ABOUT THE ROLE

The purpose of this role is to enhance the ability of ActionAid (AAI) to bring about policy change at local, national and international levels by promoting sound policy research; advancing and delivering AAI’s campaign signature; coordinating global advocacy initiatives; and contributing to the integration of policy, programs and campaigns.

KEY ACTIVITIES

People Leadership and Management

  • As a member of the International Leadership Team (ILT); act as a key change agent, reinforce AAI’s mission, vision and values and make informed decisions.
  • Lead and manage the Policy, Research, Advocacy and Campaigns (PRAC) Directorate within a clear performance management framework, promoting a culture of high performance; continuous improvement; positive communication and teamwork.
  • Ensure good management at all levels within the PRAC Directorate.
  • Interpret and apply all AAI’s HR policies consistently and effectively, ensuring that all staff are aware of and comply with these policies.

Strategy, Planning and Budgets

  • As a member of the ILT, participate in the development of AAI’s international strategy.
  • Ensure a full understanding of AAI’s strategy and objectives, and in that context, lead the design, implementation and management of the PRAC Directorate and project plans, engaging staff and other stakeholders in the process.
  • Monitor, assess and respond as necessary to changes in the external environment, ensuring that these changes are reflected in the PRAC’s Directorate’s strategy and project plans.
  • Be accountable for the budget of the entire PRAC Directorate, including the development of the budget.

Campaigns

  • Lead and advance AAI’s campaign signature;
  • Lead the co-ordination of AAI’s multi-country campaigns;
  • Set standards for campaign planning;
  • Provide advice, mentoring and feedback to country-led campaigns;
  • Lead the production of common campaign communication assets;
  • Promote new methods of campaigning and mobilisation.

Policy, Research and Advocacy

  • Lead policy research and content analysis, promoting AAI’s enhanced human rights based approach;
  • Ensure effective and focused global advocacy initiatives, with clear influence objectives, alliance building, coherence and clarity as well as integration with countries and other IS units;
  • Develop public policy positions, including production and sign off to ensure consistency and quality assurance;
  • Co-ordinate the policy analysis and research for multi-country international campaigns or programmes.

External Representation and Alliance Building

  • Co-ordinate AAI representation at the international level and build relationships with social movements and other key allies to share best practice and learning.
  • Foster external networks of expertise and create knowledge hubs or centres that connect internal and external research and policy.
  • Ensure clear global alliance strategies and lead in their implementation.

Capacity Development

  • Build the capacity of PRAC and leverage skills at country level to deliver policy, research, advocacy and campaigns.

Youth

  • Lead the development and implementation of a youth strategy;
  • Integrate youth and activists within campaigning;
  • Increase and ensure greater coherence on the federation’s youth work;
  • Better integrate youth work within policy, advocacy, research and campaigns and promote the mobilisation of poor youth.

Financial Management

  • Responsible for managing delegated budget responsibility for resources within approved limits.;
  • Responsible for preparing activity-based budgets and monitoring actual monthly spend against these budgets, including providing relevant accruals and explanations of variances;
  • Responsible for approving all transactions (including amendments) to their budget;
  • Act within the parameters set by the international secretariat financial policies and procedures.

Education, Language & Qualifications

  • Master’s Degree with significant experience working in policy, research, campaigns and advocacy.

****MAIN ACTIVITIES / EXPECTED RESULTS****

  • Identify new innovation opportunities using best practices;
  • Contribute to the design and establishment of innovation processes and projects for the region;
  • Promote the value of innovation to all stakeholders;
  • Support the Evidence, Knowledge and Innovation Unit in leading staff to participate in the innovation process;

Capacity development – Ensures an open exchange of state-of-the-art programmatic innovations in partnership with assigned CO Programme/Technical Specialists:

  • Formulate effective new ideas and innovative strategies for programme development and implementation;
  • Recognize promising ideas and find ways to introduce them into ESARO’s work;
  • Support the Team/Practice Leader in managing requests from Country Offices and national and regional institutions in the area of knowledge management (e.g. community of knowledge, production and dissemination of information and communication products/outputs tailored to target groups and/or users’ needs, web-based integrated management information systems), and help anticipating users’ needs through the provision of innovative and forward-looking solutions;
  • Develop strong and innovative concepts for new products, tools and resources for a more vibrant and innovative approach towards communicating results and achievements, and assist Country Offices in the implementation of innovative prototypes;
  • Support the development and implementation of a capacity development strategy and culture change process for the region with a focus on embracing innovation;
  • Identify capacity building needs of the Country Offices in the area of knowledge management and follow-up through organization of capacity building activities with Country Office staff, national counterparts, and civil society partners; and
  • Participate in technical meetings, working groups and task teams.

Evidence and knowledge development and dissemination – Ensures an open exchange of best practices/lessons learned between HQ, ROs and COs in partnership with CO Programme/Technical Specialists and regional Technical Advisers:

  • Liaise with the Unit Team/Practice Leader and the Evidence and Research Specialist to manage the in-depth analysis and research findings, and exchange of good practices in order to build knowledge related to UNFPA strategic plan and regional programme and thematic areas including integrated sexual and reproductive health, adolescent and youth development, gender and GBV and population dynamics in support of sustainable and inclusive development;
  • Monitor research and development of other organizations to spot trends in innovation and supplement research findings in the organization;
  • Support and assist the assigned Country Offices to identify opportunities or lessons learnt/best practices in countries;
  • Liaise with the Technical Division and Programme Division to ensure that state-of-the-art, global technical and programming knowledge and lessons learnt/best practices are available for use in countries to improve the effectiveness of UNFPA programmes;
  • Act as specific focal point for individual areas of programmatic expertise in the Regional Office with responsibility for knowledge sharing and providing support to the Country Offices in developing programme interventions in the area of expertise; and liaise with other UNFPA structures for ensuring knowledge transfer across the regions on programmatic area of focus or on matters related to countries under his/her responsibilities; and
  • Maintain and foster partnerships with UN agencies and other partners in UNFPA focus areas for advancement of knowledge.

*Technical representation and collaboration:*

  • Liaise with the Team/Practice Leader to coordinate the engagement of the regional community of knowledge in technical discussions around the post-2015 development agenda and the linkages between UNFPA calls and the broader development agenda;
  • Assist in the development of partnerships with other organizations in the knowledge and innovation area, with a particular focus on South-South collaboration; and
  • Support national and regional innovative initiatives and activities in the area of access and use of quality data for development for moving the region and the continent into a data revolution.

Programme Management Support:

  • Ensure the sharing of evidence, lessons and tools within and between units, and between partners for increasing effectiveness of regional support towards improving performance of national initiatives and responses;
  • Analyse existing practices for improvement or enhancement and brainstorm with the ESARO management and technical teams to discover new solutions and approaches to old problems;
  • Establish a strategy for creative thinking in the staff in the region and find ways to nurture innovative thinking across the regional programme focus areas;
  • Serve as the ESARO focal point for knowledge management and be accountable for liaising with Knowledge Management/Sharing staff in the HQ Programme Division; and

Carry out any other duties as may be required by the Regional Director or the Deputy Regional Director.

  • 5 years of increasingly responsible professional experience in management and development relevant to population and development, sexual and reproductive health, and gender, of which three at the international level;
  • Ability to catalyse and scope for innovative initiatives that enhance programme quality;
  • Substantive knowledge and practical experience in knowledge management and strategic information management;
  • Experience in programme and/or technical assistance with the UN System;
  • Ability to explain complex ideas and findings in a way that can be easily understood and to work creatively within a budget and use innovation to find ways of more effectively managing resources; and

ORGANIZATIONAL SETTING:

The Deputy Regional Director post is located in one of the UNFPA Regional Offices and reports directly to the Regional Director. The post supports the Director in terms of the day-to-day leadership, programming and representation of the Office. The Region includes Regional, Sub-Regional Support, Area and Country Office structures. The Deputy provides leadership and guidance to the regional team of technical and programme staff and provides leadership to the RO in the absence of the Regional Director.

The Deputy Director represents the Region in internal UNFPA meetings as required with responsibility for building partnerships and coalitions for action under the broad policy guidance of the Director and interacts frequently with the Deputy Executive Directors, Division and Regional Office Deputy Directors, and Country Representatives.

S/He also represents the Region and/or UNFPA at high-level meetings with external partners, donors and stakeholders including senior government officials in programme countries; senior management of donor agencies, and missions in programme countries; global and regional international development Banks; international and regional organizations including Centers of Excellence, IGOs, NGOs, and academic and research institutions. Direct contacts are established and maintained with UN Missions of programme countries and donor countries for both advocacy and resource mobilization.

The Deputy Regional Director has primary responsibility for the following key objectives, which impact on all technical and programme operations across the Region of assignment:

  • Leadership – Support to the Regional Director in the management of the Regional office and leadership of the RO in the absence of the Regional Director
  • Leadership of and guidance to the technical and programme team
  • Oversight of the management of the regional programme
  • Representation and Liaison

The Deputy Regional Director is a member of the Regional Director and Deputy Directors Team as well as of the Regional Management Team. S/He also serves as a member of standing committees (e.g. MC/PC).

MAJOR DUTIES AND REPONSIBILITIES

****A. Leadership –Supports the Regional Director in the management of the Regional office, in close collaboration with the Operations Manager; provides leadership to the RO in the absence of the Regional Director:****

§ Contribute a regional perspective to the formulation of UNFPA policies, strategic plans and strategies in close collaboration with the Regional Management Team (RMT) and in consultation with the Regional Desk Adviser;

§ Within the Regional Management Team promote the development of region-specific strategies; ensures synergies between regional programme and country level activities for the Regional Director’s approval;

§ Ensure the preparation of various reports (e.g., annual report, reports to the Executive Board, responses to the Board of Auditors, etc.) by responsible managers / advisers;

§ Coordinate review and analysis of Country Office Annual Reports (COARs) and identify critical issues for follow up; and

§ Provide leadership to Regional programmes and operations in the absence of the Director.

****B. Operational – Oversees the management of the regional programme, ensures the coherence of all programme activities in the Region with corporate priorities and ensures the integration of results based management in all programme activities:****

§ Provide direction and support to regional programme staff in guiding and overseeing the country (e.g., CCA/UNDAF and Joint Programming) and regional programming processes in all phases to ensure coherence with organizational/national/regional priorities and development frameworks as well as consistency with principles of results based management;

§ Enhance the integration of technical and programme support to promote seamless, effective aid assistance within the region;

§ Provide direction and support to regional programme staff in guiding and supporting Country Offices on programme management ensuring proper application of UNFPA policies and procedures;

§ Oversee management of programme resources and advise the Regional Director on allocation of resources; monitor and periodically brief the Regional Director on status of programme implementation; undertake field monitoring visits;

§ Support management of UNFPA response to humanitarian crises in the region in consultation with HRB; and

§ Support and coordinate Country Office resource mobilization efforts through contacts with UN Missions/RMB; facilitates special resource mobilization events.

C. Management of resources –Provides leadership and guidance to the technical and programme team, and, with support from the Regional Team Coordinator, ensures integrated, adequate, quality and timely support to the country offices:

§ Support the Regional Director in all aspects of programme budget, finance and staff management.

§ Collaborate with the Operations Manager to consolidate/coordinate the preparation of Regional Annual Office Management Plan (OMP);

§ Coordinate and manage Regional output;

§ Promote a team-based, harmonious working environment that recognizes initiative, openness and performance;

§ Supervise the Regional Team Coordinator and the technical and programme staff, providing necessary coaching and quality assurance;

§ Promote effective information/knowledge sharing across the region; and promote opportunities for collaboration as well as staff development at all levels;

§ Liaise with Country Offices to ensure that Management Audit recommendations are addressed;

§ Support the Regional Director in assessment of RC performance; collaborate with DHR/Division Director in obtaining information on the suitability of RC candidates; coordinate briefing/orientation of newly selected RCs;

§ Provide input to the performance appraisals of UNFPA Representatives and Deputy Representatives;

§ Liaise closely with DHR, the Regional Director and the Operations Manager to ensure that staff management issues are adequately addressed, and are in line with the vision of the HR Strategy and UNFPA policies and procedures; and

§ Ensure an ethics-based approach to management of all human and financial resources.

E. Representation – In close coordination with the Director, ensures the Region is represented as one voice:

· Liaise with HQ, primarily with the Regional Desk Adviser and the Directors of the Technical, Programme and IERD Divisions;

· Serve as a member of the Regional Director and Deputy Director teams;

§ Represent the Region/participate in various inter-agency and inter-divisional forums; is member of UNFPA standing committees;

§ In coordination with the Regional Director, advocate for new programme initiatives and conduct resource mobilization efforts; and

§ Maintain contacts with UN Missions of programme and donor countries.

****ESSENTIAL QUALIFICATIONS AND EXPERIENCE:****

  • Advanced University Degree (MA or MS) in one of the Social Sciences, including Public Health, Sociology, Demography, Gender, International Relations, Economics, International Development, Public Administration, Management or a related field.

· 15 years of increasingly responsible professional experience in public administration and international development of which 10 years in the field of population and development at the international level;

· Strong track record of leadership in development programmes;

· Proven ability to lead, develop and motivate a diverse team of technical and programme specialists to achieve demonstrable results;

· Extensive network within the development community;

  • Excellent communication skills in speaking and writing in English and French; knowledge of another UN language is an asset;
  • Field experience essential.

The Deputy Regional Director post is located in one of the UNFPA Regional Offices and reports directly to the Regional Director. The Deputy Director represents the Region in internal UNFPA meetings as required with responsibility for building partnerships and coalitions for action under the broad policy guidance of the Director and interacts frequently with the Deputy Executive Directors, Division and Regional Office Deputy Directors, and Country Representatives.

S/He also represents the Region and/or UNFPA at high-level meetings with external partners, donors and stakeholders including senior government officials in programme countries; senior management of donor agencies, and missions in programme countries; global and regional international development Banks; international and regional organizations including Centers of Excellence, IGOs, NGOs, and academic and research institutions. Direct contacts are established and maintained with UN Missions of programme countries and donor countries for both advocacy and resource mobilization.

The Deputy Regional Director has primary responsibility for the following key objectives, which impact on all technical and programme operations across the Region of assignment:

MAJOR DUTIES AND REPONSIBILITIES

****A. Leadership –Supports the Regional Director in the management of the Regional office, in close collaboration with the Operations Manager; provides leadership to the RO in the absence of the Regional Director:****

§ Contribute a regional perspective to the formulation of UNFPA policies, strategic plans and strategies in close collaboration with the Regional Management Team (RMT) and in consultation with the Regional Desk Adviser;

§ Within the Regional Management Team promote the development of region-specific strategies; ensures synergies between regional programme and country level activities for the Regional Director’s approval;

§ Ensure the preparation of various reports (e.g., annual report, reports to the Executive Board, responses to the Board of Auditors, etc.) by responsible managers / advisers;

§ Coordinate review and analysis of Country Office Annual Reports (COARs) and identify critical issues for follow up; and

§ Provide leadership to Regional programmes and operations in the absence of the Director.

****B. Operational – Oversees the management of the regional programme, ensures the coherence of all programme activities in the Region with corporate priorities and ensures the integration of results based management in all programme activities:****

§ Provide direction and support to regional programme staff in guiding and overseeing the country (e.g., CCA/UNDAF and Joint Programming) and regional programming processes in all phases to ensure coherence with organizational/national/regional priorities and development frameworks as well as consistency with principles of results based management;

§ Enhance the integration of technical and programme support to promote seamless, effective aid assistance within the region;

§ Provide direction and support to regional programme staff in guiding and supporting Country Offices on programme management ensuring proper application of UNFPA policies and procedures;

§ Oversee management of programme resources and advise the Regional Director on allocation of resources; monitor and periodically brief the Regional Director on status of programme implementation; undertake field monitoring visits;

§ Support management of UNFPA response to humanitarian crises in the region in consultation with HRB; and

§ Support and coordinate Country Office resource mobilization efforts through contacts with UN Missions/RMB; facilitates special resource mobilization events.

C. Management of resources –Provides leadership and guidance to the technical and programme team, and, with support from the Regional Team Coordinator, ensures integrated, adequate, quality and timely support to the country offices:

§ Support the Regional Director in all aspects of programme budget, finance and staff management.

§ Collaborate with the Operations Manager to consolidate/coordinate the preparation of Regional Annual Office Management Plan (OMP);

§ Coordinate and manage Regional output;

§ Promote a team-based, harmonious working environment that recognizes initiative, openness and performance;

§ Supervise the Regional Team Coordinator and the technical and programme staff, providing necessary coaching and quality assurance;

§ Promote effective information/knowledge sharing across the region; and promote opportunities for collaboration as well as staff development at all levels;

§ Liaise with Country Offices to ensure that Management Audit recommendations are addressed;

§ Support the Regional Director in assessment of RC performance; collaborate with DHR/Division Director in obtaining information on the suitability of RC candidates; coordinate briefing/orientation of newly selected RCs;

§ Provide input to the performance appraisals of UNFPA Representatives and Deputy Representatives;

§ Liaise closely with DHR, the Regional Director and the Operations Manager to ensure that staff management issues are adequately addressed, and are in line with the vision of the HR Strategy and UNFPA policies and procedures; and

§ Ensure an ethics-based approach to management of all human and financial resources.

E. Representation – In close coordination with the Director, ensures the Region is represented as one voice:

· Liaise with HQ, primarily with the Regional Desk Adviser and the Directors of the Technical, Programme and IERD Divisions;

· Serve as a member of the Regional Director and Deputy Director teams;

§ Represent the Region/participate in various inter-agency and inter-divisional forums; is member of UNFPA standing committees;

§ In coordination with the Regional Director, advocate for new programme initiatives and conduct resource mobilization efforts; and

§ Maintain contacts with UN Missions of programme and donor countries.

****ESSENTIAL QUALIFICATIONS AND EXPERIENCE:****

  • Advanced University Degree (MA or MS) in one of the Social Sciences, including Public Health, Sociology, Demography, Gender, International Relations, Economics, International Development, Public Administration, Management or a related field.

· 15 years of increasingly responsible professional experience in public administration and international development of which 10 years in the field of population and development at the international level;

· Strong track record of leadership in development programmes;

· Proven ability to lead, develop and motivate a diverse team of technical and programme specialists to achieve demonstrable results;

· Extensive network within the development community;

  • Excellent communication skills in speaking and writing in English and French; knowledge of another UN language is an asset;

The Health Systems Specialist post is located in the Regional Office for East and Southern Africa. S/He reports directly to the practice leaders for Sexual and Reproductive Health and Rights (SRHR) under the overall leadership of the Deputy Regional Director who provides overall leadership, and receives input from the Programme and Policy Advisers on the overall programme strategy. S/He is part of an inter-disciplinary team, which provides technical, policy, programme support and guidance to the regional programme and to countries in the regional cluster in an integrated and coordinated manner under the coordination of the Practice Leader SRHR.

MAJOR DUTIES AND REPONSIBILITIES

A. Provide Guidance on Policy and Programme Development and Implementation

-Assist in co-ordination of the planning and delivery of integrated policy, programme and technical support and advice to Country Offices (COs) in the programming process;

-Technically support country office planning and implementation processes regarding health systems’ strengthening to increase access, uptake and monitoring of quality SRHR services and with a specific focus on HRH and health financing;

-Assist in policy dialogue and development within the region to further the advancement of the ICPD-PoA and health system strengthening;

-Contribute to the development and management of the regional programme, while ensuring complementarily between the regional programme and the needs, realities and activities at the country level, particularly where health system strengthening is concerned;

-Foster partnerships at regional and country level with the aim of strengthen health systems and advancing SRHR through a coordinated approach.

-Generate advocacy and policy arguments around the economic and health financing cases for investing in SRHR and HSS;

-Support countries develop health financing strategies and HRH strategies as relates to SRHR

B. Capacity development

-Assist countries offices in assessing further potential to strengthen health systems for better SRHR outcomes.

-Support the development and implementation of a capacity development strategy for the region, placing special emphasis on capacity in the area of health system strengthening;

-Identify capacity building needs of the country offices with regard to health system strengthening and follow-up through organization of capacity building activities with country office staff, national counterparts, and civil society partners; and

-Identify and support national and international experts and institutions in providing technical support to countries in the various areas of health system strengthening;

-Coordinate with other UN agencies, the provision of technical and programme assistance in the region and capacity development initiatives.

C. Monitoring and Oversight

-In coordination with the M&E adviser in the Regional Office (RO), and with regard to health system strengthening and SRHR, support the COs in the development and implementation of result****s****-based indicators and plans to monitor, evaluate and follow-up;

-Monitor and provide oversight to the development of key programme or management related documents from the assigned COs (e.g. Office Management Plan (OMP), Annual Work Plan (AWP), Country Office Annual Report (COAR), and evaluation reports, Annual reports of UNRCs, etc.) to keep abreast of country situation and progress, to identify areas for support by RO and to advise Regional management of issues, opportunities, and/or required interventions;

-Assist in the development of periodic progress reports on the regional programme, especially where health system strengthening is concerned.

-Participate in field missions related to planning, monitoring, and evaluation assistance to country programmes and regional programme initiatives;

D. Knowledge Management:

-Prepare briefings for the RO Deputy Director, Programme and Policy Advisors and COs on issues related to health systems’ strengthening at country and regional level;

-Support and assist the assigned COs to identify opportunities or lessons learned/best practices in the region with regard to efforts aimed at advancing SRH outcomes by strengthening health systems;

-Consolidate CO documentation on lessons learned/best practices in the region and ensure that these are incorporated into the UNFPA knowledge sharing system;

-Liaise with the Technical Division (TD) & Programme Division (PD) to ensure that state-of-the-art, global technical and programming knowledge and lessons learned/best practices are available for use in countries to improve the effectiveness of UNFPA programmes;

****E. Carry out any other duties as may be required by the Office of the Regional Director or by the Regional Deputy Director.****
