Kenya: Associate, East Africa Pharmaceutical Manufacture and Supply

Founded in 2002 by President William J. Clinton, the Clinton Health Access Initiative (CHAI) is a global health organization committed to strengthening integrated health systems around the world and expanding access to care and treatment for HIV/AIDS, malaria and other illnesses. Based on the premise that business oriented strategy can facilitate solutions to global health challenges, CHAI acts as a catalyst to mobilize new resources and optimize the impact of these resources to save lives, via improved organization of commodity markets and more effective local management. By working in association with governments and other NGO partners, CHAI is focused on large scale impact and, to date, CHAI has secured lower pricing agreements for treatment options in more than 70 countries. In addition, CHAI's teams are working side-by-side with over 30 governments to tackle many of the largest barriers to effective treatment and care.

CHAI is undertaking a series of market shaping initiatives designed to strengthen the East African pharmaceutical industry’s competitive position and market share of the health pharmaceutical market, while increasing access to international quality and affordable medicines. This role will involve engaging with senior private sector and government stakeholders across Burundi, Kenya, Rwanda, Tanzania, and Uganda.

The ultimate goal is for at least two East African local manufacturers to produce international quality pharmaceuticals at a cost competitive price point, and for these products to be procured by international buyer(s) by year-end 2015. This test case will connect local manufacturers to international buyers, strengthen the long-term viability of industry, and provide a roadmap for other initiatives supporting local industry to drive broader transformation.

The Associate will be primarily focused on identifying and operationalizing cost reduction opportunities for local manufacturers. This will span sourcing of inputs (API/Excipients/Packaging), transportation, operational efficiency, and inventory management.

The Associate must be able to function independently and flexibly as well as build strong relationships with government officials and partners across the public and private sectors. This is a challenging though rewarding position that directly impacts the quality and cost of pharmaceutical products in East Africa. The Associate will provide robust technical and analytical support to the EAC local manufacturing team, and actively participate in structuring the analytical approach and problem solving in areas such as:

  • Diagnosis of cost reduction opportunities for local manufacturers, and modelling potential efficiency gains by intervention
  • Development of business case for key quality and cost-saving interventions for C-level audience
  • Support to local manufacturers implementing quality/cost-saving interventions, ensuring responsiveness to evolving priorities/opportunities, and adherence to tight deadlines.
  • Engagement of international buyer segment, and ensuring buyer specific needs are integrated into broader workplan
  • Supporting evaluation and documentation of results and impact from CHAI's work

Bachelor's Degree plus 3+ years of experience in a private or public sector enterprise, with increasing levels of responsibility.

Summary

The Associate Director position requires deep policy knowledge of the region as well as experience in team leadership. Responsibilities:

  • Conduct original research and policy analysis on the subject, both in Washington, D.C. and in the field.

This investment has successfully reduced the burden of malaria in many settings, and some countries have begun planning to eliminate it altogether. Yet these gains are fragile: global funding for malaria remains short of what is needed, last decade's rapid growth in malaria financing appears to have halted, and resistance to insecticides and drugs threatens to set back efforts. CHAI’s global malaria program provides direct management and technical support to countries around the globe to strengthen their malaria programs and reduce the burden of this preventable, treatable disease. We support governments to scale up effective interventions for prevention, diagnosis, treatment, and surveillance, with the goals of sustainably reducing the number of malaria-related illnesses and deaths worldwide in the short-term and accelerating progress towards malaria elimination in the long term.

CHAI is seeking a highly motivated individual to support the Namibia National Vector-borne Diseases Control Program (NVDCP) plan and execute more effective anti-malaria programs as the country aims for malaria elimination by 2020. The Associate will be expected to develop and manage strong relationships with the NVDCP and relevant country partners, help design evidence-based strategic plans, and provide dedicated day-to-day operational support to ensure execution of effective, high-impact programs. ORGANIZATIONAL CONTEXT:

The incumbent would normally receive guidance from more senior programme staff in the operation. The incumbent normally supervises some support staff. The Cluster is responsible to administer, provide support and oversight of the day-to-day management of the Project Field offices, both according to the client requirements and in line with rules and regulations. It is headed by the Cluster Chief who has the overall authority and accountability for the performance of the Mine Action Cluster on behalf of its clients.

Somalia Mine Action supports mine and explosive remnants of war (ERW) clearance activities, awareness programming, contamination survey and coordination for mine action activities throughout Somalia. Somalia Mine Action works closely with other UN Agencies, local communities and humanitarian and development actors to ensure a sustainable and effective response to explosive contamination in Somalia, with priority on improving the lives of people living in affected communities, and ensuring national capacity development for a long term solution to the problem. In Somaliland and Puntland, capacity development has been carried out for the Somaliland Mine Action Centre SMAC, the Police EOD, the Puntland Mine Action Centre and the Puntland EOD. The Programme has an office in Nairobi to provide managerial and support functions for the Regional Offices in Somalia.

GENERAL FUNCTIONS

The Asset Management Associate reports to the Asset Management Officer as his/her direct supervisor. He / her Duties and Responsibilities include:

· Supervise the shipment of all Program and Contractor assets, following RIR protocol and liaising closely with external organizations to ensure accurate deliveries and records.

· Supervise the monitoring and updating of the computerized inventory; cross-checking with physical verification.

· Prepare reports and correspondence as needed.

· Receipt and inspection of all delivered assets from contractors, suppliers in conjunction with the Logistics Assistant and under the supervision of the PSO.

· Manage inspection of all stores and equipment for correct quantity, quality, damage, completeness, and serviceability, with direction from PSO.

· Ensure all stored assets are securely kept, protected from elements, well-organized, and properly accounted for.

· Manage stock take of stores on a monthly basis or whenever requested by the Support Service office.

· Manage the asset database to ensure all items are correctly recorded against the correct project number and the correct documentation is supported for each item.

· Responsible for asset and inventory management of all the expendable and non-expendable items under each project in order to maintain accurate records for accountability as well as handover of equipment when appropriate.

· Ensure that a register for assets, non-expendable property and equipment for office is established and maintained/updated on an ongoing basis and the asset lists are updated monthly.

· Weekly reports are submitted to Support Service office.

· Provide overall management, tracking, maintenance and reporting of assets and non-expendable property and equipment and ensure that physical verification of assets and equipment is performed on a regular schedule.

· Ensure any discrepancies are fully investigated and resolved using the Loss and Damage process.

· Implement and maintain sound asset management and inventory control system in accordance with UNOPS Asset Management policy.

· Supervise and manage the Asset Management Assistants.

ESSENTIAL EXPERIENCE

Education

  • Master’s degree in Business Administration or any other relevant field.
  • A Bachelor’s degree and or Certificate in combination with relevant years of experience may be accepted in lieu of master’s degree.

· Specialized certification in Asset Management and or in logistics field is desired.

Work Experience

· Minimum of 5 years experience the field of Asset Management working the UN, NGO, humanitarian agency, police, military

· Experience in logistics area and experience in managing camps is desirable.

· Experience in asset management systems an advantage.

· Valid driving license.

Key Competencies

This position is located in the Office for the Coordination of Humanitarian Affairs (OCHA) in N’Djamena, Chad. The Humanitarian Affairs Officer reports to the Deputy Head of Office/Head of Inter-Agency Coordination Unit.

RESPONSIBILITIES:

Within delegated authority, the Associate Humanitarian Affairs Officer will be responsible for the following duties:

• In consultation with a senior Humanitarian Affairs Officer, assists in the design and preparation of studies on humanitarian, disaster, emergency relief and related issues and in various follow-up activities.

• Researches, analyzes and presents information gathered from diverse sources on assigned topics/issues.

• Contributes to the preparation of various written documents, e.g. drafts sections of studies, background papers, policy guidelines, parliamentary documents etc.

• Develops and maintains reference/resource information on specific topics or policy-related issues; responds to various inquiries and information requests internally and externally.

• Assists in the production of appeals for international assistance; ensures the proper use and spending of donor contributions channeled through OCHA.

• Assists in the organization of meetings, seminars, conferences, workshops, etc. with other agencies and partners to facilitate exchanges of professional expertise and views on specific humanitarian-related subjects/issues; serves as reporter to such events.

• Maintains awareness of current humanitarian affairs and related issues, to include relevant political, policy, gender considerations or other developments in specific subject area, country or region concerned.

Humanitarian experience in the field (actual setting where a mission and/or project is being implemented) in emergency situations (complex emergency or natural disaster) is required. Experience in the Chad is desirable.

Education:An advanced university degree (Master's degree or equivalent) in political science, social science, international studies, public administration, economics, engineering, earth sciences or a related field is required. A first-level university degree in combination with an additional two years of qualifying experience may be accepted in lieu of the advanced university degree.

A first-level university degree and no experience will be accepted for candidates who have passed the Young Professionals Programme Examination/United Nations National Competitive Recruitment Examination (NCRE) or the General Service to Professional Examination (G to P).
