Egypt: Value Chain Facilitators

IESC – the International Executive Service Corps – is a US based not-for-profit with a focus on supporting private enterprise in developing countries. We have worked in 130 countries – mainly with the generous support of USAID – designing, implementing, managing and evaluating a wide range of market-driven solutions.

IESC is seeking value chain facilitators for the anticipated USAID-funded Supporting Entrepreneurship and Enterprise Development (SEED) Program in Egypt. SEED aims to promote inclusive economic growth and improve the competitiveness of the private sector in Egypt through the development of micro, small, and medium enterprises (MSMEs) and stimulating entrepreneurship. It is expected to create new jobs and generate additional income for Egyptian small businesses, workers, and entrepreneurs, with a focus on women and youth. This position is full-time and based in Cairo.

Duties and Responsibilities:

  • Coordinate with Egyptian stakeholders, including CEOs from businesses both large and small, academic leaders, and senior government officials;
  • Help guide and facilitate the development of stakeholder-led strategies and activities;
  • Ensure the timely and effective implementation of activities selected in coordination with the stakeholders and the project;
  • Support the development of all deliverables and the collection of monitoring and evaluation data in the assigned sector;
  • Work with international experts to achieve program goals.

Qualifications:

  • Advanced degree in business, economics, or finance;
  • Minimum two years of professional work experience – private sector experience strongly preferred;
  • Experience working with multi-disciplinary and multinational teams;
  • Understanding of supply chains and distribution networks in business with practical knowledge of the linkages within a value chain;
  • Confident and resourceful in finding creative solutions to meet deadlines and solve problems in the face of challenges;
  • Dynamic individuals who are logical thinkers;
  • Excellent verbal and written communications skills;

Main duties and responsibilities

  • Analyze and map the current state and performance of South Sudan’s cold chain system and develop scenarios of what would be needed in terms of an operational and durable cold chain system to reach an acceptable vaccination coverage rate of the national herd.
  • Develop a national cold chain investment plan, including replacement plan for cold chain equipment for 2015-2017 to ensure safe supply of vaccines for animal health services in South Sudan. This includes development of a short and medium term strategic plans to strengthen the cold chain;
  • Develop a cold chain equipment procurement strategy and plan for FAO Country Office in South Sudan;
  • Prepare of technical specifications for cold chain equipment, based on identified needs and recommended procurement plan;
  • Identify technical and management training needs for specialized personnel at all levels and develop a training plan.
  • Develop Standard Operational Procedures (SOPs) for cold chain and vaccine handling in South Sudan
  • Design and implementation of a plan for training and orientation of technicians for management and maintenance of fridges and the cold chain system in South Sudan
  • Ensure installation of a solar backup for the central cold chain facilities at the MARF and the hubs in Wau, Rumbek and Torit.
  • Support the operationalization of the cold room in Wau and the cold chain facilities in Rumbek, Toerit.
  • Develop short training guidelines for TOTs and cold chain operators in South Sudan
  • Design an exit strategy in coordination with MARF

Reporting and Supervision

Overall supervision of the FAO Representative in South Sudan, direct supervision of Head of Programme, FAO South Sudan, and in close collaboration with Livestock Coordinator and the National Cold Chain Officer and relevant personnel/officials in the national Ministry of Livestock and Fisheries Industry

Minimum requirements

  • Degree in refrigeration and electricity or related field.
  • 5+ years work experience in projects involving development of cold chain investment plan.
  • Experience in cold chain management with solar energy
  • Work experience in development organization
  • Ability and willingness to travel throughout South Sudan (as the security situation allows).

Other relevant information

Practical information – banking, access to ATMs, housing – private or compound, transport arrangements for after work, is there a car pool, access to drivers for afternoon/evening, will the seconded be allowed to use UN cars, can he/she use taxi’s, bus?

Security situation in Juba is volatile and UN staff is asked to leave inside UN compounds or is MOSS compliant private compounds.

There is one KCB bank and ATM inside UN House.

Transportation will be provided by FAO within times allowed (6am to 7pm).

It is no possible to drive UN/FAO cars and it is not allowed to use taxi.

About you

You will need to have solid experience in developing international programmes, including developing project documents submitted to donors and the production of quality reports. You will also have solid experience in co-operative management, market analysis and developing a business plan. Experience in capacity building of local organisations, as well as in organisational development, gender, monitoring, evaluation, and advocacy/lobbying are important assets in achieving the objectives of the position.

Sierra Leone: Emergency Supply Chain Coordinator

Founded in 1933, the International Rescue Committee is a prominent international organization working in relief, rehabilitation, protection, post-conflict development, resettlement services and advocacy for those uprooted or affected by violent conflict and oppression.

The International Rescue Committee is in discussions to run a 24 (40)-bed, Ebola Isolation Unit (IU) in Bo, Sierra Leone. The Unit will be a high-capacity, isolated unit which will require the oversight of 87 staff including 7 international staff, over a period of 3 months. Given the magnitude of the need, the plan is to set up the Unit immediately. Staff safety is an absolute priority and strict adherence to infection control procedures with be undertaken to protect staff. Given the demanding nature of the work, staff will have ample rest time.

SCOPE OF WORK/RESPONSIBILITIES

  • Supply Chain Management

  • Responsible for logistics/supply planning through coordination with the government Central Medical Store, District Medical Store, the IRC Country Office and other supply chain partners.

  • Coordinate receiving, transportation, storage and distribution of medical supplies and equipment, specifically PPEs body bags and other Ebola essential items.
  • Monitor and assess supply operations and control mechanisms and advise on appropriate actions to take.
  • Develop and implement system to ensure a one-month buffer stock of critical supplies
  • Inform IRC IU clinical, and other country program staff of slow and fast moving inventory, upcoming distributions or deliveries, incoming materials and quality issues to ensure maximum use of available transportation, storage space, manpower and other resources
  • Communicate and report quality issues with respect to supplies and/or service agreements.

  • Fleet Management

  • Assess vehicle needs and provide recommendations on improving vehicle services.

  • Manage isolation unit drivers and vehicle usage
  • Develop simple dispatch system to track movement of ambulances to and from the isolation unit.

  • Procurement

  • Identify additional local, national, and international vendors in compliance with IRC policies.

  • Asset Management

  • Ensure that all assets and property are properly managed in accordance with IRC policies.

  • Security and Safety Duties

  • Monitor the security situation in and around Bo and continuously update long-term security plans for IRC Bo compounds.

Niger: Consultant - Niger Value Chain Assessment

  1. Background and Context

Founded in 1945 by U.S. Lutherans to respond to the humanitarian needs of post-war Europe, Lutheran World Relief (LWR) today reaches millions of people around the world through its programs in emergency response and sustainable development. Driven by local needs and working with local partners, LWR focuses on underserved rural communities, with particular emphasis on improving livelihoods for small-scale farmers and on ensuring sustainability by strengthening local organizations\' capacity. LWR holds itself to the highest standards of transparency, accountability and stewardship, testing innovative approaches then seeking ways to bring proven methods to scale.

Within Niger, LWR is currently developing an integrated value chain development project with the goal of improving year-round access to food for smallholder farmers in the Tahoua Region of Niger. LWR has decided to further research the possibilities for support to increase production of high value crops in the Tahoua Region of Niger. The principal aim of this study is to assess specific value chains and sub-value chains where an integrated LWR intervention is possible, feasible, and will contribute to increased incomes for smallholder farmers through export sales. LWR is commissioning this study in order to expand its understanding of the sector value chains as a means to guide thematic program expansion and related development of strategic alliances.

This document summarizes the tasks to be performed under a consultancy to conduct a value chain assessment (VCA) of high value crops in Niger. The VCA will include desk research and primary data collection to collect specific and timely information.

The consultant team will consist of one Principle external consultant, who will be responsible for conducting research and producing the final deliverable. S/he will be supported by relevant LWR HQ and field staff.

  1. Purpose

LWR contributes to sustainable economic development in countries through building resilient local communities and expanding economic growth opportunities. This is done by targeting smallholder farmers from developing countries to expand their production, access markets, and build relationships with exporters and buyers.

LWR\'s agriculture programs carefully select value chains based on 1) opportunities to increase incomes of smallholder farmers, 2) opportunities to expand export or market potential, 3) the ability of LWR and partners to tackle bottlenecks in the value chain, and 4) the possible significant contribution of the program to sustainable economic development.

LWR will use the information gathered by this consultancy to inform the development of an initiative to improve year-round food security for households exposed to climate shocks in the Tahoua Region of Niger.

The final report should include findings on each of the points addressed in the questions section which will be used to inform decision-making pertinent to ongoing and future implementation of this program for LWR.Duties: 3. Scope

The first aim of the VCA is to assess the market potential of specific cash crops including but not limited to:

•· Animals/Livestock and animal products

•· Irrigated production-wheat

The second aim of the VCA is to identify other irrigated production cash crop value chains with significant income generating potential for smallholder farmers in the Tahoua Region of Niger can be proposed.

The objective of the VCA is:

•1. To give a realistic indication of the market potential (national, regional and export) of these value chains;

•2. To give a realistic indication of the sustainable economic development potential for smallholders (including technical and economic feasibility);

•3. To visualise the value chain(s) in order to get a better understanding of the value chain(s), its opportunities and bottlenecks

•4. To identify key downstream chain actors (financiers/investors, wholesalers, processors, exporters, importers and their needs in terms of production quality, conditioning, timing and volumes)

Ownership

Besides the use of the VCA as a basis for the programme design, it will also be used as basis for stakeholder dialogue in the selected value chain(s). Importance is given to the active involvement of stakeholders along the value chain during the phase of analysis in order to secure ownership.

Cooperation

As LWR\'s core competences lie in increasing quality and quantity of production, cooperation with other national and international organizations and companies working in complementary areas, identification of opportunities for cooperation in the value chain(s) is therefore part of the scope of the VCA.

  1. Expected Results

A report, in the format described in Annex 1, detailing each product/value chain:

1) The market demand and the opportunities these markets hold for companies within the value chains of selection. This includes, at least:

a) Volume of current demand for the (quality of) products in the value chains

b) Opportunities for growth, and conditions for growth

c) Requirements for the product to realise growth

d) Types and locations of available markets

e) Types of available distribution systems

f) Buyers and selling arrangements within the market

g) Trends in price levels

h) Trends in supply and demand

2) Sustainable economic development potential. This includes, at least:

a) Technical feasibility for small-scale producers to meet export conditions

b) Economic feasibility (cost-revenue analysis) for smallholder producers

3) Prepare a complete value chain map showing who are the chain stakeholders (actors, supporters and influencers) in the value chain(s). See Annex 2).

a) Identify the main bottlenecks (incl. finance and investment) along the export value chain that hinder exports. In other words: why export currently is not reaching its full potential?

b) What service provider(s) or institution(s) is/are in the position and/or show the potential capacity to remove the bottleneck(s)?

c) Describe what opportunities exist in the chain(s), in terms of possible improvements that lead to significant increases in export volume. This should relate to the demand in the market on the one hand, and the possibilities that exist within the chain(s) on the other hand.

The potential participating chain actors/companies, their role, their key contacts and their experience with exporting, level of quality standards, and interest in exporting. Specifically, review their market needs in terms of volumes, quality/conditioning and timing and present findings in tabular form. See Annex 3. Qualifications: 5. Methodology

The consultant will be expected to use mixed methods to collect the data specified above. Sources of data may include industry, government, NGO, UN or USAID agency reports, as well as interviews with industry representatives, NGOs, local authorities, government line ministries and producers. Specific methodological approaches will be discussed in joint consultation between the Consultant, the LWR Focal Point, LWR Niger Country Director, and LWR Deputy Regional Director.

Desk review

The desk research includes a research into the supply and demand side of the high value crop value chains in Niger. The contractor will collect all relevant studies and materials already produced by LWR, donors, NGOs and/or research institutes in the recent past, and detail the outcomes of these studies, as a starting point. Detailed information on the demand side, among other sources, can be collected from research studies, key informant interviews, or other contacts.

Interviews

Will include structured/semi-structured interviews with industry representatives, NGOs, local authorities, donors, government line ministries and producers.

Questionnaires focused on what value chain actors are doing, why they are doing what they do and how they formulate their decisions.

8 Qualifications and Application Procedures

  • At least 10 years of practical experience in the field of export or enterprise development, and development of enterprise support institutions.
  • Preferably experience in the sector; substantial industry experience is an asset.
  • Experience with value chain analysis in developing countries; and has at least conducted one or more value chain analyses before as lead consultant/researcher.
  • Proven record of international programme/project development experience.
  • Experience in, understanding of and a network in the West-African region (more specifically Niger).
  • Outstanding inter-cultural communication, networking and coordination skills.

Senegal: Value Chain Specialist - Agriculture Productivity

Counterpart International is seeking a Value Chain Specialist (VCS) to support the USAID/Senegal Naatal Mbay Project based in Senegal. The project’s goal to increase the agriculture sector’s contribution to economic growth through an inclusive, private sector-led value chain approach is supported by three key components: (a) increase agriculture productivity in the rice, maize and millet sectors; (b) improve agriculture markets; and (c) strengthen the agriculture policy environment. The VCS will be responsible for identifying maize and rice value chains linking smallholder producers to markets and exploiting these opportunities for the benefit of said farmers. This position will seek to increase overall rice and maize production of smallholder farmers and improve processing and storage to decrease post-harvest losses. Identify all players in the selected value chains and increase the ability of poor farmers to access market information, look for innovative product outlets, develop and introduce more efficient and better use of and access to inputs for poor farmers. These activities will involve the analysis of current value chains and the identification of gaps, opportunities and constraints that currently limit market access and participation to smallholder farmers. This position will work in close collaboration with the Capacity Development Specialist to ensure overall better market performance and integration of small holder producers. The VCS should also have knowledge about gender, youth and excluded persons as it relates to agricultural inputs, outputs and access to markets, which is a cross cutting theme of the program.

DUTIES AND RESPONSIBILITIES:

• Conduct value chain assessment of maize and rice; map existing value chain levels that involve private sector actors, processors, associations, and farmers.
• Identify and collaborate with maize and rice value chain actors and potential players at all levels.
• Identify gaps, challenges, constraints, and opportunities in both market access and production and storage of maize and rice.
• Facilitate market driven linkages between smallholder farmers, input/output dealers, wholesalers, processors and marketers and other relevant players.
• Oversee agricultural production activities, focused on “best fit” agricultural technologies with regional and local groups to facilitate increased innovation with project partners and technical assistance recipients.
• Improve marketing systems with stakeholders involved in the value chain associations and increase the use of business service providers to improve marketing plans, working with selected food processors, implementing partners, and suppliers.
• Provide technical agricultural and market access guidance services to grantees/implementing partners for widespread distribution.
• Recommend sustainable value chain development models for maize and rice.

Value Chain Portfolio Lead, Mozambique

We are currently seeking a senior-level manager and technical expert for an upcoming multi-year Feed the Future (FtF) USAID-funded program in Mozambique. This project will increase the productivity and competitiveness of Mozambique’s agribusiness sector through the development of competitive selected agricultural value chains and to improve the nutritional status of pregnant and lactating women and children less than five years of age by strengthening the linkages between the agriculture, nutrition, and water, sanitation, and hygiene (WASH). Anticipated activities include promoting the use of improved agricultural technologies and inputs, improving access to agricultural finance, strengthening public-private partnerships and building the capacity of local organizations and business development service providers. The Value Chain Portfolio Lead will direct interventions focused on scaling up production methods and establishing market linkages which increase the output and competitiveness of selected value chains.   • Empower Farmer’s Organizations effectively to advocate for the needs of their representatives
  • Lead the development and implementation of value chain interventions that increase the profitability of agribusinesses in the selected sectors

Qualifications:

  • Master’s Degree in Agriculture, Agribusiness, Economics, Business, International Development or another relevant subject area
  • At least 10 years of progressive experience designing and implementing value chain interventions
  • Experience working in the region and with the target value chains (soybean, sesame, groundnuts, common bean, cow pea, pigeon pea, banana) is strongly preferred
  • At least five years of relevant work experience in Sub-Saharan Africa or a similar development context.
  • Demonstrated familiarity with USAID policies and procedures
  • Professional fluency in English written and spoken required.

The Position: The Agriculture Value Chain Specialist will be responsible for the implementation of a going-to-scale project in Nyanza Province, Kenya to improve nutrition benefits from with pro-vitamin A rich orange-fleshed sweetpotato. This will require managing complex multi-disciplinary partnerships with government, non-governmental implementation organizations and private sector partners. The position will be part of the regional project team and reports to the regionally based Project Leader. The principal tasks and responsibilities comprise the following:

Duties and responsibilities:

• Oversee and coordinate project activities and partnerships at country level.• Provide technical support to national partners to ensure production and multiplication of high quality foundation planting material. • Manage the collaboration with private sector food processing companies and implement partners from the NGO sector to ensure timely delivery of quality. • Contribute to monitoring and evaluation (M&E), and impact assessment at country and regional levels.• Develop and report against country-level project work plans as part of the regional project management system.• Produce and contribute to scientific publications, policy briefs and other information materials, and participating in regional and international forums.• Participate in national agriculture and nutrition forums to contribute to evidence-based planning and policy development. • Coordinate and participate in periodic capacity building and training events for implementing partners and wider stakeholder groups.• Supervise and/or facilitate associated in-country research activities by national research institutions, CIP and regional or international partners.

Selection Criteria:

• Ph.D. degree in agricultural economics, nutrition, marketing or other similar degree. Specific training related to sweetpotato is an added advantage.• At least 2 years as a project leader in an agricultural research and development context, preferably in sub-Saharan Africa.• A minimum of 2 years hands-on experience working in agricultural seed systems or value chains, preferably with sweetpotato or other vegetatively propagated crops.• Strong experience with communication technologies as research and development tools.• Solid and up-to-date understanding of M&E, Impact Assessment and scaling-up principles and methodologies.• Excellent written and verbal communication skills in English are required. Good working knowledge of Kiswahili or Luo preferred.• Ability to work in an international agricultural research center, interacting with its staff and managing research programs in a variety of institutional and ecological settings. • A good ability and demonstrated expertise to write, plan research, analyze data and complete timely reports.• Good record of publications and citations.• Aptitude for teamwork, leadership, training, and communications.• Willingness to travel frequently and work under field conditions.• Must be a citizen of an African country.
