INSO supports the humanitarian community with vital coordination and information services that save lives and improve access.

We are now seeking an experienced individual to join our team as an INSO Safety Advisor - Mali (North)based in Gao/Mali. The Safety Advisor is responsible for delivery of INSO’s services to all NGO members in his/her area of responsibility and will combine a strong safety background with experience of the country context, a clear understanding of humanitarian safety principles and a flexible, outgoing personality.

The Safety Advisor position is being offered on a 1-year renewable term.

Key Areas of Responsibility:

  • Establish and maintain an active information network, which includes NGOs, the UN, military forces, and other national and international security actors to obtain credible and relevant safety information.
  • Provide NGOs with timely and credible security information and contextual analysis of the local security situation through: daily FLASH alerts, weekly incident lists and bi-weekly analytical reports.
  • Facilitate and lead regular NGO community security roundtables in your region of responsibility, presenting trends and facilitating discussions.
  • Assist NGOs in developing their own security management capacities by reviewing policy documents, conducting site-security surveys, and assisting in crisis evacuation planning.
  • Manage a small office team including supervising national staff and oversight of local logistics and administration.
  • Effectively represent, promote and protect INSO's mandate of independence, impartiality and neutrality.

Mandatory Requirements:

  • Fluent in French (written and spoken).
  • Graduate level education or equivalent work experience.
  • Minimum 3 years spent in insecure/conflict-affected environments.
  • Proven writing and analytical abilities (sample requested).
  • Demonstrable understanding of humanitarian safety practices & principles and their application.

Preferred Characteristics:

  • Minimum 1 recent year experience in Mali - ideally in an NGO safety role or equivalent - and demonstrable understanding of the security dynamics.
  • Employment history that reflects experience in both security and civilian fields.
  • Experience with NGO security and/or project management.
  • Existing information networks in the region
  • English and/or local language skills.

Principales responsabilités:

  • Fournir aux ONGs des informations et analyses sécuritaires crédibles et rapides sur la situation locale et régionale.

Compétences et expériences requises:

  • Français couramment parlé et écrit.
  • License ou équivalent dans un champ d’étude pertinent.
  • Minimum 3 ans d’expérience humanitaire dans des contextes de conflit / urgences.

Somalia: Technical Advisor - Rangeland Managment

TECHNICAL ADVISOR RANGELAND MANAGEMENT

1. Background

In Somalia extensive environmental degradation has emerged to be a main cause of poverty as a result of unsustainable utilization of natural resources. Human population pressure, overstocking, poor legislation and enforcement, encroachment to the rangeland, rapid expansion in the production of charcoal in recent years and climate change have combined to cause undue pressure to the scarce and fragile environmental resources. Consequently, the livestock dependent livelihoods of the rural communities have become increasingly vulnerable and are one the main causes of the country-wide chronic food insecurity. The social indicators in Somalia are amongst the worst in the world for health and education, while the Gross National Income (GNI) is the third lowest in the world. It is estimated that land under permanent pasture varies from 46 to 56% of Somalia's surface area. About 20% of the country’s surface is classified as forest - a percentage which has been in constant decline over the past two decades.

According to a September 2012 NRM assessment in Puntland, community members described degradation of the rangeland resources as the main cause of their livelihood problems. The clearing of trees, mainly acacia, for charcoal production is a widespread practice that has contributed to a total loss of vegetation coverage of +37% (strong) in the target areas between 1982 and 2008. Trees are critical for livestock to survive periods of drought as they are a source of fodder, but they also prevent the top soil essential to pasture growth from being eroded.

An underlying cause of environmental degradation has been the collapse of the governance systems that used to support adequate management of natural resources since the disintegration of the central governement in 1991. The success of the previous government system relied heavily on central government directed range management, involving heavy investments in infrastructure, staffing, training and equipment. As part of efforts to revive this system, the government passed Puntland Law No. 2 in 2000 that deals with the development of rangeland and water and Law No. 3 dealing with land use. However, at present, there is a recognition in Puntland that the environment is not conducive to a governance model that relies heavily on the role of government. The Puntland government is very fragile, has a very limited presence outside the main towns, and relies on negotiation and building consensus with the various clans who seek to gain political power and control over resources. Therefore a top down approach to natural resource management is not feasible in this context and another model is called for.

The Ministry of Environment, Wildlife and Tourism (MoEWT) was established in 2009. However since its creation, serious technical and human resources gaps as well as problems with the administrative organisation at all levels, and particularly at the regional and district levels, have not been resolved. The Ministry remains ill equipped, understaffed, and lacks the technical expertise to implement the policies and objectives required to fulfill its mandate.

The added value and innovative nature of the intervention lies in the focus on hybrid models of governance that bring together traditional governance approaches at community level with formal approaches through the State. Throughout Somalia it has become clear that this approach tends to much more successful and builds much more on inherent governance capacities within Somali society than approaches focused on a purely State building oriented model or models that purely rely on traditional/informal mechanisms. The program will support the government to play a supportive and facilitative role with communities, to decentralize further in order to be enabled to play that role, but also to help communities to develop their ability to self-organize at the district level and liaise and collaborate with the government. Traditional management of the natural resources through Xeer (Customary law) is currently unable to provide effective NRM strategies as it has been weakened by the protracted natural resource conflicts and fragmentation of governance. The program strategy is geared to re-operationalize customary law through joint community-government action. Awareness creation will be a major component of the action in order to provide opportunity to restore adequate institutional arrangements. The program will also strengthen community capacity to mitigate conflict over natural resources through improved community governance of these resources. Another added value of the action is that it contributes to overall thinking and action on decentralized models of governance in Puntland, supporting the constitutional mechanisms through districts and village committees. Finally through our emphasis on involvement of women and youth in the different structures and activities we will help ensure their voices are heard and that they can participate more effectively in governance mechanisms.

2. Job Summary

The assignment is a 3 year consultancy and secondment to the Ministry of Environment, Wildlife and Tourism in Puntland. The successful candidate will lead on the rangeland management component and decentralization of NRM to the regional, district and village levels as outlined in the EC project proposal “Deegaankaagu waa noloshaada” (your environment is your life). The position aims to support the Ministry in ensuring that its work is visible and operational at the district level. S/he will support in linkage of community and government officials through the District Pastoralists’ Associations (DPA) and Village Committees (VC). Training, mentorship and coaching of these structures to become effective in management of rangelands forms a large part of the incumbent’s work.

3. Aimed for Results

The position will be responsible for the following result areas, working closely with the Ministry staff, project partners and supported by the CARE Project Manager and Training Advisor.

Result 1: Build capacity of ministry staff based at the headquarter, regional and district levels in NRM, particularly Rangeland Management and Pastoralism

Result 2: *Work with project partners and ministry to develop training curricula for district and village level structures involved in the management of range resources.*

Result 3: *Work with the ministry to establish district based associations in ten districts. These associations will lead in conservation efforts at district level and regularly report on progress at village level.*

Result 4: *Implement training for the district and village structures, including the establishment of a cohort of trainers (TOTs) who will regularly carry out refresher training activities in their locale.*

Result 5: Research and learning: development of policy briefs and best practices in drylands management, pastoralism, institutional strengthening of grassroots structures in NRM and the role of women in NRM.

4. Requirements

The successful candidate will meet the following requirements:

  1. A Masters degree in Environmental Planning and Management, Natural Resource Management (NRM) Dryland Management or Rural development (with a focus on drylands). Relevant social science degrees will be considered
  2. At least 5 years solid experience in natural resource management in developing countries Experience in East/Horn of Africa will be an added advantage
  3. Demonstrated understanding of rangeland management policies
  4. Understanding of the Somali context, customary law and governance system highly desired
  5. Somali language skills are highly desirable
  6. Highly motivated, self-drive personality with strong problem solving ability
  7. Communicative, ability to conduct training needs assessments and training
  8. Excellent report wiring skills is mandatory
  9. Excellent team building, coaching and mentoring skills

Role profile

Long-term post-holders are required for a programme of support in Tanzania by the UK Department for International Development (DFID) to: Reduce the number of stunted children by 7% (50,000) in the targeted regions of Tanzania within a period of 5 years. This programme is being tendered, and the post will be confirmed should the Save the Children led consortium be successful.

Project outcomes are:

  1. Improved maternal, infant and young feeding practices;
  2. Enhanced quality of nutrition services through the health system;
  3. Improved household access to diverse and nutrient rich foods through own production and purchased from the local market;
  4. Improved multi-sectoral response to nutrition at sub-national levels (Agriculture, WASH, Health, Early Child Development (ECD), Community Development, Livelihoods).

The Research, Evidence and Advocacy Adviser will be responsible for the coordination, oversight and quality assurance of the ASTUTE research portfolio, including operations research. The post holder will work closely with and provide support and guidance to the Programme Monitoring and Evaluation (M&E) post. The post-holder will work at national level based within the project office in Dar es Salaam with frequent travel to the selected regions.

Key responsibilities

  • Manage the design, implementation, analysis and write up of innovative qualitative and quantitative research studies (e.g. operations research; intervention evaluations; qualitative studies to understand mechanisms of behaviour change) that are relevant to the DFID logframe indicators and programme objectives.
  • Design in-house and outsourced research tools (e.g. quantitative surveys; interview topic guides) in consultation with the relevant technical advisers. Ensure use of appropriate software for data management and analysis of research data.
  • Write TORs for the outsourcing and/or recruitment of consultants for research as required.
  • Oversight and quality assurance of in-house and outsourced research activities (e.g. reviewing proposals to ensure the highest quality agencies are selected; checking plausibility of data; data verification; ensuring staff are adequately qualified and trained). Technical management of subcontracts and review of associated deliverables.
  • Reporting results and progress of research studies to meet DFID’s requirements (e.g. writing up research findings; proposing plans and costs for further scale up of successful interventions).
  • Ensure research includes an economic component (e.g. cost effectiveness analyses; cost modelling) to inform the Government of Tanzania about the likely cost of further scale up beyond the DFID programme.
  • Train appropriate staff in the collection of primary data for in-house research. Strengthen capacity for analysis and effective use of data at national, provincial and district level, with a focus on building the capacity of regional and district staff who are administering nutrition information systems
  • Present data in an accessible way for government/stakeholders (e.g. top line findings; briefing sheets; executive summaries, scorecards, infographics). Ensure evidence of successful approaches and gaps in provision inform national policy and planning and resource allocation at provincial/district level. Facilitate use of data for decision making, encourage transparency on progress and advocate for improvements in service provision and resource allocation.
  • Convene research dissemination workshops with government staff from multiple sectors, donors and partner organisations to share and discuss relevant data. Ensure data is fed back to service providers to enable them to make informed decisions on effective delivery of services.
  • Ensure use of programme M&E and research findings to support effective multi-sectoral dialogues, regular exchange of information and decision making.
  • Leverage existing accountability mechanisms and platforms to integrate discussion on nutrition into existing policy dialogues, discussion fora and media partnerships. Ensure data is used for advocacy to improve nutrition.
  • Strengthen advocacy for better services for women and children through effective use of evidence by civil society groups and leveraging on pressure points through relevant local accountability platforms.
  • Ensure gender, ECD and WASH feature as part of the research studies and stunting reduction interventions being implemented.
  • Work alongside the Programme M&E Advisor and collaborate as needed (e.g. provide relevant research findings to inform updates to the logframe).

Background

Under the leadership of Oxfam GB, the Liberia WASH Consortium (LWC) is comprised of six INGOS (ACF, Concern Worldwide, PSI, Tearfund, WaterAid and Oxfam GB) working in the WaSH sector since 2007. The Consortium strategy (2013-2017) has 3 strategic pillars:

  1. Advocacy and Knowledge Management:

Learning and research available and used by key stakeholders in the WASH sector for better evidence-based WASH policy and programming

  1. Capacity Development:

Improved systems and structures at community, district, county and national levels to plan, deliver and monitor sustainable WASH activities - including WASH in schools

  1. Service delivery:

Targeted population have equitable and sustainable access to improved water and sanitation services and practice safe hygiene

LWC also has a developing Ebola recovery strategy:

  • Building upon the approaches and consolidating gains of current Public Health WASH response by the members of the consortium to ensure sustainability of these gains1
  • Linking WASH EVD response, recovery and longer term work and following on the 3 pillars of the LWC 5-year development strategy: Direct Service delivery, building local capacity in WASH (including preparedness and contingency Planning) and advocacy.

General description of the programme

Operational in Uganda since the late 70’s, the current country programme focuses on two of GOAL’s three strategic sectors, namely: Health (including WASH and Health Accountability programming); and a market based approach to improving agricultural livelihoods and WASH. GOAL Uganda mainstreams HIV, gender, child protection and the resilience strategies across all programming. GOAL works on a district focused approach, and uses a mixture of direct implementation and partnerships with national and international civil society organizations, local government, the private sector and communities to give effect to our mission.

GOAL Uganda has a skilled team of approximately 110 personnel and manages an annual operating budget of approximately €4.6 million (2015). GOAL is currently operational in the North, South, East and West of Uganda with five offices in Kampala, Bugiri, Abim, Kaabong and Agago Districts. With a new livelihood programming planned we will open a new office in Lira in 2015.

The current GOAL Uganda country programme operational areas:

  1. The Bugiri / Namayingo District Programme, South Eastern Uganda, established in 2001, currently implements WASH and Health Accountability programme, both are implemented through national partners.
  2. The Agago District Programme, North Eastern Uganda, established in 2003 has transitioned from an emergency programme to a development programme. Implementation is through partners in WASH and directly in Health Accountability and both directly and through private sector partners in Livelihood.
  3. The Abim District Programme, North Eastern Uganda (Western Karamoja) was established in 2008. This development programme implements through partners in WASH and both directly and through private sector partners in Livelihood.
  4. The Kaabong District programme began in 2014 with a small WASH programme implemented through a national partner.
  5. The ACT Health programme, an accountability programme spanning 16 districts implemented both directly and through four national partners and in collaboration with Innovations for Poverty Action (IPA), our research partner who are leading the Randomised Control Trial (RCT).

General Position Summary

GOAL Uganda is seeking a dynamic person to support the strategic design and development of resilience programming. We wish to develop a clear resilience strategy across the country programme, support better understanding across our teams in this new approach; source new resources to scale up resilience programming and hand over to a national candidate at the end of a year.

Purpose of the position

The Advocacy Advisor is responsible for coordination and overall management of the advocacy work by IBIS in Liberia. Tasks and responsibilities

ADVOCACY AND CAMPAIGNS

  • Identify opportunities for and support/lead advocacy processes and campaigns, in collaboration among IBIS partners, with the Education NGO Forum and in consortia of INGOs/NGOs and/or other Development Partners on issues relevant to and drawing on IBIS’ work.
  • Support/lead the development of relevant materials for campaign work.

Background and Purpose:

The Ministry in charge of Gender and Family Promotion (MIGEPROF) aims at promoting equality and equity for both men and women and ensure empowerment of women through the national development processes of Rwanda.

The Ministry further aims at promoting the family, as a natural and cultural basis of the Rwandan society and provide a conducive environment for the overall development of the nation’s children according to internationally agreed standards and principles. MIGEPROF has a mandate with the key responsibility of formulating policies and strategies on issues that affect all Rwandans in the areas of Gender Equality, Family Promotion, Women and Girls Empowerment and Child Protection.

The Ministry has put in place the Integrated Child Rights Policy (ICPR) to ensure that every child is given equal rights and is well protected. It has the overall responsibility for the implementation of the Strategic Plan for the ICRP in Rwanda and as such, is tasked with the coordination of interventions between the various Ministries and institutions involved. It also has primary responsibility for 3 thematic areas under the ICRP, namely: Family and Alternative Care; Protection; and Participation. Furthermore in September 2011 an ECD Policy and Strategic Plan was developed and is currently under revision. The policy promotes the holistic development of all children in Rwanda through the provision of integrated health, nutritional, early learning and protection services to families and children between 0-6 years of age. The goal of the ECD policy is to ensure all Rwandan children achieve their potential, are healthy, well-nourished and safe, and their mothers, fathers and communities become nurturing caregivers through receiving integrated early childhood development services.

The Ministry has also developed a Family Policy which gives a broader line on the government’s commitments towards promoting the Rwandan Family, and a National Gender Policy and its strategic plan. The Law Nº54/2000 of 14/12/2011 relating to the Rights and Protection of Children serves as the unified law covering all the aspects of the rights of children and complying with all the ratified international treaties. All these documents will help the consultant to support the Ministry in achieving its mandate for the promotion and protection of children’s rights.

The main purpose of this assignment is to support and advise MIGEPROF to apply, adapt and achieve its goals, policies, and strategies pertaining to children’s rights in conformity with the Integrated Child Rights Policy.

Objective of the consultancy

Under the general guidance of the Honourable Minister of Gender and Family Promotion, the Child Rights Advisor supports and advises MIGEPROF and its affiliated agencies in developing policies, strategies, programmes and systems for the fulfilment of children’s rights in Rwanda and overseeing their implementation. The Child Rights Advisor is responsible for providing technical leadership, management advice, and programme support and capacity building to MIGEPROF and its affiliated agencies. He/she facilitates application, adaptation and achievement of MIGEPROF goals, policies, and strategies pertaining to children’s rights in conformity with the Integrated Child Rights Policy and the Law number 54 Relating to the Rights and Protection of Children. The Child Rights Advisor provides innovative leadership including expert advice, vision, knowledge management, articulating policies and strategies, situation appraisal and harmonization of programme strategy. In close collaboration with the National Commission for Children, the Child Rights Advisor will support coordination efforts in the area of child rights by working closely with relevant thematic sectors, including social protection, health and nutrition, justice, education to ensure integration of child rights issues within these sectors.

Goals

The specific results of the assignment will include among others:

  1. Programme policies, strategies, and approaches for MIGEPROF on child rights are developed in accordance with international and national best practice
  2. Child rights coordination mechanisms, including around Early Childhood Development, within Government of Rwanda as well as with other stakeholders, are supported.
  3. Child rights issues are mainstreamed within the programmes, policies, strategies of relevant sectors and ministries.
  4. Technical advice is provided to MIGEPROF staff on the design and monitoring and evaluation of child rights policies and interventions

  7. Resources are mobilized in the area of child rights through technical support for evidence-based advocacy.

Tasks

Under the supervision of the Minister of Gender and Family Promotion, The consultant will work in close collaboration with heads of departments and technical staff from MIGEPROF, as well as with relevant personnel from the National Commission for Children, to perform the following key tasks:

  • Provide technical advice and support to MIGEPROF on the development of relevant programme policies, strategies, and approaches on child rights, including MIGEPROF’s 2014-2019 Strategic Plan.
  • Represent MIGEPROF in external meetings with relevant government officials, notably through the Social Protection Sector, multi-lateral agencies, bi-lateral agencies, NGOs, UN agencies, and donors.
  • Support and advise MIGEPROF in mobilizing resources for child rights programmes through evidence-based advocacy
  • Support implementation of the Child Rights related Laws and Policies (The Law No54 Relating to the Rights and Protection of Children, ICRP and ECD Policy) at decentralized levels in order to ensure their incorporation in the plans and budget at District Levels.
  • Support development of National Standards for Early Childhood Development.
  • Support child rights coordination mechanisms within Government of Rwanda as well as with other stakeholders, and ensure that child rights issues including ECD are mainstreamed within the programmes, policies, strategies of relevant sectors and ministries
  • Support and advise MIGEPROF and its affiliated agencies on the development of common frameworks, tools and guidance to develop evidence-based child rights programming.
  • Assess the capacity of MIGEPROF staff on child rights and develop and implement a capacity-building plan, including formal training and on the job training and monitoring, based on the identified needs.

Deliverables

  • Submit to MIGEPROF and UNICEF a detailed quarterly work plan with activities clearly linked to each expected result, at the beginning of the consultancy and 3 months into the consultancy.
  • Submit to MIGEPROF and UNICEF monthly progress reports highlighting key achievements, challenges, lessons learnt and recommendations.
  • In consultation with MIGEPROF, UNICEF and other child rights and protection stakeholders, develop: (i) a capacity-building plan and training module(s) on child rights for MIGEPROF staff ; (ii) Early learning and development standards.
  • Submit to MIGEPROF and UNICEF a final report no later than 20 days before the end of the consultancy, highlighting key achievements, challenges, lessons learnt, best practices and recommendations.

Duration and work arrangements

SSA Consultancy is for a period of 11 months.

Work arrangements:

The consultant will be based in MIGEPROF but will be responsible for providing his/her own electronic equipment. He/she have will regular interaction with MIGEPROF’s affiliated agencies and with UNICEF, and he/she will conduct consultations with various MIGEPROF partners.

Field visits will be organized as deemed necessary.

For the time spent in the field, the consultant will receive DSA in US dollars according to UN rate. He/she will receive the final tranche of honoraria when the final report has been received and accepted by both MIGEPROF and UNICEF Rwanda.

The consultant will be responsible for setting up meetings with all appropriate individuals and institutions with the support of MIGEPROF where necessary.

The consultant will work under the supervision of the Honourable Minister of Gender and Family Promotion. The consultant will also work closely with a focal point nominated in the agencies affiliated to the Ministry.

The contract will be signed between the consultant and UNICEF as the hiring organisation. The consultant will be governed by UNICEF procurement rules and regulations.

Profile of the SSA Consultant

Qualifications:

  • Advanced university degree in Social Sciences, International Relations, Political Science, public relations, media, communication, or other relevant disciplines.
  • A minimum of 5 years of relevant work experience in all aspects of programme management, and/or advisory support, in the area of child rights resulting in recognized expertise in the technical area.

Founded in 1980, Inter Aide is a humanitarian organisation that specialises in the implementation of development programs that aim to promote access for the most vulnerable to development. The programs respond to specific, vital needs of local communities. Our principal objective is to reinforce the capacities of vulnerable populations to allow them to improve the living conditions in their communities.

Inter Aide currently implements programs in 6 countries in Africa (Ethiopia, Malawi, Mozambique, Madagascar and Sierra Leone) and the Caribbean (Haiti). Our interventions cover several fields of rural development: water and sanitation (including services for the maintenance of water points), agriculture and support to farmers organisations, community health (including the reduction of child mortality, sexual and reproductive health), and primary education.

As a management principle Inter Aide delegates most of the responsibilities to the Program Managers (PM) based in the field, and as far as possible to local partners. They are both in charge of the implementation of the activities as well as the human resources management and all the financial and administrative tasks.

Although the Program Managers are responsible for the management of their programs, Inter Aide has identified three key areas where additional support is required at country level:

· Internal audit procedures need to be implemented at country level to ensure that funds and resources are being used appropriately. Thus Inter Aide is interested in developing a process for “internal project certification” that would set the standard for internal processes and procedures. The certification process should be participatory on every project but external support is required.

In the first few months of 2014 an Ebola outbreak was declared in West Africa and in recent months the extent of the outbreak in particular across Sierra Leone and Liberia has become out of control. In August WHO have declared the outbreak a public health emergency of International concern. GOAL is currently working to scale up its response to the outbreak and is in the process of developing a clinical response programme for Sierra Leone as well as continuing to assess needs across the region.

As a result GOAL is seeking an experienced Ebola Senior Technical Advisor for a minimum of three months to provide technical support and leadership both to the Ebola clinical team in country and to GOAL organisationally. The ideal candidate will be an experienced Infectious Disease expert who has previously managed infectious disease outbreaks ideally in a developing country setting.

Overview of Role:
The EVD Senior Technical Advisor will provide overall technical guidance to the HQ Ebola response team and field based medical team who are deployed in supporting the Ebola Response. The EVD Advisor will work in collaboration with the global health advisor and with the country team to develop the overall clinical response strategy and ensure that the response is in line with international best practise guidelines currently in place.

S/he will ensure that the clinical and social mobilisation components of the programme are working in a complementary manner and will provide feedback to GOAL Head Office on current performance of the programme as well as future expected needs.

Key Duties

Assume technical responsibility for the following components of the Ebola response;

Clinical Services and Infection Control

  1. Based on needs assessment and/or feasibility studies provide technical advice to GOAL on developing the clinical response at national, district and community level.
  2. Ensure the overall provision of clinical services in consistent with best practices and is implemented in collaboration with other stakeholders.

Provide technical advice on the set up and operation of Ebola Treatment Centres (ETCs) as well as Isolation Units at community level to ensure that international standards on infection control are in place.   2. Ensure that community based Public health teams are working with community leaders and EVD Treatment Facilities to build strong linkages within the referral system.

Coordination

  1. Provide regular updates on the outbreak response to the GOAL Senior Management Team in Head Quarters and provide advice recommendations on future direction of the EVD response programme.
  2. Liaise with other EVD response actors to include; national government, donors and other international agencies at a national and a global level and ensure that GOAL is linked in to all relevant EVD networks.

A major barrier to sustained change is the lack of access to appropriate and timely climate and weather information and the space to discuss how to adapt. By supporting local media, we will increase the quality and quantity of reliable, regular and user friendly information tailored for at-risk communities, particularly women and girls, and work with them to develop practical solutions for resilience to climate variability and disasters. Internews will build the capacity of the media - mainly radio - and deploy innovative mobile tools to facilitate broader access to weather-focused information.

This is a three-year project funded by the UK Department for International Development (DFID). The project is likely to start in early 2015.

Scope of Work

The Project Director/RJA manages (programmatically and financially) and coordinates Internews activities in Burkina Faso in the framework of the DFID funded BRACED project. S/he will play a vital role in leading and managing the implementation of this project in Burkina Faso, overseeing project staff and representing the project to all stakeholders.

Specifically, the PD/RJA will:

· Provide general oversight of Internews’ work on the project. This includes responsibility for the overall management and delivery, including financial management and fiscal integrity, quality and timing of deliverables, and coordination with partners;

· Provide leadership and management of project staff, including Media Trainers/Mentors, Community Liaison Officer, M&E Officer, Accountant and Radio Play Experts;

Sierra Leone: Senior Technical Advisor, Malaria Program/Global Fund Liaison

OVERVIEW:

The Leadership, Management and Governance Project (LMG) is a global five-year Cooperative Agreement awarded by USAID/Washington, designed to strengthen and expand the people-centered capacity building strategy pioneered under the previous Leadership, Management, and Sustainability Program. The LMG Project’s objective is to support health systems strengthening by addressing the gap in leadership, management and governance capacity of policy makers, health care providers and program managers to implement quality health services at all levels of the health system.

Malaria is one of the number one causes of morbidity and mortality among children under 5 in Sierra Leone. The Global Fund is one of the main donors for malaria control in Sierra Leone – a majority of international health development funding in Sierra Leone is directed into HIV and AIDS programs as a priority.

The National Malaria Control Program (NMCP) is the Principal Recipient of the Global Fund malaria grant and manages implementation of the dual-track financing scheme along with the second Principal Recipient, Catholic Relief Services (CRS). Global Fund commitments and disbursements in Sierra Leone account for just over 25% of Global Fund financing, with the majority (over 66%) going towards HIV and AIDS activities. While the disbursements and commitments are on track for the CRS malaria grant, the NMCP grant has consistently had performance issues and low expenditures that have blocked continued funding to the budgeted commitment level.

The President’s Malaria Initiative will provide direct technical assistance to the NMCP through the LMG/Sierra Leone project to improve Global Fund grant implementation and generally provide technical support in the areas of leadership, management and governance to strengthen the national malaria control strategy and implementation.

OVERALL RESPONSBILITIES:

The Senior Technical Advisor, Malaria Program/Global Fund Liaison position is designed to provide technical assistance to the country, specifically to the NMCP, in meeting the grant management and implementation demands of the Global Fund malaria grant.

The incumbent will be placed at the NMCP and will provide leadership and management support to the NMCP Program Coordinator. S/he will assist the Malaria Coordinator in planning, monitoring and coordinating activities, especially the upcoming mass distribution campaign.

The incumbent will work in collaboration with the local stakeholders to ensure that up-to-date and strategic information on malaria activities are shared and disseminated among donors for prompt and appropriate decision making.

The work involves complex and interrelated processes. The political environment requires a high degree of sensitivity and diplomacy in supporting the NMCP, establishing dialogue, and developing activities to prevent and treat malaria. The incumbent will require a depth of expertise that will allow her/him to provide leadership and management in malaria-related issues and programs, including the capability to identify and systematize otherwise diffuse issues.

SPECIFIC RESPONSBILITIES:

The Senior Technical Advisor, Malaria Program/Global Fund Liaison, provides professional leadership support to the NMCP for the achievement of objectives set forth in its strategic plan. The principal task of the incumbent is to provide overall management, technical guidance and leadership to the NMCP team around implementation of the Global Fund malaria grant. The incumbent will also coordinate with and provide technical assistance to the Ministry of Health and Sanitation, if necessary, to prepare and conduct policy dialogue with the Global Fund Country Team on issues impeding smooth disbursement and implementation.

  1. Assist the NMCP in taking appropriate management actions (planning, monitoring and evaluation, coordination, etc.) to meet the Global Fund grant requirements and/or conditions precedent so as to enable speedy Global Fund disbursements.
  2. Assist the NMCP in the design and implementation of the national malaria monitoring and evaluation plan, as well as to ensure that other partners develop project monitoring plans and report in a timely manner on their activities to the NMCP. It is also expected that the incumbent will provide expert advice and practical experience in helping the NMCP and other in-country malaria stakeholders to monitor inputs and outcomes, progress towards goals, and how to execute the plan jointly.
  3. Assist the NMCP and the Ministry of Health and Sanitation with initiating and conducting policy dialogue between the Global Fund Portfolio Manager and country team to troubleshoot as necessary to facilitate grant implementation.
  4. Assist the NMCP with planning interventions to be covered by the Global Fund resources in collaboration with CRS, and conduct a thorough gaps analysis to identify contribution of all malaria partners to draw a big picture of malaria program coverage nationwide.
  5. Collaborate with senior staff of the NMCP, implementing partners, and other partners, such as WHO, UNICEF, World Bank, and NGOs to identify malaria control intervention gaps in Sierra Leone, consistent with the malaria control coverage needs identified by the strategy and plans of the NMCP.
  6. Work with the NMCP and other appropriate partners to ensure full accountability and value for Global Fund resources provided for NMCP functioning.
  7. Assist the NMCP in developing plans to manage the Global Fund activities. This includes providing managerial support to the NMCP leadership to brainstorm and identify technical interventions to be covered by future funding from the Global Fund.

This incumbent is not expected to play any supervisory role at the NMCP. S/He will receive administrative supervision from the LMG/Sierra Leone support team.

QUALIFICATIONS:

  1. Advanced degree (Masters, PhD, or MD) in a health-related field or management field required. Specialized experience in malaria is not required, but preferred.
  2. At least ten years of experience in progressively responsible experience in designing, implementing and managing malaria and other health programs in developing countries, with a preference given to candidates with African experience.
  3. Demonstrated experience managing successful teams comprised of experienced professionals.
  4. Demonstrated technical leadership, program management, strategic planning, policy experience and problem solving skills working on complex projects in a highly sensitive environment are required.
