Sierra Leone: POSITION: Infection Prevention and Control Nurse Mentor Ebola

BACKGROUND: The International Rescue Committee, one of the world's largest humanitarian agencies, provides relief, rehabilitation and post-conflict reconstruction support to victims of natural disaster, oppression and violent conflict in 42 countries. The Ebola outbreak in West Africa is unprecedented in scale and in the response required. No previous outbreak has had as many confirmed cases, or as wide of a geographic spread. The situation is complicated by the porous nature of the regions' borders, inaccessibility of the terrain and the presence of multiple active sites of transmission. The outbreak in Sierra Leone started in May 2014 and has rapidly spread due to pourous borders, insufficient contact tracing, community fears and misperceptions.

Currently the IRC is the lead organziaiton in the Ebola Response Consoritum (ERC) comprised of ten international NGOs. We are currently starting a project to support improved Infection Prevention and Control (IPC) at government hospitals. The IRC will directly implement this project to support the government hospitals in Bo, Kenema and Kono districts.

SCOPE OF WORK:

The IPC Nurse Mentors will work in collaboration with their MoHS colleagues to improve IPC practices and structures within government hospitals. The MoHS is currently electing a IPC focal person for each government hospital and will have IPC committess established in all hospitals. The IPC Nurse Mentor will support this new structure, mentoring the MoHS IPC focal person, and serving as a Co-Chair of the IPC hospital committee.

The IPC Nurse Mentor will be responsible for mentoring the MoHS IPC focal person, and working with the hospital management team to plan, develop, implement and evaluate infection prevention and control within the hospital leading trainings for staff in the hospital.

RESPONSIBILITIES

  • Particiapte in the national IPC in hospital working group and contribute towards SOPs and training manuals
  • Conduct IPC trainings with the MoHS IPC focal person for hospital staff
  • Work with MoHS colleagues to implement IPC practices
  • Conducts rounds in hospital wards, discussing and montiroing infection control practices with staff
  • Supports the managmenet of infection control data, and investigates all incidents of infection and reports on incidents to the hospital IPC committee.
  • Support the hospital management team to identify IPC incidents and investigate, as well as develop and implement improvement plans
  • Co-chair the hospital IPC committee

REQUIREMENTS (Essential):

  • Registerd Nurse (RN) or Nurse Practitioner (NP)
  • 3-5 years clinical exerpeicne in a hospital setting
  • Previous experience of working in an African setting
  • Technical expertise in infection, prevention and control
  • Demonstrated experience in implementing IPC practices and systems improvement, ideally in a low resource setting
  • Demonstrated experience working with multiple partners and stakeholders
  • Strong interpersonal and verbal communication skills
  • Experience in training and mentoring

REQUIREMENTS (Desirable):

  • Masters in Public Helath (MPH)
  • Basic data analysis skills

Sierra Leone: Infection Control Specialist

Description

GOAL is seeking an Infection Control Specialist with expertise in infectious disease specific outbreak response measures to work as part of its Ebola Response team in Sierra Leone. The post holder will in particular provide oversight to ensure that all infection control measures are in place as per protocols in the Ebola Treatment Centre (ETC) in port Loko and will also ensure that GOAL is continuing to monitor the outbreak in the surrounding community and ensuring that the GOAL response is linked in to evolving trends in the outbreak in the surrounding community.

Duties and Responsibilities

Epidemiology and Surveillance:

  • Apply epidemiologic principles and statistical methods, to analyze trends and risk factors, in the Port Loko community for Ebola transmission.
  • Conduct on-going surveillance of the outbreak and report on disease trends and outcomes in the ETC facility and at community level.
  • Evaluate the effectiveness of the ongoing surveillance plan and modify as necessary.
  • Make recommendations on how GOAL can ensure that the ETC is linked in with relevant community response mechanisms around Ebola.
  • Document key issues in relation to trends in the outbreak in the surrounding community as well as lessons learnt and or positive practices innovations both within the ETC and at community level.
  • Ensure that there is a link between the ETC and community leaders in order to promote acceptance and understanding of the role of the ETC within the community.

Infection Control in the ETC

  • Ensure that infection control protocols and SOPs are in place in the ETC and that these are updated regularly.
  • Working closely with ETC trainers ensure that trainings are regular and appropriate
  • Plan and oversee risk assessments for all cadres of staff working the ETC and in the community
  • Provide advice to burial teams on how they can ensure minimal risk of infection in the community and promote community acceptance of their work.
  • Participate in quality/performance improvement activities by assessing, monitoring, and measuring infection control standards on an ongoing basis and working with the overall ETC manager to ensure that all staff are familiar with relevant protocols and SOPs.
  • Ensure that any near misses or sub-optimal practices are documented as part of ongoing risk management and that identified issues are addressed immediately.
  • Ensure that weekly Infection Control Meetings are in place for the senior management team of the ETC, the Infection Control Specialist will also be responsible for ensuring that any agreed improvements are put in place or that protocols are updated as agreed from these meetings.
  • Serve as a knowledgeable and available resource on infection control practices and policies to families of patients, clinical staff, community leaders and GOAL support staff.

Ebola Testing Laboratory

  • Ensure that laboratory testing and sample transportation procedures are in line with agreed protocols.
  • Ensure that Laboratory testing procedures are regularly updated and revised.
  • Ensure that the training for laboratory staff on testing techniques and infection control is appropriate and best practice.
  • Ensure that appropriate record keeping is in place in the laboratory and that testing reports are in place and being shared with relevant partners as required.

Requirements

  • Higher level degree in infection control, public health or epidemiology
  • Experience of working with communities on disease surveillance and or outbreak investigation.
  • At least 5+ years working in the area of infection control and disease surveillance with ideally some of this time spent overseas in a development country or humanitarian context.
  • Experience of staff training in infection control and of development of Infection Control protocols.

FUNCTIONS AND RESPONSIBILITIES

The coordinator is aware of the risks involved in working in the ETC.

The coordinator follows all regulations concerning infection control and protective measures.

General responsibilities:

Responsible for all water, hygiene and sanitation issues linked to the outbreak intervention.

Trains and educates staff of the hospital and other health structures in the affected area with respect to ETC and watsan related issues.

Takes every opportunity to inform and sensitise the population when working in the field.

Attends and participates actively in weekly staff meeting.

Attends and participates actively in the Task Force meetings.

Advises the hospital authorities on general health care waste issues.

Monitors and orders stocks of cleaning and disinfection material.

Coordinates with the Hospital Directo for the monitoring and ordering of PPE, and other materials.

Human Resource Management:

Provides technical support to other watsan staff (local & expatriate).

Supervises and guides the Ebola ward support staff.

Supervises and guides the mobile teams.

Prepares and adapts job descriptions according to the needs.

Water, Hygiene and Sanitation:

Ensures that safety procedures are implemented in all outbreak control activities.

Ensures that sufficient good quality water is available in the ETC

Ensures that sufficient quantities of chlorine solution are always available.

Ensures that latrines and bathing areas are well maintained, and cleaned and disinfected properly.

Ensures that staff and patients are following the protection regulations

Ensures that waste is collected, handled, transported, and disposed of safely and according to the protocols.

EXPERIENCE

At least two years’ water, sanitation and hygiene coordination experience of international or emergency cooperation projects are required.

Previous experience in similar emergency work, especially in Africa shall be valued.

GENERAL FUNCTIONS

· Assist the ETU Medical Coordinator and the IOM Infection Control Officer in the implementation of country-wide adopted guidelines/standard operating procedures on infection prevention and control (IPC) in the assigned Ebola Treatment Unit of assignment (ETU).

· Supervise ETU-based Infection Control Safety Monitors to ensure strict application of IPC measures, including all measures to prevent the nosocomial spread of EVD to staff and public, prevention of environmental contamination, and safety of staff and public throughout all activities of ETUs, such as admission, triage, in-patient care, disposal of waste, burials, interaction with public and communities.

· Liaise with IOM Infection Control Officer on a daily basis to ensure that adopted practices in the ETU are in line with effective practices and standards.

· Provide ongoing training of ETU staff, control, supervise, amend and reinforce effective infection control practices (quality assurance) at all stages of ETU activities to protect staff, patient and public and avoid the spread of the infection.

· Investigate relevant incidents; provide ad-hoc and periodic reports and evaluation of results.

· Other duties as assigned.

ESSENTIAL EXPERIENCE

Education

University Degree in Medicine or Nursing from an internationally accepted institution, with advanced degree or extensive experience in public health; or postgraduate training in infectious diseases, or microbiology with training in infection control;

Work Experience

A minimum of 10 years’ experience in the implementation of infection control programs. Experience in humanitarian crisis, natural disasters, infectious diseases and resource poor settings are beneficial.

Key Competencies

Excellent communication skills; demonstrated management skills, monitoring, ability to effectively lead a team; ability to implement procedures effectively in a rapidly changing environment; ability to make effective decisions under time pressure; ability to work effectively and harmoniously a multi-disciplinary health care team.

Background on the Project

For this requirement CTG Global is required to provide Foreign Medical Teams (FMT) in support of the Ebola crisis in Liberia. Staff will be require to provide clinical management functions of Ebola Treatment Units (ETU) across Liberia.

Monrovia urgently requires at least 1,000 ETU beds (currently there are only 240 ETU beds set up in Monrovia), while Freetown and its surrounding areas require a minimum of 250 as soon as possible (currently there are 15 ETU beds in Freetown).

The level of care offered inside the ETUs, while basic (especially in the first phase), will encourage families to bring loved ones forward for isolation and care.

Job Description
