SUMMARY:
Counterpart International is currently seeking a Grants Program Administrator for a 3-year Civic Participation Program in Egypt. The program aims to improve the capacity of local institutions by strengthening the civil society sector in order to contribute to a more peaceful and democratic peaceful transition. This position will provide overall grant management for Counterpart’s local partners. With the support and guidance from the Chief of Party, the Deputy Chief of Party, and the Counterpart Headquarters staff, the Grants Program Administrator will be responsible for the day-to-day management of the grants program. The Grants Program Administrator will ensure effective management and monitoring of the grants program, with a focus on compliance with USAID rules and regulations.
DUTIES AND RESPONSIBILITIES:
• Ensure that CADRE Grant-Making program contributes to concrete and tangible deliverables that touch on critical issues identified by capable Egyptian organizations to carry out advocacy efforts, programmatic interventions, and research and monitoring activities.
• Develop and implement a Grant-Making plan that support Egyptian organizations working in the following thematic areas: 1) civic education; 2) consensus building and reconciliation; 3) religious tolerance and dialogue; 4) combating sexual and gender-based violence; and 5) human rights and transitional justice.
• Coordinate with other CADRE’s Implementation Partners to ensure that grants proposed under components 1-3 are planned, designed, and implemented as per program objectives and Grants Manual.
• Ensure that sub-grants to all local CSOs and any other sub-grantees are implemented as per program objectives, design and USAID sub-grants regulations.
• Under the guidance of the DCOP, supervise the Grant team’s grant-making process from start to finish, and provide overall supervision to the grants program activities.
• Maintain and update the programs grant manual and work closely with HQ regarding any revisions or amendments.
• Design and oversee the issuance of RFAs related to the grants program Ensure that RFAs include provisions that favor proposals that successfully address: 1) innovative applications that capitalize on existing opportunities and organizational capacities; 2) partnership, teaming, or their arrangements that make best use of existing organizational capacities; 3)innovative strategies for the use of print, broadcast, digital and social media; promoting diverse participation, including women and youth.
• Shortlist and evaluate grant applications including letters of interest, budgets and full proposals.
• Negotiate with potential grantees and finalize agreements.
• Ensure accurate grant close-out procedures.
• Supervise the grant team’s review of financial and program reports for submission to the DCOP, as well as documentation to ensure that grantees meet both Counterpart and USAID rules and regulations.
• Manage and supervise the staff on the grants team in their day-to-day operations.
• Other duties as assigned.

Requirements/QUALIFICATIONS:
• Minimum of eight (8) years of experience working with international NGOs in grants management positions.
• Minimum of five (5) years of experience working with Egyptian Civil Society with particular emphases on areas related to Democracy and Governance, Civic Education, Human rights and transitional justice, Gender based violence., women empowerment.
• Bachelor Degree in a relevant field; Master’s Degree preferred.
• Minimum five (5) years of experience in the areas of: grants management using cost reimbursable grants, fixed obligation grants, and contracts; have a working understanding of USAID grant regulations.
• Demonstrated knowledge of USG rules, regulations, policies and procedures.
• Excellent organizational, analytical, oral and written communications skills.
• Demonstrated supervisory and leadership skills.

RESPONSIBILITIES INCLUDE:

Strategy Development & Planning:

People and Performance Management:

  • Facilitate the recruitment of key leadership positions within the Integrated Programs team.
  • Provide strong Leadership to build a collaborative and achievement focused team environment and culture amongst the Integrated Programs team, characterised by positive, constructive and supportive communication and an active problem-solving approach between teams within the division.

Resources Acquisition and Relationships:

  • In consultation with the National Director, develop and maintain good relationships with major (government/ private) donors and World Vision Support Offices to promote WV Niger and build credibility and enhance funding opportunities.
  • Develop and maintain productive relationships with other divisions/teams (PED, GAM) ensuring collaboration and attainment of NO strategy.

Representation:

  • Represent the National Director in forums and whenever appropriate.

REQUIRED SKILLS INCLUDE:

  • BA/BSC Degree in any development field: social sciences, development studies, management, education, agriculture or public health.
  • Professional technical skills desired.
  • Thorough understanding of project/ program design, monitoring and evaluation gained through at least 10 years of relevant experience in World Vision or similar organization.

Liberia: Deputy Director of Programs

The International Rescue Committee (IRC) responds to the world's worst humanitarian crises and helps people to survive and rebuild their lives. IRC has worked in Liberia since 1996 and is one of the largest humanitarian actors in the country. On March 31, 2014, the Ebola Virus Disease (EVD) was identified as an outbreak in Liberia. Progress was made towards containing the initial phase of the outbreak. However, beginning on May 29, 2014, a second wave of cases was identified. Because of community misconceptions about EVD, the weak health systems of the affected countries (originally Guinea, Sierra Leone and Liberia), and inexperience dealing with Ebola, the outbreak has spread beyond the Ministry of Health or implementing partners' abilities to address it. As a result, on August 8, the World Health Organization (WHO) declared the Ebola outbreak in West Africa a Public Health Emergency of International Concern. The outbreak rages on, now with over 2,400 deaths and 4,000 cases in Liberia. Pre-crisis, the work of IRC in Liberia has had a development focus in the areas of Health, Child Protection and Women's Protection and Empowerment (WPE). However, as part of the organizational mandate to respond to emergencies, the IRC quickly diverted existing funding and raised new funds for critical EVD prevention and response activities in target areas.

Scope of the position:

The Deputy Director of Programs is responsible for the supervision and support of all of the IRC's program activities, and, together with the Country Director, will lead the strategic development of the country program. The position requires considerable travel to the field sites. Working under the supervision of the Country Director, s/he is expected to take the lead in planning, development, implementation, monitoring and evaluation of all the IRC program initiatives. S/he will directly supervise sector Coordinators and the Grants Unit, and indirectly a number of other program staff in the field.

Responsibilities:

  • Provide strategic leadership to the IRC programming and staff;
  • Ensure that all programming is designed, managed and implemented in a timely and high-quality manner, according to pre-established workplans, and that program decisions are based on reliable and accurate data;
  • Provide overall supervision and support for all program staff, including direct supervision of sector coordinators and grants management staff;
  • Ensure that strong and regular coordination takes place between all internal stakeholders, and that IRC is appropriately represented at external coordination fora, and to external stakeholders.

Requirements

  • Degree in Development, International Relations, Social Work, or other relevant field;
  • At least five years of international program management experience, including in post-conflict settings;
  • Extensive international experience implementing programs in conflict or post-conflict regions with a demonstrated knowledge of transitioning relief programs to post-emergency recovery;
  • Experience working in a multi-cultural setting and in preference in Africa
  • Demonstrated experience and knowledge of participatory techniques and methodologies;
  • Demonstrated experience in project design and use of project design tools;
  • Demonstrated experience in supervising expatriate and national staff, and in mentoring of national staff; strong commitment to staff capacity development;

Safety & Security Situation

All international Staff must comply with all IRC Liberia security policies and procedures. While there is a great deal of media coverage about the risks of working in an Ebola affected country, both the CDC and WHO have stated that the highest risks remain for those directly treating Ebola patients which this position would not be involved in. Furthermore, you will be working with a team of fellow international staff who continue to work confidently in the country, following robust IRC hygiene protocols to minimize any risk. South Sudan: Deputy Director of Programs

IRC began working in South Sudan in 1989. South Sudan declared independence in July 2011 following decades of brutal civil war rooted in disputes over religion, ethnicity, resources, governance and self-determination. In December 2013, a new armed conflict erupted and the security situation remains volatile and unpredictable; testing operational challenges abound. IRC South Sudan operates a country office in Juba along with programs in Central Equatoria, Lakes, Unity, Northern Bahr el Ghazal and Jonglei States across 14 field sites. IRC South Sudan implements emergency and longer-term programs in health, community case management, nutrition, environmental health, women's protection and empowerment and protection.

JOB OVERVIEW:

Based in Juba, the Deputy Director of Programs (DDP) provides overall leadership in the development, management, strategy, quality and managed growth of IRC's programming portfolio in South Sudan, with particular emphasis on responsiveness to needs, program quality and evidence of impact. In coordination with the Country Director, the DDP builds and sustains strong donor relationships. Reporting to the Country Director and a member of the Senior Management Team, the DDP directly supervises seven senior staff who are responsible for proposal development, program quality and grants management. This position has close working relationships with the Deputy Directors of Field Management, Deputy Director of Operations, Finance Controller, HR Coordinator as well as field-based staff. The DDP position is limited accompanied and requires extensive in-country and occasional regional travel.

RESPONSIBILITIES:

  • Program Strategy, Design and Fundraising

  • Provide leadership to development and implementation of a needs-based strategy for the country program.

  • Ensure, with Coordinators, and HQ-based Technical Unit staff, that project design of projects reflects IRC program quality standards and industry best practices.
  • Lead efforts for sustainable program growth, proactively identifying opportunities for new programming initiatives and emphasizing multi-year funding to support them.
  • Provide leadership support to the programming and grants teams to develop competitive, evidence-based and cost-effective funding applications.

WORKING ENVIRONMENT:

Security level orange - The situation in most of the country is calm but remains tense and unpredictable; concerns include armed conflict and criminality. There is active conflict in some parts of the country and a possibility for further expansion of the conflict and violence into other areas and other states.

The position is based in Juba. Lodging is a private bedroom in private apartment building - with electricity, internet and satellite TV. Food is the individual's responsibility. Field office housing is more basic, i.e. in traditional huts or tents with separate shared latrines and showers.

Somalia: Director of Programs Development and Operations

Background

Center for Education and Development (CED) is a Non-Governmental, non-profit and non-political humanitarian and Development Organization established in 1992 with the main of advancement in education, humanitarian aid delivery and developmental programs in Somalia. Job Description

Director of Programs Development & Operations

Location: Mogadishu, Somalia

Internal Relationships: Centre for Education and Development (CED) Executive Director, Program team, Support Unit (Finance, Admin, HR and communications) & other relevant internal stakeholders.

External Relationships: Donors, government agencies, partners & other stakeholders.

General Responsibilities

The Director of Programs Development & Operations under the direction and supervision of the Executive Director is expected to manage, lead and shape a vision for the organization by aligning the strategies, implement the aligned country strategy to provide quality program management; policy and advocacy work as well as lead on other organizational systems to drive the needed change agenda at the national level.

The Director of Programs & Operations will be responsible for overall leadership in planning, implementation, coordination, monitoring, evaluation, proposal writings, and preparation of budgets, narrative reporting and financial accounting for both CED and donors in appropriate formats. The Director of Programs & Operations will be responsible for coordinating different programs and ensuring program quality. The Director of Programs & Operations will be based in Mogadishu, Somalia with frequent travel to Kenya.

Specific Responsibilities

Organisational and Corporate Development

  1. Implement and further develop organization's vision, mission, philosophy and principles in line with agreed strategies and organisational priorities.
  2. Actively contribute to organization’s development as a local, regional and an international organisation.
  3. Maintain regular communication with the Executive Director and across other staff of the organization as appropriate.
  4. Provide inputs to corporate activities as and when required, including participation on task forces, training courses and conferences.

Humanitarian Analysis, Programme Development and Implementation

  1. Responsible for the production of concept papers, proposals and reports for all new and ongoing projects according to the strategy.
  2. Monitor and analyze the evolving humanitarian and development context in the Horn of Africa and present updates to the Executive Director at agreed meetings.
  3. Lead and direct the work of the organization in accordance with sound management practice and the organization’s development policies and accountability systems.
  4. Ensure that the organization has a well balanced, well documented and cost effective programme.
  5. Develop the staffs’ capacity to document, disseminate and learn from development work and ensure all reporting is of the highest standard.
  6. Manage and encourage co-operative relationships established with various specialist institutions and ensure that these joint initiatives conform to programme objectives.
  7. Ensure all programme activities are sensitive to and responsive to changes in the political, social, and economic environments.

Financial Management & Control

  1. Ensure that the control of expenditure and the disbursement of resources are in accordance with established procedures and maintain the financial and legal integrity of the organisation.
  2. Provide progress and financial reports as required by the donors and organization’s accountability procedures and as required by other organisations.

Human Resource Development & Management

  1. Maintain effective and appropriate staff recruitment, induction, appraisal, remuneration and development practice at all levels to ensure the optimum utilisation and development of its human resources.
  2. Manage senior management staff. Ensure a high calibre of staff is recruited while promoting affirmative action within the organisation in favour of women.
  3. Encourage a corporate perspective amongst staff and actively promote staff exchange, secondment and development schemes, where these contribute to the meeting of the organization’s programme objectives and priorities.

Relationship with other stakeholders

  1. Ensure that the organization operates within the terms and conditions of all legal agreements with the key stakeholders like the Somali National Government.
  2. Establish, develop and maintain excellent working relationships with all stakeholders including the respective Government as well as other development partners at all levels.
  3. Representation of the organization at key clusters coordination meetings in Nairobi and also in Mogadishu. This includes among others, the Somali Support Secretariat meeting, field level coordination meetings in Mogadishu etc.
  4. Ensure maximum visibility of the agency amongst the NGO community
  5. Contribute to the creation of a positive image and overall credibility of the organization, notably through the application of the organizations Code of Conduct, ethics, values and stand-point with regard to internal and external actors

Local and External Fundraising, Reporting & Liaison with Donors

  1. Responsible for the collection and dissemination of information and communication strategy of CED, advocacy activities, donor liaising and fund-raising
  2. Responsible for the external monitoring of all CED project (to Donors, partners and authorities if required)
  3. Responsible for internal monitoring of all CED projects.
  4. Preparation and coordination of CED sitrep, weekly, monthly and quarterly reports while ensuring follow-up and adherence to humanitarian standards.
  5. Ensure a regular flow of information is available to the funding departments and to donors and official funders as required by the various funding mechanisms.
  6. Establish and develop working relationships with key donors and actively develop local funding sources appropriate to its resource needs.
  7. Participate in donor meetings and communicate relevant information to the Executive Director
  8. Represent CED in donor, partner and cluster meetings as agreed with ED.
  9. Work with key donor staff to develop and maintain optimum financial and programmatic relationship

Assessment, Monitoring and Evaluation

  1. Encourage the development of appropriate research with a view to improving the quality of field work and influencing changes in policy to improve the quality of life for the poor.
  2. Develop and apply a sound project/program monitoring and evaluation system/tools and ensure that the program progress (activities and outputs), results and immediate objectives (outcomes) and impacts are systematically tracked, documented and shared on the basis of CED and donors’ requirements.
  3. Coordinate all assessments, monitoring and evaluation work in close coordination with the Communication and Reporting Officer & M & E Officer
  4. Collect and collate all program reports, lessons learned, good practices and success stories in collaboration with the Communication and Reporting Officer and M & E as well as the program team on regular basis.

Emergency PreparednessDevelop and maintain appropriate contingency plans for all kinds of emergencies. Such plans to be presented for approval of the supervisor for inclusion in corporate emergency response mechanisms.

Qualification and Experiences

  1. A minimum of 7 Years experience in humanitarian work both in emergency and development program.
  2. Post-graduate degree in social sciences, development studies, agricultural economics, international relations, project planning or any other related field.
  3. Comprehensive knowledge and working experience with key Donors (ECHO, USAID, DFID and other donors).
  4. Understanding of relevant humanitarian and development policy issues.
  5. Strategic management and direction of large scale projects including implementation, management, monitoring & evaluation, risk assessment & mitigation and contract compliance.
  6. Strong skills in writing proposals, concept notes, narrative and financial reports, and development of program frameworks.
  7. Ability to demonstrate confident representation skills, proven coordination, influencing and negotiation skills, excellent teamwork skills and the ability to build good relations with both internal and external audience.
  8. Self-directed, independent worker who takes initiative and is able to create systems and processes to support the inherent duties of this position.
  9. Flexibility and poise in dealing with a very diverse range of individuals and organizations, including but not limited to the local community, local authorities and other organizations working in the area.
  10. Good communication skills and ability to prioritize tasks.

Contract period: one year, with possibility of renewal
