Kenya: Senior HIV and AIDS Specialist, P-5, Nairobi, Kenya

Purpose of the Position

The Senior HIV and AIDS Specialist (Prevention) is responsible for providing regional technical leadership, guidance, and assistance to country programmes, shaping UNICEF's national programme efforts to reduce new infections among adolescents, and, more broadly, address underlying causes and drivers of adolescents' heightened risk and vulnerability to HIV. The incumbent will lead UNICEF's engagement in the joint UN Programme on HIV and AIDS's efforts to reduce new infections among adolescents, support the attainment of HIV Prevention targets, outcomes and outputs in UNICEF's Medium Term Strategic Plan, and aligned with ESAR's Regional Priorities, will also serve as UNICEF ESARO's focal point for multisectoral adolescent programming.

S/he will ensure harmonized and aligned HIV prevention technical assistance and support to national programmes by Joint UN Country Teams on HIV/AIDS. The incumbent will represent ESARO among development partners and within the Interagency HIV Prevention Working Group, and the regional HIV prevention coordination structure, supervised under the Regional Directors Team.

Key Expected Results

  1. Provide leadership in the provision of technical support and high-level guidance to UNICEF-supported country programmes and key partners for accelerating the implementation of evidence-informed HIV prevention interventions with and for adolescents in the region, including the strengthening of regional and country-level cosponsor support for the coordination, harmonization and alignment of national HIV prevention responses. Provide oversight, monitoring and evaluation of the effectiveness of the HIV prevention programme activities supported by country programmes. Promote the achievement by country programmes of the MTSP HIV Prevention targets by leading processes for the generation and dissemination of sub-regional and national level evidence on effective and innovative responses which effectively address the key drivers of the epidemic in the region.
  2. Lead the coordination of ESARO support to Country Office activities in Regional Priority 4, Results for Adolescents, by fostering cross-sectoral engagement and collaboration on adolescent programming, and providing overall strategic vision for regional and country programming.
  3. Provide high-quality oversight to country and regional office teams in the implementation of priority programming on adolescents, including ensuring data monitoring and accountability mechanisms on Regional Priority 4, as well as other relevant HIV initiatives on adolescents. Coordinate and review progress on related key indicators on HIV and adolescents and provide support to CO and RO colleagues to provide high quality reporting on results.
  4. Provide senior representation, leadership, coordination support and management for ESARO within the regional interagency working groups on HIV prevention through the provision of technical leadership to strengthen UN coherence, harmonization, and alignment on HIV prevention activities and processes within the region in support of the HIV prevention programmes with and for adolescents by national partners.Through high-level technical leadership, strategic advice and technical guidance support efficient regional-level capacity development assistance, the development and dissemination of strategic information, joint advocacy and resource mobilization in order to increase adolescents' access to and use of HIV prevention information, skills and services.
  5. Coordinate and guide broader multisectoral adolescent programming addressing an integrated approach to adolescent HIV Prevention, Treatment, Care and Support, and support other sectors including Protection, Education, and Health with the development of plans and strategies addressing the underlying causes of adolescent vulnerability.

Qualifications of Successful Candidate

  • Advanced university degree in one or more of the disciplines: Public Health, Public Health Administration, HIV/AIDS, Health Education, Medicine, Social Sciences or a field relevant to international development assistance in HIV/AIDS. Training in gender and in nutrition programmes that promote gender equality as an asset.
  • Ten years of relevant work experience at national and/or international level.
  • Experience working in the UN or other international development organization an asset.
  • Training and experience in HIVAIDS health care.
  • Background/familiarity with Emergency.
  • Experience in monitoring gender disparities and in programme interventions that reduce these disparities as an asset.
  • Fluency in English and another UN language. Knowledge of the local working language of the duty station would be an asset.

Purpose of the Position

Under the supervision of the Regional Chief of Programme Planning, Monitoring and Evaluation the incumbent of this post will be responsible for monitoring of the situation of women and children, as well as the performance of UNICEF programmes in the ESA region.

Purpose of the Position

As part of the Regional Operations team, the incumbent of this post will be accountable for management of cost effective, efficient and secure operations, in support of country offices in the ESA region in the areas of risk management and operations. Plan and conduct risk management workshops for staff competency building, staff development and learning.

Risk Management Coordination and Collaboration

  • Maintain database of 21 ESA countries on key risks, mitigating activities and other related areas. Ensure the adequate update, monitoring and review of the risk management database. Develop regular reports highlighting the risk profile of countries as well as trends in risk management. Ensure the timely information to the regional management on red flags and advise on actions.
  • Cooperate and coordinate with other country offices on risk management related activities. Build a risk management community of practice to ensure latest best practices and approaches to risk management and risk informed programming.
  • Advice country office operations managers on financial, programmatic and resources risks. Ensure the cross-fertilization of mitigating strategies and approaches to better manage risks at the country office level.
  • Coordinate/liaise with the regional team and HQ Divisions to support policy formulation in the area of risk management. Make substantive recommendations on the improvement of systems and internal controls, planning and restructuring and resolution of sensitive issues and problems, taking into account the prevailing conditions in the locality.

Qualifications of Successful Candidate

  • An advanced university degree (Master's) in Accounting, Business Administration, Financial Management, Economics, or a directly-related technical field(s) is required. A valid professional certification (CA; CPA; etc.) from an accredited chartered accountancy institution, in conjunction with a relevant first-level (Bachelor's) university degree in a directly-related technical field (as identified above), may be taken in lieu of an advanced university degree.

Purpose of the Position

Under the supervision of the Chief of Operations, the incumbent of this post is responsible for the formulation and implementation of office-wide ICT operations. The incumbent will provide strategic leadership and professional guidance in the area of Technology for Development (T4D) initiatives, plan and guide outsourced Support Services to ensure best utilization of available ICT resources to provide maintain an efficient and effective ICT infrastructure to improve work effectiveness and productivity consistent with the goals, objectives and strategies of the office and the organization.

Key Expected Results

  1. Consolidate and manage outsourced ICT services and systems through Vendors to advance the productivity and effectiveness of the office. Implement the corporate IT policies, strategies, technology and systems within the standards and guidelines of UNICEF in a shared UN common service premises. Draft, administer and oversee ICT annual work plan to ensure high quality Data Centre Services, ICT Networking and Support Services are efficiently delivered maintaining high customer satisfaction.
  2. Provide support and technical assistance to the Country Office in the area of Technology for Development and work with stakeholders to help develop and implement standards, procedures and partnerships for T4D initiatives. Facilitate coordination and broad integrated planning of information technology activities for Kenya Country Office, Regional Office, UNICEF Somalia and the UN ICT enter-agency Team in the context of office management plans Ensure adoption of delivering as one model to reduce operational costs.

Qualifications of Successful Candidate

  • An advanced university degree (Master's) in in Computer Science, Information Science, Business Administration, Engineering, Industrial Design, Social Sciences or a directly-related technical field(s) is required
  • A minimum of five (5) years of relevant work experience in Information Communication Technology (ICT), including hands-on experience and knowledge in the use of technology for development is required.
  • Prior experience in the deployment, management and utilization of technology solutions to address programs and operational needs is required.
  • Prior experience in negotiation, networking, strategic thinking, advocacy and fundraising, as related to technology for development, is considered highly desirable.
  • Prior hands on experience in Rapid SMS technologies in deploying, maintaining and supporting office applications on virtual machines is considered an asset.
  • Prior work experience in a developing country is considered an asset.
  • Fluency in English (written & verbal) is required. Knowledge of French is considered highly desirable. Knowledge of an additional UN Language (Arabic, Chinese, Russian, Spanish) is considered an asset.
