Liaises With: CD, Health Coordinator, Area Coordinator; Ebola Coordinator/Managers, all programme and systems staff;

  • Ebola Response Consortium partner organisations, Alliance 2015 (especially WHH), DHMT, TDC, Health NGOs, UN Agencies
  • Other stakeholders as required by the project implementation

Job Purpose:The Logistics Coordinator will be responsible for coordinating logistics activities in Sierra Leone under the supervision of the Area Coordinator and/or ACDS. He/sheprovide effective and timely logistics support to the Ebola projects project in relation to procurement, distributions, stocks and property management and communications

Main Duties & Responsibilities:

General Responsibilities:

§ Procurement of equipment for 110 PHU, Holding/ Isolation Centres/ Community centres

§ Distribution of items to for 110 PHU, Holding/ Isolation Centres/ Community centres

§ Lead the process of maintenance/fixing of MoHS ambulances, cars and motorbikes as part of our response activities

§ Procure motorbikes (for the MoHS)

§ Manage transportation which may include car and bike hire

  • Assist the management team in logistics budget preparation and tracking;
  • Participate in logistics meetings and provide timely reports to the ACD-S and the Country Director.

Procurement Management

  • Supervise procurement functions ensuring that organizational procedures are followed and also Concern gets value for money;
  • Ensure that requested goods and services are timely procured and delivered.
  • Supervise the delivery of goods and services for Concern programs
  • Ensure all procurement adheres to the Concern Procurement policy and procedures and that tender process and evaluation is adequately documented and signed off.
  • Ensure that, in conjunction with the Program managers, all logistics personnel are trained in donor procurement guidelines and that all procurement activities adhere to these.
  • Ensure that all procurement files are completed as per logistics manual and financial requirements
  • Ensure all paper works are properly filed and steps followed through purchasing process are compliant with Concern Procurement procedures.

Stock and property Management

  • Identify suitable storage and assure that storage facilities are appropriate in size, type and location; ensure that all stores are organized and managed according to Concern logistic requirements; ensure that staff skills on stock management and inventory are up to date;
  • Ensure that fixed asset registers are updated and verified quarterly;
  • Ensure that all procedures and documents pertaining to asset management as per the logistics manual are followed; ensure assets are safe guarded with physical checks in line with Concern Logistics Manual.
  • Ensure donation certificates with recipient signature are obtained and filed for all assets and equipment donated to beneficiaries/partner groups.
  • Ensure correct and adequate management of donations-in-kind paperwork, procedures and reporting.

Staff management

  • Recruitment of staff where necessary.
  • Manage and supervise all logistic staff;
  • Performing logistic briefings to staff as requested.

Communication

  • Assist in improving the use and management of communication equipment including satellite communication facilities;
  • Ensure all required and available communication equipment are installed and working Satellite, mobile network, etc. functioning properly
  • Perform any other duties may arise and requested by the line manager.

PERSON SPECIFICATION

Education & Qualifications Required:

Essential: Third level education, degree/ Masters BSc in Administration/Logistics Management or any relevant qualification.

Experience Required:

Essential:

  • Minimum of 3 years NGO experience in Systems and Logistics Management Level
  • Experience working with managing contractors and service providers
  • Proven report writing skills
  • Proven computer knowledge in MS Words, MS Excel and MS Power Point Applications
  • Proven experience in working with Government
  • Good interpersonal relation and a team player, strong networking skills and good in selection of service providers.

· Ability to work under pressure

· Ability to work both independently, and as part of a team

· Needs to have initiative and be able to work with minimal supervision

Essential:

· Flexibility to work in an emergency context as required

· Excellent command of computer, internet and MS Office

· Fluency in English (written and spoken)
