NDI’s word wide network of trainers and experts in the area of gender mainstreaming, human rights and labor
- Monitors and keeps Resident Director and other NDI staff informed of political, social and economic events in country, with specific attention to gender, human rights and labor.
- Supervises, guides and mentors local staff.
- Other duties as assigned.

EDUCATION AND EXPERIENCE
- Bachelor’s Degree or equivalent, preferably in International Relations, law, gender studies, or related subjects; graduate degree desired.
- A minimum of ten (10) years relevant work experience in international development and democracy (including gender and human rights), community organizing, political and advocacy campaigns, organizational development, or related substantive experience. Additional years of relevant work experience may be substituted for educational requirement on a one-for-one basis.
- Living or working experience in West Africa strongly preferred; recent Niger experience an asset.
REQUIRED SKILLS AND ABILITIES
- Exceptional interpersonal skills and cultural sensitivity to effectively interact with all levels of staff, U.S. and foreign government personnel, members of donor organizations, and policy makers
- Ability to inspire and motivate staff

About Internews Europe

Internews Europe is an international development organisation specialising in supporting independent media, freedom of information and free expression around the globe. The vast majority of our programmes are targeted at crisis-hit populations, emerging democracies and some of the world’s poorest countries.

Established as an NGO in France since 1995, Internews Europe relocated to the UK in 2011. Last year we were established as a charity and a Company Limited by Guarantee in the UK and opened our permanent office in London.

Background

As part of a consortium, Internews is going to help develop transformational solutions to climate variability & disasters for 1.3 million people in Burkina Faso (Passoré, Sanmatenga, Namentenga and Gnagna) by improving climate forecasting, promoting behaviour change & sharing resilience expertise & technology. A major barrier to sustained change is the lack of access to appropriate and timely climate and weather information and the space to discuss how to adapt. By supporting local media, we will increase the quality and quantity of reliable, regular and user friendly information tailored for at-risk communities, particularly women and girls, and work with them to develop practical solutions for resilience to climate variability and disasters. Internews will build the capacity of the media - mainly radio - and deploy innovative mobile tools to facilitate broader access to weather-focused information.

This is a three-year project funded by the UK Department for International Development (DFID). The project is likely to start in early 2015.

Scope of Work

The Project Director/RJA manages (programmatically and financially) and coordinates Internews activities in Burkina Faso in the framework of the DFID funded BRACED project. S/he will play a vital role in leading and managing the implementation of this project in Burkina Faso, overseeing project staff and representing the project to all stakeholders.

Specifically, the PD/RJA will:

· Provide general oversight of Internews’ work on the project. This includes responsibility for the overall management and delivery, including financial management and fiscal integrity, quality and timing of deliverables, and coordination with partners;

· Provide leadership and management of project staff, including Media Trainers/Mentors, Community Liaison Officer, M&E Officer, Accountant and Radio Play Experts;

· Lead the design and implementation of trainings, particularly for radio stations;

· Ensure that all project deliverables are completed according to agreed timelines and budgets, including robust monitoring and evaluation;

· Manage risk and security during the implementation of the programme, including the development of contingency plans;

· Lead in liaison with donors and on all fundraising efforts on the ground, in coordination with HQ;

· Ensure the programme complies with all bureaucratic requirements, donor regulations, laws, and donor requirements, including local laws and requirements for local staff;

· Ensure timely reporting of activities to HQ and effective collaboration with relevant Internews colleagues, consortium partners and DFID representatives in the field;

· Produce regular multimedia materials (i.e. blog posts, photos, podcast…) documenting the life of the project for external audiences, as required;

· Other duties as assigned.

Essential Requirements

· Fluency in spoken and written French and English;

· At least three years of relevant international project management experience;

· Experience with media development in Sub-Saharan Africa (preferably in Francophone West Africa);

· Strong experience with journalism trainings;

· Strong experience in managing partnerships, for example with broadcasters;

· Experience with development and implementation of M&E and security risk assessment;

· Relevant university degree or other relevant educational background;

· Experience of working in fragile political situations;

· Excellent communication and reporting skills

Desirable experience

· Experience in (journalistic and/or project) work on climate change, environmental and weather issues;

· Track record in participatory development projects with strong community involvement;

· Experience in producing radio plays;

· Experience of working with Interactive Voice Response and/or SMS messaging; · Experience of working on a development project in a consortium
