The Clinton Health Access Initiative (CHAI) is a global health organization committed to strengthening integrated health systems in the developing world and expanding access to care and treatment for HIV/AIDS, malaria, and other diseases. Based on the premise that business-oriented strategies can facilitate solutions to global health challenges, CHAI acts as a catalyst to mobilize new resources and optimize the impact of these resources to save lives, via improved organization of commodity markets and more effective national and sub-national level management. CHAI is focused on large scale impact and, to date, has secured lower pricing agreements for treatment options in more than 70 countries. In addition, CHAI’s teams are working side-by-side with over 25 governments to tackle many of the largest health system barriers to effective care and treatment.

Summary of Position:

Malaria is one of the most important causes of illness, death and lost economic productivity in Sub-Saharan Africa. Over the past decade, dramatic increases in donor funding have facilitated scale-up of effective interventions to prevent, diagnosis, and treat malaria. This investment has successfully reduced the burden of malaria in many settings, and some countries have begun planning to eliminate it altogether. Yet these gains are fragile: global funding for malaria remains short of what is needed, last decade's rapid growth in malaria financing appears to have halted, and resistance to insecticides and drugs threatens to set back efforts. CHAI’s global malaria program provides direct management and technical support to countries around the globe to strengthen their malaria programs and reduce the burden of this preventable, treatable disease. We support governments to scale up effective interventions for prevention, diagnosis, treatment, and surveillance, with the goals of sustainably reducing the number of malaria-related illnesses and deaths worldwide in the short-term and accelerating progress towards malaria elimination in the long term.

CHAI is seeking a highly motivated individual to support the Namibia National Vector-borne Diseases Control Program (NVDCP) plan and execute more effective anti-malaria programs as the country aims for malaria elimination by 2020. The Associate will be expected to develop and manage strong relationships with the NVDCP and relevant country partners, help design evidence-based strategic plans, and provide dedicated day-to-day operational support to ensure execution of effective, high-impact programs. The position requires a highly motivated individual with outstanding analytical, problem-solving, organizational, and communication skills. The candidate must be able to work independently to drive implementation and have deep personal commitment to producing results. Past experience with malaria programs is not required as candidates will work closely with CHAI's technical teams, but successful candidates should be fast learners and strategic thinkers who are both willing to take on routine tasks such as data entry and capable of facilitating high-level strategic discussions with a multi-cultural, multidisciplinary set of actors. CHAI places great value on the resourcefulness, tenacity, patience, humility, and high ethical standards of its staff. Applicants should be open to placement in the northern office of the NVDCP in Oshakati.

Job Requirements

  • Build strong relationships with stakeholders across government and non-governmental organizations
  • Serve as a trusted advisor to the national malaria program
  • Provide day-to-day support to the national malaria program to help to make evidence-based plans and execute effective programs
  • Work with CHAI's technical teams, Namibia’s malaria program manager, and regional manager to develop and implement a coordinated program of support
  • Support the NVDCP Vector Control team to develop and implement systems for vector control data capture and analysis
  • Support the development and implementation of the national diagnostics quality assurance program, in collaboration with the NVDCP and National Institute of Pathology
  • Support implementation of the malaria surveillance system, including active case detection
  • Identify key impediments to programmatic goals and help devise targeted solutions to them
  • Conduct quantitative analyses to ensure sufficient supplies of commodities, appropriate coverage with interventions, and/or progress towards program goals
  • Conduct costing and financial analyses and support development of funding proposals
  • Draft presentations and reports for internal and external stakeholders
  • Coordinate meetings and facilitate knowledge sharing between the government program and partner organizations in the region to ensure coordination
  • Provide program and budget updates for donor reporting and best practice sharing
  • A university degree plus 3-5 years of work experience

Purpose of the Position

Health Officer provides professional technical assistance and support for programme/project design, planning, implementation, monitoring, evaluation, and administration of programme/project activities, including data analysis, progress reporting, knowledge networking and capacity building, in support of achievement of planned objectives of the work plan, aligned with Health programme goals and strategy.

Key Expected Results

  1. Accurate information, data analysis, and documentation are timely made available to support situation analysis, sectoral input and reporting.
  2. Technical assistance is provided to the development and implementation of integrated Health strategies and approaches through participation and collaboration with internal and external partners.
  3. Work plan and objectives are effectively established and planned results are timely delivered through technical support and coordination in consultation with all relevant partners.
  4. Project efficiency and effectiveness are enhanced through effective implementation follow-up.
  5. Project implementation progress is monitored for adjustment and improvement of program delivery and sustainability. Gender sex aggregated data and inputs provided relevant to the Health programme.

  7. Effective partnership and working relationships are maintained for advocacy, technical coordination, information sharing and knowledge networking.
  8. Up-to-date programme information is kept available and reports prepared and shared with relevant stakeholders as required to support the Health programme by the effective implementation of integrated monitoring system.
  9. Emergency preparedness is maintained, and in emergencies, emergency responses with
    Effective coordination are provided and in line with the Core Commitments for Children (CCCs) in Humanitarian Action, partnerships with the Health humanitarian actors strengthened within the Inter-Agency Standing Committee (IASC).

Qualifications of Successful Candidate

Education
Advanced University degree in Health, Public Health, Global/International Health, Health Policy & Management, Environmental Health, Family Health, Health Research, Biostatistics, Socio-medical Sciences, Epidemiology, Health Education, Health Promotion and Disease Prevention, Educational Interventions in Health Care, Demography, Social Sciences, Medicine, Nursing, or a field relevant to international public health development assistance.
Work Experience
Two years of professional work experience in planning, programming, implementation monitoring and evaluation of health programmes.
Professional work experience in a programme management function or a technical expert capacity in child survival & health care.
Developing country work experience (for IP) or field work experience (for NO)
Background/familiarity with Emergency.
Language Proficiency
Fluency in English and another UN language required

Remarks
