Program Manager is responsible for the overall management of a project that aims to provide access to safe drinking water for remote communities in Bié, Huambo, Huila/Benguela and to strengthen hygiene and sanitation standards of these communities.

Main responsibilities:

  • Overall project management and implementation
  • Local team management and capacity building
  • Regular monitoring and evaluation of project activities
  • Reporting to HQ and donors
  • Cooperation with partners, donors, local authorities and communities

Main requirements:

  • Knowledge and experience working with construction and rehabilitation of water points according to technical standards, Community Lead Total Sanitation (CLTS); water and sanitation supply chains and hygiene behavioural change communication (BCC) required;
  • Relevant academic qualification in WASH or related field required;
  • Experience in capacity building (local partners from civil society and government)
  • Sensitivity to crosscutting topics, specially on gender and nutrition issues;
  • Excellent knowledge of English
  • At least intermediate knowledge of Portuguese essential (preferably with previous work experience in Portuguese-speaking countries, Angola in particular)
  • Experience in project management including project development, project implementation and project evaluation (PCM)
  • Experience in qualitative and quantitative surveys for WASH-related indicators and familiarity with data analysis and mapping software highly desired.
  • Team management experience (at least 3 years in management positions)

Angola: Senior M&E/Program Manager

Background:This position will support a global program to be awarded by USAID/Washington. The program is designed to increase the use of underutilized or emerging reproductive, maternal and newborn health (RMNH) priority interventions and commodities with a specific focus on the prevention and management of preterm birth (PTB) and low birth weight (LBW) complications. This program will focus on evidence, advocacy, and catalytic efforts that will be needed to increase use of critical under-utilized PTB/LBW prevention and care interventions and associated commodities. The program will scale-up evidenced-based and underutilized PTB/LBW interventions within 24 USAID priority countries by translating evidence into action at and below the national level, increasing capacity and performance for improved service delivery at facility and community levels, and increasing prioritization of PTB/LBW within national and global policies, protocols and initiatives. To demonstrate how to implement and scale-up interventions by addressing bottlenecks and testing new, integrative approaches, EP-SCALE will also support implementation in four demonstration countries from among USAID priority countries.

The Senior M&E/Program Manager will support the management and implementation of project activities, including overall responsibility for the design and management of all program monitoring and evaluation (M&E) activities. S/he will work with the Director and technical team as well as with USAID and other relevant partners to ensure that the M&E platform is state-of-the art and reflective of all aspects of the program and its partnerships. Building on PCI’s experience and competence, s/he will also lead the design and implementation of the program’s knowledge management strategy. The Senior M&E Advisor will work closely with partners involved in the design and implementation of research efforts to ensure that they are in keeping with overall program goals and that findings are integrated into program reporting, and knowledge management.

Key Duties and Responsibilities:

  • In coordination with PCI’s Strategic Information for Impact (SII) Unit, lead development and implementation of the program’s M&E activities including the development of effective systems for learning, documenting and sharing of program results.
  • Support the coordination, design and implementation of selected project evaluations, including baseline assessments and special studies
  • Represent the program with USAID/Washington’s recently-awarded Maternal and Child Survival Program (MCSP), and other partners such as the Grand Challenge: Saving Lives at Birth, the USAID Child Survival Grants Program, the Survive and Thrive Global Development Alliance, and the USG program Saving Mothers Giving Life to build a network of information for the prevention and management of prematurity and low birth weight and to ensure that the M&E framework is aligned with partner frameworks.
  • Ensure the development and production of high-quality publications, including peer-reviewed journal articles, and presentations in keeping with the program’s knowledge management strategy.
  • Ensure the design and implementation of targeted surveys, program evaluations and impact assessments.
  • Work with technical and program implementation staff to ensure optimal programmatic quality and fulfill all reporting obligations in a timely, quality manner.
  • Work with the Program Director and PCI management to define program management structure and communication mechanisms with partners.
  • Participate in inter-agency working groups to ensure that PTB/LBW indicators, tools, and M&E strategies are included in reproductive, maternal and newborn child health indicators, tools, and M&E strategies.
  • Assist in the coordination/facilitation of capacity building in M&E for PCI staff in reproductive, maternal, newborn and health priority interventions.

Position Parameters/Special Requirements:

  • Ability to travel internationally, including to remote and/or resource-limited areas (25%). Required Skills * MPH or equivalent advanced degree in the health sciences field.
  • Sound background in maternal and newborn health.
  • Strong management, interpersonal, communication, networking and facilitation skills.
  • Proven capacity to effectively manage processes and programs, as well as mentor staff with various levels of skills and experience; strong negotiation skills.
  • Proven team leadership skills and ability to work effectively in a team environment with both technical and non-technical staff.
  • Familiarity with and sensitivity to gender issues.
  • Excellent computer skills including Microsoft Office Suite, including demonstrated competency with common statistical software packages, health information technologies and software applications, relational database systems and web technologies.
  • Extensive knowledge of quantitative and qualitative research techniques, including planning of studies and investigations, institutional review boards, determining variables, selecting appropriate sampling methodologies, and preparation of research reports; general knowledge of statistical principles and procedures, including methods of collecting statistical data, simple correlation methods and sampling techniques as well as data management and analysis.
  • Ability to creatively adapt research and evaluation techniques, methods and tools such that they are as practical and feasible as possible for implementation in a programmatic and organizational/real life setting with limited resources.
  • Strong organizational skills to manage complex studies with frequent and competing deadlines.
  • Strong writing skills to prepare reports, publications, promotional materials and research proposals.
  • Excellent inter-personal and inter-cultural skills. Required Experience Required Experience

UNICEF is looking for a dynamic, pro-active specialist in developing educational materials about sexuality, HIV and AIDS for adolescents and youths, who can review a peer education material (Peer Education Manual and Facilitation Guide).

Qualification and Experience

• Masters' in social sciences, preferably in the area of communication for development, participative or educational communication;• Experience in document analysis and information systematisation;• Proven experience in developing peer education materials, particularly manuals and facilitation guides on sexuality, HIV, AIDS and other related topics.• Experience in producing materials for youths with little schooling would be an advantage;• Good knowledge and understanding about HIV and AIDS along with other sexually transmitted diseases;• Easy of talking about topics related with sexually and gender and others related with the theme;• Excellent skills in: Writing and communicating in Portuguese, adapting the writing to specific audiences, good knowledge of English is an advantage, openness to criticism;• Skill in coordinating and harmoniously interacting with national authorities• Computer literacy (Word, Excel, Powerpoint).
