Central African Republic: Consultant for Learning Component of Livelihood Assistance

Purpose

While the use of cash transfers has increased in the last decade, the frequent assumption in the humanitarian community is that cash transfer programming primarily benefits livelihoods and food security in recovery settings. Consequently, programming and research have been limited with regards to the potential impact cash transfers have on other outcomes such as women and child protection, especially in acute crisis contexts. As a result, there is a lack of appropriate guidance, standards and tools, potentially exposing women and girls to further harm when gender dynamics and vulnerability to violence are not integrated into the design of cash transfer programming.

Furthermore, to date, very little cash transfer programming has been designed and implemented with the explicit intention of achieving reduction in vulnerability to and prevention of GBV. Through the proposed intervention, the IRC aims to contribute to establishing a response to GBV in the intervention sites, to safely restore livelihoods and to prevent and reduce the risk of GBV and negative coping mechanisms. In addition, the IRC commits to informing the wider humanitarian field about the learning gained from the program and what works in a context such as southern Chad to achieve both livelihood and protection outcomes together.

Context

The conflict in the Central African Republic (CAR) started in December 2012, which has led to the exodus of nearly 300,000 people to neighboring countries (Cameroon, Chad, D.R. Congo). The International Rescue Committee (IRC) has been among the first humanitarian partners to step in to assist the Government of Chad (GoC) in providing emergency health and nutrition services in three sites hosting refugees and returnees. The IRC will also provide safety nets for the most vulnerable among this population, in order to mitigate GBV risks linked to the negative impacts of displacement (prostitution, forced and/or early marriage, social exclusion, etc.). The IRC also seeks to generate learning and guidelines on cash transfers and links to GBV protection/prevention activities which would fill a current gap in best-practice guidelines.

Key Research Questions

  • How do cash transfers influence women's perception of their own protection, risk of GBV and coping mechanisms utilized?
  • How do cash/in-kind grants to initiate income generating activities influence women's perception of their own protection, risk of GBV and coping mechanisms utilized?

Design & Methodology

The IRC plans for a mixed methods pre-post test learning component, along with robust monitoring, to answer the above key research questions. The methodology will include the below steps but will need to be refined by Consultant:

Step 1: Conduct a rapid but thorough literature review on cash programming and protection/GBV.

Step 2: Conduct formative qualitative inquiry through key stakeholder interviews with humanitarian stakeholders, women's groups, relevant ministries and local NGO actors in southern Chad to provide contextual knowledge on economic vulnerability and GBV risks for the target community.

Step 3: Define a theory of change and develop key indicators as part of the project monitoring design which is to be used throughout the implementation of the program (led by WPE program team). Finalise research protocol, including sample size and methodologies.

Step 4: Conduct pre- and post-tests focusing on existing economic vulnerability, livelihoods, coping strategies and GBV risks with a random sample of program participants.

*Note that this research protocol is to be refined by the consultant. The research protocol will be drafted for the full two year program. However, the expected deliverables will only include data collection and report writing for Year 1 as Year 2 implementation is dependent on renewal of funding.

Ethical Considerations

As for any project involving collecting data from human participants, the consultant is expected to uphold the IRC's standard ethical procedures regarding the use and storage of data collected from project participants. All primary data collected should already have been coded anonymously when submitted by field staff, so the report itself is not expected to include any information that could be attributed to specific participants. The project is to follow guidelines from the WHO Putting women first: ethical and safety recommendations and submit the protocol to appropriate review boards as identified by the IRC.

Duration of the Consultancy

The start date will depend on the earliest availability of the consultant to conduct the pre-arrival literature review, research design, and ethical documents. All in-country training of data collection staff and data collection would occur by Dec 31, 2014 for the pre-test. It is expected that the in-country portion of the work will not be more than 40 days (across two separate trips), although this number is flexible and will be based on the consultant's proposed workplan. A proposed schedule is listed below, though is dependent on the consultant's needs and availability. A draft workplan and research design must be signed off by the IRC prior to the purchase of the plane ticket to South Sudan. The total days for Year 1 consultancy is 60 days.

Drawing on prior U.S. and other donor analysis and the interim government of Tunisia's economic reform program, the activity will identify current gaps in the customs arena and support the Tunisian government in implementing tax policy and administration and customs reforms. Ultimately, the goal of the reform is to increase broad-based growth and private investment by facilitating equal opportunities for individuals, firms, and investors.

Tax administration and customs are considered priority sectors in the Tunisian government's overall effort to strengthen public sector accountability and create clear, consistent rules of the game for private sector employers, traders, and investors. Responsibilities include:

  • Work closely with the chief of party to identify and assess prioritization of key recommendations for the Tunisian government's three-year reform effort
  • Create yearly work plan and the approved initial timeframe for its implementation
  • Facilitate legal and regulatory environment improvements in customs
  • Amend the Customs Code to ensure compliance with the Revised Kyoto Protocol and WTO Trade Facilitation Agreement approved in Bali in December 2013
  • Update or develop implementing regulations and procedures to support the Customs Code
  • Facilitate business process improvements
  • Map and simplify customs clearance processes and procedures for importing and exporting
  • Develop a step-by-step guide for importing and exporting
  • Assist Customs in updating and modernizing the one-stop-shop at the Port of Rades as a pilot
  • Write and edit written technical deliverables and reports for internal and external use
  • Participate and present in high-stakeholder meetings with Tunisian government counterparts and USAID and State Department officials

Qualifications:

  • ?Advanced degree (master's or higher) in a relevant discipline required
  • Minimum 10 years of direct customs/trade experience in implementing projects overseas; Middle East and North Africa regional experience preferred

Program Overview

Pathfinder is seeking a Prisons Component Manager candidate for the CDC Increasing Access to HIV Prevention, Care and Treatment Services for Key Populations in Mozambique project. The purpose is to support the implementation of integrated HIV prevention, care and treatment programs among Key Affected Populations (KAP) in the Republic of Mozambique.

Position Purpose

The main function of the Prisons Component Manager will be to contribute to the implementation, supervision and monitoring of the project activities, as well as support in administrative and logistical management activities for the implementation of the activities. S/he will contribute to:

· Increase the number of the incarcerated population reached with HIV prevention activities, health promotion and behavior change;

  • Increase the number of the incarcerated population using prevention products and services (e.g. counseling and testing, condoms, lubricant);
  • Increase the number of the incarcerated population referred to health units to receive medical care including ART, adherence and retention;
  • Strengthen the capacity of local partner organizations and local governments in the design, implementation and evaluation of prevention programs facing this population group;
  • Increase advocacy actions in support of human rights of the incarcerated population;
  • Strengthen the capacity of the respective ministries (on central and provincial level) to manage HIV prevention activities with a focus on the incarcerated population;
  • Support in the production of evidence-based knowledge about the impact of STI and HIV epidemics among the incarcerated population.

Key Responsibilities

  • Prisons:
  • Establish/strengthen partnerships with relevant directorates of the Ministry of Justice and Ministry of Health with cooperating partners and civil society organizations to ensure greater synergies and effective network of reference units;
  • Provide technical assistance to the Ministry of Justice, central and provincial level;
  • Liaise with MOH to ensure provision of health services in prisons;
  • Develop, adapt and elaborate technical strategies for the project;
  • Advocate for enhancement of health within prisons;
  • Ensure that project activities are rights-based and we are doing no harm;
  • Support the MOJ to develop policies, guidelines, systems related to health in prisons;

· Support the links between the local and provincial health authorities to strengthen and qualify the healthcare network in the prison environment;

  • Build partnerships and synergies between project initiatives in prisons and civil society organizations;
  • Organize, implement and facilitate training sessions for peer educators, health care workers and other groups. Support the production of important information and data on the implementation of the project in prisons, whether through the organization of technical meetings and supervision of direct collection of information or other mechanisms to be defined;
  • Develop monitoring systems and referral systems for people living with HIV in prisons;
  • Support the production and development of communication materials and information, ensuring they are technically-sound and in alignment with national and international recommendations;
  • Empower/strengthen the technical personnel of the prison system, as well as inmate peer educators in effective management and monitoring of HIV prevention activities;
  • Support the implementation of all project activities in prisons.

Health surveillance:

· Participate and contribute to technical meetings with the Ministry of Health, CDC and other partners for the operationalization of the clinical-based surveillance system among KAP;

· Support the development of training courses for health workers who will implement the clinical-based surveillance system;

· Ensure the quality of data collected and recorded in the surveillance system, in close collaboration with the area of monitoring and evaluation.

Management

  • Prepare annual and monthly work plans;
  • Produce quarterly reports on the activities in accordance with work plans and with the established goals;
  • Support in administrative/logistics management processes required to implement the activities;
  • Prepare abstracts and articles for scientific conferences;
  • Contribute to the process of documentation of the practices and the production of evidence;
  • Represent the Organization at technical meetings with the Government, donors and partners;
  • Perform any other functions assigned by the Principal Investigator.

Basic Requirements

· Master’s degree in business or public administration, social work, public health, or other related field.

· Minimum of 5 years of progressive experience managing HIV prevention, care and treatment activities.

· Ability to develop relationships with the provincial structures of education, health and justice, as well as with prison units.

· Development of capacity building among and collaboration between Governmental and non-governmental partners.

· Strong sense of teamwork and collaboration with other projects of the Organization.

· Experiences of working with marginalized groups. Experience working with complex programs involving short deadlines, multiple tasks, in coordination with multiple partners, to achieve expected results.

· Strong presentation skills including the ability to present to CDC and other key stakeholders.

· Excellent diplomatic, interpersonal, negotiation and communication skills.

· Strong decision-making and problem-solving skills.

· Fluency in spoken and written English and Portuguese required.

Key Responsibilities

Key Populations:

· Support the Principal Investigator in all tasks necessary for the proper implementation of the work plan of the project;

· Monitor the weekly and monthly implementation of the work plans involved in the project, propose synergies among all partners to better achieve results;

· Propose the realization of technical discussions and theoretical updates for the staff involved in the project, according to the need;

· Establish/strengthen partnerships with relevant directorates of the Ministry of Health, CDC and other partners funded by the US Government to ensure greater synergies and an effective network of reference units in country;

· Implement activities designed in the work plan within established timelines;

· Carry out surveys of needs and analysis of local contexts for implementation of activities;

· Facilitate and support the achievement of trainings for the target populations of the project and for health providers;

· Identify specific local strategies to reach target populations of the project;

  • Support the production and development of communication materials and information; training guidelines and materials and other technical materials of the project;

· Maintain regular contact and develop mentoring systems at health units and local organizations linked to the project to ensure the quality of interventions;

· Support the design and implementation of advocacy actions in partnership with local organizations;

· Collaborate in the development of the capacities of local organizations and the health units and other partners in the design, implementation and evaluation of the project activities;

  • Support the production of important information and data on the implementation of the project, either through the organization of technical meetings and supervision of direct collection of information or other mechanisms to be defined;
  • Ensure the proper collection and recording of project monitoring data by setting instruments, producing analyses and proposing new indicators, if needed. Support the implementation of all project activities.
