The Danish Refugee Council (DRC) is looking for an experienced IDP Response Coordinator with overall responsibility for implementation and quality assurance of the emergency response programme.

Since the outbreak of violence in South Sudan in December 2013, fighting has continued despite several attempts at a peace agreement. Currently 1.4 million people have been displaced from their homes and tens of thousands killed. 95,000 civilians are currently seeking refuge inside UNMISS bases across the country. DRC has been working, since the start of the crisis, providing camp management, protection and shelter/NFI interventions in three locations, Bentiu in Unity State, Malakal and Melut in Upper Nile states.

About the job

The IDP Response Coordinator reports to the Head of Programme, and line manages Team Leaders in three field locations, as well as the Protection Coordinator, Emergency Operations and Finance Managers in Juba. The IDP Response Coordinator manages the Emergency IDP Programme, providing technical and management support to the Team Leaders in three locations, and driving the necessary support provision in Juba to the programme. The Coordinator guides strategy and proposal development, and ensures compliance with DRC and donor policies and procedures. The Coordinator attends coordination and other meetings relevant to the emergency programme; The Coordinator will work closely with the Head of Programme and M&E Coordinator to ensure that all camp management activities are being appropriately monitored and evaluated.

Duties and Responsibilities

Key tasks and responsibilities:

  • Ensure coordination, quality and relevance, compliance and accountability of DRC’s emergency activities in South Sudan;
  • Consolidate the development and oversee the roll out of DRC’s strategy in each project site;
  • Oversee implementation of emergency activities and ensure that objectives and results are
  • timely and qualitatively met;
  • Lead the development of proposals to secure follow on or expansion funding for the emergency program as per identified needs;
  • Ensure high quality and timely reports for DRC, partners and donors within agreed deadlines;
  • Support Team Leaders to develop work plans and monitoring tools as appropriate, and make regular monitoring visits to project sites;
  • Monitor financial planning and expenditures allocated to emergency response programme, including needed amendments/revisions;
  • Ensure information sharing across project sites, and standardization of approaches, as appropriate;
  • Assist in recruiting, coaching and evaluating emergency staff;
  • Coordinate with national, local and international actors and participate in Clusters, working groups and other meetings and forums as needed;
  • Represent DRC with relevant donors and local actors, in coordination with the Head of Programme and Country Director;
  • Stay up to date with donor strategies and practices within South Sudan.

About you

To be successful in this role you must have:

Mandatory qualifications:

  • University degree in a relevant discipline;
  • At least 8 years’ proven and successful track record of humanitarian experience in complex emergencies;
  • Direct experience and/or broad knowledge of themes relevant to conflict-affected or post-conflict countries,;
  • Experience of working and managing programmes in insecure locations;
  • Experience with managing expat teams and providing technical guidance;
  • Proven communication, interpersonal, representation, negotiation, promotion and diplomacy skills;
  • Ability to work effectively as an integral part of multi-disciplinary, multi-cultural team and to work with a wide range of counterparts, and other partners;
  • Proven coordination skills;

We offer

DRC will offer the successful applicant a six month contract with a three month probation period, renewable dependent on both funding and performance. You must be available to start work immediately and be willing and able to work in the field at least 30% of the time, in comfortable but basic accommodation. GENERAL PROGRAM SUMMARY: The Program Director (PD) will lead the implementation of a proposed multi-year, multi-country $20-22 million program that supports the AgriFin Accelerate program which will operate in three African countries (Kenya, Tanzania and Zambia) utilizing a market ecosystem approach, working with carefully selected partners to build sustainable models, where farm and crop management tools and financial services are "bundled" in affordable, unified platforms on mobile phone channels to promote mass uptake commercially. The program involves three interrelated components that seek to address low farmer productivity and capability, and improve institutional ability to deliver appropriate products and build ecosystems to drive scale. We work with farmers, banks, mobile network operators, MFIs, research institutes and other ecosystem players in well-defined partnerships to sustainably bundle services, leveraging the offer and outreach of all partners, while increasing the range of services, access points and value for farmers. The program works with partners to identify, prototype, test and scale successful mobile-enabled services for smallholders, with a key focus on expanding access to financial services, using a rapid iteration approach to product development and client-centric design techniques.

Generation and dissemination of program learning is a central focus of AgriFin Accelerate which will focus on impact of services at the farmer level, expanded, sustainable delivery at the partner level, and development of related ecosystems. The program will catalyze service to over one million smallholder farmers over a six year period, with strong additional gains through market replication and crowding in of services. Program operations will take place in three countries anchored around a central “Hub” office in Kenya, expanding to serve Tanzania and Zambia over a two year timeline.

GENERAL POSITION SUMMARY: The Program Director will provide overall leadership, management and strategic vision to the implementation of the AgriFin Accelerate program, managing staff and resources to ensure that the program meets its targets and deliverables on-time and within budget. The Program Director will supervise key program staff as well as key consultant experts and ensure accountability to Mercy Corps policies and donor rules and regulations. He/she will be the primary program representative to donors, relevant government entities, partners, other implementers and external stakeholders. Responsible for overseeing performance on all country projects, the program Director will ensure strong cross-learning, monitoring and evaluation stream of activities is consistently applied. The Program Director will be ultimately responsible for managing program budgets and developing program reports to the donor, as well as leading overall development of program publications, representation and events.

ESSENTIAL JOB FUNCTIONS: Program Implementation Provide leadership and strategic vision in all aspects of program implementation, development and management. Ensure that program implementation is responsive to communities and partners, and aligned with Mercy Corps principles, values and strategic plan. Monitor adherence to grant agreement, Mercy Corps policies and procedures and relevant external rules and regulations. Oversee performance of consortium partners and sub-grantees. Conduct frequent field visits to all project sites. Develop AgriFin Accelerate program strategies (Brand) which maximize internal and external resources, including hiring and building appropriate staff skills, and partner relationships in order to achieve program goals and objectives. Develop close and productive working relationships with all project participants and stakeholders – including the primary stakeholders, operations departments, private sector and NGOs – all parties required to establish a shared vision of the project and achieve objectives. Oversee all activities including research, product development, farmer training, M&E, mobile application development, system interfaces, and facilitation with other Mercy Corps programming.

Monitoring & Evaluation (M&E) and Reporting Facilitate the achievement of program targets and objectives and lead efforts to design effective M&E systems. Oversee the scheduling and production of formal and informal reports on all aspects of the program in a timely and efficient manner. Ensure that M&E staff focus on assisting programs to generate practical information that can be used for ongoing program decision-making while also capturing results at the impact level. Support Research, Monitoring, Evaluation and Learning (RMEL) Manager to document all lessons learned from the program and prepare periodic case studies, beneficiary stories and annual ebooks for publication. Work closely with RMEL Advisors and oversee process of RMEL with assistance from program staff. Ensure easy public access to RMEL reports and data and make sure they are widely distributed.

Coordination and Representation Represent Mercy Corps at government, donor, NGO and other relevant events in the field, in close coordination with the Country Director. Coordinate activities with consortium partners, subgrantees, local government and other implementers, as well as with other Mercy Corps programs. Represent Mercy Corps and AgriFin Accelerate at public events, conferences and workshops to promote the AgriFin Accelerate program and disseminate learnings. Attend international forum to represent the program and disseminate information on lessons learned from building bundled services. Facilitate workshops and regular internal and external learning events for effective work planning and capturing of lessons learned. Assist with development and dissemination of program promotional materials, including updates for web page; press releases, newsletter articles and other publication materials.

Staff Management, Professional Development and Team Building Create a work atmosphere conducive to professional growth and development of excellent personnel at all levels. Implement, and ensure all staff are effectively using, the performance planning and management system, establishing performance expectations and regularly providing constructive feedback. Promote accountability by conducting staff annual performance reviews with direct supervisees, and ensuring that supervisory staff do the same. Program Support Operations Coordinate with program and finance and administration staff to ensure operational systems are in place to support field activities including logistics (transport, warehousing and asset management), procurement, security, administration and human resources. Propose design of new local policies as needed and in accordance with donor and Mercy Corps regulations. Maintain operational systems that ensure proper administrative support for programs, as well as segregation of duties while ensuring effective, transparent use of resources in compliance with Mercy Corps and donor policies/procedures. Oversee budget management of sub-grantees/sub-contractors. Ensure all consultant and subgrant agreements are properly structured, ensure that detailed specifications are prepared in a timely, objective, fair and transparent manner, including the reporting responsibilities and administration of terms and awards.

New Initiatives In coordination with the Kenya Country Director, Country Managers, Regional Program Director, HQ Program Operations team and other relevant personnel and counterparts, play an active role in identifying new initiatives that foster and/ or improve the strategic objectives of the region, whether utilizing existing resources or requiring program/ project development. Actively seek opportunities to leverage the program. Work with Mercy Corps’ AgriFin model programs, Social Ventures, TSUs, and country field offices to identify areas for program coordination, as well as opportunities for related new programming. Identify opportunities, conceptualize and strategize business models for bundling of mobile financial and agricultural mobile bundled services. Oversee and participate in the process of product development including technology requirements, pricing, and a value proposition for program partners.

Security Work closely with the country team’s security focal point to develop and maintain systems that ensure the safety and security of the team in all aspects of its work. Ensure that programs are designed and implemented with a clear analysis and understanding of security management priorities.

Organizational Learning As part of Mercy Corps’ agency-wide Organizational Learning Initiative, all team members are responsible for spending 5% of their work time in formal and/or non-formal professional learning activities.

SUPERVISORY RESPONSIBILITY: Direct supervision of: Agri-Fin Deputy Director, Country Managers, RMEL Manager, Agri-Fin Finance Director, and external Advisors/Partners

Job Purpose:

Technical:

· Qualifications in a discipline related to WASH, Civil Engineering and/or Environmental Health.

· Good capacity in community mobilization and knowledge of participatory approaches.

· Practical experience in construction of water and sanitation facilities (borehole drilling, hand dug wells, low cost sanitation etc.) sustainability of water points, training of WASH committees etc. and in participatory hygiene promotion methods.

· Proven success in implementing community based and led hygiene and sanitation behaviour change including PHAST training, Community Led Total Sanitation etc.

****Position and responsibility****

The Education Program Coordinator provides:

He/she will work under the direction of the Cordaid Country Director and in full collaboration with the Cordaid, Child and Education Unit in the Cordaid-head- office in the Hague.

  • A master’s degree (or foreign equivalent) required in education, educational psychology with a specific specialization related to the program (A master’s degree in a related but non-education degree may be considered if the candidate has had the requisite professional experience);
  • At least eight years’ experience in the education sector with INGO’s;
  • Experience in preparation of project designs, strategic planning and implementation of related activities to improve access and improve education quality;

MdM a été présent en RCA de 1996 à 2000 sur un projet VIH-SIDA et a mis en œuvre un Centre de Dépistage Anonyme et Volontaire (CDAV) dans le centre-ville de Bangui.

Suite au Coup d’Etat du 24 mars 2013, MdM France a souhaité retourner en RCA afin de mettre en place des projets auprès des populations les plus vulnérables.

Une équipe composée d’un voltigeur logistique et d’une voltigeuse médicale est partie en RCA en juin afin d’évaluer les besoins sanitaires et de proposer des pistes de projet.

Un projet d’urgence de 3 mois a été mis en place en aout 2013, par le truchement de partenaires locaux, en attendant d’être officiellement enregistrés et habilités à intervenir (soutien à 4 structures de santé de soins de santé primaire et de santé sexuelle et reproductive à Bangui et à la périphérie).

Depuis janvier 2014, MDM-F intervient au niveau des préfectures de Bangui et d’Ombella M’Poko par le soutien d’abord des dispensaires sur des sites de déplacés et ensuite par un soutien de quatre centres de santé publiques et d’un hôpital. MDM-F est un acteur dynamique dans la communauté humanitaire portant/défendant des enjeux de plaidoyers, notamment ceux afférents à la mise en place de la gratuité des soins.

Le/La Coordinateur/trice Général(e) est responsable de l’équipe de MDM en RCA. Il/ elle coordonne directement et supervise l’équipe de la coordination.

DESCRIPTION DU POSTE :

La mission principale est d'assurer la responsabilité, la gestion et la coordination des projets de Médecins du Monde France en République Centrafricaine.

GENERAL POSITION SUMMARY:

The Deputy Country Director (DCD) will work closely with the Country Director (CD) and program team to lead new program development and ensure effective program coordination and implementation, monitoring and evaluation, quality assurance and accountability in close collaboration with the operations team. The position will be based in Niamey, with regular travel to the field sites. S/he will help represent the Mercy Corps programs to donors, other NGOs and stakeholders, thematic clusters, relevant government authorities, and other program partners.

ESSENTIAL JOB FUNCTIONS:

Program Development

  • Lead the identification of new initiatives and opportunities that respond to identified needs and the country strategy, in coordination with the Country Director and Program Managers, as well as the Africa-based Regional Program Director, headquarters-based Senior Program Officer, Technical Advisors and other relevant staff.
  • Plan and lead the country team to assess the needs for program design, evaluate, analyze and further develop a multi-year country specific strategic plan for Niger, in line with the regional value propositions and MC global strategy.
  • Lead the development of solicited and unsolicited proposals and concept notes.

Coordination and Representation

  • Establish close and productive relationships with donors, national government authorities, and cluster members (UN and NGO) in Niamey, in close coordination with the Country Director.
  • Represent Mercy Corps at all relevant coordination meetings in Niamey (GDCI/Heads of Missions, Clusters, Humanitarian Advocacy Group, etc.), and increasingly play a lead role in other advocacy and coordination bodies.

The position is based in Niamey, Niger and is entitled to individual housing and is not eligible for R&R and hardship. This is an accompanied post. While the security situation is volatile in the Sahel regions, security is quite stable in Niamey. International schools are available. There is good access to electricity and water, though there are occasional electrical outages. Access to quality health care is limited. There are a number of clinics in town, but serious illnesses will require evacuation. Internet is available in all Mercy Corps offices. There is reasonable access to most consumer goods in Niamey. Travel to field sites (40%) will be required, where living conditions (water, electricity, food) are basic in some places.

GENERAL PROGRAM SUMMARY:

The AgriFin Accelerate program will operate in three African countries (Kenya, Tanzania and Zambia) utilizing a market ecosystem approach, working with carefully selected partners to build sustainable models, where farm and crop management tools and financial services are "bundled" in affordable, unified platforms on mobile phone channels to promote mass uptake commercially. The program involves three interrelated components that seek to address low farmer productivity and capability, and improve institutional ability to deliver appropriate products and build ecosystems to drive scale. We work with farmers, banks, mobile network operators, MFIs, research institutes and other ecosystem players in well-defined partnerships to sustainably bundle services, leveraging the offer and outreach of all partners, while increasing the range of services, access points and value for farmers. The program works with partners to identify, prototype, test and scale successful mobile-enabled services for smallholders, with a key focus on expanding access to financial services, using a rapid iteration approach to product development and client-centric design techniques.

GENERAL POSITION SUMMARY:

The Research, Monitoring, Evaluation and Learning (RMEL) Manager is a key position in the AgriFin Accelerate program responsible for cross-cutting programmatic information management, monitoring and evaluation, ensuring that information collected is reflected upon, used to improve ongoing program implementation and sectoral learning, and is incorporated into consistently high quality reports and communications products. More than just measuring results, the program’s M&E system will be an integral part of project planning and allow strategic and informed management of interventions across Kenya, Tanzania and Zambia. Based on program deliverables, the RMEL Manager cohesively represents the multi-country program to relevant stakeholders and other organizations/institutions through a variety of different channels. Given the program’s objectives of facilitating sustainable systemic change in the market system, measuring high-level results alone is not sufficient. It is also necessary to understand the processes which lead to the end impact. This requires an ongoing monitoring process that can measure indicators along the results chain of the program. In addition, the position holder is responsible for ensuring that the reports are timely and of a high quality, as well as overseeing and building the capacity of related staff.

ESSENTIAL JOB FUNCTIONS:

Vision, Leadership and Strategy

  • Provide leadership to program offices in implementing and conducting RMEL activities that inform and improve each intervention, as well as feed into the broader program-wide RMEL system.
  • Work closely with strategic partner to develop and maintain a system that improves MC’s ability to analyze and represent impact to donors, government, colleague agencies, and communities themselves.
  • Participate in AgriFin Accelerate management meetings and strategy sessions.

RMEL System Development

  • Lead efforts to establish an RMEL system working out of Nairobi that will facilitate RMEL for all three country offices.
  • Collaborate closely with program consultants in developing and establishing of the RMEL system, one that serves the needs of the overall AgriFin Accelerate program and it’s field officers.
  • Support all country programs independent efforts to ensure high quality RMEL at the program level as well as build a program-wide system that captures and presents results.
  • Design and maintain a system with utility and program quality in mind, providing managers and their teams real time information that can steer program implementation as well as informing donors and strategic program direction and that helps strategize future program interventions.

Learning Agenda

  • Be the focal point for the learning agenda for AgriFin Accelerate program, ensuring consistent application of the learning agenda through program design, implementation, assessment and communication.
  • Working with program teams and consultants to ensure learning is distilled and communicated via high impact channels to program partners, stakeholders, and broad industry groups to build ecosystem development and impact, aiming for expanding stakeholder capacity to implement successful models and learn from program failures.

Communications

  • Assist in the coordination, development and implementation of the program communications strategy in close coordination with the AgriFin Senior Leadership Team (director, country managers and finance) and in cooperation with the program donor and assigned consultants.
  • Feed into grants/reports management and ensure that reports are timely, high-quality, and responsive to donors.

Monitoring and Evaluation/ Assessments

  • Lead design and implementation of evaluations and assessments as outlined in the program proposal and workplans, drawing on appropriate research and survey tools and incorporating Mercy Corps’ standards on design, monitoring, and evaluation.
  • Provide iinput as to RMEL Agri-Fin Senior Leadership Team and act as a liaison with Mercy Corps HQ MEL technical staff.
  • Play a central role in all design, monitoring, evaluation, reflection, and learning activities, and developing the capacity of teams to understand and reflect on data as well as share across implementing countries.

KNOWLEDGE AND EXPERIENCE:

  • At least 5 years’ proven experience in monitoring and evaluation tied to development programming. Strong inclination toward economic development and technology-enabled programming a plus
  • Strong demonstrable understanding of burgeoning trends and ideas in the M&E field
  • MA/S or equivalent in Social Science, Management, International Development preferred
  • Experience with mobile data systems and platforms
  • Extensive experience designing, developing and implementing M&E systems, including data management platforms, data collection tools, survey design, evaluations, etc.
  • Proven experience using monitoring data and feedback loops to regularly reflect, iterate and improve programs
  • Must have extensive experience working with a variety of donors, preferably in Africa and strong demonstrated writing, presentation and communications ability, with clear experience in use of social networking and other digital channels

Generation and dissemination of program learning is a central focus of AgriFin Accelerate which will focus on impact of services at the farmer level, expanded, sustainable delivery at the partner level, and development of related ecosystems. The program will catalyze service to over one million smallholder farmers over a six year period, with strong additional gains through market replication and crowding in of services. Program operations will take place in three countries anchored around a central “Hub” office in Kenya, expanding to serve Tanzania and Zambia over a two year timeline.

GENERAL POSITION SUMMARY: The Program Director will provide overall leadership, management and strategic vision to the implementation of the AgriFin Accelerate program, managing staff and resources to ensure that the program meets its targets and deliverables on-time and within budget. The Program Director will supervise key program staff as well as key consultant experts and ensure accountability to Mercy Corps policies and donor rules and regulations. He/she will be the primary program representative to donors, relevant government entities, partners, other implementers and external stakeholders. Responsible for overseeing performance on all country projects, the program Director will ensure strong cross-learning, monitoring and evaluation stream of activities is consistently applied. The Program Director will be ultimately responsible for managing program budgets and developing program reports to the donor, as well as leading overall development of program publications, representation and events.

ESSENTIAL JOB FUNCTIONS: Program Implementation Provide leadership and strategic vision in all aspects of program implementation, development and management. Ensure that program implementation is responsive to communities and partners, and aligned with Mercy Corps principles, values and strategic plan. Monitor adherence to grant agreement, Mercy Corps policies and procedures and relevant external rules and regulations. Oversee performance of consortium partners and sub-grantees. Conduct frequent field visits to all project sites. Develop AgriFin Accelerate program strategies (Brand) which maximize internal and external resources, including hiring and building appropriate staff skills, and partner relationships in order to achieve program goals and objectives. Develop close and productive working relationships with all project participants and stakeholders – including the primary stakeholders, operations departments, private sector and NGOs – all parties required to establish a shared vision of the project and achieve objectives. Oversee all activities including research, product development, farmer training, M&E, mobile application development, system interfaces, and facilitation with other Mercy Corps programming.

Monitoring & Evaluation (M&E) and Reporting Facilitate the achievement of program targets and objectives and lead efforts to design effective M&E systems. Oversee the scheduling and production of formal and informal reports on all aspects of the program in a timely and efficient manner. Ensure that M&E staff focus on assisting programs to generate practical information that can be used for ongoing program decision-making while also capturing results at the impact level. Support Research, Monitoring, Evaluation and Learning (RMEL) Manager to document all lessons learned from the program and prepare periodic case studies, beneficiary stories and annual ebooks for publication. Work closely with RMEL Advisors and oversee process of RMEL with assistance from program staff. Ensure easy public access to RMEL reports and data and make sure they are widely distributed.

Coordination and Representation Represent Mercy Corps at government, donor, NGO and other relevant events in the field, in close coordination with the Country Director. Coordinate activities with consortium partners, subgrantees, local government and other implementers, as well as with other Mercy Corps programs. Represent Mercy Corps and AgriFin Accelerate at public events, conferences and workshops to promote the AgriFin Accelerate program and disseminate learnings. Attend international forum to represent the program and disseminate information on lessons learned from building bundled services. Facilitate workshops and regular internal and external learning events for effective work planning and capturing of lessons learned. Assist with development and dissemination of program promotional materials, including updates for web page; press releases, newsletter articles and other publication materials.

Staff Management, Professional Development and Team Building Create a work atmosphere conducive to professional growth and development of excellent personnel at all levels. Implement, and ensure all staff are effectively using, the performance planning and management system, establishing performance expectations and regularly providing constructive feedback. Promote accountability by conducting staff annual performance reviews with direct supervisees, and ensuring that supervisory staff do the same. Contribute to country team-building efforts, and ensure the integration of all team members into relevant decision-making processes. Provide strong leadership to staff, promoting teamwork, honesty, efficiency and a commitment and joy for the job. Supervise a diverse team of direct and indirect reports and provide leadership on the implementation of the program and provide accountability to the deliverables, objectives workplan and logframe.

Program Support Operations Coordinate with program and finance and administration staff to ensure operational systems are in place to support field activities including logistics (transport, warehousing and asset management), procurement, security, administration and human resources. Propose design of new local policies as needed and in accordance with donor and Mercy Corps regulations. Maintain operational systems that ensure proper administrative support for programs, as well as segregation of duties while ensuring effective, transparent use of resources in compliance with Mercy Corps and donor policies/procedures. Oversee budget management of sub-grantees/sub-contractors. Ensure all consultant and subgrant agreements are properly structured, ensure that detailed specifications are prepared in a timely, objective, fair and transparent manner, including the reporting responsibilities and administration of terms and awards.

New Initiatives In coordination with the Kenya Country Director, Country Managers, Regional Program Director, HQ Program Operations team and other relevant personnel and counterparts, play an active role in identifying new initiatives that foster and/ or improve the strategic objectives of the region, whether utilizing existing resources or requiring program/ project development. Actively seek opportunities to leverage the program. Work with Mercy Corps’ AgriFin model programs, Social Ventures, TSUs, and country field offices to identify areas for program coordination, as well as opportunities for related new programming. Identify opportunities, conceptualize and strategize business models for bundling of mobile financial and agricultural mobile bundled services. Oversee and participate in the process of product development including technology requirements, pricing, and a value proposition for program partners.

Security Work closely with the country team’s security focal point to develop and maintain systems that ensure the safety and security of the team in all aspects of its work. Ensure that programs are designed and implemented with a clear analysis and understanding of security management priorities.

Organizational Learning As part of Mercy Corps’ agency-wide Organizational Learning Initiative, all team members are responsible for spending 5% of their work time in formal and/or non-formal professional learning activities.

The role

The Deputy Programme Director, as a member of the project Senior Management Team, shares in the overall responsibility for the direction and coordination of all technical aspects of the project. They are responsible for technical sector support including M&E, communication, and learning and will work with each of the partner organizations involved in the project, ensuring that a consistent approach to implementation and technical quality is taken across the consortium ensuring completion of activities to a high quality within the project period. Experience in the delivery of programmes focused on conflict sensitivity and strengthening the capacity of government structures is essential.

This position manages Health, Education, WASH, Governance and M&E Leads, and reports to the Programme Director. The position is based in Jijiga Town, with some travel throughout the region for management, support, monitoring and evaluation of program activities.

Qualifications and experience

Essential

  • Prior experience at Programme Director or comparable level within fragile or conflict affected states, managing DFID funded programmes in excess of £20m
  • Demonstrated experience of developing and managing relationships and funding from donors such as DFID, USAID, ECHO, EC, World Bank
  • Understanding of how to integrate political, economic and conflict analysis into the design of sector specific programmes
  • Management of multi partner or agency consortia
