Ebola Outbreak in Sierra Leone (SL) and Liberia and GOALs Response to Date

The 2014 Ebola outbreak is the largest Ebola outbreak in history and the first in West Africa. The current outbreak is affecting multiple countries in West Africa with Sierra Leone/Liberia first reporting cases in March of this year. As of September of this year Liberia has reported over 3,000 cases with Sierra Leone reporting over 2.500 cases. Based on current rates of infection it is expected that case numbers will climb significantly in the current months. GOAL has been working in Sierra Leone for several years now and has been active in the Ebola Health response since the outbreak was declared. Due to the scale of the outbreak in Liberia GOAL has decided to establish a response in Liberia to provide assistance to the large numbers of people who have become infected in recent weeks and are expected to be infected in the coming weeks and months ahead.

Summary of the Role:

The psychosocial officer will provide psychosocial support to patients and families and to the clinical care staff within the EVD centre.

Key Responsibilities

  • In consultation with the EVD centre medical manager and the nurse in charge ensure appropriate psychosocial support to patients and their families
  • Ensure regular psychosocial support to international staff to allow them the space to deal with working in the ETC
  • Ensure appropriate psychosocial support to national staff to allow them the space to deal with working in the ETC and the fear and possible stigmatisation they will encounter in the community
  • Train clinical care staff in key aspects of psychosocial support including WHO Psychological First Aid (PFA) guidelines adapted to the Ebola response
  • Assist in hiring national MHPSS staff
  • Train and supervise relevant local staff (e.g. psychosocial officers) in basic psychosocial support (e.g. community outreach, facility based support) for people affected by Ebola and their families
  • Provide staff self-care workshops and individual sessions and work with the GOAL country teams to improve staff well-being and support

Qualifications:

  • The qualified candidate will have relevant educational qualifications such as a degree in social work, counselling or psychology (MA or PhD) with 3+ years working experience
  • Previous NGO experience require
  • Strong organizational and supervisory skills
  • Excellent oral and written communication skills
  • Strong interpersonal skills and the ability to relate to and motivate local staff effectively
  • Ability to exercise sound judgment and make decisions independently
  • Extremely flexible, and can cope with stressful workloads and frustration
  • Creativity and the ability to work with limited resources
  • Contract Duration: 3-6 months

JOB SUMMARY

FUNCTIONS AND RESPONSABILITIES

Money administration and security

  • Guarantees that money administration procedures are followed
  • Ensuring the management of coordination cash boxes (following up advances and maintaining the advances register, physical inventories and bank account/ check, expenditure conciliations, etc.).
  • Checking purchasing procedures are followed (order forms systematically signed by authorized persons).
  • Performing cash ups.
  • Organizing the system for paying suppliers (following up housing rents etc.), do the payments by check, order bank transfers.
  • Paying salary advances, salaries ,taxes and payments notes duly validates by financial coordinator.
  • Paying per diems and security envelopes according to the rules. do the payments by check, order bank transfers.
  • Following bank account movements, in particular checking balances on a daily basis and alerting his /her responsible
  • Giving an initial briefing on money administration to all personnel receiving entitlements (per diem, lodgment, etc.) and/or functioning advances.

  • Checking the conformity of justifications.

Checking the justification documents and their conformity (order forms, invoices, inventories, etc.) in capital and the projects.

The successful candidate must have at least 5 years’ field experience in emergency situations. At least 3 years’ experience in positions with similar responsibility and working on planning, design, management and monitoring of programmes from a NGDO in fragile scenarios, of complex emergencies. Experience in project planning, implementation and evaluation is desirable. Team coordination experience.

Job Purpose

Job Duties and Responsibilities

• Works in the IFRC Ebola Treatment Centre and provides water and sanitation services.
• Plans, organises, documents and evaluates the WatSan activities in the ETC.
• Participates in internal or external meetings to ensure continuity and quality of WatSan.
• Conducts regular maintenance checks on water supply network and carries out necessary repairs.
• Ensures solid waste is properly disposed of in the ETC.
• Prepares and monitors the quality of water and chlorine solution.
• Ensures chlorine is properly controlled and stored.
• Works with logistics to ensure a supply of WatSan equipment and consumables.
• Operates and maintains the generator and lighting system for the ETC.
• Supports construction for new ETCs and expansion (if applicable)
• Supports Infection Prevention and Control team to ensure consistent infection prevention and control procedures are followed at all times, a clean hygienic environment is maintained at all times and to ensure safe and dignified burial of the deceased.
• Records and communicates information related to water supply and sanitation of the ETC.
• Carries out other task within his/her area of responsibility as requested.

Education

Engineering or related technical experience is a requirement
Postgraduate diploma in engineering, public health, infectious diseases, emergency medicine will be an asset.

Experience

Previous work in WatSan in a clinical setting is preferred

****Key Responsibilities****

  • Overall Management of EVD Centre (s) and ensuring that clinical care and infection control is of a minimum acceptable standard.
  • Ensure that EVD Centre infection control and safety procedures are in place and documented.
  • Ensure that standards of patient care and all appropriate protocols are in place and being implemented in the EVD Centre.
  • Ensure that all staff have been provided with appropriate training on infection control and risk reduction management and that on the job training is ongoing and part of day to day practice.
  • Infection Control equipment is in place and being used appropriately by all clinical staff.
  • Ensure that all logistics, supplies are in place and that appropriate supply chain is in place.
  • Provide training and de-briefing for all health and other Ebola Centre staff.
  • Provide direct clinical care as required based on patient need and patient load.
  • Provide technical support and oversight for all elements of managing the EVD Treatment Centre including waste disposal, water supply and infection control parameters and provide support to technical staff in managing this.
  • Ensure that any possible risk exposure by staff to possible infection is dealt with promptly.

****Requirements****

  1. Experienced and skilled Nurse or Doctor ideally with relevant skills in infectious diseases/infection control in an acute clinical setting
  2. Experience of working in challenging acute clinical settings
  3. Ideally at least 1-2 years working in a health humanitarian contexts; infectious disease outbreaks or medical emergency response.
  4. Relevant people management skills and providing direction for a multi-disciplinary team

****Summary of Role****:GOAL will be supporting the implementation of Ebola Treatment Facilities, providing treatment care and support to patients who will be either infected with or suspected of being infected with Ebola. GOAL will also be providing technical support to the Ministry of Health (MoH) SL and to other health partners who are currently managing or being exposed to suspected Ebola cases. The Ebola Nurse Doctor will work as part of an emergency response team based in a clinical setting.

****Key Responsibilities****

  • Support the day to day operation of an Ebola Treatment Centre- to include ensuring infection control procedures are in place, patient care is being carried out and that minimum acceptable clinical standards are in place at all times.
  • Ensure that all relevant clinical and infection control equipment is in place in the facility at all times and liaise with logistics to ensure that stocks are kept at a minimum acceptable level.
  • Support in the provision of direct clinical patient care as required and ensure that infection control procedures are being adhered to by staff and patients carers at all times.
  • Provide technical supervision and training for non -clinical staff such as cleaners Guards on infection control procedures.
  • Organise the admission and treatment plan for newly diagnosed or suspected infected persons.
  • Provide training for MoH and NGO partners on case referral and infection control.
  • Ensure that appropriate Personal Protective Equipment (PPE) and other essential medical supplies are in place and being distributed as required.
  • Ensure that facility clinical data admissions, discharges and deaths are being maintained and submitted on time to relevant Managers.
  • If required work with the overall health team to explore other avenues to provide support for communities at risk of Ebola particularly those in rural areas with little access to treatment facilities and or in the situation where Treatment Units become full.
  • Work with the Community Health partners to ensure that there is a support system is in place for all Ebola Survivors who are discharged from the centre
  • Ensure that there is a referral pathway in place in communities for suspected Ebola cases.

****Requirements****:

  • A qualified Nurse or Doctor with, ideally previous experience in infection control, infectious diseases.
  • Ability to work in a high risk and stressful clinical environment
  • At least 2 years post qualification experience in a clinical setting and previous overseas experience in a health setting would be an advantage.
  • Willing to work in a constantly changing and stressful environment.
  • Good planning skills, able to work alone as required and live and work in at times basic field locations.

The proposed intervention – Business Support centre, is aimed at creating conducive space for women to be screened for their business potentials and fully benefit from a well - coordinated referral system with relevant networks - service providers, government, private sectors, International agencies to gain financial support, skills development, job opportunities, coaching, mentorships to mention a few.

The study will assess several factors including sustainability and relevance to Women’s ambitions in Business and employment sectors. Moreover, it is assumed that support generated through these BSCs will make women more confident to compete for opportunities in the Private and Public sectors that are, mostly male dominated.

Objectives of the Feasibility Study

The study will help to achieve the following targets:

· Gather empiricalinformation from different segments of the population in the two states and use the data to advice on the best model and process, of establishing Business Support Centers, appropriate for Women in Somaliland and Puntland – (small, medium, micro business women, unemployed women, CSO’s, existing BSC’s /similar institutions management, Elders, Religious leaders, technical business people, women associations, informal women micro-credit associations etc).

· Assess the capacity and/or interest of women in accessing, utilizing and benefiting from the Business Support Center(s) -.ie ability to utilize the skills and knowledge, compete in wider business options and job markets, access to financial institutions and donors, advocacy and policy engagements, establishing and benefiting from business networks and partnerships, research (market research and analysis, documentation), developing winning business plans.

· Assess and create a data bank on strategic and potential buy- ins for smooth referral processes - skills, resources, interest in supporting the establishment and sustainability of BCS,s, absorbing the screened women for jobs, funds; women specific policies i.e recruitment and skills development policies etc – (include key policy makers, government departments, private sector, Donors, UN agencies, international organizations, CSO’s, financial institutions, learning institutions – business learning institutions)

· Identify relevant communication channels - (advertising, screening and referrals.

GENERAL FUNCTIONS

Scope of the Study

The feasibility study will be conducted in Somaliland and Puntland, and will attempt to assess:

· Existence of BSC’s or similar institutions – lessons, challenges, demand, etc

· Market usage / potential beneficiaries – needs, women’s potential to access and benefit from the BCS / the need to establish a Business Support center.

· Legal and policy requirements - establishing the BSC in Somaliland and Puntland.

· Support /service demand.

· Impact on women’s economic, social and political status/lifestyles.

· Perceived challenges, resistance, barriers, – at personal and the establishment level, usage, ownership level, resources etc

· Levels of interest and collaboration – key partners and their commitment to the economic empowerment of women.

· Feasible mechanisms and identify challenges and opportunities to sustain the BSCs in both Puntland and Somaliland

Methodology

· Semi-structured surveys / interviews

· Desk top reviews – on existing BSC’s /similar institutions in Somalia, other countries etc.

· Mapping of the potential participants in the two states

Output and Usage

The results of the feasibility study will be used for different purposes:

· Action plan – to direct activities/services (products); resource mobilization i.e identifying potential funders, proposal design and dissemination; defining synergy and responsibility, beneficiaries, etc.

· Mode of the BSC’s in the two states

Activities and Duration of the Consultancy

Working under the guidance of the International Consultant, the National Expert will undertake the consultancy in four week duration as follows:

Week OneDay 1 § Expert team meets with Gender Unit and PREP and other relevant projects to agree on the research methodology and research plan (incl. selection of the study participants in the two states etc ) Days 2-4 § Designing and refining key questions

§ Meetings/appointments with interested stakeholders to introduce study – Garowe/Hergesia.

§ Logistical arrangements made for the two states –travel, meeting time and dates etc Days 5-7 § Implementing fieldwork – (Garowe)

§ Week Two Days 1-3 § Continue implementing field work in Garowe Day 4 § Travel to Hargeisa Day 5-7 § Meeting with interested stakeholders

§ Implementing field work in Hargeisa Week Three Days 1-7 § Complete field work in Hargeisa Week Four Days 1-7 § Support the data analysis process and help in drafting of final findings

Duties and Responsibilities

Tasks

· Participate in the Research design process.

· Arrange and facilitate meetings with the participants in the two states of Somalia.

· Interpret documents, interviews and meetings.

· Participate in Data collection.

Expected outcomes:

· An inception report of the preliminary findings within two weeks of the Mission

· A final assignment report, both in hard and soft copy with all necessary annexes

ESSENTIAL EXPERIENCE

Education

· First University degree in economics, social science, international studies, development studies or Gender studies

Work Experience

· Minimum of 5 years of relevant experience in poverty reduction and/or sustainable development;

· Documented experience in working with women and vulnerable groups in job creation, business, income generation activities or Micro-Finance.

· Experience in setting of data bases and business modules.

· Extensive knowledge of the national economic issues (with in Somali context) is highly essential.

· Experience in qualitative and quantitative research methodologies

Language Requirements:

· Strong written and spoken English and Somali language skills
