The Danish Red Cross is seeking an experienced disaster management delegate for the position as DRC Country Coordinator for South Sudan. The Country Coordinator forms part of the East Africa/Horn of Africa team and is overall responsible for developing and implementing DRC’s strategic plan for South Sudan and for the successful management of DRCs programme portfolio as well as the partnership with South Sudan.

The Danish Red Cross supports a number of Red Cross National Societies in the East Africa/Horn of Africa region. The support focuses on emergency support, psycho social support, disaster risk reduction, health, volunteer management and organizational development. We emphasize strengthening of partner organisations, both within organisational development and operational capacity building. We see integrity, transparency, autonomy and sustainable volunteer structures as conditions for building sustainable operational capacity.

DRC has cooperated with the South Sudan Red Cross (SSRC) since 2005 and is currently expanding its operations in response to the escalating emergency needs. With support from the Danish Government, DRC assists the SSRC to respond to the many humanitarian needs in the country spurred by the conflict situation.

The current programme portfolio includes a disaster management capacity building programme to strengthen the capacity of SSRC to respond to the humanitarian needs in the country, a life-saving disaster response intervention, as well as a psychosocial programme for people affected by the conflict. There is currently one other DRC programme delegate in the country.

Responsibilities
As Country Coordinator, you will ensure that Danish Red Cross’ obligations in South Sudan concerning emergency response programmes and capacity building measures are adhered to and donor reporting (narrative and financial) are properly carried out. In addition, you will ensure that relevant Red Cross and donor guidelines and policies are adhered to. In coordination with SSRC, you will liaise with relevant agencies and donors as well as participate in coordination and information sharing within the Red Cross Movement. Furthermore, you will ensure that programme funds are used and accounted for in accordance with approved activity plans, budgets and provisions.

Expanding the portfolio will also constitute a substantial part of your responsibility. While the DRC Head of Region is overall responsible for all DRC staff in East Africa region, you will be the technical line manager for one other international delegate based in the country. In your capacity as disaster management delegate, you will provide technical assistance, managerial and professional support to your counterparts in SSRC with respect to the preparation, implementation, supervision, monitoring and evaluation of programme activities.

Experience and qualifications
You have a minimum of 7-years of solid experience in the implementation of disaster management programmes. Experience from the East Africa region and the Red Cross Movement will be an advantage. Experience with DANIDA specific funding, hereunder implementation and reporting procedures is a strong asset.

You have a relevant educational background and we expect that you have good analytical skills and that you can handle stressful situations. You possess excellent communication, coordination as well as networking and facilitation skills. You are self-motivated and due to the emergency situation in the country, you will be ready to hit the ground running. The ability to work in a challenging and stressful and complex conflict environment is essential.

Project cycle and financial management experience as well as project proposal writing is essential and excellent English speaking and writing skills are key requirements. You must be self-supporting in computers and possess a valid international driving license.

Employment Conditions

The starting date is 15 January 2015 or soonest thereafter and the length of the contract is 12 months with the possibility of extension.

Your duty station will be Juba, South Sudan. The position is a non-family duty station. Travelling to the programme areas will take place regularly and will require at least 30% of the contract period. You will report to the DRC’ Head of Region for East Africa region based in Kampala, Uganda. The salary including all allowances and pension will be between DKK 41,500 and 42,500 pending qualifications and experience.

Job Purpose

The WatSan Delegate will work as part of a team of International Red Cross and Red Crescent nurses, doctors, and technicians. He/she will actively engage in providing water supply and sanitation to the Ebola Treatment Centre’s high and low risk areas. The delegate will coach, mentor and supervise both international and national staff in the ETC.

Job Duties and Responsibilities

• Works in the IFRC Ebola Treatment Centre and provides water and sanitation services.
• Plans, organises, documents and evaluates the WatSan activities in the ETC.
• Participates in internal or external meetings to ensure continuity and quality of WatSan.
• Conducts regular maintenance checks on water supply network and carries out necessary repairs.
• Ensures solid waste is properly disposed of in the ETC.
• Prepares and monitors the quality of water and chlorine solution.
• Ensures chlorine is properly controlled and stored.
• Works with logistics to ensure a supply of WatSan equipment and consumables.
• Operates and maintains the generator and lighting system for the ETC.
• Supports construction for new ETCs and expansion (if applicable)
• Supports Infection Prevention and Control team to ensure consistent infection prevention and control procedures are followed at all times, a clean hygienic environment is maintained at all times and to ensure safe and dignified burial of the deceased.
• Records and communicates information related to water supply and sanitation of the ETC.
• Carries out other task within his/her area of responsibility as requested.

Education

Engineering or related technical experience is a requirement
Postgraduate diploma in engineering, public health, infectious diseases, emergency medicine will be an asset.

Experience

Minimum 2 years field experience is a requirement
Water, Sanitation, and Hygiene Promotion Experience is a requirement
Previous work in WatSan in a clinical setting is preferred
Previous work with infection prevention and control would be preferred
Practical work in epidemic response is a requirement
Resource poor settings would be preferred
Previous humanitarian aid missions is preferred

Successful candidates will receive:

• Full medical check including health briefing.

• A 2-day pre-deployment course prior to the mission and a 5-day supervised on-the-job introduction upon arrival to the duty station before starting to work autonomously.

Duration of the mission is 2 months and has the formula 1W+4W+3W. 1 week for travel and training, 4 weeks for clinical work in the ETC and 3 weeks for cooling off. The cooling off period is for rest and recuperation. The IFRC follows the highest standards and rigorous protocols of infection prevention and control in its Ebola Treatment Centres, hence the risk of staff getting infected during work is very low, but it is not zero. Therefore the obligatory 3 week cooling-off period includes a regime of health checks and close contact with a staff health officer.

The RN will work as part of a team of International Red Cross and Red Crescent nurses and doctors. He/she will actively engage in providing high quality nursing care to patients with suspected or confirmed EVD. The RN will coach, mentor and supervise both international and national staff in the ETC.

Job Duties and Responsibilities

• Works in the IFRC Ebola Treatment Centre and provides high quality nursing care to a range of patients.
• Plans, organises, documents and evaluates the nursing care the patients in the ETC.
• Participates in internal or external meetings to ensure continuity and quality of care to patients.
• Ensures consistent infection prevention and control procedures are followed at all times.
• Evaluates and re-evaluates treatment based on clinical assessment.
• Records and communicates information related to the care of the patients.
• Carries out other task within his/her area of responsibility as requested.

Education

Registered Nurse (active registration in country of origin) is a requirement
Postgraduate diploma in infectious diseases, emergency medicine, anaesthetic nursing or intensive care will be an asset.

Experience

Minimum 3 years post registration experience is required
preference will be given to previous work with infection prevention and control
Practical work in epidemic response is preferred
Resource poor hospital settings is a preference

• Works in the IFRC Ebola Treatment Centre and provide supportive treatment and care to a range of patients.
• Organizes or participates to all necessary internal or external meetings to ensure continuity and quality of care to patients.
• Ensures consistent infection prevention and control procedures are in place.
• Performs ward rounds.
• Evaluates and re-evaluates treatment based on clinical assessment.
• Prescribes treatment.
• Attends to new admissions
• Informs the laboratory technician responsible for blood sampling.
• Co-ordinates the infection prevention and control measures of the ETC together with the Head Nurse
• Participates in the meetings of the ETC.

Education

Medical Doctor (active registration in country of origin) is a requirement
Specialisation in infectious diseases, emergency medicine, anaesthesiology or intensive care will be an asset.

Experience

Minimum 3 years post registration experience is required
