Project Summary:
The purpose of this project is to provide technical and advisory services to USAID/OFDA and implementing partners in the areas of project monitoring, evaluation, research, organizational learning, and knowledge management to enable USAID/Sudan to fulfill its performance and evaluation requirements.

Position Summary:
The Administrative Assistant will oversee all logistics related issues for the project; produce reports as required by USAID and MSI, and carry out necessary functions to ensure the proper day-to-day functioning of the office.

Responsibilities:

  • Liaise with national authorities to process visas, police registration, access to diplomatic compound, vehicle registration, and any other official activities for the smooth maintenance of the project.
  • Place local advertisements in media outlets and maintain PO Box.
  • Manage facilities in Khartoum MSI office, put in work requests for vendors, as needed.
  • Daily line management of logistics team, including cleaning and maintenance staff.
  • Manage transporting supplies to and from regional offices and handling supply chain systems.
  • Work with the Chief of Party and Project Manager to maintain the MSI inventory list.
  • Vehicle and fuel management, as per procedures.
  • Liaise with other NGO staff, as appropriate.

Position Summary:
The Finance and Administrative Specialist will manage the field office budget and work hand-in-hand with the Administrative Assistant to ensure the proper functioning of the field office. The Finance and Administrative Specialist may also produce reports as required by USAID and MSI, and may carry out other functions to ensure the proper day-to-day functioning of the field office.

Responsibilities:

  • Manage all administrative systems and procedures necessary for the implementation of technical and administrative activities related to the project.
  • Serve as Field Office Accountant in project bookkeeping in the QuickBooks accounting platform and coordinate with the Home Office.
  • Operate and coordinate administrative tasks and ensure overall compliance with MSI, USAID, and Sudanese Government policies and procedures by all staff.
  • Manage personnel files, contracts and related materials for all field staff.
  • Maintain electronic and physical files in an organized and up to date manner in collaboration with the Administrative Assistant.
  • Prepare documents and correspondence related to staff and other administrative processes.
  • Develop and maintain a database for all personnel contracts.

  • Attend to requests made by the Chief of Party.
  • Draft correspondence, pensions, suspensions, and other administrative documents, as needed by suppliers and third parties.
  • Manage field office accounts in order to ensure accurate, timely, and reliable financial statements.
  • Produce accounting and financial reports requested by MSI Head Office.
  • Track the local budget, as guided by the COP.
  • Prepare “Check Request Forms,” for presentation to the COP for approval and signature.
  • Prepare financial statements along with the respective supporting documentation, such as explanatory notes, as requested by the tax and audit administration of the GOC.
  • Generate official documentation to support balances and declarations to be presented.
  • Prepare checks for payments to local vendors.
  • Maintain constant communication with the Administrative Assistant regarding management and accessibility of all financial resources in order to comply with established regulations.

Qualifications:

  • Bachelor’s degree from an accredited academic institution in finance, accounting, or a related field.

Although Senegal is not considered as an emergency country, over the past 2 years it had to face significant humanitarian situations due to diverse emergencies. The 2010/2012 Sahelian nutritional crisis has hit Senegal significantly with increased Malnutrition in the Northeastern parts of the country. The results of the 2010 DHS results have shown that stunting rate among children under-five has increased from 16% to 27% while wasting prevalence has risen from 7% to 10% since 2005. In 2012, data from a SMART survey have revealed that wasting prevalence among children under-five was still high – at 9% - while 17% of them were stunted. Studies have also highlighted a deterioration of household food security over the last few years thus impacting on resilience capacity of households.

In addition to the above, the country is susceptible to humanitarian crises due to droughts, floods, diseases outbreaks. In an environment susceptible to disasters, it is imperative to maintain a preparedness capacity and ensure optimal monitoring of humanitarian response performance.

The Humanitarian Performance Monitoring Specialist will support the Senegal Country Office in monitoring its performance in emergency responses implementation; keep management informed on performance of the nutrition crisis response and other relevant emergency response efforts through regular Sitreps preparation, identification of programmatic and funding gaps and bottlenecks. It will also support resource mobilization efforts for humanitarian responses through regular interactions with the UN Humanitarian Team, the UNICEF WCARO Emergency team; and facilitate reporting to RO, HQ and donors by providing relevant data on emergency programme implementation progress and performance. NUMBER/LEVEL OF POSTS SUPERVISED: None Main Duties/Responsibilities:

Planning & Overview of M&E

· Support CO in developing and using a corresponding, well-prioritized, and realistic plan for needs assessment, monitoring and evaluation activities, that will serve to strengthen the management of the national humanitarian response, including tracking and assessing Unicef’s distinct contribution.

· Where Unicef serves as the lead agency (equivalent of cluster lead role), support Unicef’s overall strategy ensuring that needs assessment/PM/IM systems support and feed into national systems as possible.

· As necessary engage with HCT/OCHA in ensuring inter-agency reporting/info request are streamlines and not duplicative of Unicef systems.

Performance Monitoring

· Establish adapted systems for high frequency estimates of programme coverage in relation to the Response Plan targets (e.g. monthly/quarterly depending on context)

· Ensure the existence of systems for regular partner’s reporting against a limited set of key performance indicators (output).

· Support Unicef-led clusters in negotiating key performance indicators and systems for monitoring and reporting.

· Establish and maintain a focused and higher frequency/coverage approach to field monitoring across Unicef-supported programming to ensure the availability of adequate data on quality of programming (use of supplies, implementation bottlenecks, equity of access, do no harm, engagement with local capacities.

· Where Unicef is the leader in coordination, establish and maintain regular assessment of Unicef CLA performance in cluster coordination.

Information Management

Support information dissemination and management as needed and especially where common cross-cluster systems are operational.

BACKGROUND

The creation of the African Union in 2012 has allowed it to play a larger and evolving role in resolving African problems and crises. Over the last twelve years, the AU has assumed roles and responsibilities much wider in scope and complex in nature, including leading efforts to mediate and settle crises in many countries (Sudan, Somalia, Uganda, Sierra Leone, Liberia, Côte d’Ivoire, Guinea, Central African Republic, south Sudan, DRC, Mali, etc.).

The AU has become the principal strategic entry point for the UN and other international organizations in Africa. To date, more than 47 non-African states, and regional and international organizations are accredited to the AU, including DPKA, DPA, WFP, UNAIDS, UNEP, HCR, OHCHR, ICRC, etc. many international humanitarian organizations have established their representations in Addis Ababa.

As Africa hosts the majority of the current humanitarian crises, and constitutes approximately 70% of OCHA’s global presence, the establishment of OCHA-AU liaison office buttresses cooperation with the AU that is critical in building effective mechanisms and capacity to address the prevailing humanitarian challenges. The Liaison office is therefore central in facilitating the AU interaction with the relevant OCHA Regional Offices and Headquarter Divisions and Branches at the same time working to increase the impact of OCHA collaboration with the AU within the larger United Nations African Union Cooperation Framework for the Ten Year Capacity Building Programme (TYCBP) for the African Union.

ORG .SETTING AND REPORTING

This position is located in the OCHA Liaison Office of the United Nations Office for Coordination of Humanitarian Affairs (OCHA) in Addis Ababa. The Humanitarian Affairs and Liaison Officer will report to the Head of Office. She/he will lead a small OCHA Unit hosted seconded to the African Union.

RESPONSIBILITIES:

Within delegated authority, under the direct supervision of the Head of Office (HoO) and in coordination with the relevant OCHA HQ, Field and Regional Offices in Africa, the Humanitarian and Liaison Affairs Officer is responsible for the Humanitarian Affairs and Liaison Officer will be responsible for the following duties:

  1. Provide professional support to the HoO in performing his/her liaison role with the African Union Commission (AUC) and the Economic Commission for Africa (ECA) including drawing the Head of Office's attention to issues of concern to OCHA in general and to the Liaison office in particular
  2. Under the guidance of the Head of Office, work to strengthen of partnerships with AU, NGO Partners other UN agencies and Red Cross and Government partners. In this regard, incumbent will help identifying and proposing areas of collaboration with these organizations/partners
  3. Assist in promoting strengthened coordination including dialogue and outreach on humanitarian issues with the above stakeholders. In this regard the incumbent, will undertake planning and organization of events or meetings with the relevant departments Sections of the AUC, ECA, UN Agencies, NGO liaison Offices and other partners, including ICRC, diplomatic missions, media, etc.
  4. Facilitate planning and implementing of official missions including visits by HQ or regional missions in connection with the areas of responsibility of the Liaison Office. The incumbent will participate in missions as appropriate and ensures requisite collaboration with the AU and the ECA.
  5. Draft or contribute to the preparation of various information products including written reports, documents and communications. e.g. background papers, briefings, position papers, talking points, presentations correspondence, etc.
  6. Function as the primary focal point and provide secretariat support as OCHA'S contribution to the relevant coordination mechanisms of the AUC and the ECA.
  7. Support the Head of the Office in the preparation of reports including- the monthly note the Emergency, Relief Coordinator and upon request and on behalf of Head of Office, maintains direct links with counterparts in relevant regional field e offices and HQ departments and section:

Sound knowledge of OCHA’s mandate and of Humanitarian coordination tools, process and services is desirable. Demonstrated experience in supporting humanitarian coordination and response in crisis situations resulting from complex political developments or natural disasters in Africa is desirable. Strong understanding, knowledge and/or experience regarding the role and mandates of the African Union including the process governing their relationship with the United Nations and other regional and sub-regional entities particularly in Africa is an advantage. Strong analytical capacity including the ability to quickly analyse and clearly articulate the humanitarian dimension of issues which require Joint/coordinated response from the UN and regional/ sub regional organizations is desirable.

Education:Advanced University degree (Master's degree or equivalent / in International Relations/Studies, Political Science or related field. A combination of relevant academic background at least a first level university decree (Bachelor’s degree or equivalent) and extensive relevant professional experience in a related area may be accepted in lieu of advanced university degree.

Languages:English and French are the working languages of the United Nations Secretariat. For this post, fluency in oral and written English is required. Knowledge of another official United Nations language is an advantage.

RESPONSIBILITIES:

Within delegated authority, the Humanitarian Affairs Officer will be responsible for the following duties:

• Monitors, analyzes and reports on humanitarian developments, disaster relief/management or emergency situations in assigned area.

• Organizes follow-up work, including interagency technical review meetings to support policy development work and decision-making on important issues.

• Drafts and prepares regular situation papers/reports highlighting relevant operational factors affecting the humanitarian situation and response efforts.

Nigeria is the country with the largest GDP of the whole African continent and it is currently living strong internal crisis due to several factors. In the coastal area, tensions are still ongoing, sometimes in a very violent way, and are related to environmental associations and to the kidnapping of several technicians who were working for oil extraction. In the south and in the centre of the country tensions are very strong too, and really violent, especially between farmers and breeders. But the two main issues that are really concerning the humanitarian community are the persistence of malnutrition and food insecurity in the Sahel area in the north of the country and the considerable increase in the fresh wave of attacks of the terrorist movement, the Islamic fundamentalist Boko Aram. In all the states of the North and Centre, but especially in the three states of the North East (Yobe, Borno and Adamawa) where the state of emergency has been declared, there are ongoing attacks in schools, churches, shopping centers, markets and any crowded place. The IDPs are fleeing from the most insecure areas and they are about 700.000, while there are several thousand of refugees in the neighboring countries (Cameroon, Niger and Chad).

Coopi is currently organizing an assessment mission to evaluate a rapid response to the severe nutritional and food security crisis and humanitarian assistance to the IDPs in the areas currently in a state of emergency.
