INSO supports the humanitarian community with vital coordination and information services that save lives and improve access.

We are now seeking an experienced individual to join our team as an INSO Safety Advisor - Mali (North)based in Gao/Mali. The Safety Advisor is responsible for delivery of INSO’s services to all NGO members in his/her area of responsibility and will combine a strong safety background with experience of the country context, a clear understanding of humanitarian safety principles and a flexible, outgoing personality.

The Safety Advisor position is being offered on a 1-year renewable term.

Key Areas of Responsibility:

  • Establish and maintain an active information network, which includes NGOs, the UN, military forces, and other national and international security actors to obtain credible and relevant safety information.
  • Provide NGOs with timely and credible security information and contextual analysis of the local security situation through: daily FLASH alerts, weekly incident lists and bi-weekly analytical reports.
  • Facilitate and lead regular NGO community security roundtables in your region of responsibility, presenting trends and facilitating discussions.
  • Assist NGOs in developing their own security management capacities by reviewing policy documents, conducting site-security surveys, and assisting in crisis evacuation planning.
  • Manage a small office team including supervising national staff and oversight of local logistics and administration.
  • Effectively represent, promote and protect INSO's mandate of independence, impartiality and neutrality.

Mandatory Requirements:

  • Fluent in French (written and spoken).
  • Graduate level education or equivalent work experience.
  • Minimum 3 years spent in insecure/conflict-affected environments.
  • Proven writing and analytical abilities (sample requested).
  • Demonstrable understanding of humanitarian safety practices & principles and their application.

Preferred Characteristics:

  • Minimum 1 recent year experience in Mali - ideally in an NGO safety role or equivalent - and demonstrable understanding of the security dynamics.
  • Employment history that reflects experience in both security and civilian fields.
  • Experience with NGO security and/or project management.
  • Existing information networks in the region

Compétences et expériences requises:

Somalia Country Programme

Background

Danish Refugee Council (DRC) is an independent, non-profit organization (NGO), founded on the basis of humanitarian principles, and human rights based approach, to secure the protection of refugees and internally displaced persons (IDPs), and to promoting long term solutions to the problems of forced displacement.

DRC has been implementing humanitarian activities in Somalia since 2008. Using a protection of human rights framework, DRC Somalia assists refugees and migrants from the Horn of Africa and provides emergency assistance and livelihoods support to Somalis who are affected by conflict and drought throughout Somalia.

DRC works alongside the Danish Demining Group (DDG), a specialized unit within the DRC. DDG has operated in Somaliland since 1999 and in South Central Somalia since 2007 clearing mines and other explosive remnants of war. DDG’s approach has since evolved to support community and district-level planning that addresses an array of public safety concerns whether related to firearms, explosive remnants of war, local conflict, etc.

The Danish Refugee Council (DRC) and Danish Demining Group (DDG) have developed a joint strategy on Community-Driven Recovery and Safety (CDRS) in Southern Somalia. The joint strategy is designed to support stability by contributing to preconditions for representative and responsive local governance, strengthening capacity of local institutions to manage conflict and change peacefully, securing safety, deepening citizen engagement, ensuring that basic needs are met and the way is paved towards durable solutions for displacement affected communities.

The centre-piece of the CDRS approach is providing community block grants following community-driven planning process. Linked to this communities receive additional social access and livelihoods grants and support for community safety and conflict prevention activities.

Key Responsibilities

· Co-ordinate and work with relevant state-level government authorities, local government institutions, non-governmental organizations, community-based organizations and local communities in order to ensure the smooth execution of project activities.

· Capacitate and manage project staff and field operations covering at least 60 communities in three or more districts.

· Ensure effective collaboration with DDG and DRC management and related technical advisors for the fully integrated CDRS programme.

· Promote organizational learning and collaboration between CDRS and related initiatives.

· Develop and implement mechanisms to monitor project performance, in consultation with CDRS stakeholders, against work plans and project targets.

· Ensure that the project is implemented in accordance with DRC and donor policies/procedures.

· Manage project budget, including approval and monthly review of expenditures, ensuring close collaboration with the relevant support staff

· With technical staff, carry out timely and sound appraisal of community sub-project proposals.

· Supervise the preparation and implementation of sub-contracts related to baseline surveys, end-line surveys, evaluations and any other activities that may need to be sub-contracted to an external supplier of works, services and goods.

· Participate in all project reviews and provide technical support for independent evaluations and audits.

· Prepare regular and ad hoc reports, as needed.

· Assist in the development of new CDRS and associated initiatives within the Somalia programme.

Required Qualifications:

· University degree relevant subject (post graduate degree preferred).

· A minimum of 6 years of work experience in project formulation, implementation, coordination and/or management in complex environments.

· Significant experience in community development or local governance is essential. Please note that applications from candidates that do not have experience in one of these will not be considered.

· Direct operational experience in conflict-affected or post-conflict countries and/or broad knowledge of themes relevant to conflict and/or post-conflict is a strong advantage.

· Demonstrated ability to lead a multi-disciplinary team.

· Self-motivated and able to work with a minimum of guidance.

· Excellent English spoken & written skills; Somali language an added benefit

· Demonstrated ability to work and live in insecure environments preferred

Reporting arrangements:

This Manager leads a joint DRC-DDG team with direct supervision of the team leaders in each district. The PM reports to the DRC and DDG CDs in Somalia through a regular mechanism to ensure close collaboration, addressing of priorities, and regular engagement with various stakeholders.

Availability: 1 December 2014 or earlier

Duty station: South Central Somalia (either Baidoa or Mogadishu) with travel to field sites as security allows

Duration: One year with possibility of extension, subject to performance

Kenya: Monitoring and Evaluation Consultant for the National Safety Net Programme. (Social Protection Secretariat – Ministry of Labour)

Justification

Kenya has a long history of investing in social protection and adopted the National Social Protection Policy (NSPP) in 2012. The Kenya Social Protection Sector Review of 2012 found that overall expenditure on safety nets in Kenya has been increasing rapidly in recent years. Between 2005 and 2010, total spending on safety nets increased from Ksh 11.9 to Ksh 20.5 billion. Throughout this period, emergency food aid dominated safety net spending, accounting for 53.2 percent of total safety net spending. However, there has also been a growing trend towards cash transfers. By the end of 2010, cash transfers constituted 25 percent of total safety net spending in Kenya, having increased rapidly from a very low base in 2005. The NSPP aims to strengthen the delivery of social assistance to poor and vulnerable populations. The NSPP, which was approved by the Cabinet in May 2012, outlines a vision for gradually realizing the right to social protection as articulated in the Constitution and, within this, the government’s ambition to enhance social assistance.

As a first step in this reform agenda, the government has established a National Safety Net Program (NSNP), which aims to strengthen operational systems while expanding the coverage of cash transfer programmes. The main objective of the NSNP is to improve the welfare and resilience of beneficiaries, with the aim of reducing poverty and vulnerability in Kenya. The NSNP will target poor households that are particularly vulnerable because of where they live (the arid and semi-arid lands of northern Kenya or informal settlements of major urban centers) or because of their circumstances (households caring for orphans and vulnerable children, people with severe disabilities, and older people). To achieve this objective, the government aims to (i) progressively expand the coverage of the five cash transfers that constitute the NSNP, (ii) adopt best practices with regards to targeting, enrolment, payment, complaints and grievances and monitoring and evaluation and (iii) strengthen programme systems and structures. Additionally, while most of the programme activities will be carried out initially on a programme-by-programme basis, but as the NSNP proceeds, the government will exploit opportunities to share functions across programmes. This will lead to an increasingly consolidated approach to safety net support in Kenya.

The NSNP monitoring and evaluation (M&E) framework specifies the impact, outcome, output, activity and input indicators that will be tracked to monitor the performance and evaluate the impact of the NSNP. Some of these indicators measure disbursement linked results[1] and the M&E plan sets out the sources that will gather data used to construct these indicators, and the reporting and institutional arrangements for M&E. These sources include i) the programme MISs consolidated into a single registry, ii) the Programme Implementation and Beneficiary Satisfaction (PIBS) Survey, iii) spot checks by programme officials, iv) data from the budget and financial management systems, v) impact evaluation surveys, vi) the Kenya Integrated Household Budget Survey (KIHBS) and vi) ad hoc studies.

The objective of the PIBS survey is to provide annual independent and rigorous data on the implementation of the NSNP and the satisfaction of NSNP beneficiaries with the NSNP services they provide. The PIBS survey is designed to provide: (i) annual indicators representative of the different programmes under the NSNP through a survey of beneficiaries; and (ii) a qualitative assessment of how well the procedures in the operational manuals are understood and applied by programme implementers, and opportunities for beneficiaries to provide qualitative feedback on the NSNP. The data will be used by the SP Secretariat and programme managers to check on and improve the NSNP’s implementation, and for those involved in the governance of the NSNP to provide accountability. It will also serve as feedback to higher level policy decision making (either for the NSNP or for design of other programmes as needed). The SP secretariat is in the process of engaging an external consultancy firm to undertake the PIBS survey and the reports will be submitted annually to the NSNP M&E coordinator in the SP Secretariat (and thereafter be distributed to development partners).

In addition to the M&E functions mentioned above, there is an external monitoring system which provides an independent and objective review of the progress of three of the five cash transfer programmes under the NSNP namely the Orphans and Vulnerable Children (OVC), Older Persons (OP) and Persons with Severe Disabilities (PWSD). This function aims to complement the in-built monitoring and evaluation (M&E) system that tracks the implementation process on a regular basis. In particular, the external monitoring system assesses the extent to which implementation of the programmes is carried out in accordance with the procedures in the respective Operations Manual (OM) of each programme. The system offers an independent assessment of levels of divergence from the given procedures and recommends approaches for strengthening compliance. It also provides information on targeting processes including the role played by various actors at the local level in relation to the standards set by the Operations Manuals. The fifth cycle of the external monitoring was just finalized in July, 2014, specifically focusing on an assessment of the effectiveness of the registration and enrolment processes of the three programmes with the aim of recommending measures to correct process weaknesses observed. The reports are due every sixth months so the next report is expected sometime around January, 2015.

Government has agreed about the usefulness of the External Monitoring system and reports for tracking programmes and will start a new procurement process for contracting a second phase of external reporting giving continuity to the External Evaluation System,

In that extent, the new process should be focus on main key elements of the programmes including key elements of the programmes like, basic family information, like member’s age, gender, education, children information disaggregated, use of the transfer among others.

The Ministry of Labour, Social Security and Services, through the Social Protection Secretariat, wishes to hire a technical advisor to support the government with technical advice for the PIBS and the External Monitoring to ensure that these are carried-out to a high quality. UNICEF has agreed to support the government in this request, through the contracting of this position.

Purpose of Assignment

The technical advisor will provide technical support and advice to the SP Secretariat in overseeing and ensuring the highest possible quality of the PIBS and the External Monitoring assignments.

Scope of Work: Major tasks

Support to the PIBS:

· Provide technical support and advice to the government as part of the review committee in the procurement process to identify the firm that will undertake the PIBS Survey for the NSNP;

· Provide advice to the SP secretariat in the review of the inception report and subsequent questionnaires/survey instruments and other outputs from the assignment submitted by the PIBS survey firm in consultation with the government and donors (this work would complement the external support provided by Oxford Policy Management on the PIBS);

· Provide technical support to the government to coordinate feedback from stakeholders on outputs under the PIBS (to ensure comments are technically relevant etc.);

· Provide technical support and advice to the government during the implementation of the PIBS, to ensure that it is being implemented as per agreed plans, using the agreed instruments;

· Provide technical support to the SP secretariat to maintain operational oversight and quality control of work related to the PIBS (including sampling, instruments and field testing of instruments) and provide technical support if/as needed (and identify additional support required, if applicable);

· Together with the SP secretariat, review methodology for training of enumerators for the PIBS (training materials, duration, pedagogy) and quality controls for data collection and data entry;

· Together with the SP secretariat, oversee field work for baseline data collection for the PIBS and review analysis of baseline data

Support to the External Monitoring

· Provide technical support and advice to the government on the External Monitoring assignment of the NSNP, including reviewing outputs by the firm and providing technical supervision support as needed;

· Provide technical support to the government to coordinate feedback from stakeholders on outputs under the External Monitoring (to ensure comments are technically relevant etc.);

· Support the second phase of the external evaluation contract focussing in specific needs of the programme and including children monitoring

· Support the SP secretariat in maintaining operational oversight of the work related to the external monitoring and providing technical support if/as needed (and identify additional support required, if applicable).

Expected Deliverables

· An approved work plan agreed with the Ministry of Labour and UNICEF after 2 weeks of commencement of consultancy

· Evaluation of expression of interests and proposals for the PIBS;

· Written comments on the inception report and subsequent questionnaires/survey instruments and other outputs from the assignment submitted by the PIBS survey firm in consultation with the government and donors;

· Written comments on outputs from the External Monitoring Firm;

· As needed, written communications with staff working on PIBS and External Monitoring (including firms, government and development partners).

Desired background and experience

  • Relevant master’s degree in areas related to Social Protection and Safety nets, like development economics, social science, anthropology, statistics, development Planning, Social Development, Sociology or related field
  • Minimum 7 years’ experience in planning, monitoring and evaluation of development programmes in developing countries.
  • Experience in working with senior level of government, policy makers, executives to achieve established goals and objectives.
  • Proven ability to conceptualize, design and implement monitoring and evaluation systems.
  • Ability to coach, mentor train and work as part of team to develop staff in Public Sector
  • Excellent skills to effectively communicate orally and in writing
  • Strong experience in technical writing and communication.

Duration of contract and remuneration

The contract is for 60-70 days over a twelve month period. The consultant is expected to be present in Nairobi for the duration of the contract. Some local travel within Kenya is anticipated. The anticipated start date is November, 2014.

Uganda: Programme Officer (Safety Nets and Resilience) P3, Uganda

The United Nations World Food Programme (WFP) is the world's largest humanitarian agency, fighting hunger worldwide. We are seeking to fill the position of Programme Officer (Safety Nets & Resilence) at the P3 level, based in our Country Office in Kampala, Uganda.

The objective of WFP’s Safety Nets and Resilience (SNR) programming is to ensure the food and nutrition security of vulnerable populations in Uganda. SNR activities are primarily focused on livelihoods and resilience programming in the Karamoja sub-region of Uganda. This includes asset construction and income generation activities for households with labour capacity, targeted food assistance for extremely vulnerable households, supplementary food assistance to address malnutrition, and a school meals programme. The SNR Unit coordinates with the Emergency Humanitarian Action (EHA), Agriculture Market Support (AMS), and Nutrition sub-units within the WFP Programme Unit to implement these activities. Field-based activities are managed from the Country Office in Kampala and implemented through support and coordination at Sub-Office level. In addition, the SNR Unit is substantially involved in policy dialogue and advocacy on social protection and school feeding initiatives in Uganda.

Under the supervision of the Head of Programme, the Programme Officer will deliver the programming and partnership components of WFP’s SNR activities through the following responsibilities:

  • Plan and manage WFP’s livelihoods/resilience activities in the Karamoja region, implemented primarily through WFP’s Food For Asset (FFA) programming approach;
  • Develop and maintain key partnerships with local and national government counterparts, cooperating partners, and technical agencies for delivery of the livelihoods/resilience activities;
  • Maintain regular and systematic liaison between the Country Office and Sub-Offices to ensure delivery, monitoring and oversight of SNR activities in the Karamoja region;
  • Represent WFP in inter-agency, government, and donor policy and budget forums to advocate for inclusive social protection systems in Uganda and a national school meals programme;
  • Collaborate with WFP’s Assessment, Monitoring and Evaluation (AME) Unit to ensure monitoring and oversight for SNR outputs and outcomes is useful and accurate for accountability and management purposes;
  • Manage contractual agreements with cooperating NGOs and partnerships with Government and research institutions;
  • Provide leadership and direction in proposal development and donor reporting for SNR activities;
  • Provide substantive inputs to national policy dialogue on social protection for vulnerable households, resilience strategies, and for the transition to a government led school feeding programme;
  • Provide technical input to WFP’s monitoring tools and ensure relevant assessments, reviews, and evaluations of WFP’s livelihoods/resilience work are planned and implemented;
  • Manage SNR’s annual plan of work within the Programme Unit (planning, budgeting, forecasting, pipeline);

Qualifications & Experience Required

Education:

  • University degree, preferably at an advanced level, in Social Sciences, Agricultural Engineering, Rural Development or other related fields.

Experience:

  • At least five years (of which 3 international) of progressively responsible professional experience with development projects in the areas of food assistance programming, local level planning and community development;
  • Practical experience with government/donor liaison, project fund and NGO partnership management;
  • Experience in managing teams in a cross-cultural setting and achieving results through collaboration and partnership building;
  • Proven experience in development context, preferably in Africa;
  • Experience with Food For Asset (FFA) programming and school feeding programmes is considered an asset;
  • Experience with projects in Arid and Semi-Arid Land (ASAL) regions is desirable;
  • Experience in preparing donor proposals and writing reports is an advantage.

Technical Skills & Knowledge:

  • Knowledge of current approaches to livelihoods activities in a post-conflict, transition, or development context;

The United Nations World Food Programme (WFP) is the world's largest humanitarian agency, fighting hunger worldwide. We are seeking to fill the position of Programme Officer (Resilience and Safety Nets) P4, based in our Country Office in Khartoum, Sudan.

Under the supervision of the Head of Programme, the Programme Officer will manage WFP Sudan’s social protection, safety nets and resilence-oriented programmes by brining existing WFP strategies for these thematic areas into the county context through the following duties:

  • Design and manage resilence and safety net programmes and the various staff working on this team, including cash and vouchers, climate change adaption, resilience, school feeding and Safe Access to Firewood and Alternative Energy (SAFE) project;
  • Manage the school feeding portfolio as well as the various pilots;
  • Keep in constant contact with the federal and state authorities with a focus on building a nationally owned school feeding programme;
  • Ensure that relevant standard operating procedures and strategies for resilience, school feeding, safety nets, cash and vouchers, SAFE and climate change are updated as necessary;
  • Engage with the UN Country Team on the inclusion and update of WFP’s activities in the United Nations Development Assistance Framework (UNDAF) and ensure timely reporting against these activities;
  • Manage the trust funds for SAFE and resilience projects;
  • Develop and sustain professional relationships with key Government, UN and NGO partners engaged in the field of SNR issues and programmes;
  • Build partnerships with public and private sector actors, International Financial Institutions and UN agencies to identify points of entry for WFP programming;
  • Oversee preparation and dissemination of timely analytical and critical reports including proposals for improvements in operation and the scope of programmes;
  • Assess the need for transitioning programmes or modalities, including primary and secondary analysis and consultation with the field offices, and develop plans for this transition in coordination with the various units in Khartoum and the field;
  • Design and maintain databases of indicators relating to food security and SNR projects;
  • Advise the government on the handling, transport, storage and distribution of the commodities supplied by WFP and assist the government in the maintenance of all records, accounts and books as stipulated;
  • Prepare periodic reports on the progress of operational projects and related government plans;
  • Ensure compliance with WFP’s policies, criteria and procedures regarding food assistance;
  • Update Country Directors and Programme Advisers in all matters related to SNR programming, including donor briefings and preparation of funding proposals;
  • Supervise programme staff by providing training and technical guidance;
  • Perform other related duties as required.

Qualifications & Experience Required

Education:

  • University degree, preferably at an advanced level, in Economics, Agriculture, International Affairs, Business Administration, Social Sciences, Development Studies or other fields related to international development assistance.

Experience:

  • At least 8 years (of which 3 international) of postgraduate progressively responsible professional experience in public sector management, development projects, emergency assistance, and/or operational aspects of food aid or commercial transactions;
  • Strong experience in formulating programme strategies and activities in humanitarian and transition contexts, drawing upon full range of food assistance tools, and translating them into implementation modalities and operations;
  • Proven experience in designing and managing resilience programmes;
  • Experience with school feeding programmes is desirable.

Technical Skills & Knowledge:

  • Ability to provide technical advice, or mobilise technical expertise, on a broad range of operational areas including on the choice of objectives, activities, transfer modalities and appropriate food products, the deployment and testing of innovative approaches and the development of strategies to support government efforts to reduce hunger and malnutrition;
  • Ability to forge and nurture partnerships to improve assistance packages;
  • Ability to promote dialogue and joint programming in different fora on subjects related to food security, nutrition, livelihoods, resilience, engagement in humanitarian, transition and development contexts and other related issues;
  • Good understanding of programme principles in conflict, transition and development situations with ability to translate them into context specific design and implementation approaches;
  • Proficiency in MS Office (Word, Excel, Powerpoint and Outlook);
  • General knowledge of UN system policies, rules, regulations and procedures governing administration is desirable.
