OVERVIEW OF THE POSITION

Under the direct supervision of the Engineering Team Leader and overall guidance of the Chief Engineer, the Civil Engineer is responsible for planning, scheduling, and supevision of a wide range of construction/repair/maintenance projects at any assigned location in the Mission area in Somalia and submits the progress reports to Engineering Section on a regular basis.

The incumbent travels to the assigned project sites in Somalia to plan and supervise the construction / repair / maintenace projects being executed either by contractors or by scheduling materials, equipment, and tradesmen; monitor progress; enforce code and safety regulations; supervise construction works.

GENERAL FUNCTIONS

Under the direct supervision of the Engineering Team Leader, the Civil Engineer will perform, among others, the following duties and responsibilities:

· Travel to project sites to supervise the contractor works on construction projects and facilities such as buildings, camp sites, roads, and water supply systems, waste water disposal yards, and related structures and other engineering construction activities in the field in the mission area as needed

· Plan construction works by studying approved designs/drawings, ordering labors, materials and equipment

· Review and analyze designs/drawings at work sites for accuracy and feasibility

· Ensure that construction materials and works at project site are in compliance with specifications, established quality standards and as per approved design/drawings and SOR

· Carry out technical tests to ensure and verify construction quality

· Supervise the quality of accomplished work by contractors, ensuring that the projects will be delivered on time as per agreement

· Record and verify the completed works and submit the completion report to engineering team leader

· Record contracts’ invoices and take corrective action as necessary

· Submit progress reports during the implementation of construction projects as required

· Perform other tasks as assigned by the Engineering Team Leader / Chief Engineer

ESSENTIAL EXPERIENCE

Education

· At least a Bachelor’s Degree in the field of Civil / Structural Engineering or Architectural or related field.

Work Experience

· At least eight (8) years of professional working as a Civil Engineer including a minimum of 2 years of experience to supervise construction projects.

Key Competencies

· Planning and Organizing – proven ability to plan, organize and prioritize projects in addition to having an eye for detail and able to put ideas into a tangible form

· Technology Awareness – knowledge, understanding and significant practical experience in using IT in design and project management in addition to using software package such as Computer Aided Design (AutoCAD) and MS Projects.

· Teamwork – good interpersonal skills, demonstrated ability to develop and maintain effective working relationship with colleagues and subordinates in a multi-cultural/ ethnic environment with sensitivity and respect for diversity

· Communication – ability to successfully communicate conceptual ideas and design rationale. Ability to produce progress reports on construction works.

· Languages – good written and oral command of English

COUNTRY PROGRAM MISSION

The American Refugee Committee seeks to establish an Ebola Treatment Unit (ETU) in Liberia. The ETU will be a high-capacity, isolated unit with up to 30 beds, which will require the oversight of approximately 125 staff, over a period of 6-9 months. Given the magnitude of the need, the plan is to set up the ETU immediately. Staff safety is an absolute priority and strict adherence to infection control procedures will be undertaken to protect staff. Given the tedious nature of the work, personal protective equipment which must be worn at all times in the heat and need for strict adherence to infection control protocols, staff will have ample rest time.

PRIMARY PURPOSE OF THE POSITION

The Site Engineer will support the ETU staff in maintaining the ETU facilities according to established guidelines to ensure that quality care is maintained and to prevent further transmission of Ebola both within and outside the ETU.

MAJOR AREAS OF ACCOUNTABILITY
PRIMARY DUTIES/RESPONSIBILITIES

Assessment

• Provide WASH expertise in technical needs assessments and analysis at health care facilities, and surrounding communities.
• Conduct initial rapid assessment of current situation in collaboration with health care facility management and staffs, and affected population; determine priorities and immediate activities and resources.
• Represent ARC to stakeholders and Governmental and non-Governmental agencies, including relevant Ministries and Cluster.
• Assess in-country resources and capacities (human, material and financial) for response with relevant staff and agencies.

Program Design

• Define scale, aims and objectives of the overall WASH response at health care facilities in accordance with relevant standards.
• Design appropriate, where and as necessary phased, technical interventions to ensure safe and high quality health care delivery at facilities, including in preparation for and during infectious disease outbreak response
• Select and design adequate water supplies for health care facilities including source selection (ground water, surface water), abstraction, storage, treatment and distribution for new systems and/or the rehabilitation of old systems.
• Select and design the most appropriate form of sanitation system (to include excreta disposal, vector control, health care waste treatment and disposal, drainage) taking full account of local conditions, resources, customs and cultural norms.
• Ensure that issues of protection, gender, infection control, environmental protection, operation and maintenance and sustainability are factored into the program design.
• Ensure WHO minimum standards both qualitative and quantitative are considered and any departures documented.
• Develop letters of intent, concept papers, budgets and proposals in respect of the above.

Response Management and Implementation

• Plan and manage WASH interventions at health care facilities in a phased and prioritized manner with full consultation and co-ordination with relevant ARC staff and other agencies both governmental and non-governmental.
• Organize with the logistics and finance departments materials and support needed for all activities.
• Build a technical support team that has the capacity to respond to outbreaks, and assist in hiring and training as needed.
• Design and develop appropriate supervisory, monitoring and evaluation systems for WASH interventions.

Representation and Coordination

• Provide regular updates to supervisor and team on progress, priorities and constraints – verbally and in writing.
• Represent ARC to governmental and non-governmental groups as needed and agreed with the supervisor
• Represent ARC in WASH and relevant emergency related Cluster activities.

EDUCATION, TECHNICAL SKILLS & KNOWLEDGE REQUIRED

• Engineering degree (emphasis in Water / Sanitation)
• 5+ years of relevant work experience (minimum of 1 year in health care facilities in humanitarian situations)
• Experience in outbreak response, including rapid assessments and needs analysis
• Sound knowledge of adequate WASH-related infection control measures at health care facilities
• Proven training and capacity building experience
• Ability to work in extreme conditions
• Fluency in English (both oral and written skills)

OVERVIEW OF THE POSITION

Our client is engaged by the USAID for the design of rehabilitation works between Gilli and Bout (approximately 30 km) of Blue Nile State, Sudan. The implementations of the works are to be carried out in two stages, emergency work component and the medium term works. The emergency works component includes construction of a number of major drainage structures and rehabilitation of the critical sections of the road, expected implementation within 2014, subject to funds availability.

The implementation of the works as proposed, will benefit the Bout population of in excess of 45,000 persons (45,265 as per 2008 census records), through improved access to the State Capital, and being able to receive humanitarian access throughout the year. The farmers and the traders will be benefitted, through improved access to cross border trade, and the results will contribute to overall economy of Bout and Al Tadamon locality.

The emergency needs assessment has identified design of a single span RCC bridge at a location 24.4km from Gulli locality. The Bridge Design has been completed and now required physical implementation. For the quality assurance and quality control regular supervision is required to make sure the work quality is in comply with the given specification and standard. Therefore, an International Road and Bridge Engineer required to be hired for the certain period for regular supervision.

GENERAL FUNCTIONS

The specific tasks under the engagement would include:

· Monitor the rehabilitation process of the road drainage structures and bridge, and instruct contractor on required specifications and standard.

· Supervise the contractor or direct staff engaged in the implementation of the road drainage structure and bridge, data collection and review/verify the result and work quality.

· Liaise with the responsible institution of the Federal and State Government during the implementation

· Provide weekly, monthly and quarterly reports about the project quality and progress

· Develop Quality Assurance/Quality Control plan for the bridge and road drainage structures

· Prepare work plan and bidding documents for calling bids for the procurement of works

· Supervise and review contractor construction elements test results such as concrete strength, etc.

· Check and review the design parameters, standards, norms and technical specifications that follow up by contractor during the construction works

· Check quality of construction materials to be in comply with the given specification

· Check and review the technical drawings and all dimensions to make sure to be in line with the geometric specification during the implementation

· Available for meetings with the Government and our client to respond for technical inquiries related to the work quality or progress by the Government and during tendering stage if needed

· Coordinate meetings with local authorities and community if required during the implementing period

· Providing response and explanation if our client received any inquiry from the Government pertain to the project implementation process.

Monitoring and Progress Controls

· Provision of weekly, monthly and quarterly report pertain to work quality and progress

· Follow be QC/QA plan and review construction elements tests results.

· Supervise national monitoring engineer presence and supervision from the work progress

Reporting Requirements

· Submit the final technical completion report including any recommendations and lesson learned

· Submit the monthly and quarterly reports and keep record of QA/QC

ESSENTIAL EXPERIENCE

Education

· Bachelor Degree in civil engineering or in the same field

· Qualification in road and road drainage structures design is preferable

Work Experience

· Experience in road and road drainage structures and bridge implementation project is required

· Experience hydraulic and hydrological analysis of the road drainage structure will be an asset;

· Working knowledge in AutoCad drafting experience and civil 3D engineering is desirable

It is the largest indigenous provider of disability rehabilitation services in the country. CCBRT aims to improve the quality of life of people living with disabilities as well as their families and to enable them to achieve their legitimate potential.Duties to Include:• Good practical knowledge of MEP installations on site including the following: Medical Gases, Specialized Ventilation, Electrical Installations include HV and LV, Mechanical Installations, Lighting, Medical equipment, Chilled water installations, VRF installations, Above and Below Ground Drainage, Autoclaves, Clinical Laboratories, Mortuary services and Sterile Services departments.• Review of drawings and advise CCBRT about best practices and ensure that the designs service the CCBRT/MH requirements• Review site procedures to safeguard the interests of CCBRT and ensure proper implementation of the design. Monitor all M&E activities in order to safeguard the quality of installation• Manage ,train and supervise a small team of technicians both electrical and mechanical• Authorizing Engineering standards as defined by the Health Technical Memorandum• Inspect the site to ensure that the installations of medical gases, ventilation, lighting, equipment and so forth are completed as per approved drawings, and submittals and best installation practices and inform the management any problems detrimental to project time table and completion and cost; Assist and undertake critical testing and commission activities with contractors and consultants.• Attend site meetings and submit reports.

Work Experience / Skills:• Over 5 – 10 years professional experience and good understanding and working knowledge of the health Technical Memorandums, Health Building Notes ( E )• A good understanding and working knowledge of International Standards applicable to hospital environments ( E )• Hands on experience of managing tight budgets and delivering a good standard of maintenance management ( E )• Experience working in East or Southern Africa ( P )
