South Sudan: Site Improvement Planner

The Danish Refugee Council (DRC) is looking for a Site Improvement Planner with overall responsibility to define general camp/PoC layout and ensure the physical demarcation is implemented, and to provide technical support to the other agencies/contractors when necessary.

Since the outbreak of violence in South Sudan in December 2013, fighting has continued despite several attempts at a peace agreement. Currently 1.4 million people have been displaced from their homes and tens of thousands killed. 95,000 civilians are currently seeking refuge inside UNMISS bases across the country. DRC has been working, since the start of the crisis, providing camp management in three locations, Bentiu in Unity State, Malakal and Melut in Upper Nile states. In addition to this DRC is managing refugee camps in Ajoung Thok, Unity State and Maban, Upper Nile State.

About the job

The Site Improvement Planner, under the management of the Camp Manager and in close collaboration with the Camp Operation Manager, has the responsibilities to define the general camp/PoC layout and ensure the physical demarcation is implemented, in coordination with other agencies. All physical work/infrastructure construction occurring in the camps/PoCs are coordinated/ regulated in respect to general camp layout. This position is also supervised and monitored by the contractors and/or other agencies responsible for implementing site planning/layout and drainage related work. In terms of reporting, the Site Improvement Planner provides the regular technical reporting and updates to his/her line manager and other stakeholders (CCCM cluster/UNMISS). He/she also provides the technical support to the agencies/contractors, problem identification and solving.

Duties and Responsibilities

Participation in the design of general camps/PoCs layout and produce/update mapping:

· Provide data and information about humanitarian services that should be integrated in the camp layout

· Support and participate in technical planning working groups

· Supervise and manage field teams doing the physical demarcation on site

· Provide general mapping of camp layout and identify strategic infrastructure (hospital, school, latrines, etc.)

· Train GPS data collection and monitor and keep an updated database of these

· Ensure that appropriate counterparts and stakeholders are consulted on all works (e.g. community representative).

Coordinate and regulate work and construction of infrastructure:

· Act as a focal point for all land requests for construction of infrastructure; put system in place to record, liaise and support agencies land requirements

· Ensure coordinated assessment of land is done before prior decision to provide new plot

· Provide and ensure land/earth work requirements are respected (e.g. avoid impact on drainage and road)

· Coordinate between contractors and UNMISS engineering section.

Supervise agency and/or contractor implementing the site planning work:

· Manage the planning and implementation of site works

· Monitor the progress of works according to contract schedules, specifications, and project plans

· Provide support and guidance to contractors and assist in resolving site problems as necessary

· Follow up at project sites in order to identify problems, and propose appropriate solutions through application of sound engineering standards in consultation with the camp manager.

Monitoring and reporting; In charge of all technical reporting as required:

· Prepare on a weekly basis progress reports for the camp manager on construction activities according to the agreed timeframe of works

· Supervise local contractors assigned to the project, and assign and monitor contractor’s duties during the works

· Maintain diaries and compile periodic reports and any specific reports required by the camp manager

· Develop and maintain a database of the available items shipped and delivered to the project

· Assess the work activities of contractors, measure completed work, and make recommendations to the camp manager for payments to contractors.

About you

To be successful in this role you must have:

Mandatory qualifications:

· Degree or higher level in civil engineering/site planning

· 5 years of experience in similar position in humanitarian sector and/or private sector

· Proven experienced of directly conducting and monitoring field work (supervising heavy machinery operator, etc.)

· Proven experience in coordinating multiple stakeholders, preferably in a camp settings

· Proven experience in building infrastructure and roads, bridges and culvert, as well as basic semi-permanent structure

· Proficient in GPS data recording and mapping

· Fluent in spoken and written English

· Experience in working in an insecure area with limited recreational facilities.

Preferable qualification:

· Prior experience in South Sudan

· Prior experience with DRC

· Prior experience in working in camp settings

We offer

Senior HIV Programs Quality Improvement Technical Advisor

General Roles and Responsibilities Include to:

  • Coordinate the development of consultative, multi-sectoral processes and structures for the implementation of continuous quality improvement (CQI) activities in Botswana.
  • Establish and revive quality improvement teams working within health districts
  • Build capacity of health care workers to operationalise quality management

Qualifications, Skills and Knowledge

  • At least a Masters in Public Health (MPH) or equivalent, with minimum of fifteen (15) years experience working with quality improvement, and/or M&E related to HIV and AIDS prevention, care and treatment.
  • Experience working at the National-level on health programs.
  • Clear understanding of HIV and AIDS programs in Botswana
  • Excellent problem-solving, decision-making, organizational and communication skills; with ability to prioritize multiple tasks and work effectively in a demanding environment.
  • Demonstrated ability to work both collaboratively and independently.
  • Ability to analyze and interpret data and write reports.
  • Fluency in English and Setswana
  • Possession of a PhD in Public Health or equivalent with similar experience will be an added advantage.

Division & Project Overview:

The USAID Applying Science to Strengthen and Improve Systems (ASSIST) Project is a new project dedicated to improving health, population and nutrition services through technical support to service delivery institutions, country Ministries of Health, USAID country missions, and cooperating agencies. The new project carries on the work of the USAID Health Care Improvement Project (http://www.hciproject.org) in global advocacy, development, and promotion of cost-effective methods to design and improve health care services and systems in low- and middle-income countries.

An important global objective of the ASSIST Project is knowledge management: to facilitate documentation and sharing of evidence for improvement of specific care processes, based on the work of individual QI teams, large-scale improvement efforts, and/or research, and to make this information readily available through Web technology.

The ASSIST Project is managed by URC’s Quality and Performance Institute (QPI). Through QPI, URC has implemented quality improvement and operations research programs in health care since 1981 and continues to be at the cutting edge of health care improvement work in countries around the world.

Roles and Responsibilities:

Reporting to the Quality Improvement Advisor – OVC, the job holder will provide support to OVC partners in implementation of the OVC quality improvement activities including but not limited to training, coaching and mentoring, report writing. He/ She will also in collaboration with USAID partners and the Ministry of Gender Children and Social Development liaise with the QI Advisor to ensure that all activities are aligned with the vision and objectives of the OVC Program.

Duties and Responsibilities:

· Develop and implement monthly plans as per the USAID ASSIST OVC QI work plan

· Support activities of institutionalization of quality improvement in the Ministry of Gender Labour and Social Development OVC structures

· Support and facilitate the training and formation of OVC QI teams to improve provision of services based on national quality standards for protection, care and support of OVC

· Efficiently organize and carry out coaching visits to OVC QI teams to - their ability to identify and solve problems in OVC service delivery and learning sessions for teams to share and learn

· Support QI teams to conduct monthly data collection, analysis, use and reporting

· Support QI teams to synthesis and document quality improvement efforts

· Support and participate in OVC partners meetings at national, regional and district levels

· Develop materials for trainings, learning sessions, harvest meetings and coaching visits

· Maintain database for indicators monitored by the QI teams supported

· Prepare and share progress reports on implemented activities in form of biweekly, quarterly and annual reports

· Document success stories arising from the implementation of the activities

Minimum Qualifications:

· A Bachelor’s Degree in Social works or Equivalent, a Postgraduate qualification will be an added advantage.

· Prior experience in quality improvement methods in a social welfare setting.

· Demonstrated strong program implementation and organizational skills.

· Technical expertise in the field of OVC programmes in Uganda with experience of not less than 4 years

· Demonstrated experience of liaising with implementing partners and community-based services to respond to orphans and vulnerable children’s needs

· Good computer skills

Project Background

Women for Women International-Nigeria (WfWI-N) is implementing an eighteen month project funded by the MAC AIDS Fund titled, “HIV/AIDS Curriculum Improvement and Program Enhancement Project.” The overall goal of the project is to increase HIV/AIDS education, testing, and uptake of services among women, through the following key objectives:

• Improve WfWI’s understanding of existing local services and barriers women face in accessing HIV/AIDS services;

• Improve WfWI’s health referral system, particularly for HIV/AIDS treatment and prevention services, in the communities where we work, to better support women’s health needs;

• Update, expand and enhance our existing HIV/AIDS curriculum and training materials based on information gained from the mapping exercise;

• Evaluate the effectiveness of WfWI’s revised curriculum;

• Monitor the progress and challenges of 100 new participants in the WfWI-N 12 month program who will pilot the new Health curriculum.

Objectives of the Work: Curriculum Revision Design and Implementation

To accomplish the key objectives of the “HIV/AIDS Curriculum Improvement and Program Enhancement Project,” WfWI seeks a qualified Consultant to support WfWI to design and implement an assessment of the effectiveness of the new HIV/AIDS curriculum that is being developed under the project and referrals to existing HIV/AIDS services that WfWI-N provides to participants.

The assessment will also enable WfWI to understand the relevance and effectiveness of the revised HIV/AIDS Health curriculum which aims to improve participant’s understanding of HIV/AIDS prevention and treatment, as well as knowledge of available, local resources. It should build off of the data that WfWI-N routinely collects related to health and wellness indicators.

The assessment should provide WfWI with lessons about the health training curriculum, methodology, and delivery to inform additional expansion of these activities to other communities to improve the lives of socially excluded women at risk for contracting HIV/AIDS in Nigeria and other WfWI countries. In cases where the curriculum and delivery fell short of objectives, the assessment should recommend solutions or alternative approaches for future work.

Finally, the assessment will also serve as an excellent opportunity to build the capacity of WfWI-N staff who observe and understand the assessment process.

Scope of Work

Briefing and Desk Review:

At the start of the assessment period, WfWI-N and WfWI-HQ staff will brief the researcher on the specifics of the project, evaluation objectives and scope of work. The evaluator is expected to review all relevant documents to gain understanding of the program and project activities.

Assessment Design and Methodology:

The consultant will finalize an assessment design and methodology that incorporates feedback from WfWI-N and WfWI-HQ. It will also specify an appropriate methodology taking into consideration the project timeline, pilot nature of the project, and resources.

Desk Report:

The consultant will submit a desk report that captures the assessment design and methodology, initial findings from a desk review of documents and M&E data and provides an outline of the final report. The report should also specify the schedule and contents of progress reports to WfWI-N and WfWI-HQ.

Field Work:

The evaluator will work closely with WfWI-N to collect data in the field, which will involve travel to Jos, Nigeria.

Final Evaluation Report:

The consultant should produce a final evaluation report that captures results of the assessment. It should incorporate feedback from WfWI-N and WfWI-HQ, and where there is disagreement in interpretation and recommendations, to include those in the report. The final evaluation report will provide detailed insight into the effectiveness of the new curriculum and of the referrals to existing HIV/AIDS services of WfWI-N towards reaching the overall goal of improving HIV/AIDs prevention and treatment in the region.

Qualifications

• Working experience in training in HIV/AIDS education, testing, and uptake of services among women;

• Working experience in West Africa within the public health sector;

• Experienced trainer of trainer;

• Excellent knowledge and experience of appreciative, participatory approaches;

• Have working experience with the poorest of the poor women with low literacy rates;

• Strong communication skills ability to listen to teams and integrate reflection;

• Fluent in English - knowledge of local language would be an advantage.
