Context:
Under the overall supervision of the Chief of Mission (CoM) in Khartoum, and direct supervision of the Senior Programme Officer, the successful candidate will be responsible for organizing, managing and implementing all aspects of the Rapid Response Fund (RRF) grant cycle from receipt and review of applications from national and international NGOs, as well as needs assessment based requests from IOM field offices, ensuring adherence with RRF Guidelines, through to the approval, administering and monitoring of projects. These responsibilities include having a firm understanding of the narrative and financial content of each grant, as well as undertaking the overall monitoring of all RRF activities.
The Grants Manager is the principle administrator of RRF activities, and has the overall responsibility of ensuring that the content and processes of grants consistently meet project objectives and IOM standards.
Core Functions / Responsibilities:
- Supervise the staff of the Grants Department and Database team; provide training on all related aspects of the grants process and database, and ensure the overall integrity of performance within the Grants Department and Database team.
- Oversee the Rapid Response Fund and ensure the rapid development, tracking and implementation of grant ideas and approved grant activities.
- Monitor the humanitarian situation and promote the Rapid Response Fund through different forums (inter sectorial meeting, Emergency Preparedness and Response (EP&R), etc.) and by developing and maintaining a large network of non-governmental organizations (NGOs) to ensure a rapid humanitarian response in case of the occurrence of a natural or man-made disaster.
- Coordinate delivery of relief funds provided by IOM/ Office of U.S. Foreign Disaster Assistance (OFDA). Ensure that disbursements are carried out in accordance with IOM standards and procedures, and relevant United States Agency for International Development (USAID/OFDA) rules and regulations.
- Manage, modify, update and maintain the Fund Database to ensure that all hardcopy and electronic documents for all grants are completed, filed and in order.
- Manage the overall quality of grants documentation, in English, and for the timely submission of all relevant grant applications that meet RRF criteria to OFDA; serve as a focal point for all changes made to grant records and grant approvals in the Database.
- Develop, enhance and maintain strong communication channels with programme counterparts in the field offices in order for them to understand the criteria and availability of the RRF so that, should an emergency arise, the fund can quickly be activated to support IOM’s response activities.
- Review the narrative components of all grants and reports closely while providing applicants with necessary support during the grant development process and throughout the project implementation cycle to ensure that approved grants successfully implement the goals and strategic objectives of the programme.
- Coordinate Memoranda of Understanding with IOM’s Legal department in Headquarters (HQs) when necessary.
- Supervise the programme’s grant process including financial aspects to ensure appropriate standards of accounting and controls are met, and programmatic aspects to ensure that grant activities reflect the overall ‘intentionality’ and objectives of the programme.
- Conduct field visits in order to monitor and evaluate funded activities.
- Establish and maintain the reporting system of programmatic activity for donor and the Mission and IOM as required. Provide to the donor and relevant IOM departments with activity notes/grant updates on a regular basis.
- Manage and oversee the programme Database including centralized financial tracking of all grants; liaising regularly and actively with financial, logistical and procurement units in order to further programme objectives and ensuring that programme standards are followed.
- Liaise with the donor as needed to revise and update the Database, including submission of grant, budget and grant amendments, if required.
- Maintain an extensive information management system, produce reports and run queries on the database in a rapid fashion as requested by the Head of Operations, develop reporting templates and refine existing mechanisms as required to ensure appropriate institutional memory in the area of grants activities and management.
- Monitor and maintain a full inventory of costing for each specific grant; coordinate closely with the finance and procurement teams on grant and programme financial reporting.

Required Qualifications and Experience
Education
- Master’s degree in Business Administration, Management or a related field from an accredited academic institution with five years of relevant professional experience; or
- University degree in the above fields with seven years of relevant professional experience.
Experience
- Experience working with the United States Agency for International Development (USAID) programmes required, preferably of the Office of Foreign Disaster Assistance (OFDA) ;
- Experience required in at least one of the following: small grants, in-kind grant management and compliance, infrastructure works procurement, and/or civil society strengthening;
- Experience in budgeting as well as financial management;
- Knowledge in RRF database management as part of grants administration is required;
- Experience in political analysis in a complex crisis setting, operational activities in post-crisis or emergency area an advantage;
- Knowledge of USAID rules and regulations;
- Experience in operational activities in a post-crisis or emergency area an advantage;
- Experience in graphic design, Power Point, database or other software to generate sophisticated reporting an advantage.
Languages
Fluency in English is required. Working knowledge of Arabic is an advantage.

South Sudan: Rapid Response Protection Manager, Roving

BACKGROUND:
On December 16, 2013, heavy military exchanges occurred between rival SPLA factions in Juba (Central Equatoria State). The fighting and violence quickly spread to other states in South Sudan, trapping thousands of civilians in Unity, Lakes, Upper Nile, and Jonglei States in UN bases or makeshift IDP settlements. Despite the signing of a cessation of hostilities agreement on 23 January 2014, fighting has continued between Government and opposition forces, resulting in mass displacement. OCHA estimates that 1.3 million South Sudanese have been displaced due to insecurity, of whom 950,000 are internally displaced. It is estimated that around 87,000 IDPs are being sheltered in UN bases around the country. The IRC South Sudan country program is continuing to respond to the ongoing emergency situation and is looking for emergency response staff to assist with this.
After an initial scale up phase immediately upon the start of the conflict, IRC South Sudan is now launching a second scale up phase to further strenghten its response to the ongoing crisis. In particular, IRC will open new offices in Nyal, Koch and Guit, Unity state and launch two multi - sectoral rapide response mobile teams deployable anywhere in South Sudan for emergency deployments. Each new location as well as the mobile teams aim to deliver emergency assistance in health, protection, nutrition and water and sanitation. The mobile teams are deployable for up to 2 months in each location based on the decision of the inter - cluster. Deployment will be done alongside other mobile team partners. Offices in Nyal, Koch and guit are located in recently accessible locations and will implement emergency interventions with an eye to extending the presence of the program beyond the current grant.
SCOPE OF WORK:
The Rapid Response Protection Manager is responsible for managing mobile protection teams and overseeing implementation of IRC's rapid response programming within the area of the mobile operations. The position reports to the team leader and will receive technical support from the Protection and Rule of Law Coordinator.
KEY RESPONSIBILITIES:
Program Management
Lead initial rapid assessments to provide a quick overview of the emergency protection situation on the ground in order to estimate the immediate needs of the population within the area of mobile operations
- Oversee ongoing protection monitoring activities to evaluate barriers in accessing services, assistance and information
- Provide quality and timely protection monitoring reporting to support the advocacy work
- Oversee the implementation of the rapid response to ensure that the protection program is implemented according to schedule and budgets, international standards, and program objectives
- Work closely with other IRC sectors present in the same location and integrate program components to the extent possible
- Participate in the development of proposals, budgets and concept notes in coordination with the Protection and Rule of Law Coordinator, DDP, Grants team, and HQ Technical Unit
- Monitor and evaluate appropriate implementation of projects against program objectives and IRC's Program Framework
Any other duties as assigned by the supervisor to enable and develop IRC programs
Staff Management
Recruit national staff in conjunction with the Human Resources Department
- Maintain updated job descriptions, conduct interviews, orient new staff to the IRC and the Protection program
- Supervise protection staff directly, providing ongoing leadership to the project team and overseeing implementation and coordination of activity plans to ensure targets are met
- Provide ongoing supervision, leadership, training and technical support and guidance to Protection staff, and ensure all Protection staff adhere to best-practice principles in all aspects of program implementation
- Overall responsibility for protection team's timesheets, work plans, vacation schedules, and staff training/development activities
- Ensure Performance Management System documentation for all staff is in place and followed up regularly
- Build staff capacity in work plan development and reporting to ensure accurate monitoring and documentation of activities
- Recommend and implement a capacity building/development plan for project staff based on documented capacity needs assessments exercise
Ensure Protection staff understands and follows IRC and donor Policies and Procedures
Grants Management and Reporting
Manage and oversee all the protection grants; develop and maintain workplans, spending and procurement plans and related systems for all projects to ensure that project deadlines are met and targets achieved
- Participate in Grants Opening, Mid-Term and Closing meetings
- Prepare internal and external reports within agreed deadlines using IRC and donor formats, as required
Ensure appropriate and timely spending of grants to achieve program goals, grant reporting contributions, use and distribution of supplies and resources
Representation & Coordination
Develop and maintain effective working relationships with all stakeholders, including community leaders, NGOs, UN agencies, community-based organisations and other IRC sectors to enhance cooperation and coordination
- Ensure that information from coordination meetings is shared internally and with other sectors, as appropriate
Attend the protection coordination meetings or represent the IRC in other relevant fora

REQUIREMENTS
- Masters degree in international law, human rights law, international relations, social sciences, or other related field;
- At least 3 years professional technical experience, including 2 years implementing protection programs in emergency and conflict contexts;
- Demonstrated experience in capacity building, project design and budget management
- Strong understanding of protection principles and likely protection concerns arising in the South Sudan context as well as conflict sensitivity
- Experience in working with and coordinating with the UN, donors, INGOs and other stakeholders
- Strong interpersonal, intercultural and communication skills
- Excellent analytical and written skills, and good computer skills
- Fluency in English
- Additional qualities: ability to multi-task, ability to handle pressure well, ability to improvise, flexibility, adaptability to transitions
WORK ENVIRONMENT:
- Security level red. The situation in Juba is calm at the moment but remains tense and unpredictable; concerns include criminality, presence of armed troops, and looting. There is active conflict in many parts of the country and a possibility for further expansion of the conflict and violence into other areas and other states.
HOUSING:
- This mobile team position is deployable up to 90% of the time in the field and when not deployed will be in Juba. Living conditions in the field are basic ( shared tents, limited facilities). These are emergency deployment.s Food is the individual's responsibility. R&R is every three months.
