National Monitoring & Evaluation expert with Public health / epidemiology background (To be based in Guinea Conakry)

Within on-going assignments from the Global Fund to Fight AIDS, Malaria and Tuberculosis, the tasks will include:
• Contributions to the conduct of activities related to the appraisal and performance monitoring of health sector development projects more specifically related to Malaria interventions
• Verification of the implementation of health programs with special consideration of aspects relating to M&E, data verifications and program management.
To best fit into our active, interdisciplinary team we are looking for a professional disposing of the following qualifications:
• Being national Guinean is a requirement
• Minimum Master degree in epidemiology or public health preferred with a solid expertise on Malaria and/or HIV/AIDS and/or Tuberculosis
• Minimum of 8 years working experience in the health sector, notably in Monitoring and Evaluating health programs in developing countries required with a) ability to interpret performance results of health programs and analyse the implications of such results in the country context; b) strong understanding of public health monitoring and evaluation systems; c) a thorough knowledge of epidemiology and programmatic interventions; d) and understanding of the dimensions of health service quality and familiarity with reviewing and interpreting national service delivery guidelines
• Previous Local Fund Agent (LFA) experience or experience with the Global Fund to fight HIV/AIDS, Tuberculosis and Malaria is a strong asset.
• Excellent command (speaking and writing) of English AND French are both required, Portuguese is an asset
• Ability to carry out design and implementation of epidemiologic investigations / studies, including on-site visits of health facilities, data collection, interviews with patients, health-care providers, and other stakeholders is an asset
• Expertise in the design, management and evaluation of study protocols and health status questionnaires, sample selection and analysis is an asset
• Good communication skills, strong spirit of team work and initiative, and ability to work with professionals in multi-cultural context
An initial contract of two years will be offered. An extension is desirable, depending on a performance evaluation.

POSITION SUMMARY

Under the direct supervision of the Operations Manager, the LSO will be responsible for Adeso Administrative, Logistics and Security roles with overall control and responsibility over the sections of Procurement, Transportation, Warehousing / Assets, Communication, Equipment Maintenance, and Reporting.

POSITION PURPOSE

The Logistics and Security Officer will be responsible for ensuring quality in logistics support across Adeso HQ, field offices, and projects. You will also ensure the logistics function is delivering timely, cost-effective, high quality and appropriate support; and supporting field teams in achieving and maintaining minimum standards in logistics work.

SPECIFIC ROLES AND RESPONSIBILITIES

Procurement

  • Ensure that procurement tracking is current and updated;
  • Ensure timely & accurate logistical reporting to Project Manager;
  • Continuously assess the market for new procurement opportunities;
  • Ensure timely delivery of program supplies to field sites in line with project implementation;
  • Assist in the development, monitoring and review of procurement plans.
  • Ensure that all contracts with the organization are in an updated database spreadsheet and are paid on time.

Transport and Travel

  • Manage and coordinate vehicles and drivers currently used by the team;
  • Hire additional vehicles where necessary;
  • Ensure that the Drivers fill in the log sheets accurately on a daily basis;
  • Arrange for road transportation of goods when necessary;
  • Ensure that vehicles are periodically scheduled for maintenance and service;

Warehousing / Assets

  • Ensure that all Adeso assets and equipment used in Isiolo are properly assessed and documented (including physical location and condition) to contribute to an updated country program asset register;
  • Ensure that all documentation is completed and stored in readiness for external and internal audit requirements;
  • To carry out periodic stock checks and to provide physical count of random items in storage. To manage all paperwork related to stored items, including Stock Cards, delivery and receipt papers.

Communication/IT

  • Ensure logistical support in event of emergency, and that all necessary advance measures have been taken;
  • Be responsible for office laptops, project cameras, codan radios, satellite phones and telephones;
  • Manage the contract with the internet service provider;
  • Ensure that all printers and scanners are in good working conditions;
  • Provide IT support/networking support when necessary;
  • Liaison with other NGOs and UN agencies on logistics and security issues.

Equipment Maintenance

  • Ensure that systems for regular maintenance or repair are implemented for vehicles and other equipment and that routine maintenance and repair of communication and office equipment (computer, radios, satellite phones, power generators) is carried out per schedule.
  • Ensure that proper tracking of equipment out for maintenance is followed.
  • Provide technical supervision of drivers for matters related to safety and security

Security

  • Act as the security focal point for Isiolo County Kenya;
  • Provide all staff with regular security briefings and updates and ensure that all staffs adhere to security policies and procedures;
  • Conduct regular security and risk assessments for all operational areas;
  • Supervise the security guards performance in Isiolo;
  • Ensure that field communications needs are met and that staffs are trained in the use of radios and other communications equipment as necessary;
  • Liaise with Kenyan Government Security Agencies, UN Agencies, NGOs and other external actors to gain security information and analysis in NE Kenya.
  • Liaise with the FOAs on security relates issues and work with Field Security Officer in analysing and reporting security related issues.

Others

  • Ensuring that bills/Invoices are processed and work with Finance Assistant for timely payments.
  • Act as overall compound manager for the Adeso office compound in Isiolo;
  • Any other duties as may be assigned by the Operations Manager.

SKILLS AND QUALIFICATIONS

· Graduate degree/diploma in Supply chain management or its equivalent in relevant field;

· Post graduate technical training an added advantage;

· Minimum 4 years’ experience in similar role (NGO field or country head office preferred);

· Knowledge of USAID donor regulations will be an added advantage;

· Excellent IT skills, in particular Word, Excel and email is a must;

· Technical IT skills, such as networking and problem solving is an advantage;

· Excellent people management skills and good communicator;

· Highly organized and self-motivated;

· Ability to work under high pressure and prioritize tasks;

· High standard of written and spoken English with spoken Kiswahili and Somali a must.

Uganda: Programme Manager Uganda

War Child Holland’s programme in Uganda

War Child Holland (WCH) has been working in Northern Uganda since 2004 and currently operates in Acholi, Lango and Karamoja (Abim) regions with a country office in Kampala. As the situation in Uganda has stabilized, WCH in Uganda focuses on the empowerment of young people and communities with emphasis on vocational skills training in addition to the child protection and psychosocial interventions. Based on the recalibrated strategy of WCH, it is decided in September 2013 to finish donor obligations and end the presence of WCH in Uganda in 2016. Ongoing projects that will continue in 2015 are:

Move Forward Project: WCH is an implementing partner for Soa Aids under the Bridging the Gaps programme funded by the Dutch Government. The objective is: Girls and young women involved in sex work in Northern Uganda are (sexually) healthy, have their human rights fully respected and are in control of their livelihoods.

Connect@Now Project: This project is funded by the Dutch Ministry of Foreign Affairs. It started in 2010 and in 2015 only remaining activities will be completed. Objective of the project is enabling children and young people affected by armed conflict to fully enjoy their rights and live in societies that respect their rights.

Building Skills Changing Futures Project II: This project is funded by the European Commission. The project started in September 2012 and ends in August 2016. The main objective of this project is to enhance the capacity of young people in northern Uganda to access employment through non formal education and vocational training.

An assessment is currently being carried out amongst 3 camps with South Sudanese refugees. Focus is on child protection and psycho social issues. Based on the outcome and depending on available funding WCH may plan to start new project(s) in the camps.

Your challenge

You ensure that all projects are implemented according to the grant agreements and in line with War Child Holland’s mandate. You ensure content quality implementation of the programme. You manage the project team of about ten staff and you support capacity building of national staff and local partners to ensure sustainability of the programme. You manage all programmes and report to the Country Director (CD). You are a member of the Country Management Team. You may be requested to support the implementation of the exit sustainability and learning documentation activities which is currently under the responsibility of the Program Development Manager. You will be located at the country office in Northern Uganda, with 50% travel to project operational communities as well as irregular travel to other War Child Holland operational countries and Head Office (HO) in the Netherlands.

Profile

  • Five years of experience in a similar position in Africa including management of staff;
  • Relevant academic background (Community Development, Child Rights, Education, Pedagogy, Social Sciences);
  • Understanding of quantitative and qualitative planning, monitoring and evaluation tools;
  • Experience in implementing child protection and psychosocial programmes for refugee children;
  • Experience with Child & Youth participation with an (I)NGO;
  • Experience with training and capacity building of staff;
  • Experience in staff management;
  • Experience in grant management;
  • Knowledge of child & youth participation and rights, Psychosocial and Child protection programmes for children within development and humanitarian emergency sector especially in displacement/refugee situations;

Summary

TitleOrganizing, coordinating and implementing a two day hackathon on app development for CRC@25**Purpose** Develop sustainable ICT apps to promote and empower child’s rights (as well as inform and educate children on their rights) Duration 13 working days. Start Date 4 to 20 December 2014 Reporting to Chief of Communication, Advocacy & Partnerships

Background

CRC@25 is an umbrella concept to guide advocacy and communication efforts across UNICEF during the 25th anniversary year of the Convention on the Rights of the Child. Its overarching purpose is to generate new ideas for overcoming barriers and bottlenecks that prevent millions of children –from realizing their rights. Throughout the year, special initiatives stress the gaps that remain; the role of innovation in driving equity in both global and local contexts; and the role of our equity strategy in operationalizing rights. Across all our platforms, we highlight practical action to reach the most excluded children, providing country and regional offices, and national committees with guidance for shaping coverage of the 25th anniversary of the CRC.

New ideas and approaches are critical to UNICEF’s work and a critical element in closing the gaps that prevent so many children from realizing their rights. One of the ideas UNICEF Rwanda plans to undertake is a 2 day hackathon which brings in young people working in ICT together with children to develop application related to child rights/CRC. This idea has received good support from the Ministry of Youth and ICT. They have agreed to provide technical support as well as be a part of the selection panel.

Justification

Since the 1994 Genocide against the Tutsi, children’s rights were central to rehabilitation priorities of the country. In 2004, children held their first summit to write their chapter into the whole nation’s healing and development process. Since then their participation has taken shape through the National Commission for Children to sustain successes and initiate more action towards full advancement of children’s rights. This 25th anniversary of the CRC coincides with the 10th anniversary of the landmark participation event of children. In this context, children themselves are best to contribute views on achievements and what remains to be done to achieve equity through innovative strategies which is planned on 25@25 i.e. to be show cased on the 25th day after the silver jubilee commemoration of CRC.

Therefore, with the app development which will focus on developing games, web apps and USSD apps which will help inform children of their rights in a more familiar and fun way as well as promote rights of children among caretakers and families.

With an aim of being a regional ICT hub, Rwanda has set-up most of the necessary infrastructure to promote ICT as well as build a knowledge based society, developing content using the ICT devices is a smart way of investing in the young generation. The world is going ICT and it is only fair that children’s rights are advanced and fast-tracked with ICT based solutions.

Specific Tasks

  • Coordinate and organized a workshop with approximately 20 students, announce and call for participants, organise the hackathon, announce and award the top two winners.
  • Orient the children participants on basic app and encourage their participation and opinions with the various student groups.
  • Run and facilitate the 2 – 3 weeks incubation to the final completion of the applications.

It will include sessions on:

  • Coordinating and set-up prior to the hackathon.
  • Announcing and screening of applicants
  • Facilitating and running of the 2 days hackathon
  • Choosing a panel of ICT literate and experienced panel of judges
  • Choosing and awarding of top two winners
  • Facilitating and follow-up on incubation to the final completion of the prototype
  • Facilitating and testing of the app

Methodology

  • Open call for applications and choosing of participants in the ICT app developers’ network.
  • Organizing and set-up of a space for the hackathon with favorable conditions for 2 day hackathon.
  • Partner with a respectable hotel for on-time delivery of all meals.
  • Assembling an equipped team for development of the whole hackathon until the finish date.
  • UNICEF/NCC to organize for children from National forums to be part of the student groups.

Deliverables

  • Two top sustainable mobile or web applications that promote the rights of children.

- Facilitate, test and roll-out two these applications linking to CRC@25 celebrations and the 10th

Anniversary of Children’s Summit.

  • Support the roll-out and promotion of the apps with telecom companies e.g. MTN, Tigo, Airtel.

Reporting

The selected institution will work closely with the Chief of CAP with support from partners.

Expected background and Experience

Note: The same competencies, qualifications, and behavioral indicators listed below should be used as the basis of comparison during the competitive selection process.

· An organization with relevant professional work experience and a proven track record in organizing and facilitating of hackathons.

· An organization with access to an open space that is conducive to run a 2 day hackathon.

The prospective institution should deliver the following as the key aspect for bid qualification:

· Company profile highlighting the organization of similar events, if applicable.

· A clear time-line for executing each of the expected outputs under the expected deliverables.

· A detailed cost proposal for coordinating and facilitating the entire hackathon, incubation and testing.

Background and context:

The Strategic Initiative for Women in the Horn of Africa – SIHA Network – is a coalition of civil society organisations from Sudan, South Sudan, Djibouti, Eritrea, Ethiopia, Somalia, Somaliland and Uganda. Founded in 1995, the organisation advocates for social change and gender equality in the Horn region and works specifically on protecting women’s human rights, promoting women’s access to justice, supporting economic empowerment and activating women’s political participation.

SIHA, with the support of the European Union, will implement in 2015-2016 an 18-month project that seeks to build the capacity of local civil society organisations and grassroots women to promote, defend, and advance women’s social and economic rights in Djibouti.

Job Summary:

Under the overall supervision of the Regional Director, reporting directly to the Regional Programme Officer, the Project Officer will be responsible for the effective implementation of the project, contributing to the planning, monitoring and evaluation of project activities.

Main tasks and responsibilities:

  • Guide and supervise the project team;
  • Develop monthly timeline and work plans based on the project document;
  • Coordinate and implement project activities as per work plans;
  • Ensure the participation of local partners, authorities and communities in project implementation;
  • Prepare progress report and respond to the queries related to project;
  • Report monthly on the implementation of the project to the Regional Programme Officer;
  • Assess and analyse the progress of project implementation, identify constraints and gaps in implementation and recommend appropriate responses;
  • Participate in the monitoring and evaluation of the project;
  • Liaise and communicate with the donor as per request;
  • Provide and document project-related technical briefs, case studies and best practices;
  • Participate in the promotion of SIHA work and image locally;
  • Contribute to the production of SIHA publications (Newsletter, statements, reports)
  • Identify opportunities for fundraising and suggest ideas for new programs and initiatives to be under taken by SIHA;
  • Carry out other tasks assigned by the Regional Director and Regional Programme Officer.

Qualification and experience:

  • Strong combination of studies and work experience in the fields of women’s/human rights and development in the African context;
  • At least 3 years of work experience in managing projects in the fields of gender, human rights and/or economic empowerment;
  • Experience and understanding of project cycle management, including monitoring and evaluation;
  • Capacity to manage a budget and ensure accurate and timely financial reporting;
  • Strong management and coordination skills;
  • Demonstrated communication and reporting/writing skills;
  • Proven organizational skills, including the ability to manage priorities, work under pressure and meet tight deadlines;
  • Previous exposure to international and/or multicultural /multilingual environment – Able to function effectively within a multi-cultural team;
  • Fluency in English and French mandatory (written and oral);
  • Previous experience working with the European Union would be an asset.

Description du poste:

Sous la supervision de la Directrice régionale, et rendant directement compte au Coordinateur régional de programmes, le Chef de projet est responsable de la bonne mise en œuvre du projet. Il contribue à la planification, au suivi et à l’évaluation des activités liées au projet.

Missions principales:

  • Encadre et supervise l’équipe de projet;
  • Développe des plans de travail mensuels sur la base du document de projet;
  • Coordonne et met en œuvre les activités du projet conformément aux plans de travail;
  • Garantit la participation active des partenaires locaux, autorités et communautés dans la mise en œuvre du projet;
  • Développe les rapports d’activités et répond à toutes demandes relatives à la mise en œuvre du projet;
  • Rend compte mensuellement des avancements du projet au Coordinateur régional de programmes;
  • Evalue et analyse les progrès effectués dans la réalisation du projet, identifie les contraintes et limitations de mise en œuvre et recommande des réponses appropriées;
  • Participe au suivi et à l’évaluation du projet;
  • Assure une communication régulière avec l’Union Européenne sous la supervision du Coordinateur régional de programmes;
  • Documente les bonnes pratiques du projet et rédige des études de cas;
  • Contribue à promouvoir le travail et l’image de SIHA à Djibouti;
  • Participe au développement des publications de SIHA (Newsletters, rapports, déclarations, etc.);
  • Identifie de nouvelles opportunités de financement et suggère de potentiels domaines d’intervention;
  • Remplit toutes autres tâches attribuées par la Directrice Régionale ou le Coordinateur régional de programmes.

Expérience et compétences requises:

  • Diplôme supérieur dans le domaine des droits de l’Homme, du genre, des relations internationales et/ou du développement en contexte africain;
  • Un minimum de trois ans d’expérience en gestion de projets dans le domaine des droits de l’Homme, du genre et/ou de l’émancipation économique des femmes;
  • Maitrise du cycle de projet, et plus particulièrement du suivi et de l’évaluation de projet;
  • Compétences en gestion et planification budgétaire ;
  • Excellentes capacités d’encadrement et de coordination;
  • Solides facultés de communication et rédaction (expérience en reporting);
  • Forte capacité d’organisation, aptitude à gérer un important volume de travail avec efficience et dans les délais impartis ;
  • Expérience professionnelle au sein d’équipes internationales/multiculturelles,
  • Aptitude à travailler en équipe ;
  • Maitrise obligatoire (écrite et orale) du français et de l’anglais ;
  • Une expérience préalable avec l’Union Européenne serait un atout.
