ABOUT THE POSITION

The intern will:

• Assist with developing an effective communication strategy related to the organization’s programs and events with emphasis on sharing timely and regular information with stakeholders

• Assist with updating and maintaining the organization’s website and social media properties, and with the development of new information for these digital channels

RESPONSIBILITIES

• Identify and analyze on a regular basis communication needs of the stakeholders (Staff, Donor Agencies, and Community Members) and develop appropriate materials to address and respond to such needs

• Working closely with the Development Communication Specialist and Business Development and Partnership Adviser to manage development, distribution, and maintenance of all print and electronic collateral including, but not limited to, newsletters, brochures, annual report, e-newsletters, organization’s website, and Social Media outlets (Twitter, Facebook, Linkedin, etc)

• Liaise with traditional and print/electronic media on promotion of the project activities

• Coordinate the development and production of IEC materials with the various programme specialist and stakeholders to ensure quality and timely dissemination and with management approval, place such materials on our website and to local and international media as is deemed appropriate by management

• Assist Senior Programs Manager and BDSP Adviser in researching funding and latest best practices resources and training materials related to the organization’s thematic areas

• Work with BDSP Adviser to monitor and evaluate the implementation of organization’s communication strategy

• Work with BDSP Adviser and Webmaster on website management by posting content and ensuring website is updated on a regular basis

•Assist with the preparation of new information and content for the website.

• Carry out any other assignment given by the line manager.

QUALIFICATIONS

• At least a Bachelor’s Degree in Mass Communication, Development Communication, Social work, Development studies , International Development and/ or another related field; a Masters degree will be an added advantage

• At least 3 years of professional experience working in development sector most especially in communication portfolio in an NGO or other relevant reputable institutions

• Sound knowledge in website development and management; experience on the use of Joomla web applications will be an added advantage

• Sound knowledge and experience of computer application including word, excel, publisher and Corel draw and graphics design

• Ability to interact with other stakeholders, coordinate, take other views into consideration and adapt to external constraints

• Excellent reporting skills and spoken English is essential

• Experience in communication and media relations, media campaigns and promotional materials development

• Experience in working with grassroots communities, private sectors, NGOs and multilaterals and bilateral development agencies and government

Central African Republic: Chargé de Communication et de Plaidoyer

1 /. INTRODUCTION.

The INGO Coordination Committee (OCC) is a space to ensure / enhance coordination between NGOs, the Government of the Central Republican, the UN, donors and external partners for the exchange of information, sharing expertise and the development of guidelines for a more coordinated, efficient and effective use of aid resources in CAR.

The CCO is an independent coordination of international non-governmental organizations serving and facilitates the work of its members to meet the humanitarian needs in CAR. There since April 2014 and has a national association status recognized by the CAR authorities. To date (01/12/2014), there are 42 international NGOs members of the OCC.

Its Executive Committee (EXCOM)

The Executive Committee (elected) is the monitoring and supervisory body of the Permanent Bureau of the OCC. It is responsible for the effective implementation of the strategic directions and logical framework provided in the (s) Contract (s) of funding. It ensures that the decisions of the Assembly of Representatives of NGOs are considered.

Through CCO, member of the executive provide positive and constructive relationships with all stakeholders, including the members of the Government and the various ministries, UN agencies, donors and other NGOs to strengthen coordination and ensure good collaboration.

COMEX is composed of 10 organizations elected from among the members of the CCO for a period of 6 months.

The Permanent Office CCO:

This office is composed of human resources dedicated full time to the tasks listed in their respective terms of reference. (Validated by the Executive Committee).

The team is made (as of December 1, 2014) from:

  • A coordinator (international)
  • An assistant coordinator (national)
  • A Communications Officer (international)
  • A Logistics Assistant (national)

The objectives of this are manifold (see flowchart in Appendix 1). It assists the Executive Committee in particular the treatment process topics / themes that the executive is committed to developing the requests of the Assembly of Representatives. Its role is then to take note of the decisions and actions in each of these cases.

The office is "hosted" by an NGO that serves as "hat" for operational needs administrative office (logistics, financial, human and administrative resource). Thus, and to ensure the autonomy of the office, an operating framework is developed between the Permanent Bureau and the NGO "host" (and approved by the executive). This framework must enable the office to function independently while respecting all procedures of the NGO.

The office is composed of national and international staff who are managed daily by the Coordinator of the CCO, this in accordance with the Articles of operation. The Coordinator is the focal point between the NGO and the Bureau and is responsible for compliance of the established operational framework.

The Coordinator and Communications Officer and Office of Advocacy attend all meetings of the Executive Group, but without the opportunity to vote.

2 /. LIABILITY POSITION:

The Communication and Advocacy Officer will be responsible for providing quality communication tools and to take into account the opinion / suggestions from all members of the OCC.

Under the supervision of the Coordination OCC, it will nevertheless have to work - live - with the Executive Committee and forty parties (currently the representatives of the member NGOs OCC) to ensure consensus in the decisions taken with members.

2.1 Internal communication OCC:

· Preparation and distribution of a monthly newsletter:

o News - linked to humanitarian aid in CAR.

o Funds records - report / presentation of major themes related to the humanitarian response in the country.

o Space for the presentation of a stakeholder of the humanitarian community

and its partners.

o Space for ads / exchanges INGOs of the OCC.

· Management of the website of the OCC.

o Update and website development.

2.2 External Communication of the OCC.

The objective is to improve readability (and de facto acceptance) by INGOs Central African society as a whole by establishing partnerships with various media partners to:

o create a regular space to comment on the news of the humanitarian community;

o provide a space for exchange with the people in CAR (interactive radio programs);

o treat folders / thematic humanitarian fund facing Central.

2.3 To be the focal point of the Working Group "Advocacy".

An external communication plan exists for the dissemination of advocacy group productions but a close relationship with its members is needed to ensure synergy between these two axes (Communication and Advocacy).

The Communications Officer will organize meetings of the Group (AWG) and will be of proposals for communication activities by reporting to advocacy axes.

Profile:

  1. Minimum 5 years of work and responsibilities NGOs (strong knowledge of the humanitarian environment).
  2. Higher Diploma, Bachelor, Master in International Relations, Science Po, Development and Communication.
  3. Experience in inter-agency coordination is an asset.
  4. Strong advocacy experience in countries in conflict
  5. Strong knowledge of the United Nations system, integrated missions and clusters
  6. Experience in complex emergency crisis situations
  7. Demonstrated competence in communication, interpersonal exchanges etnégociation.
  8. Ability to build consensus.
  9. A privileged RCA work experience
  10. Fluency in French and English spoken and written

Role and Responsibilities

Key Activity Areas

ICT Management

  • Provide ICT hardware and software support to all project locations (i.e. to main, support and field bases) by:
  • Establishing and managing network(s), where applicable
  • Installing new software
  • Repairing PCs and laptops as required
  • Maintaining printers and other peripherals in good working order
  • Troubleshooting problems with hardware and software, finding quick and cost-effective solutions
  • Ensure all hardware and software systems are up-to-date.
  • Ensure all PCs and laptops are correctly and appropriately configured.
  • Support the management of ICT related assets within the programme, through budgeting, procurement and tracking.

Communication Equipment

  • Monitor developments and usage of communication equipment, applicable to the local situation, and make recommendations to the relevant people.

Training

  • Provide appropriate ICT and communication equipment training for Medair staff, as required, through one-to-one coaching and/or taught sessions.
  • Ensure the relevant staff are appropriately trained in the maintenance and use of essential communication equipment, particularly those working in remote field locations.

Security

  • Maintain appropriate, regular, transparent and supportive communication structures with the assigned nutrition team, Medair in-country managers and advisors and other relevant stakeholders.
  • Ensure the security and integrity of all the programme information systems and data, enforcing and developing, if appropriate, relevant guidelines and policies.

Logistics

  • Manage the correct and timely ordering of needed stocks and supplies to the field location in coordination with the Nutrition Team Leader and the Project Manager.
  • Manage all stocks within the field location ensuring proper stock keeping records are in place.
  • Assist team in intervention planning.

Quality Management

  • Implement, as far as is possible within operational constraints, relevant policies and standards relating to health service delivery including Sphere and HAP standards, Ministry of Health and donor guidelines and other good practice.

Qualifications

  • University degree in a relevant subject or equivalent professional qualification

Languages

  • Strong working knowledge of English (spoken and written)

Experience / Competencies

  • 3 years relevant post-qualification professional experience in an IT position; 2 years experience working in a cross-cultural setting, preferable in the NGO sector desirable

South Sudan: Communication and Policy Officer

Under the general supervision of the FAO Representative in South Sudan, the direct supervision of the Chief Technical Advisor, Agriculture and Food Information System for Decision Support (AFIS) Project and the technical backstopping of the Lead Technical Unit (ESA), the incumbent will assist the AFIS Programme Support Unit in the area of communications for policy. This implies close consultation and partnership development with relevant ministries and key players in South Sudan, including the Food Security Council Secretariat, UN agencies (mainly, WFP, UNICEF, OCHA), the National Bureau of Statistics (Food Security Technical Secretariat, Livelihood Analysis Forum), NGOs, Food Security and Livelihood Cluster, Nutrition Cluster, and other knowledge based institutions. The multi-stakeholder nature of food security coordination, policy development and capacity building requires strong skills in communications in challenging environments and organization of dialogue in politically loaded contexts.

In general, the Communications for Policy Officer will assist in the coordination and implementation of activities related to Output 3 of the AFIS Project: “Governmental validation mechanisms and policy capacities for decision making enhanced.”

Specific Duties and Responsibilities:

· Assist in the promotion of the evidence-based policy component of the AFIS Project through the communication strategy, aimed at both decision support and institutional capacity building. This includes:

· Lead the implementation and monitoring of the AFIS communication strategy, in close consultation with the Project Team;

· Contribute to the AFIS engagement with humanitarian coordination and development decision making platforms – in particular the Humanitarian Country Team, the Inter-Cluster Working Group, the Food Security & Livelihoods and Nutrition Clusters, and relevant GRSS/Development Partners fora;

· Support and facilitate the development of mechanisms/products to improve the flow from food security and nutrition information to policy recommendations - and related communications and media activities;

· Working closely with the AFIS team and partners, contribute to the project activities related to the dissemination of the Integrated Food Security Phase Classification (IPC) and other information outputs, including audio-visuals and webpages;

· Working closely with the AFIS team and partners, contribute to the research, production and dissemination of discussion papers on selected topics, for submission to the AFIS Policy Fora and other inter-stakeholder consultations;

· Perform other duties as required.

Liberia: Social Communication Officer (Ebola Response)

Context:

Under the overall guidance of the Chief of Mission (CoM) in Liberia, and the direct supervision of the Senior Medical Coordinator, and particularly within the scope of IOM operations in Liberia including the activities of IOM-assisted Ebola Treatment Units (ETUs), the successful candidate will be responsible and accountable for all external communication with communities living within access perimeter of all ETUs, as well as other external government and non-government partners.

S/he is expected to carry out his/her duties in accordance with the strictest ethical standards, emphasis on the safety of IOM personnel, the building and maintaining of partnership with agencies and Government and with due respect for gender and socio-cultural sensitivities.

Core Functions / Responsibilities:

  1. Carry out national and local social, cultural and anthropological assessments regarding community perceptions of the Ebola disease, including local beliefs and practices related to known Ebola risk factors, as well as perception towards external humanitarian assistance provided to contain the outbreak.
  2. Assess periodically changing trends in community perceptions towards Ebola, including through Knowledge, Attitude and Practice (KAP) surveys, and advise the Senior Medical Coordinator on effective approaches, problems encountered, future risks that should be watched closely and make practical recommendations to enhance vigilance in these areas.
  3. Establish IOM’s external communication strategy related to ETUs operations, delineating the objectives and benefits of ETUs for the Liberian people, and the importance of community support to these ETUs.
  4. Identify and establish partnerships with local partners/ NGOs for the purpose of community outreach and dissemination of ETU-related messages.
  5. Monitor and supervise the transmission of agreed external messages on the Ebola outbreak and the work of the ETUs to relatives and friends of ETUs patients.
  6. Liaise with the Government and UN team focal points on social mobilization (i.e. UNICEF, WHO) and coordinate messages, geographical areas of focus.
  7. Liaise with NGOs, CBOs, community leaders (if local NGOs/CBOs are not available), to ensure that targeted communities of ETCs are sensitized to the workings of the ETCs and ensure their buy-in/support to the ETCs.
  8. Develop IEC materials/comics with key messages and ensure distribution to communities in close coordination with NGOs, CBO.
  9. Identify potentials for planning and carrying out mass information campaigns on the work of the ETUs and importance of community participation to fight the Ebola outbreak.
  10. Ensure proper documentation of outreach and campaign activities carried out to support internal and external publication on the social aspects of the Ebola outbreak and presentation of results at national and international meetings in coordination with the IOM Public Information Officer.
  11. Represent IOM at related coordination meetings, liaise and coordinate with national and international health and development assistance authorities, agencies or organizations regarding the socio-cultural aspect of the Ebola outbreak and consequent humanitarian assistance on the affected communities; key counterparts will include Ministry of Health, World Health Organization (WHO), UNICEF, Médecins Sans Frontieres (MSF), International Medical Corps (IMC) other partner agencies among others, and other stakeholders.
  12. Provide periodic technical updates and documentation/ dissemination of best practice materials with regards to implementation of the Ebola-related communication strategy in close coordination with IOM Liberia team, and MHD at Headquarters as appropriate.
  13. Contribute to regular reporting on project achievements, problems encountered, pertinent developments, and strategic needs, as well as for donors and partner agencies.
  14. Undertake duty trips to ETUs locations on a regular basis.
  15. Perform such other duties as may be assigned.

Education

· University degree in the above fields with seven years of relevant professional experience.

Experience

  • Experience in the field of health promotion and public health;
  • Experience working in humanitarian crisis, natural disasters, infectious diseases and in a resource poor setting is beneficial;
  • Familiarity with the public health sector in the Africa region is an advantage.

Languages

Fluency in English is required. Working knowledge of Liberian Kreyol is an advantage.

Project Description:

The SBCC Specialist will work collaboratively with the key stakeholders to design and implement SBCC interventions and materials aimed at improving nutritional status and inclusive agricultural growth. The SBCC interventions would need to be designed targeted to all levels and a range of stakeholders including government, civil society and community. The position will be based in Maputo.

Job Summary / Responsibilities:

  • Formulate project SBCC objectives and develop strategies for their achievement.
  • Develop comprehensive communication tools and SBCC activities, using evidence-based theories and methodologies, in close collaboration with technical specialists across the project.
  • Design community level interventions in close collaboration with the Project staff that target women and children.
  • Provide day-to-day management of the project’s SBCC and community level activities.
  • Manage the work of any research firms, advertising agencies, public relations experts, production vendors, community mobilizers, and/or consultants hired by the project to assist with SBCC or community level work. This includes building capacity of local implementing partners to implement quality and successful SBCC work.
  • Collaborate with other technical specialists and stakeholders beyond the project to ensure coordination of materials and communication message strategies and avoid gaps and overlaps.
  • Ensure that SBCC materials are pre-tested, proved effective and used efficiently and by the correct target group.
  • Help develop, maintain, and follow the indicators set in the workplan for SBCC and community-level activities.
  • Work with M&E; Advisor to monitor and evaluate the progress and impact of SBCC activities.
  • Contribute to regular quarterly and annual reports to the client.
  • Document project results and impacts in various forms, including media stories, lessons learned, case studies, client satisfaction, etc.

Qualifications:

  • Experience and demonstrated results in strategic behavior change communication.
  • Knowledge of and experience with the design, management and implementation of nutrition, agriculture and livelihood programs.

  • Demonstrated understanding and familiarity with development communications issues and solutions, especially in Nutrition and agriculture.
