Egypt: Unaccompanied Children and Youth (UCY) Groups Developer (Part-time)

Project Description: Unaccompanied Children and Youth Psychosocial and Education Programs.

StARS currently runs two programs for unaccompanied children and youth aged 13-19 years; the Unaccompanied Children and Youth (UCY) psychosocial program and the Unaccompanied Youth Bridging Program (UYBP). The UCY Psychosocial program provides community-based individual and group psychosocial support to youth, connecting them to the communities, helping them advocate for their needs and building their knowledge of services and access to education. The UYBP education program runs two full-time programs a year, focusing on English, mathematics and IT; and incorporates psychosocial group activities which aim to build participants’ self reliance and living skills. StARS is seeking an experienced and enthusiastic UCY Groups Developer to help develop and implement a curriculum of psycho-educational groups targeting unaccompanied youth across both of these programs.

Role: Working together with the UCY Psychosocial Program Coordinator and the UYBP Coordinator, the UCY Group developer will work across programs to develop psycho-educational groups for UCY in 2015 to be run at both StARS premises and within refugee communities.

Responsibilities

All duties are carried out under the supervision of the UCY Psychosocial Program Coordinator and also the UYBP Coordinator.

Curriculum development and implementation

  • To develop and implement a curricula for:

  • Psycho-educational groups for UCY attending the UYBP program twice a week.

  • Community-based psycho-educational groups targeting new arrivals in Cairo. In close collaboration with UCY psychosocial workers.

  • A leadership training for older UCY to develop their advocacy and leadership skills with the aim for them to become youth advocates within their communities. This will be jointly developed with the UCY program coordinator in collaboration with the UYBP Coordinator.

· To create workshops and groups that build self-reliance and coping skills and include workshops on SGBV, stress, budgeting, nutrition, “Know your Rights,” art therapy, and other topics which could improve their psychosocial well-being and living skills.

· To develop thorough workshop plans and documentation which support groups that may be used in the future by other psychosocial workers or volunteers.

· To ensure that the development of the program includes child participation and adheres to the UN Convention on the Rights of the Child.

· To facilitate all workshops and groups in the UYBP program to be run twice weekly.

· To co-facilitate groups with UCY psychosocial workers in order to ensure effective implementation of the psycho-educational groups that take place in refugee communities.

Psychosocial

· To identify children at risk and highlight them to UCY psychosocial workers and coordinator as necessary.

· To establish programs based on psychosocial principles and the UN Convention on the Rights of the Child.

Supervisory

· To assist the UCY Program Coordinator in training psychosocial workers in delivering psycho-educational groups and activities to their clients in their communities and at StARS

· To assist the UYBP Coordinator in working with teaching assistants.

Finance/Administration

· To monitor and maintain financial records and procedures as per StARS financial rules, and ensure proper financial documentation of all activities.

· To undergo probation and regular performance appraisals.

· To participate in StARS strategic planning, periodic meetings, and other events as needed.

Communication/Reporting

· To communicate regularly with UCY program coordinators.

· To submit activity reports as requested.

· To promote information sharing within UCY programmes and StARS on all issues affecting the populations we serve.

· To collect data on all group participants as required.

· To conduct pre- and post-tests, administer questionnaires, and conduct any other monitoring and evaluation as needed.

· To communicate with funders in proposal writing and reporting as requested.

· To build and maintain strong relationships with refugees communities.

Qualifications & Experience

The ideal candidate will be energetic, articulate, and comfortable interacting with diverse segments of society. She or he will have demonstrated a firm commitment to human rights and refugee issues.

Essential qualifications:

· Bachelor’s degree or equivalent relevant experience

· English being the official language of UNHCR Cairo and StARS, the UCY Groups Developer must be fluent in oral English and have good writing skills.

· Fluency in Arabic or a refugee language is an advantage.

· Experience working with vulnerable youth in a refugee, post-conflict, or humanitarian emergency setting is essential.

· Experience in developing curricula and running groups or workshops for adolescents or young adults.

· Proven ability to work as part of a multi-cultural team.

· A positive attitude and sensitive manner when dealing with clients including a range of interviewing skills for dealing with challenging scenarios, particularly in advocating for survivors of violence, trafficking, torture, and SGBV.

Salary: 1600 EGP/month (plus 400 EGP/month cost-of-living allowance and 100 EGP/month medical allowance).

Anticipated starting date: as soon as possible or 10 January 2015.

The UCY Groups Developer is expected to work 21 hours a week on a part-time contract. Aside from the previously scheduled and regular UYBP sessions per week, these hours will be flexible and are to be taken over 3-4 days of the week.

Department Overview:

Pact seeks multiple Chiefs of Party for several proposed USAID-funded five-year programs focusing on Orphans and Vulnerable Children (OVC), their households, and communities in Kenya, Malawi, Swaziland, and Tanzania. These positions will be contingent upon award.

Position Purpose:

Reporting to the Senior Vice President for Africa, the Chief of Party is responsible for the overall coordination and management of the proposed OVC program. The Chief of Party will have primary responsibility for coordination of all project activities and staff. S/he will be responsible for technical leadership and administrative oversight of the program and will serve as the principal institutional liaison to USAID. S/he will manage a team of senior staff and sub-partners and ensure quality, timeliness, and efficiency of all products and activities generated under the project.

Key Responsibilities:

Specific Duties:

• Ensure high-quality technical programming through hands-on guidance and support grounded in the program’s strategic objectives and adhering to expected technical quality and reporting requirements.

• Participate in the technical and programmatic design of award and partner programs.

• Represent Pact with donors and partners.

• Manage all project planning responsibilities, including the production of annual work plans; guide and oversee the alignment of the budget to expected results; and review and approve annual budgets and quarterly reports.

• Ensure the cost-effective use of Pact resources.

• Ensure compliance with HQ and USAID requirements, policies and regulations.

Basic Requirements:

• A Master’s degree or higher training in management, international development, international public health, economics, social sciences, or in a closely related field is required.

• Five years of experience as a Chief of Party/Director and/or Deputy Chief of Party or Deputy Director of a development program of equivalent size and scope, of which experience in Africa is preferred.

Preferred Qualifications:

• Experience leading HIV/AIDS-related programs targeting orphans and vulnerable children and PLHIV is desired.

• Experience with child welfare and protection programs, systems strengthening, capacity building, service delivery, quality improvement or policy development is desired.

• Experience interacting with developing country government, international organizations, other bilateral donors and civil society representatives and senior-level government officials.

• Five years of demonstrated experience successfully implementing international development activities.

• Five years of relevant and diverse experience managing and coordinating complex development programs, preferably in Kenya, Malawi, Swaziland, Tanzania or Africa.

• Experience managing a USG cooperative agreement or contract, at least five years of which in senior program management including direct supervision of professional and support staff.

• Demonstrated ability to establish and sustain professional relationships with civil society organizations and host country government counterparts.

• Excellent communication skills with demonstrated experience in communicating complex processes to diverse stakeholders, including government officials at the national, provincial and district levels, service orientated NGOs, civil society organizations, donors, etc.

Orphans in Africa

The HIV/AIDS epidemic in sub-Saharan Africa has orphaned a generation of children – and now seems set to orphan generations more. Today, over 25 million children under the age of 15 living in sub-Saharan Africa have been robbed of one or both parents by HIV/AIDS. Tragically, the number of orphans in sub-Saharan Africa will continue to rise in the years ahead, due to the high proportion of Sub-Saharan African adults already living with HIV/AIDS and the continuing difficulties in expanding access to life-prolonging anti-retroviral treatment. But, it is not inevitable that these children should be left to suffer twice, denied their rights because they are orphaned.

The Tanzanian Ministry of Health and Social Welfare estimates that there are 2.5 million orphans and vulnerable children in Tanzania, of which only about 6% receive external support. In most cases these orphans are passed over from one relative to other and at the end are left to mend for herself/himself or serving as house maid. There is an urgent need to increase access to and improve the quality of essential support services for orphan and vulnerable children. These essential services include, shelter; nutrition supplements; education and health; and psycho-social counseling.

Children Eco Village:

Children’s Eco Village is truly innovative and unique!

Situated at Kisemvuleu village in Mkuranga District just an hour drive from Dar Es Salam in Tanzania. The Children’s Eco village is a green, clean, pleasant and productive village for 160 orphans aims to provide a homely environment where the care and affection through the ‘mother’ and the community spirit of the village will enable the character of the child to be molded to adopt the emerging global environment with a unique personality. The village is self-sufficient in food, solar electricity, based on 16 proposed housing units, covering an area of 30 acres.

Main responsibility:

Your presence will provide these orphaned children with the attention and mental stimulation that all children need to develop healthy social skills and self-confidence. Volunteer work in African orphanages can make huge impact on both you and the orphans you live with.

Uganda: Chief of Party - USAID Orphans and Vulnerable Children project in Uganda

Mildmay Uganda is a national Non-Government Organization operating in Uganda since 1998 specialising in delivery of comprehensive health care delivery including HIV prevention, care and treatment; health systems strengthening; programming for vulnerable children, orphans, youth and households; health training and education; and research. Currently, Mildmay Uganda concentrates its efforts in 16 districts of Central Uganda with additional strategic interventions in other regions across Uganda. The organization is gradually expanding its program reach in other areas of Uganda.

Mildmay Uganda is leading a consortium of five national, regional and international organizations to apply for an anticipated USAID Orphans and Vulnerable Children (OVC) project in Uganda. We seek a competent person to fill a high-caliber executive-level position of Chief of Party (COP) with a record of accomplishment of leading and managing complex international development projects in the Eastern and Southern African Region. The COP will provide overall leadership, mentorship and technical direction for the project, ensuring achievement of all project deliverables. The COP will be the primary liaison with USAID and will be responsible for overall project leadership and management to ensure effective execution, reporting, accountability and compliance. The COP will coordinate with government and other stakeholders to ensure that activities complement ongoing initiatives and adhere to local, national and global standards and practices.

SPECIFIC RESPONSIBILITIES:

  • Responsible for the overall planning, implementation and management of the project as well as the achievement of the goals and objectives of the project in a timely and cost-effective manner.
  • Serve as the team lead for the project and ensure strong communication and coordination with and between all team members as a means to effectively achieve program objectives. Encourage transparency among and between members to promote coordination and effectiveness.
  • Design and implement a clear leadership and mentorship strategy to build local staff capacity to lead and manage future programs of similar or related scale and complexity
  • Lead the planning of project activities and set high quality performance targets ensuring adherence to technical standards, best practices and donor guidelines.
  • Design strategies, partnerships and interventions that enlist and ensure inclusive and meaningful participation of all marginalized sections of the target populations with specific focus on youth, women, and children with disability.
  • Serve as the primary point of contact and collaboration for the team and in-country stakeholders, including USAID, implementation partners, government partners and other key stakeholders.
  • Ensure timely, high-quality and complete submission of work plans, quarterly and annual reports, financial reports, and any other reports required by the donor.
  • Promote sustainability of project activities with effective networking, linkages to other programs, capacity building of project staff, and institutional strengthening of implementing partners and community-based organizations.
  • Responsible for creating networks and forums for the dissemination of project results and impact and working with stakeholders to ensure these inform future OVC programming and policy.

Minimum Qualifications:

· Master's Degree or higher in international development, business administration, social sciences, public health, or a closely related field is required.

· The CoP must have strong leadership qualities and depth and breadth of technical and management expertise, as demonstrated by a minimum of ten years of progressively increasing experience in designing, implementing and managing large, complex projects involving multiple partners, in/for developing countries, five years of which must have been in a Chief of Party/Director role of a large development program of comparable size and scope.

· Management experience with a USG cooperative agreement preferred.

· Experience with child welfare and protection programs, systems strengthening, capacity building, economic strengthening, service delivery, quality improvement or policy development is required.

· S/he must also have demonstrated international credibility as a leader on matters of the social service sector in developing countries. Experience working in Eastern or Southern Africa will be an added advantage.

· S/he must have experience interacting with government agencies, host country governments and counterparts, and international donor agencies.

· Strong interpersonal, writing and oral presentation skills in English are also required.

Background

Zimbabwe has made significant strides in increasing access to education for all children. The country’s education system earned a reputation by the late 1980s as one of the best in Africa. By 1990, Zimbabwe had achieved near-universal access to basic education while simultaneously maintaining high levels of quality and equity. The country reported the highest adult literacy rates in Africa well into this decade. However, between 2000 and 2008, the country went through a precipitous economic decline that depleted the financial, physical and human capacity of the education sector, with serious threats to access, quality and equity. A report on the progress made towards the achievement of Education For All (EFA) goals indicates that in 2006, only 70% of pupils managed to complete the primary school cycle (MoESAC, 2006). Recent statistics estimate that between 10% and 15% of children in Zimbabwe have never attended primary school (MOESAC Draft Strategic Plan 2010). In addition, a significant number of children, including those in extremely remote communities, those from indigent households as well as orphans and vulnerable children (OVC) either fail to make the transition from primary into secondary school or drop out. Many are now too old to be reincorporated into the schooling system. To add to the challenge, thousands of adolescents who have left school or who have failed to enrol in secondary schools have few, if any opportunities to improve their knowledge or practical skills. In the Education Medium Term Plan of 2011-2015, the Government prioritized reducing the number of children of school going age and young people who are out of school due to a variety of complex challenges.

Objective

The overall objective of this assessment is to determine the magnitude of the problem of out of school children and provide a holistic understanding of the broad and complex reasons for dropping out, how this takes place and the different situational contexts of out of school children and young people. Specific objectives are to:

a) Determine the number of out of school children and young people and those who at the risk of dropping out of school;

b) Profile the children and young people who are out of school; who are they, where are they, why are they out of school?

c) Identify education opportunities out of school children and young people are accessing;

d) Identify and profile government, civic society and commercial organisations and individuals offering out of school non formal education programmes; and

e) Make recommendations that will guide the design of policy and programmes interventions that more adequately respond to the diverse needs of out-of-school children and young people.

Methodology & Expected Output

The assessment will draw on a range of approaches that look at identifying, quantifying and profiling school children and young people of school going age who are out of school. The assessment will be two-pronged and follow a phased approach- outputs at each phase must be reviewed by the committee, before the subsequent phase starts. The work will consist of the following parts:

a) An in-depth review and analysis of literature related to Out of School Children and where possible, secondary data analysis of existing data sets to identify, establish and explain emerging trends and provide disaggregated data on the distribution of out-of-school children, vulnerability profiles, access to education, livelihood activities and other relevant characteristics.

b) A Qualitative Assessment of the children and profile institutions offering education programmes for out of school children and youth. The assessment should expound on issues emerging from the desk review and the broad and complex reasons for dropping out, how dropping out takes place, who drops out, and the challenges in utilizing opportunities for formal and non-formal education.

Specific outputs from this consultancy will be as follows:

a) A Report of the literature review and a secondary analysis of existing quantitative data sets and qualitative assessment.

b) A Report of the Qualitative Assessment profiling the reasons who children drop out of school.

c) A compilation of record of programmes and courses offered by government, Religious Organizations, NGOs and Commercial enterprises for out of school youth;

d) Report highlighting innovative practices and making recommendations to the MoPSE; and

e) Feedback at a workshop organized by UNICEF in conjunction with the MoPSE.

Consultancy Requirements

a) Minimum Master’s Degree for the team leader, with a focus on continuing education; a PHD is an added advantage;

b) At least 5 years’ experience in alternative education and /vocational training;

c) Local Language competencies and strong communication skills;

d) Strong participatory research methodology and publishing experience;

e) Technical competence in statistical data analysis and technical expertise will be required in areas such as qualitative research, technical and vocational education management, education financing and community development

f) Proven record of administering large scale commissioned research and experience in programme designing.

g) extensive experience in similar study programmes, preferably in African countries

In response to the recommendation of the Global Survey on Violence against Children, commissioned by the Secretary General of the UN in 2006, UNICEF, along with the Centre for Disease Control Atlanta, is supporting the Government to carry out a comprehensive survey to understand the context, magnitude and prevalence of violence against children in Nigeria. Nigeria is one of the largest countries where the study is being undertaken and also the first West African Country.

Fundamental to preventing and responding to violence against children is a robust and adequately staffed and resourced child protection system. The current child protection system in Nigeria is typically characterized by fragmented services, limited coordination and unclear roles and responsibilities especially among government ministries. Child protection is significantly under resourced.

The Federal Government of Nigeria has recently embarked on a process to strengthen the social welfare and child protection systems – a programme of reform which UNICEF is supporting.

The purpose of this position is to:

  • Coordinate all current efforts within child protection and amongst traditional and non-traditional child protection actors, to ensure that these efforts collectively contribute to the strengthening of the child protection system at National and State level in order to effectively prevent and respond to violence, abuse, exploitation and neglect of children;
  • Support the Federal and State Government to launch the Violence Against Children Study and response plans; and
  • Coordinate and provide technical support for the implementation of the VAC response plan and the recommendations of the child protection systems mapping and assessment.

Qualifications and Competencies required:

· Advanced degree in social sciences, law or related discipline

· At least 5 years professional experience in child protection

· Strong analytical skills and ability to synthesize and translate research into practice

· Demonstrable experience of working and advocating with government partners for the development and implementation of plans/strategies

· Strong written skills

· Fluency in English

· Previous experience with UNICEF, or the UN system in this field would be an asset.

· Experience in child protection systems strengthening desirable

IRC Burundi has worked with at-risk children and youth since it began operations in the country. At present there is a strong and dynamic CYPD program consisting of support to unaccompanied minors and separated children, best interest determination (BID) and child protection assistance for Congolese refugee children, child protection systems strengthening, deinstitutionalization of children currently living in residential centers, family-based economic strengthening, a comprehensive livelihoods package for youth and education services for Congolese refugee children. With the leadership of the CYPD Coordinator, the program is expected to maintain its place as a leader in children protection as well as continuing to develop new opportunities for education and youth and livelihoods as well as generating evidence in the three areas: child protection, education and youth & livelihoods.
Scope of WorkThe Children Youth and Protection Coordinator provides overall strategic direction and vision for the CYPD program. In addition to overseeing the implementation of the activities listed above, the position plays an active role in the general strategic leadership of the country program. The position also serves as a representative of the CYPD program at various levels including the national and local government, international and local NGO partners, UN organizations and other strategic partnerships. The position reports to the Deputy Director for Programs.

Key ResponsibilitiesRepresentation & Partnership• Form strong relationships with relevant Ministry officials, maintaining the IRC as a key actor in women’s protection and empowerment issues and advocacy at the national level• Develop, maintain and/or initiate partnerships with community based organizations, NGOs, UN Agencies and Government Ministries to support CYPD programming• Represent the IRC at program-related coordination meetings, ensuring proper dissemination of information among relevant stakeholders• Support key staff to establish and/or maintain coordination mechanisms at provincial level; support transfer of these responsibilities to relevant government bodies

The Situation Analysis will consider the national priorities and analyze the current situation of children with a view to enabling UNICEF, the UN Country Team, Government and other development partners to achieve the strategic priorities in the Agenda for Prosperity, especially with regard to the needs of children.

OverviewUNICEF Sierra Leone is looking for a qualified consultant to conduct an equity-focused Situation Analysis for Children in Sierra Leone. The Situation Analysis of Children’s and Women’s Rights (SITAN) is an important document that identifies the most vulnerable children, the bottlenecks to achieving their rights and facilitates decision making by UNICEF, development partners and Government on how the rights of children can be achieved in an equitable manner. Sierra Leone has registered some progress in various aspects of child rights. However, the Situation Analysis conducted in 2011 showed that child rights are still precarious and efforts to improve access to survival, education and protection needed to be stepped up. Poverty and inequity in access to services are major obstacles to the realisation of the rights of children in the country.

ObjectivesThe Situation Analysis will be conducted to achieve the following objectives:(a) Produce a robust analysis, based on relevant data, of outcomes and trends in child survival, education, protection and livelihoods of children appropriately disaggregated by age, poverty, disability, sex, parental care, educational achievement, location and other important categories. (b) Analyse the factors that influence adolescent behaviour and opportunities and their effect on outcomes for children and women in Sierra Leone.(c) Assess the current situation and opportunities for innovation in community engagement and financing to improve outcomes for children and women in Sierra Leone.(d) Identify and analyse key barriers and bottlenecks that prevent children and women from benefiting from required services. (e) Analyse the extent to which gender affects inequalities and deprivations faced by children and women. (f) Assess the current and potential emergency risks, including epidemic, conflict and other disaster risks and underlying vulnerabilities that could affect various groups and the preparedness of the various actors to mitigate risks and emergency occurrences.(g) Analyse the extent to which social norms, policies, laws, budgets and coordination of programmes enable or hamper the fulfilment of the rights of children and women.(h) Make appropriate policy and strategic programme recommendations that can be implemented by UNICEF, UN Country Team, Government and development partners to remove bottlenecks, expand equity and improve fulfilment of child rights in Sierra Leone.

Responsibility of UNICEF• Facilitate availability of data and documents.• Arrange for meetings with partners and field work including transport while in the field.• Payment of applicable Daily Subsistence Allowance (DSA).• Payment of costs of international flights from home country to Sierra Leone and back, visa and terminal expenses. The office will arrange transportation to work on the first day of the mission while the staff finds his or her own means of transportation except that transport for field work and other official purposes will be provided. • Identification of possible hotels to stay. • UNICEF shall not be responsible for any other payments, insurance and reimbursements other than those specified here. Responsibility of the Consultant• Diligent work to deliver satisfactory outputs specified in the ‘deliverables’ in a timely fashion.• Adherence to all rules and procedures customarily required by UNICEF in the conduct of such work including maintaining confidentiality, recognizing that all products of the work are intellectual property of UNICEF and its partners and keeping working hours for the duration of the consultancy.

Deliverables(a) SITAN Inception Report describing:• How the primary and secondary data to be used in analyses will be collected;• Anticipated information shortfalls and how these will be addressed;• Stakeholder participation modalities;• Analytical methods for the entire SITAN including the special thematic areas;• Management of validation processes.(b) First draft SITAN report to be reviewed and commented on by stakeholders, the Steering Committee and UNICEF.(c) A report for each of the special thematic areas commented on by stakeholders, the Steering Committee and UNICEF.(d) Second draft SITAN report presented in validation meeting with all stakeholders where the Consultants facilitate discussions and take on board recommendations by stakeholders.(e) Final SITAN report integrating all analyses, special thematic areas and incorporating comments and inputs from the validation process approved by the Representative and the Steering Committee.

Qualification and Competencies • Minimum of a Master’s degree in international development, medicine, public health, education, economics or law. A combination of skills in various of these disciplines will be an added advantage.• A leader with vast experience of more than 10 years managing provision of child health, education, protection services and advocacy for child rights in an international organization. Previous experience in a senior position in UNICEF will be a definite advantage. • Wide exposure to child rights issues in various developing country situations gained through relevant work experience, with substantive experience in sub-Saharan Africa.• Demonstrable experience in statistical analysis.• Excellent communication and presentation skills in English.
