Supporting Smooth Reintegration of Returnees and Improved Management of Labour Migration in Ethiopia

Background of the Project

The forced repatriation of some 163,000 Ethiopian migrants from the Kingdom of Saudi Arabia (KSA), combined with a significant number of reported cases of abuse and mistreatment of migrants and a temporary ban on low-skilled migrant workers going to the Middle East and Sudan introduced by the Government of Ethiopia (GoE) in 2013, have put migration at the forefront of Ethiopia's agenda. Returnees often face severe difficulties upon return, in particular in terms of obtaining and/or creating alternative decent livelihood opportunities, and especially in a situation of mass return as recently experienced. As a consequence, unless adequate support is provided to reintegrate the returnees, a large proportion might choose to re-migrate, putting them at risk of becoming victims of re-trafficking and exploitation.

To this effect, the ILO, together with key partners in Government and non-state actors, will implement a three-year Technical Cooperation Project funded by the European Commission entitled, “*Supporting Smooth Reintegration of Returnees and Improved Management of Labour Migration in Ethiopia*”. The project aims at supporting the efforts of the Government in reintegrating the returnees. Given the current situation of returnees, support is needed to the government and civil society to provide social and empowerment support to returnees such as career counselling, market-oriented skills training, and sustainable livelihood e.g. through job-placement, micro and small enterprises development or access to financial services. The overall objective of this project is to improve the lives of migrants and returnees through strengthened labour migration and reintegration services. The specific objective of the project is to improve social and economic opportunities for returnees, with a particular focus on vulnerable groups.

Description of Duties

The National Project Coordinator (NPC) will be responsible for coordinating the project in Ethiopia. Under the direct supervision of the Director of the ILO Country Office for Ethiopia and Somalia, and the technical supervision of the Chief Technical Advisor (CTA), the NPC will undertake the following duties:

· Responsible for implementation, evaluation and/or coordination of activities of the Project by reviewing, monitoring, verifying and analysing work-plans, progress reports, final reports and other data for clarity, consistency and completeness.

· Analyse data required for planning and negotiation of project activities, considering different approaches and alternative methods for activity design, management, problem identification and problem resolution. Follow-up on activities, clarify information, and answer questions about clearance and processing requirements.

· Liaise with relevant departments at executing agencies, government offices, constituents, the EC delegation, ILO headquarters and regional office, and other organizations to ensure the smooth implementation of activities, meet targets and solve problems.

· Prepare project reports and revisions, request for extension and justification and status of programme/project activities as required by the donor and the ILO.

· Manage project funds, prepare budget estimates and expenditure forecasts by analysing and monitoring resource requirements and expenditure patterns, and making recommendations to management for remedial action as necessary.

· Organize seminars, workshops, training sessions and meetings.

· Collaborate with the government to organize bilateral and multilateral meetings, plans of action and programmes to reintegrate returnees into the labour market.

· Ensure effective implementation of the project through timely provision of technical inputs, effective backstopping, timely and efficient delivery of outputs, and monitoring and evaluation of the project activities.

· Ensure the timely delivery of reports.

· Establish and develop information systems covering ILO technical activities under the project and economic and social issues of relevance to the project, prepare periodic and ad hoc reports on the status of programme planning and implementation, and establish coordination with concerned ILO departments and programmes.

· Review enterprise development and financing opportunities relevant to returnees and develop appropriate interventions in collaboration with relevant ILO departments as well as independent service providers.

· Perform other related duties as required.

QUALIFICATION AND EXPERIENCE

Education – Advanced University Degree in Business Management, Social Sciences or Development Studies.

Experience – A minimum of two years’ experience in the field related to Migration and Economic empowerment.

Languages – Excellent command of English and Amharic.

Competencies -Good knowledge of programming and budgeting, project formulation, administration and evaluation techniques and practices with specific skills in the area of migration and empowerment. Good knowledge of the role and operations of the UN system activities for development. Ability to perform a variety of conceptual analyses required for the formulation, administration and evaluation of projects. In-depth understanding of the labour and human rights based approaches and how they apply to returnees and migration issues. Excellent drafting skills and the ability to communicate effectively both orally and in writing in English. Excellent analytical skills. Ability to justify requirements and approaches to problem resolution, and ability to negotiate. Good organizational skills. Ability to work on own initiative as well as a team leader. Ability to deal with people with tact and diplomacy. Ability to supervise staff. Excellent IT skills.

Ghana: Project Officer – Sustainable Fisheries (for Ghanaian Nationals Only)

The Environmental Justice Foundation (EJF) is a UK-based NGO working internationally to address environmental security and associated human rights abuses. In West Africa, EJF’s work has focused on preventing Illegal, Unreported and Unregulated (IUU) fishing and safeguarding the livelihoods and food security of coastal communities. EJF has two offices in Sierra Leone that have been operating since 2009 and two offices in Liberia established in early 2012, with other offices being established across the region.

To help advance our work in West Africa and drive the implementation of our projects in Ghana, EJF is seeking to recruit an ambitious, extremely competent Ghanaian Project Officer with a proven track record in successful project management, based in Accra or Cape Coast.

The successful applicant will work under the overall responsibility of the EJF Director, report directly to the Project Coordinator, based in London and work in close relationship with EJF’s other staff in Ghana, West Africa and the London office.

In addition to other tasks and responsibilities to be defined over the time, the Project Officer will have primary responsibility to:

  • Establish and maintain relationships with key stakeholders, representing EJF in relevant forums as directed by the Project Coordinator;
  • Put sustainable and transparent fisheries management on the agenda of the Ghanaian Government (Ministry of Fisheries and Aquaculture, Fisheries Enforcement Unit, etc.), Members of Parliament, diplomatic missions, international organizations;
  • Work with the Project Coordinator to raise the profile of fisheries issues in Ghana by disseminating press releases, policy papers, reports, engaging the media, facilitating the training of journalists; responding to press enquiries in coordination with the EJF Communication Coordinator and Project Coordinator in London;
  • Conduct research/surveys and draft concise reports on various elements of the Ghanaian Fisheries sector such as the legal framework in relation to IUU fishing, Marine Protected Areas, etc.
  • Facilitate the visits of London Office staff, in particular filming trips from the video producer;
  • Ensure the day to day implementation of EJF’s project in Ghana through the smooth, efficient and timely execution of all administrative requirements related to EJF’s activities in the country (e.g. bank formalities, registration procedures, etc.);
  • Track and record project expenses and prepare detailed monthly financial reporting to the London office;
  • Gather and compile relevant data and information required to meet EJF’s reporting requirements and provide input for donor reports;
  • Conduct any other relevant task in relation to EJF’s projects in Ghana as instructed by the Project Coordinator or the Directors.

Somalia: Re-Advertisement - Gender National Programme Officer - (Open to Somali Nationals Only)

Background

The UNDP Somalia Country Office operates a cross-border operation since 1993. Due to the prevailing security situation in Somalia, the Office is located in Nairobi. UNDP Somalia is currently composed of of two main Programme portfolios: Governance and Rule of Law, and Poverty Reduction and Environment Protection (PREP).. UNDP Somalia programmes are implemented through 2 Sub Offices in Garowe and Garowe and staff are required to undertake regular field missions. The UNDP Somalia office shall relocate staff inside Somalia when the situation permits.

The UNDP Somalia Country Programme (2011-2015) has one Outcome dedicated to the Promotion of Gender Equality and Women’s Empowerment with four specific Outputs: i) gender equality and the empowerment of women implemented through advocacy initiatives in partnership with civil society and public institutions; ii) women’s participation in peace building, representation, civil service and public life increased at all levels; iii) women are empowered in social and economic development; and iv) women supported by appropriately designed, implemented and enforced legal and policy frameworks in line with CEDAW and Security Council Resolutions 1325 (2000), 1888 (2009), 1889 (2009) and 1820.

In order to help ensure adequate mainstreaming of gender throughout the other three Outcomes, (1). Somali women and men are better able to build peace and manage conflict,; 2). Somali women and men benefit from more inclusive, equitable and accountable governance, improved services, human security, access to justice and human rights; 3). Somali women and men benefit from increased sustainable livelihoods opportunities and improved natural resources management)and to help design and implement new activities under Outcome 4, UNDP Somalia has recently recruited a Gender Specialist with advisory and project management skills and plans to establish a gender unit comprised of a small team of administrative and specialized programme support staff in Nairobi and Somalia, respectively. The Gender unit will work closely across all Country Office Programmes and Units as well as with relevant government counterparts and civil society partners.

The Gender National Programme Officer will report to the Head of Sub Office for Puntland, as direct supervisor and to the Gender Specialist for overall guidance, as second supervisor.

The Gender National Programme Officer will work on a daily basis with colleagues in the UNDP Sub-Office, necessitating that the incumbent be able to develop and maintain strong working relationships with colleagues across the organization and be able to work with them in a responsive client orientated manner.

The Gender National Programme Officer will also work in close collaboration with Government Officials, UNDP operations team, programme staff in other UN Agencies, as well as Civil Society Organisations (CSOs) to ensure the successful implementation of UNDP programme.

Duties and Responsibilities

Summary of key functions:

  • Ensure strategic direction of all project operations at regional level;

  • Provide Technical Guidance and oversee the implementation of all work with the partners on gender equality and women’s empowerment;
  • Compliance of operations with UNDP rules, regulations and policies, implementation of project operational strategies and monitoring achievement of results;

  • Project compliance with corporate rules and regulations in the field and management of procurement processes including sourcing strategy, supplier selection and evaluation, quality management and performance measurement, in liaison with UNDP procurement unit;
  • Management of contracts and contractors and legal implications in accordance with UNDP rules and regulations;
  • Proper management of project assets, facilities and logistical services;
  • Planning, organization and oversight of the necessary administrative and other logistical support to consultancy missions, workshops, overseas learning and other project activities.

Ensures efficient support to tasks related to advocacy, programming, monitoring and evaluation (M&E), and representation focusing on achievement of the following results:

Prepare Annual Work Plans and reports for gender work in Puntland in alignment with the Annual Work Plan and regional priorities:

  • Ensure the achievement of outputs in line with the approved work plan through day-to-day planning, management, coordination and implementation of activities in Puntland, as per UNDP financial and procurement procedures;
  • Undertake regular monitoring visits to project sites and supports gathering of data/information for project monitoring and evaluation processes ensuring compliance with UNDP M&E requirements in reporting on programme results and progress towards outcomes;
  • Assists in promoting dialogue and good practice among different stakeholders;
  • Assists the Gender Specialist in the preparation of narrative reports as well as in the planning and revision of project work plans;
  • Carry out any other relevant duties as requested by the Head of Sub office or the Gender Specialist.

Impact of Results

Key impact of results will include optimal mainstreaming of gender dimensions across all programmes as well as the design and implementation of stand-alone projects in support of GEWE in Puntland, cumulatively ensuring that UNDP maximizes its contribution to improve the plight of Somalia’s women over the next five years. Effective implementation of the key results, together with efficient management of all gender related activities will enhance the organization’s capacity and credibility in implementation of highly effective programmes with strong impact.

  • First level university degree in Public Health, development, public administration, social studies or related field with 3 years of experience may be accepted in lieu of the advanced university degree.

Experience:

  • Minimum of 1 year of progressively responsible professional experience in recovery and development, with special focus on addressing the promotion of gender equality and women’s empowerment in crisis and post-conflict countries with master degree;

He/she will, in particular:

Project materials management:

• Assist in the development and implementation of logistics planning and operations through coordination with other responsible officers;
• In consultation with Logistics Officer Nairobi and the Head of Office (and Admin staff in Dollow/Garowe) , ensure on time clearing in of the goods and supplies coming to Dollow/Garowe through the airfield/airport or ports and transportation of the same into either the warehouse or to the project sites.
• Ensure the timely delivery of project inputs to intended beneficiaries and safe receipt at various stages of distribution, either personally or through FAO partners.
• In coordination with other responsible officers, ensure communication of material movement details to relevant parties.
• Ensure the proper packing, documentation and identification of goods in Dollow/Garowe before any supplies dispatch is done for onward transportation to the partners..
• Follow-up on export/import and customs documents and ensure timely return to supplier.
• Maintain an updated record of all the project materials received and dispatched to the FAO partners in the field including ensuring updated file of the property transfer forms

Dollow/Garowe Office and Guest House Management

• In close Coordination/collaboration with the support of the Head of Office and admin and finance Assistant in the management of the Dollow/Garowe field office ensuring the office is running smoothly, including ensuring office repairs are done timely, office space allocation, office cleaning.
• Ensure office electricity and water bills are computed and paid on time,
• Ensure proper servicing of the office generator and proper accounting of the generator spares and fuel
• Ensure Dollow/Garowe guesthouse is well managed at all times, including visitors booking and accommodation allocation.
• Assist in proper availability and accounting of the guesthouse supplies and inventory at all times.

Dollow/Garowe Assets management:

• Support the Head of Field Office, Dollow/Garowe in the overall management of the office inventory and assets

• Carry out an adhoc and annual asset and inventory physical verification and update the same on the asset and inventory register.
• Advise the Head of Field Office, Dollow/Garowe and the Logistics Officer Nairobi on the assets that require disposal.

Office Vehicle Management:

• Assist the Head of Field Office and administration Staff in the management of the office vehicles
• Keep a log of the vehicle usage and allocations. Review the vehicle usage logs and monitor fuel consumptions
• Ensure Dollow/Garowe vehicles are well serviced at all time.
• Reports regularly on logistics matters;
• Maintenance of the filing system ensuring safekeeping of confidential materials.
