Project Description:
The SBCC Specialist will work collaboratively with the key stakeholders to design and implement SBCC interventions and materials aimed at improving nutritional status and inclusive agricultural growth. The SBCC interventions would need to be designed targeted to all levels and a range of stakeholders including government, civil society and community. The position will be based in Maputo.
Job Summary / Responsibilities:
- Formulate project SBCC objectives and develop strategies for their achievement.
- Develop comprehensive communication tools and SBCC activities, using evidence-based theories and methodologies, in close collaboration with technical specialists across the project.
- Design community level interventions in close collaboration with the Project staff that target women and children.
- Provide day-to-day management of the project’s SBCC and community level activities.
- Manage the work of any research firms, advertising agencies, public relations experts, production vendors, community mobilizers, and/or consultants hired by the project to assist with SBCC or community level work. This includes building capacity of local implementing partners to implement quality and successful SBCC work.
- Collaborate with other technical specialists and stakeholders beyond the project to ensure coordination of materials and communication message strategies and avoid gaps and overlaps.
- Ensure that SBCC materials are pre-tested, proved effective and used efficiently and by the correct target group.
- Help develop, maintain, and follow the indicators set in the workplan for SBCC and community-level activities.
- Work with M&E; Advisor to monitor and evaluate the progress and impact of SBCC activities.
- Contribute to regular quarterly and annual reports to the client.
- Document project results and impacts in various forms, including media stories, lessons learned, case studies, client satisfaction, etc.
- Other duties as assigned.
Qualifications:
- Experience and demonstrated results in strategic behavior change communication.
- Knowledge of and experience with the design, management and implementation of nutrition, agriculture and livelihood programs.
- Sensitivity to cultural differences and understanding of the socio-economic and political situation in Mozambique and targeted communication to stimulate behavior change.
- Ability to organize systems to monitor results.
- Well-developed written and oral communication skills.
- Ability to work well with others and to develop and maintain compatibility among project staff, subcontractors, consultants, and recipients of assistance.
- Ability to travel as needed.
Minimum Requirements
- A Master’s Degree in Communications, Marketing, Social Sciences.
- At least 6 years of experience in projects of similar or related nature, size, and complexity, with national or local governments, NGOs, or donors; with preference given to a candidate who has actually worked in devolved health settings.
- Demonstrated understanding and familiarity with development communications issues and solutions, especially in Nutrition and agriculture.
- Familiarity and understanding of USAID policies and procedures (highly preferred), or those of other donors, donor-funded projects, community-based projects, or corporate social responsibility projects.
- Proven abilities to set priorities, to multi-task, and to work collaboratively across technical disciplines.
- Possess outstanding professional reputation and have strong demonstrated interpersonal, written, and oral presentation skills.
- Willingness to travel within the country as needed.
- Oral and written English language required,
- Portuguese fluency required.

S/he shall have the requisite management expertise, interpersonal skills and established professional relationships to fulfill the requirements of the project.
Minimum Qualifications:

Specifically the DCOP must have:
· Master’s Degree in public health, or a related field, with specific emphasis on health communication, promotion and/or education;
· Minimum eight (8) years’ experience with progressively increasing responsibility in:
o Designing, managing and implementing complex, large scale SBCC programs in developing countries involving multiple stakeholders and implementing partners;
o Demonstrated experience in building capacity in SBCC programming with the public sector, civil society, and private sector.
· Demonstrated management skills, including relevant experience in direct supervision of professional staff.

Position: Hygiene Behavior Change and Communications Specialist

Summary: AECOM International Development seeks a Hygiene Behavior Change and Communication (HBCC) Specialist for an anticipated USAID-funded multi-year project intended to increase access to water and sanitation in rural communities in Western and Central equatorial states. The project will work with government agencies to improve and expand access to water, sanitation and hygiene (WASH) services, including facilitating private sector investment, establishing community managed systems, promoting hygiene behavior change and empowering women to take on leadership roles. The HBCC Specialist will have overall responsibility for technical direction and implementation of hygiene behavior change and communication activities, and ensuring overall program activities achieve measurable health impacts and related results. The HBCC Specialist must demonstrate exceptional technical and managerial experience, including managing complex rural and urban WASH behavior change activities involving multiple program partners.
Qualifications:•At least 10 years of experience providing technical leadership in hygiene behavior change and communication both for water supply and sanitation activities
•Subject matter expertise in hygiene promotion, behavior change communication and local capacity building
•Familiarity with the political, social, and cultural context of South Sudan
•Masters degree in public health, engineering (civil or environmental), community development or related field
•Exceptional written and oral communications skills in English
