Médecins du Monde-France is present in Egypt since the end of 2004.

From 2005 to 2012, it implemented and completed projects to improve health care access for children in street situation.

In May 2014, Médecins du Monde-France has launched a project to improve access to mental health services among most at risk populations in Great Cairo.

In Egypt, the populations most at risk of incurring in mental distress are women victims of violence, disadvantaged children, prisoners, and persons with disabilities. People living with HIV/AIDS and hepatitis C are as well affected by mental distress.

Main challenges assessed in the field of mental health care and support to marginalized populations in Cairo are:

  • No adequate integrated services and support programmes at the community level
  • Lack of mental health care services at the Primary Health Care level, and above all in marginalized and deprived areas
  • Widespread stigma around the concept of mental health and towards persons suffering of any kind of mental health distress
  • No existence of a platform for exchange and dialogue among non-state actors, families networks, patients, health and social practitioners and local authorities concerned by mental health issues.

Mdm's project main components are capacity building of medical and social staff of Primary health centres and local NGOs, health education, anti-stigma activities and advocacy initiatives.

TASKS AND RESPONSIBILITIES:

You will work under the supervision and in close collaboration with the General Coordinator in Cairo.

You will supervise, organise and participate in the implementation of the mission’s medical activities.

You will ensure to integrate a public health approach in the program’s planning, assessment and implementation.

More specifically you:

Assessment,implementation and project monitoring :

  • assess needs, feasibility of activities, resources needed, definition of priorities and timing, through a participatory approach with MDM team, local partners and beneficiaries
  • supervise the accurate and ethical medical content throughout program’s planning and activities implementation
  • coordinate the activities implemented by the Medical team: documentation and gathering of technical information, development of material, educational material
  • organize and participate to meetings with the partners and other MdM networks in Cairo
  • participate in meeting and discussions with local authorities (Ministry of Health)
  • set-up new health projects (field assessment visits; medical recruitment; planning; follow-up)

Activities monitoring:

  • create monitoring tools with the MdM team and ensure their distribution and explanation to the project partners
  • ensure data collection and analysis according to planned indicators

Project evaluation and reporting process:

  • gather data and documentation
  • participate in the organisation and animation of meetings with all actors of the project
  • participate in analysis and reporting

Management of the mission and fundings search (in collaboration with the general coordinator)

  • update the health aspects of the country strategy
  • support with technical information in cases of project modifications or updates
  • ensure the respect of donors requirements
  • participate with the general coordinator in the project budget construction and supervision on medical items and medical related activities;
  • writing with the general coordinator new project proposals

Capacity Building of the technical team:

  • training the medical team on: reporting, health needs assessment and analysis
  • provide the team with planning and organization tools

Communication, representation:

  • ensure the exchange of medical / technical information with the head office; supervise the respect of procedures and of the obligation to give information within the team
  • participate in the negotiations and in the development of agreements with Health local partners and authorities

Team management

  • You will directly supervise and evaluate the Technical Team

PROGRAM SUMMARY:
International Medical Corps began working in Cameroon in 2008 in response to an influx of refugees from Central African Republic (CAR). We provide health, nutrition, HIV/ AIDS, and sexual and gender-based violence (SGBV) programs in Djohong and Meiganga, districts in the Adamaoua region of Cameroon. In response to cholera outbreaks in the Far North region of the country, we have also been implementing water, sanitation and hygiene (WASH) programs. Nutrition programs are also implemented in the Far North. In the last year, International Medical Corps has expanded its operations to address the new influx of CAR and Nigerian refugees in Adamaoua, East and the Far North Region.
PROGRAM BACKGROUND:
In response to the influx of refugees from CAR and Nigeria, International Medical Corps aims to reduce excessive maternal and newborn morbidity and mortality and support mental health services through support gaps in the overall health system to prevent maternal and neonatal mortality; and integrate the provision of mental health (MH) services into general health care.
In response to the influx of refugees from Central African Republic and Nigeria, IMC aims to support mental health services through the following activities:
• Integrate the provision of mental health (MH) services into general health care
• Conduct situational analysis of current mental health practices and resources at the health facility and community levels.
• Design of MH curriculum and materials in line with WHO mhGAP Intervention Guidelines and select MH integration sites and trainees
• Provide theoretical training and supervision for health care providers and community health workers
• Provide mental health services including pharmacological and psychosocial interventions
• Strengthen referral pathways and conduct community outreach and mental health promotion
JOB SUMMARY:
The Mental Health Specialist is required to train PHC staff on mental health service delivery per WHO MHGAP Intervention Guidelines in selected area.
ESSENTIAL DUTIES AND RESPONSIBILITIES:

  1. Conduct situational analysis of current mental health practices and resources at the health facility and community levels.
  2. Design of MH curriculum and materials in line with WHO mhGAP Intervention Guidelines
  3. Select MH integration sites and trainees
  4. Provide training and supervision in the identification and management of priority mental health conditions to general health staff in line with WHO mhGAP Intervention Guidelines (WHO mhGAP-IG) and in coordination with national authorities and the IMC Technical Unit.
  5. Identify and train local CHWs/volunteers for training in community outreach, case finding and mental health promotion
  6. Ensure completion and analysis of pre post knowledge tests and on the job supervision checklists as well as IMC mental health PHC integration checklists
  7. Provide mental health services including pharmacological and psychosocial interventions along with health staff
  8. Strengthen referral pathways and conduct community outreach and mental health promotion
  9. Ensure that WHO essential psychotropic medications are available at health facilities
  10. Take responsibility for collection and reporting of mental health project data including HMIS reporting and patient outcomes (e.g. functioning, satisfaction with services)
  11. Actively lead or participate in coordination mechanisms (e.g. Health, general coordination, potential MHPSS coordination group) and advocate for principles of IASC MHPSS guidelines
  12. Assist with hiring of national staff as needed
  13. Implement the project in line with IMC and global MHPSS standards and guidelines and closely coordinate with IMCs Technical Unit Global Mental Health Advisor for development and review of training materials, documentation and reports. Qualifications:Requirements:

JOB CONTEXT: Handicap International is in South Sudqn since 2006, working in both development and emergency activities according to the context.Sudan was the theatre of a violent civil war between the South (Christian) and the North (Muslim) which lasted for about 50 years, and completely destroyed the South’s infrastructures.

In December 2013, a political power struggle broke out between President Kiir and his ex-deputy Riek Machar, accused of attempting a coup d’état. Although both men have supporters from across South Sudan's ethnic divides, subsequent fighting has been communal, with rebels targeting members of Mr Kiir's Dinka ethnic group and government soldiers attacking Nuers (Machar ethnic group). More than 800,000 people have been displaced inside South Sudan and more than 250,000 people have fled to neighbouring countries, especially Kenya, Sudan, and Uganda, as a result of the conflict.

JOB DESCRIPTION:Based in Juba, as Project Manager, under the supervision of the Program Director,you will ensure the efficient management of the project : ‘Touching Minds, Raising Dignity. Stop the stigma of people living with mental health problems in 4 countries in crisis and post-crisis” (Togo, Lebanon, Madagascar, South Sudan)

This 48 months project will start in 2014 with a total budget for South Sudan actions of 570,000 Euro, funded by the French Development Agency (AFD) (60%) and Handicap International’s own funds (40%).

Overall Objective of the project:Social and civic participation of people living with mental health issues has improved in 4 countries in crisis or post-, crisis (Togo, Madagascar, Lebanon South Sudan).

Specific objectives: - Promoting innovative intervention models in mental health and psychosocial support can improve the governance of public policies for health, social and penitentiary sectors- Strengthening technical and organizational capacity of multisectoral services institutions prisons and psychiatric hospitals improves access to care and coverage of basic needs of people living with mental health problems- Strengthening technical and organizational capacity of community service organizations of civil society improves the protection of rights of people living with mental health problems- Alignment of interventions and the promotion of innovative caps allow building an international advocacy on social and civic participation of people living with mental health problems and strengthen the capacity of its partners and HI models the theme of mental health / psychosocial support

You are responsible for:- Defining the strategy of intervention within the project and related operational modalities and tools/ implementing activities as described in the proposal and monitor the result achievements and indicators as per indicated in the logical framework- Managing the operational team that come under his/her responsibility- Ensuring that all activities that are implemented are carried out well following quality and technical standard and, if necessary, proposes adjustment or improvements to meet the objectives- Representing Handicap International and the project with any relevant stakeholders - Ensuring the financial and logistics monitoring of the project in close collaboration with the support department and making sure HI procedures are respected

The situation in Juba is fine but with regular security issues. The office and the Guesthouse are separated in Juba. Both premises are in the center of Town. The accommodation is Juba is simple but comfortable. Each staff has his/her own self-contained room with Air Conditioner. City Power is hectic but a generator is runned in the morning and at the evening time. There is a TV in the dinning room with DSTV (cable) and the Guesthouse has internet/wireless facility. The Dutch Consortium for Rehabilitation (DCR) is a collaborative venture of four non-governmental organizations (ZOA, Save the Children, CARE and HealthNet TPO), currently implementing a 5-year programme financed by the Dutch Ministry of Foreign Affairs. The DCR works together with communities in 6 fragile states on the rehabilitation of service delivery and local economies. These countries are Liberia, Uganda, DR Congo, Burundi, South Sudan and Sudan. The DCR Knowledge Network (DCR-KN) is part of the DCR programme. The purpose of the DCR-KN is to effectively formulate evidence-based recommendations and lessons learned, and to help put these lessons into practice in the ongoing work. The DCR-KN consists of around 100 staff of the 4 agencies in the consortium, its partners in the field, and several Universities around the world. Assignment

HealthNet TPO (HNTPO) is one of the four DCR members in South Sudan. HNTPO implements community based psychosocial support activities in Wau, Western Bhar-Gazal, with the aim to improve access to health care at the community level. HNTPO is also charged with the Integration of Mental Health Care in basic services. Together with the Ministry of Health, HNTPO supports the facilitation of the Mental Health and Psychosocial support working group in Juba, which aims to advocate for the government to lead and support policies that support access to mental health care.

The DCR Knowledge Network facilitates a research project in Wau and Juba to gain insight in the perceptions of community members, health works and policy makers regarding the provision of Mental Health care at the community level. The evidence generated through this study will serve to support advocacy efforts to improve access to health services, planning and program development in the future.

Your responsibilities and tasks

As junior researcher you will independently conduct this research study in South Sudan. The field research will be conducted in Juba and Wau and will take approximately two months. The remaining two months for preparation of the study and final reporting can be done at any location. Your main tasks will be:

· Develop the research proposal based on the concept note;

· Plan and organize the data collection;

· Collect the data as planned and according to the methods described in the proposal (for example in depth interviews and focus group discussions);

· Conduct the data analysis, draw conclusions and make recommendations

· Conduct a workshop locally to shared and discuss the initial results of the study

· Write a study report and a research brief based on the study

You have

· A university degree in Medicine, Psychology, Public Health or any other relevant academic field

· A specialization in Psychiatry or a MSc in Mental Health is regarded as an asset

· Expert theoretical and practical knowledge on mental health (care) in low-income and (post-) conflict settings, including the WHO Mental Health Gap Action Program (mhGAP) is preferred

· Proven practical research experience (preferably on mental health themes) in developing countries

· Good command of both qualitative and quantitative research methods

· Language proficiency: fluency in English

· Familiarity with the usage of routine Monitoring and Evaluation data, as well as data from other data sources (national surveys, surveys national and international partners, etc.)

· Knowledge of statistical software packages (SPSS, STATA)

· Practical experience with training and coaching research staff

· Good communication and networking skills: experience with maintaining relationships with multiple stakeholders in a culture that is built on consensus

· Excellent writing and editing skills

· An enthusiastic, flexible and pro-active attitude

· Sensitive to cultural differences and willing to closely collaborate with the local DCR teams

· Willing to travel to field sites and to live and work in basic circumstances
